Comparative Study on Internet Pricing : Flat-rate vs. Usage-based (초고속인터넷 요금제 유형에 대한 비교 검토 : 정액제, 종량제)

  • There is a controversy on Internet pricing, flat-rate vs. usage-based. This study gives a comparative analysis between flat-rate and two-part tariff which is realistic alternative of usage-based pricing. In a basic economic model, two-part tariff based on ISP's cost structure satisfies allocative efficiency and relatively expand the number of subscribers. But the characteristics of Internet service like consumers' uncertainty on cost, measurement cost of traffic and network externality induce increase of cost or decrease of marginal utility. The analysis shows that small impact of these can make flat-rate more efficient.

Comparative Analysis on the Perspectives of Hospitals and Contractors on Items related with Contracting Hospital Foodservice Management (병원급식 위탁계약에 대한 병원과 위탁회사의 견해 비교 분석)

  • The purposes of this study were to : a) investigate the current status of contracted hospital food services, b) analyze and clarify various perspectives of contractors and hospitals. Thirty six hospitals and their contractors which were having more than 100 beds located in Seoul, Inchon and Kyungkido, were the subjects of this study. Data were collected through surveys. The survey was conducted during March to April in 2002. Questionnaires were mailed to the 36 directors of dietetic departments of hospitals and 36 managers of contract foodservice management company. Statistical analysis was completed using SPSS Win(11.0) for descriptive analysis, t-test and $x^2$-test. The results of the study can be summarized ; 1. The type of contract considered adequate by directors of dietetic departments and managers of contractors was fee-contract, combined type, followed by profit-and-loss contract. 2. According to the results from analysis on the contract cost per meal considered adequate by directors of dietetic departments and managers, the directors of dietetic department indicated that showing no difference with the current contract cost per meal. However, the managers of contractor indicated that showing significant differences compared with the current contract cost per meal(regular diet p<0.01, therapeutic diet p<0.001). 3. In the composition of contract cost per meal considered adequate, the managers of contracting businesses accounted labor cost (p<0.01) as a major cost, whereas the chiefs of nutrition departments accounted miscellaneous or controllable expense (p<0.001) and VAT (p<0.01) as major costs. 4. The directors of dietetic departments and managers thought that the hospital should be responsible for utility costs. On the other hand, directors of dietetic departments regarded that the contractor and managers thought that the hospital should pay for facility investment cost.

  • Underground infrastructure systems provide essential public services and goods through buried structures including water and sewer, gas and petroleum, power and communication pipelines. The majority of existing underground infrastructure systems was installed in green field areas prior to development of complex urban built environments. Currently, there is a global trend to escalate major demand for underground infrastructure system renewal and new installation while minimizing disruption and maintaining functions of existing superstructures. Therefore, Engineers and utility owners are rigorously seeking technologies that minimize environmental, social, and economic impact during the renewal and installation process. Trenchless technologies have proven to be socially less disruptive, more environmentally friendly, energy conservative and economically viable alternative methods. All of those benefits are adequate to enhance overall sustainability. This paper describes effective sustainable solutions using trenchless technologies. Sustainability is assessed by a comparison between conventional open cut and trenchless technology methods. Sustainability analysis is based on a broad perspective combining the three main aspects of sustainability: economic; environmental; and social. Economic includes construction cost, benefit, and social cost analysis. Environmental includes emission estimation and environmental quality impact study. Social includes various social impacts on an urban area. This paper summarizes sustainable trenchless technology solutions and presents a sustainable construction method selection process in a proposed framework to be used in urban underground infrastructure capital improvement projects.

Sensitivity Analysis of JLSP Inventory Model with Ordering Cost inclusive of a Freight Cost under Trade Credit in a Two-stage Supply Chain

  • This study analyzes the distributor's inventory model in a two-stage supply chain consisting of the supplier, the distributor and the end customer. The supplier will allow a credit period before the distributor settles the account with him in order to stimulate the demand for the product he produces. It is also assumed that the distributor pays the shipping cost for the order and hence, the distributor's ordering cost consists of a fixed ordering cost and the shipping cost that depend on the order quantity. The availability of the delay in payments from the supplier enables discount of the distributor's selling price from a wider range of the price option in anticipation of increased customer's demand. As a result, the availability of a credit transaction leads to an increase in inventory levels. On the other hand, in the case of deteriorating products in which the utility of the product perish over time, the deterioration rate with time plays a role in reducing inventory levels. In this regard, we analyze the effect of the length of the credit period and the degree of product deterioration on the distributor's inventory level. For the analysis, we formulate the distributor's annual net profit and analyze the effect of the length of credit period and deterioration rate of the product on inventory policy numerically.

A Review of Economic Evaluations in Acupuncture for Allergic Rhinitis (알레르기 비염의 침 치료에 대한 경제성 평가 연구 경향 분석)

  • Objective : The purpose of this study is to analyze research trends on the cost-effectiveness in acupuncture for patients with allergic rhinitis. Methods : The literature and research in allergic rhinitis was searched in electronic databases, such as National Health Service Economic Evaluation Database(NHS EED) and the Cochrane Database of Systematic Reviews(CDSR). The general characteristics and the results of each economic analysis such as incremental cost-effectiveness ratios(ICERs) were extracted. Results : In total, thirty seven studies were searched, and two studies were analyzed. They were cost-utility analysis(CUA)s that measured quality-adjusted life years(QALYs). One study showed that the ICER was €22,798 per QALY and was robust in sensitivity analysis. Another showed that the ICER was between €31,241 and €118,889 from society's perspective and between €20,807 and €74,585 from a third-party payer's perspective. Conclusions : Any generalization of these results needs to be made with caution given the specific effects of acupuncture and the difference of cost data in the various countries. Further studies are needed on this topic in order to demonstrate the cost-effectiveness clearly.

An Optimization Study on the Radiation Management in Nuclear Power Plants (원자력 발전소 방사선 관리의 최적화에 관한 연구)

  • It is a fundamental element of the nuclear power plant operation to assess exactly the occupational radiation exposure. And, according to recently published ICRP 60 recommendation, it is needed to reduce individual radiaton exposure limit further. In this paper, an optimization techique was suggested for selection of alternatives for reducing occupational radiation exposure, and used in reviewing alternatives given by a plant utility. After the basic analysis, sensitivity analysis was performed to consider the variabilities of the economic variables. From the result, it was found that an option using steam generator nozzle dam and torquing machine was the best with respect to total benefits, and in case of multi-attribute utility analysis, an option using Co-No seal had the highest utility. Therefore, it was necessary to apply more than one technique togeter in optimization study and to consider qualitative factor, too.

Utility-Connected Solar Power Conditioner Using Edge-Resonant Soft Switching Duty Cycle Sinewave Modulated Inverter Link

  • The utility interfaced sinewave modulation Inverter for the solar photovoltaic power conditioner with a high frequency transformer is presented for residential applications. As compared with the conventional full-bridge hard switching slnewave PWM inverter with a high frequency link, the simplest single-ended edge-resonant soft switching sinewave inverter with a sinewave duty cycle pulse control scheme is implemented, resulting in size and weight reduction, low cost and high efficiency This paper presents a prototype system of the sinewave zero voltage soft switching sinewave inverter for solar power conditioner, along with its operating principle and unique features. In addition to these, this paper discusses a control implementation to deliver high quality output current. Major design of each component and the power loss analysis under actual power processing is also discussed and evaluated from an experimental point of view A newly developed utility-connected sinewave power conditioning circuit which achieves 92.5% efficiency under 4kW output is demonstrated.

  • Many shipping companies have suffered about high oil cost and environment regulation as people are concerned about the environment, therefore concentrating on energy using efficiency of the ship. The Skysails Company of Germany developed Skysails System for 4 years, making Shipping Company take interest under such situation. Skysails System uses a large kite in the ship, decreasing fuel expenses. So examination and utility analysis on Skysails System application are a necessity by using weather condition in the Coastal Waters of Korea where feeder network was well-developed. As a result, we could find out the system's efficacy on fuel saving and environment cost saving.

Determination of Optimum Batch Size and Fuel Enrichment for OPR1000 NPP Based on Nuclear Fuel Cycle Cost Analysis (OPR1000 발전소의 핵연료 주기비분석을 통한 최적 배취 크기와 핵연료 농축도 결정)

  • Cycle length of domestic nuclear power plants is determined by the demand-supply plan of utility company. The target cycle length is achieved by adjusting the number of feed fuel assembly and fuel enrichment. Traditionally, utility company first select the number of feed fuel assembly and then find out the fuel enrichment to achieve the special cycle length. But it is difficult to find out if this method is most economical than any other combinations of the enrichment and batch size satisfying the same cycle length. In this paper, core depletion calculation is performed to find out the optimum combination of the enrichment and batch size for given target cycle length in terms of fuel cycle cost using commercial core design code; CASMO/MASTER code. To minimize the uncertainty resulting from transition core analysis, levelized fuel cycle cost analysis was applied to the equilibrium cycle core in order to determine the optimum combination. The sensitivity study of discount rate was also carried out to analyze the levelized fuel cycle cost applicable to countries with different discount rates. From the levelized fuel cycle cost analysis results, the combination with smaller batch size and higher fuel enrichment becomes more economical as the discount rate becomes lower. On the other hand, the combination with higher batch size and lower fuel enrichment becomes more economical as the discount rate becomes higher.
