Developing Sea-Ground Cargo Linkages for Facilitating Coastal Transportations (연안운송의 활성화를 위한 연계체계 구축방안에 관한 연구)

  • The efficiency and effectiveness of freight transportation within and across Northeast Asia playa key role to achieve competitive advantages against other competing hubs in this area. However, the majority of local freight has been carried by ground transportation and the share of costal shipping has been decreasing for its transportational complexity and poor cargo works. In this paper, we discuss the prerequisites of efficient cargo linkage system from the perspectives of road, rail, ocean, and the service providers. Specifically, we identify that the balanced capacity of road/rail transportation system with costal freight system is a crucial component for facilitating coastal shipping. Other requirements such as the efficient on-dock container yard (ODCY), dedicated ports and ships, and the service provider of door-to-door transportation for short sea shipping are highlighted in order to secure the serviceability and availability of streamlined costal shipping. Further, we elaborate these requirements to facilitate costal cargo shipping in Korea.

  • The coastal shipping transport for containers had been serviced by Hanjin Transpotation Co., Ltd. and Korea Express Co., Ltd. from 1995. But Korea Express Co., Ltd. and Hanjin Transpotation Co., Ltd had stopped a coastal shipping transport service routed Busan-Incheon bemuse of getting worse of operation balance in 1999 and 2006 respectively. As a result of these situations, korean-flag and foreign-flag fleets are having difficulty in handling T/S cargos and in-time transport service among inter-ports in korea. As shippers also use lorry to transport their cargos than using costal shipping, it occurs increasing in national logistics' cost as well as time-consuming due to congestion on the road. Therefore, this paper identifies not anly current costal shipping transport systems but also those problems and analyses a economic effect in case of participation in the costal shipping transport service by foreign-flag vessel using monte carlo simulation.

  • Government tries to revise the article 25 in Korea Maritime Transport Act which describes subject of coastal carriage for exported-imported container cargoes. The subject of coastal carriage will be replaced coastal carrier by ocean liner carrier according to the revised article 25. By adopting the revised article, coastal shipping industry will be deteriorated in terms of returns on investment, sales and etc. Even though the revision is inevitable to harmonize the flow of exported-imported container cargo movement, coastal shipping industry should be developed and restructured to get competitive power and to set up an efficient international logistics system. To enhance competitive power of coastal shipping companies successfully, government must realize the importance of coastal shipping, and aid the industry through various methods such as arrangement of law and regulation, indirected financial assistance, decrease of tax rate, etc.

  • This purpose of this study is to identify the Analysis of Safety Control Factor Influenced on the Management of the Costal Shipping Companies. The study selected the analysis of safety control factors performed the Brain-Storming method, Depth Interview and Face-to-Face Interview. This survey targets are 25 experts for the opinions of expert groups with CEO of coastal shipping companies. This study used ISM(Interpretive Structural Modeling)to analyze the safety control factors and understand correlations between factors and found that sufficient acquirement of legal shipping equipment and freight (or passenger) management factors are the safety control factors that give the biggest effect on the management of coastal shipping companies. ISM analysis results are as follows. The factors that most influence the advancement of safety management is ensured the legal faithful to ship equipment. In the future, a survey have to multiple targets and to improve the practical needs by using a FSM (Structural Fuzzy Modelling).

A System Dynamics Approach to Analyze the Effect of a Fostering Policy on the Coastal Shipping Industry

  • This study presents a system dynamics methodology to evaluate quantitatively the effect of the Korean government's development policy, such as tax reductions, on the industrial economy. System dynamics is often perceived as an optimized means to identify the dynamic inter-relationships among various factors of development policies, and in particular the industrial characteristics and uncertainties of the coastal shipping industry. The results of simulations used in this study shows that the impact of development policies such as tax reductions would increase shipping demand for about 4 years, and that tax incentives could raise the demand volume for cabotage cargo from 5.26 to 11.11%, through the available freight-down by 90~95% points. The system dynamics approach used in this paper represents an initial attempt to use this methodology in studies of the coastal shipping industry. On the basis of our simulations, the industrial effects of other development policies, such as ship financing support, investment of social overhead, or crew supply, could also be analyzed effectively. Additionally, it should be possible to extend these results by developing a comprehensive model encompassing these various analyses.

  • A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

A Study on the Evaluation of Coastal Shipping's Centrality Using a Social Network Analysis (SNA를 활용한 연안해운 중심성 평가에 관한 연구)

  • Coastal shipping performs a pivotal role as a national transportation network and is highly valuable in terms of enabling more economical transportation at affordable prices than road transportation. In this regard, this study aimed to examine changes in the characteristics and centrality of South Korea's costal shipping sea-route networks by analyzing the centrality of domestic coastal shipping. To this end, social network analysis was used as an analysis technique that enables an analysis on the characteristics of coastal shipping networks. As a result, Jeollanam-do showed the highest degree centrality, ranking first in both the in-degree and the out-degree. Jeollanam-do also exhibited the highest betweenness centrality, and Gangwon-do registered the highest closeness centrality. In terms of hub and authority centrality, Jeollanam-do topped the list, followed by Gyeongsangnam-do and Gangwon-do in order. Lastly, Jeollanam-do ranked highest in the hub index, followed by Incheon, other regions, and Gangwon-do in order. This study is significant for suggesting the cities and provinces that play a key role in coastal shipping each year and their corresponding items. Future studies are recommended to identify the trend of coastal shipping through more detailed research on each port by city and province.

  • Today, shipping companies have shown the positive volition to the finding of chanced market through the development of new route with the new recognition and enhancement of competitiveness on the quality management in order to cope with the sharply-changing environment of shipping industry. Accordingly, this study is an empirical study which attempts the general and situational approach in order to clarify what TQM source, Activities and performance affect the enterprises and how it is different upon the step of quality management activities in the object of the incidental business related to the oceangoing and costal transportation, and marine and the groups related to the marines, subdividing the area of offering the shipping service.

A Study on Changes in the Centrality Movement of Coastal Shipping Passengers Utilizing the SNA Method (SNA 방법을 통한 연안해운 승객 중심성 이동변화 분석)

  • In this study, SNA analysis was conducted to examine changes in passenger movements in domestic coastal shipping. The validity of derivation of centrality rankings was enhanced by using the connection centrality that reflected weights, which had not been applied in previous research. The results of the connection centrality analysis indicated that the network composition ratio of the South Sea region was high, and the results of analysis of betweenness centrality indicated that ports belonging to the South Sea region recorded high ranks. Jeju Island, which acts as a gateway to the West Sea and the South Sea, Mokpo, which acts as a gateway between the land and islands, those ports that are geographically close to the land, and those ports that are smoothly connected to small ports, were shown to have betweenness centrality. Meanwhile, in the results of analysis of eigenvector centrality, not only ports in the South Sea region but also many ports in the West Sea region were included in the high ranked ones. Using these results, the port authority can identify major ports in domestic coastal shipping, determine the priorities support, identify the current situation of the port connection relations, and establish strategies for management of key development areas. As future studies, studies in the aspect of economy that separate general passengers and island passengers and utilize data such as fares, distances, and time are necessary.

Forecasting the Demand and Supply and Diagnosing the Shortage of Marine Officer for Korean Coastal Shipping (내항 해기사 인력 수요 및 공급 예측과 인력 부족 진단)

  • This study examined the current status of the number of ships and marine officers in the coastal shipping in order to successfully solve the problem of the shortage of manpower. Then it forecast the number of costal ships by ship size and the demand of coastal marine officers by applying the crew quota of the Ship Personnel Act. In addition, The supply of manpower was predicted using the Markov model, reflecting the number of turnover and retirements by year, as well as the number of new entrants and incomer from ocean-going shipping. As a result of forecasts, the demand for coastal marine officers is forecast to increase from 6,057 in 2023 to 7,079 in 2030, and the supply is forecast to decrease from 5,771 in 2023 to 5,130 in 2030, showing that the manpower of shortage is worsening. This study analyzed the problem of the shortage of lower-level licensed coastal marine officers and objectively forecast the demand and supply of manpower through quantitative analysis. In order to resolve the manpower shortage, it was proposed to expand the training and supply of 5th and 6th grade low-level licensed coastal marine officers. This study will be able to provide useful data to solve the problem of shortage of manpower for coastal shipping.
