The number of certificates in Korea is about 32,364(2018.09). There are 252 national technical qualifications, 149 national professional qualifications, 99 public private qualifications, and 31,894 private qualifications. The purpose of this study is to examine the process by which KAITS ISE is created. The course was examined and formalized for 10 years from the establishment of KAITS to the first test. As a result of the research, (1) Preparatory considerations (2) Development of qualifications framework (3) Job analysis and drafting (4) Development of problem banks (5) Design of curriculum (6) Development of verification strategy (7) Execution of verification (8) Revenue plan (9) Expansion of qualification demand (10) Opinion formation. After that, the module of the creativity is studied. It is expected that it will be used as a model for certification development in industry security consulting experts.
The Purpose of this research is to analyze and discuss the development of yellowtail aquaculture industry in Japan and its management structure. The research includes the following : (a) It confirms the industrial conditions of yellowtail aqaculture which has a national technical and mass production system that has been developed at great speed. (b) It analyzes yellowtail aqaculture development from a family - oriented management to a large scale production. (c) It examines how the fisheries cooperatives harmonized their role with the object of individual aqaculture management and aqaculture fishing ground management. The reasons for this study focusing on the yellowtail aqaculture industry of Japan are : (a) The yellowtail aqaculture is regared as a typical field in aqaculture because it reflects the general aqaculture history, quantity of fisheries aqaculture product, the number of fishermen involved in this industry, technology , and the live and fish market formation in Japan. (b) The aqaculture has the most powerful entrepreneurial in financial and management style. The aqaculture industry also has a most individual management style which includes planned production and shipping strategy. This research has attempted to study the industrial processes of fisheries aqaculture industry and its management development, and focused on the yellowtail aqaculture industry of Japan. This work also includes data about the aqaculture management of fisheries cooperatives and case by case analysis of aqaculture production. The following results were obtained from this study : First, even though ocean, weather conditions, and widespread propagation of places suitable for aqaculture in Japan were crucial factors in aqaculture development, it must be pointed out that fisheries policy in Japan changed from "catching" in the 1960s to "cultivating". Second, the widespread course of fisheries cultivating technology in Japan has had two characteristics. One is that early aqaculture technology spread to the southern part of Japan and the other is that the metal nets were widely used in the northern part in the 1970s. Japan's yellowtail aqaculture industry's overproduction was due to metal nets. However, the use of mwtal nets also contributed to the improvement of aqaculture and the strategic aspects of aqaculture management. In addition, it should be stressed that Kagoshima prefecture as the pioneer of metal nets contributed to fisheries aqaculture development in japan. Third, as aqaculture technology developed, entrepreneurial qualities of aqaculture management also developed this field into a large scale business. Even though it is not clear, large scale management of yellowtail aqaculture shows evidence of superiority over small andmedium - size management of yellowtail aqaculture. Fourth, yellowtail aqaculture management in Japan hascontributed to the production system and aqaculture strategy to meet consumers' needs and market demands from weather - oriented trational fisheries industry, which overcame their overproduction structure. Fifth, Japanese fisheries cooperative played very important roles in the prevention of fishing grounds production from destruction and in promoting suitable aqaculture facilities so that aqaculture could grow continually.ld grow continually.

The research evaluated the effects of the improvements in scientific inquiry for elementary school students and focused on the development and application of the explicit and reflective learning strategy through observation and classification. The explicit and reflective learning strategy was modified and completed with the review of the experts after the development of the draft based on the theoretical approach. The students were evaluated for their academic achievements in scientific inquiry skills before and after taking the course. The results were as follows: First, the steps of the developed learning strategy (1) to motivate, (2) to explore reflectively, (3) to guide explicitly, (4) to inquire explicitly, and (5) to verify reflectively were set to reflect the verification. Second, the results of applying the developed model to the lessons based on the quantitative analysis was effective for observation and classification skills in the quest for improved performance of the whole (the sum of observation and classification, inquiry skills) and the observed features, but there was no effect on classification. Also, the lessons applied the developed teaching strategy and showed effectiveness in improving academic achievement. Particularly in analyzing the relationship between the academic achievement and exploration capabilities, in order to improve academic achievement, the importance of improving inquiry skills was found. Third, the qualitative analysis of teaching and learning strategy developed by applying the lessons of this teacher guide and small group activities through the explicit and reflective observation and classification of the student learning activities showed the significant improvement of ability of the scientific inquiry skills. In addition to the improvement in the abilities of the classification showed after the formation of the most basic observation skills of the scientific inquiry.

Problem-Based Learning(PBL) is at the forefront of educational reform. The acceptance of PBL as an educational approach with wide application represents a major change in thinking about educational processes and their relationships to the wider community. In 1969, PBL as a method was introduced at the Medical School of McMaster University in Hamilton, Canada. The most important advantages in PBL are acquiring knowledge that can be retrieved and applied, learning to learn(self-directed learning) and learning to analyze and solve Problems. PBL is widely used within the sector where it had its origin, namely health profession education. A generally accepted starting point in the development of a problem-based curriculum is the set of professional competencies of future graduates, which describe the typical problems professionals have to deal with. Formulating learning objectives highly depends on the format and content of the presented problems. Contrary to that, in a classic course in higher education, it is customary that teachers express objectives in a compulsory subject matter. Curricula which advocate problem-based learning generally use case studies in the form of paper cases, simulations and real patients with the intention of stimulating classroom discussion of clinical and basic science concepts within a problem-solving framework. One goal of using paper cases is to stimulate the learning of basic science within a clinical situation. Through self-directed study the students solve problems and explore the psycho-social dimensions within the cases. The general outcome based on the program evaluation research of PBL is that PBL students respond positively about the learning experience. In summary, PBL is a curriculum design and a teaching/learning strategy which simultaneously develops higher order thinking and disciplinary knowledge bases and skills by placing students in the active role of practitioners(or problem solvers) confronted with a situation(ill-structured problem) which reflects the real world.

Research data means data used or created in the course of research or experiments. Research data is very important for validation of research conducted and for use in future research and projects. Recently, convergence research between various fields and international cooperation has been continuously done due to the explosive increase of research data and the increase in the complexity of science and technology. Developed countries are actively promoting open science policies that share research results and processes to create new knowledge and values through convergence research. Communities to promote the sharing and utilization of research data such as RDA (Research Data Alliance) and COAR (Confederation of Open Access Repositories) are active, and various platforms for managing and sharing research data are being developed and used. OpenAIRE (Open Access Infrastructure for Research In Europe), a research data platform in Europe, ARDC (Australian Research Data Commons) in Australia, and IRDB (Institutional Repositories DataBase) in Japan provide research data or research data related services. Korea has been establishing and implementing a research data sharing and utilization strategy to promote the sharing and utilization of research data at the national level, led by the central government. Based on this strategy, KISTI has been building a Korean research data platform (DataON) since 2018, and has been providing research data sharing and utilization services to users since January 2020. This paper reviews the characteristics of DataON and how it is used for research by showing its applications.
Background: Since the terminology 'radioactive consumer product' is not quite familiar to the public and is often considered as negative and detrimental things, the educational curriculum is essential for establishing reliability of nuclear energy related and for the development of better communication strategy of radiation risk with the public. To provide base data which is valuable for establishing efficient curriculum of education and training about radiation safety, it is necessary to apprehend the different level of awareness of radiation exposures classified by various consumer products. Materials and Methods: On November 2014, a question investigation about asking awareness level of radiation exposure from various consumer products was done for university students who are highly educated. The object students are studied at a four-year-course universities which is located at Daejeon City. Results and Discussion: Although the average awareness level is comparatively low, the awareness of senior students, who major in radiation, nuclear related departments and male students are relatively high. On the other hand, the awareness of freshman, sophomore, junior students, who do not major in radiation, nuclear related departments and female students are relatively low. It is necessary to provide various information to avoid unnecessary concerns and misconceptions about radiation exposure. Conclusion: This paper will be an instrument for efficient establishment of curriculum of education and training related with radiation safety.
Nowadays port has changed so rapidly as other economic variables. The main issues of these changes are classified with some problems such as the progress of containerization and enlargement of ship size and its speed, the introduction and expansion of EDI system, and the inducement of private capital in port development. Therefore, the competition among ports is severer than before, especially in container cargos. Almost all ports try to strengthen their competitive power and enlarge their port performance and throughput through many kinds of efforts and strategies. Port marketing is important approach and methods in order to make understand port and make call on their ports, of course, realizing the importance of port for the regional economics and employment generation. In this paper, the various marketing concepts are redefined and applied in terms of port and shipping service with which marketing is not so much popular and familiar. After many diagnoses and investigations are executed with special logistical viewpoints and attention, this paper suggests some countermeasures of port marketing in the angles of 4Ps. The strategies and countermeasures are classified in 3 stages according to their broadness and specificity. The privatization of port and port competition need the renovation and rationalization of traditional port activities and old port operation customs. Although this paper suggest many ideas with focusing Busan port, these ideas will be used in other ports. I think it is necessary further study concerned this topics and some limitations which this paper contains.

With the rapid development of information technology, e-learning is growing in corporate. However, there are still problems in learning, such as low learning persistence rate. Learning outcomes are complex phenomenon influenced by a multitude of factors, it is need to considering the direct and indirect causal relationship among various factors. Therefore, the purpose of this study was to develop the causal model that explains the learning outcomes (satisfaction learning persistence) in corporate e-learning. This study was also intended to examine the causal relationship between the interaction and learning persistence through satisfaction mediators. For this, online survey was conducted with a sample of 270 learners who enrolled in cyber training course at A company. The major findings of this study are as follows: First, internality (internal locus of control, ${\beta}=.154$), interaction (${\beta}=.489$), satisfaction (${\beta}=.304$) have direct effect on learning persistence. Second, the interaction has direct effect on the satisfaction (${\beta}=.320$). Third, the satisfaction has direct effect on the learning persistence, and mediating the interaction and learning persistence. This result will contribute to build a learning strategy to improve learning outcomes.

In this paper, we developed the automatic optical fiber aligner by image processing and automatic loading system. Optical fiber is indispensable for optical communication systems that transmit large volumes of data at high speed, but super-precision technology in sub-micron units is required for optical axis adjustment, we have developed 6-axis micro stage system for I/O optical fiber arrays, the initial automatic aligning system/software for a input optical array by the image processing technique, fast I/O-synchronous aligning strategy, the automatic loading/unloading system and the automatic UV bonding mechanism. In order to adjust the alignment it used on PC based motion controller, a $10\mu\textrm{mm}$ repeat-detailed drawing of automatic loading system is developed by a primary line up for high detailed drawing. Also, at this researches used the image processing system and algorithm instead of the existing a primary hand-line up. and fiber input array and waveguide chip formed in line by automatic. Therefore, the developed and manufactured optical aligning system in this research fulfills the great role of support industry for major electronics manufacturers, telecommunications companies, universities, government agencies and other research institutions.
