  • Fire Protection System is facilities that Control the fire by mechanic means. Buildings Over a Certain Scale is required this system. As the small from the fire extinguisher as the large to the sprinkler system of automatic fire extinguishing equipment the kinds are various. With the development of architecture technique while modern higher buildings are increased. As fire is a first product that human make, it performed many profits and services for our mankind. Sometimes as it Is profitable fire or harmful fire, it takes charge of human's life culture. Therefore fire protection system is facilities that control the latter fire by mechanic means Building over a certain scale is required this system. As the small from the fire extinguisher as the large to the sprinkler system of automatic fire extinguishing equipment, the kinds are various. With the development of architecture technique while modern higher buildings are increased high level and fire prevent facilities aren't reached to that level. The object of this study is present the problem which appear from the analysis of place standard for fire protection facility. This study described as a following order. First, We are going to look history of the fire protection system and change course of that with the year and facility. Second. We say the frame system and special nature of the foreign fire prevent Act. Third. We understand the control reality of fire protection system. Fourth. We took out the merit of foreign fire prevent law and the problem of our current domestic system. The placing standard of proper fire protection facilities that be presented from this study are followed next. 1) We have to reinforce sprinkler system placing standard for the fire extinguishing and check the spread of fire. 2) We must to be ruled the standard for keeping fire prevention system that are received reality and people's idea. 3) We should prepare lawful basis which can be place fire prevention center. 4) We have to correct the standard of use count about complex building without mainuse and we take increase the real effectiveness of this. 5) We ought to match the use of current fire prevention act and the use of architecture law.

  • Korean traditional paper is more than paper itself to the Korean people because of its excellence, compared to western paper, in keeping records, flexibility, strength. air permeability. and blocking ultraviolet rays. It has been used for various purposes such as book-making. covering for walls. windows or floors. making clothes and living appliances. and so on. Notwithstanding these merits. mass-produced paper has been substituted for Korean paper. Recently, however, there is a growing tendency to re-evaluate Korean paper because of its physiochemical properties. traditional beauty. eco-friendliness. and applicability to crafts. Korean paper deserves widely received re-evaluation as teaching materials for the education of ecology. creativity. and traditional arts. The purpose of this study was to find out a way of using Korean paper as sewing materials in Practical Arts classes for the elementary school. Previous researches on what properties Korean paper has and how many kinds of crafts have been made of Korean paper were reviewed. Concrete methods of utilizing Korean paper as sewing materials. especially for the finishing skills of sewing. were also proposed.

A Study on the amendment of regulation of Korean Seamen's Act to exempt the seafarers who have completed advanced safety refresher training from basic safety refresher training (선원법상 상급안전 재교육 이수자의 기초안전 재교육 면제 규정의 개정에 관한 연구)

  • It is provided that seafarers qualified in accordance with STCW(International Convention on Standards of Training Certification and Watch-keeping for Seafarers) convention and code in safety training shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in Chapter VI, section A-VI/1 of the STCW Code A. Every party to the STCW Convention has amended the relevant national regulations according to the above international convention and code. These amended Seaman's Act require the updating safety training which is only five years valid for existing seafarers serving onboard ship on international voyage. And above specified existing seafarers must, as of the 1st January 2017, have documentary evidence of either having completed the training course or updated their training within the last 5 years. In relation to the above international trend, the Korean Ministry of Oceans and Fisheries also has completed an amendment to its Seaman's Act. But, the Korean Seaman's Act has a supplementary provision to exempt the seafarers who have completed STCW advanced safety training from basic safety training. The purpose of this study is to define the problems of above mentioned exemption provisions and to make better policies for improvement. In order to complete the purpose, the research team has conducted an in-depth survey of various foreign cases on STCW safety training. Moreover, the team has suggested an improvement scheme in consonance with Korean shipping industry and society through out this report.

A Study on the Exterior Color of Housing in Rural Area Comparing with Traditional Housing Color (농촌지역 전통, 개량 및 신축주택 외장색채 비교분석 연구)

  • Until 1960, the major housing type of rural area in Korea was traditional wooden frame building, which was made of natural materials. In the course of modernization and New Village Movement, most of traditional houses have been renovated focusing on changing roof material of rice straw into slate, keeping existing main wooden structure. And then from around 1980, by economical development the new houses have been constructed. On these three phases of traditional type, remodeling type and new construction type, the natural materials of housing facade as wood, soil, stone and plant changed into artificial materials as cement, chemical material and paint. At the same time the exterior color of housing also have been changed and varied. The purpose of this thesis is to find out the changing aspect of exterior color by comparing remodeled and new constructed housing with of traditional housing. The exterior color of one hundred and fifty seven houses were surveyed and the three color attributes of each part of facade, as roof, wall and window, were analyzed and compared. In case of traditional houses, 98.3% of color are concentrated on the warm color of Y and YR on HUE scale, and 88% of their color are low Chroma. And Value of their color has been varied and spreaded from low to high Value scale. From traditional types to remodeled and new constructed houses, the concentration ratio of warm color on Hue scale reduced from 98.3% to 68.7% and ratio of low Chroma was also changed from 88% to 73.2% and the ratio of low Value color reduced from 51.9% to 29.7%. The exterior color of houses in rural area varied on Hue, and the more saturated colors were used and they became brighter compared with color of traditional houses. It is expected that the results of this study can be used for basic data of exterior color planning and improvement into harmonized color with natural environment.

A Scheme of Compensation System for Farmers' Accidents through the Example of Germany (독일의 사례를 통해 본 농업인재해 보장체계 구축 방안)

  • The purpose of this study is to look at the case of the German compensation system for farmers' accidents and to build a basic scheme in our country's compensation system for farmers' accidents. When you view examples of Germany, the social insurance scheme for farmers accidents in korea should be design as an independent institution from the existing industrial accident insurance, and it comes to relationships with other social insurance system, preferably with complementary personalities. A general rule of the compensation system applies to all farmers in principle but the coverage limits part-time farmers. Financial burden consists of the mix of insurance premium and state aid. The type and level of benefits is similar to the current industrial accident insurance, which give priority to places on economic security for keeping farmworks, such as cost for using temporary farmers, rather than income loss. In terms of financial system, pay-as-you-go system would be better because of immediate payment with the introduction of the compensation system. The compensation system might be managed and administrated by the existing nationwide organization. Of course, for operating of system review and further research on the technical details such as premium issues and funding problems of government support, the exact classification of the target coverage, premiums based on estimated income for the farmers' estimation, the exact statistical data on the accumulation of agricultural disaster is needed.

A Study on Development of Ship Collision Avoidance Support Program (선박충돌회피지원프로그램 개발에 관한 연구)

  • Recently, ship collision accidents account for $20%{\sim}34%$ of domestic marine accidents, also have increased continually. In this paper, therefore we propose the development of Ship Collision A voidance Support program for decreasing ship collision accidents. This program has been developed on the basis of CCAS-Model. A CCAS-Model has ship's maneuvering performance and has been studied for the propose of supporting to avoid ship collision in close quarters. Besides. the program will effectively support maneuvering for collision avoidance through display of the feasible area and the method of collision avoidance using own ship's turning characteristic about action of target ship's keeping course and velocity in various encounter.

A Study on the Evaluation and Validation of IMO Manoeuvrability Standards of Vessels (IMO 선박 조종성 기준의 계산 및 고찰에 관한 연구)

  • Many sea accidents such as collisions and groundings of vessels were occurred due to the lack of sufficient manoeuvring capability of vessels. Therefore IMO adopted 'The interim standards of ship manoeuvrability by Resolution A.751(18)' and the standards have been applied to vessels of 100m or more in length and all chemical tankers and gas carriers regardless qf the length, which were constructed on or after 1 July 1994. The IMO manoeuvrability standards are divided into three kinds as bellows; (1) Turning capability standards : Estimated values in design stage are to be certified by turning circle test of the actual vessel. (2) Course keeping quality standards : Estimated values in design stage are to be certified by $10^{\circ}\;and\;20^{\circ}$ Zig-Zag tests of the actual vessel. (3) Shortest stopping distance standards : Estimated values in design stage are to be certified by the shortest stopping distance tested by the actual vessel. In this paper, the authors computed the values of the manoeuvring standards of several vessels from their original design and compared them with those results from experiments of the model ships and also examined the values and concluded about the validity of IMO manoeuvrability standards.

A Study on the Investigation and Analysis of Collisions at Sea (선박충돌사고의 원인조사 및 분석방법에 관한 연구)

  • The collisions at sea among marine casualties are not reduced as the tonnage and speed of ship's increase as well as the traffic quantity increase at sea, in spite of the improvement of nautical equipment, enforcement of crew's education and training as well as improvement of quality standard according to the implementation of ISM code. The measures to prevent the collisions at sea are simple, and are composed of six stage.: The first stage is that the officer on duty detect the target from his eye or radar information. The second stage is determining the type and kind of target-ship. The third stage is target tracking; calculation of target speed, course, CPA and TCPA from radar information or visual check. The fourth stage is determination of vessel in danger after calculation of third stage. The fifth stage is the judgement of situation if own ship is stand-on or give way vessel according to the 1972 COLREG. The last stage is to carry out proper action according to 1972 COLREG, under the circumstances. But by the case, the situations are so different under the different external conditions; for example, natural/navigational conditions, crew's human factors, ship's particular, rule or regulation, management system on board, the condition of watch keeping. Therefore the reasons and casualties are so complicated. This study aims to investigate the collision casualty at sea which needs to clarity all these causal factors of afore-mentioned, and to analyze the causes of problems so as to utilize them to establish the measures of preventing marine accidents. This study, described the concepts of causal factors into three groups; environmental factor, and company/on board management system and navigator's act. Also described how to investigate and analyzes the casual factors. Even though it was described in this paper how to detect the causal factors and reasons of collisions, and how to analyze the inter-relation of each causal factors, it is necessary to do further study how to analyze between the liability of concerned parties and the casual factors involved.

Automatic Control for Ship Automatic Collision Avoidance Support (선박자동충돌회피지원을 위한 자동제어)

  • The studies on automatic ship collision avoidance system, which have been carried out last 10 years, are facing on new situation due to newly developed high technology such as computer and other information system. It was almost impossible to make it used in real navigation 3-4 years ago because of the absence of the tool to get other ship's information, however recently developed technology suggests new possibility. This study is carried out to develop the algorithm of automatic ship collision support system. The NOMOTO ship's mathematic model is adopted in simulation for its simplicity. The fuzzy reason rules are used for course-keeping system and for the calculation of Collision Risk using TCPA/DCPA. Moreover‘encounter type’ between two ships is analyzed based on Regulations for Preventing Collisions at Sea and collision avoidance action is suggested, Some situations are simulated to verity the developed algorithm and appropriate avoidance action is shown in the simulation.
