The purpose of this study is to evaluate the diesel retrofit program which have been proceeded for the last 7 years in Gyeonggi-do. Diesel retrofit programs in Gyeonggi-do consist of the attachment of DPF (Diesel Particulate Filter), p-DPF (partial-DPF) and DOC (Diesel Oxidation Catalyst), switching to LPG engine, scraping an old cars. Emission reduction by diesel retrofit program was estimated $N_2O$ 8,313.4 ton/year, PM10 3,626.4 ton/year, VOC 8,078.5 ton/year in 2010. The benefit-cost analysis shows that the 964 billion wons of benefits are greater than the 853 billion wons of total costs. Diesel retrofit programs could be one of the most effective measures to improve PM10 concentration in metropolitan area. But retrofit programs also need to be properly maintained by each vehicle.

Disorders of intitating and maintaining sleep(DIMS : insomnia) may be a symptom of some other disease or the basic, root problem in some patients. DIMS is usually treated by private physicians or psychiatrists, initially. Many physicians can do to improve the quality of life of the sleep disordered patients by appropriate evaluation and management For the effective management of DIMS patients, the accurate differential diagnosis is essential. In polysomnographic evaluation for insomnia, the physician should consider the aspects of cost-effectiveness to provide the maximal benefits for the patients. For the purpose of this, evaluation of DIMS complaints outside the sleep disorder clinic, indication for referral to a sleep disorder clinic, the role of polysomnopraphy in evaluating DIMS, and polysomnographic findings of different types of DIMS are discussed, together with possible way to diagnose them.

This paper introduces a clustering for Central Control System in New Distribution Automation System. There are three primary benefits to use clustering: improved availability, easier manageability and more cost-effective scalability. Availability: Clustering can automatically detect the failure of an application or server and quickly restart it on a surviving server. Clients only experience a momentary pause in service. Manageability: Clustering lets administrators quickly inspect the status of all cluster resources and easily move workload around onto different servers within a cluster. Scalability: Applications can use the Clustering services through the MSCS Application Programming Interface(API) to do dynamic load balancing and scale across multiple servers within a cluster.

This article discusses how to conduct treatment planning and decision making in special needs dentistry. Special needs patients often lack cooperative ability during dental treatment and have a deteriorated oral health status. To overcome the limitation in communication with special needs patients and solve their complicated dental problems, dentists need to have extensive preoperative information about the patients and their caregivers. Treatment procedures should be organized in a patient-centered and cost-effective manner. Additionally, clinical outcomes need to be predicted taking into consideration of the patients' condition. The clinical experience of committed dentists is another factor that enhances the benefits of extensive treatment in special needs patients with many limitations. The insightful treatment decision-making of dentists will contribute to improving the oral health of special needs patients despite the various obstacles.

Ultraprecision machining process and MEMS technology have been taken more and more important position in machining of micro parts such as PDP and IT components, as the application field of micro parts increases. A micro machining center is very effective equipment for the fabrication of micro parts, because of its benefits such as lower power consumption, high precision and lower machining cost. Therefore, we study the possibility of application to the micro machining of barrier ribs used in PDP and also analyse the machining characteristics. The fabricated barrier rib has 30~$200\mu\textrm{m}$ pitch and was made by the flat endmill with the diameter of 0.2mm, 40, 000rpm condition.

The bio-micro pin has been usually used for the biochemistry analysis. The manufacturing capability of the micro-pin and the their array with the effective and low-cost way is very important and it gives great economical benefits to developers. The micro-pin is composed of the sample channel for holding the liquid with the fixed volume, the flat tip which determines the printing quality and the pin head for preventing the rotation of the pin in the holder. In this study, we have manufactured newly designed micro-pins by the wire-EDM process with special jigs, and analyzed liquid holding and printing characteristics with respect to the variation of the shape and the tip size of the micro-pin.

Purpose: Microsurgery is an essential technique in plastic and reconstructive surgery. However, microsurgical suturing and handling of the instrument are difficult for beginners, and who requires a steep learning curve. Therefore, methods for improving the technical skill are needed. The authors describe the value of a small stereoscopic microscope as a training tool. Materials and Methods: A small stereoscopic microscope was used to help improve the microsurgical skill. Monofilament 10-0 Nylon and a surgical rubber globe were used as a suture material and education material, respectively Result: Stereoscopic view of the operation field was obtained and basic microsurgical suture was possible. Conclusion: The stereoscopic microscope is an effective training tool for beginners of microsurgery with benefits in cost and usefulness in small place.

Design and manufacturing process of a full color LED microdislay fabricated by standard CMOS technology and containing an array of aluminum / nanostructured porous silicon reverse biased light emitting Schottky diodes will be discussed. Being of a solid state construction, this microdisplays are cost-effective, thin and light in weight due to very simple device architecture. Its benefits include also super high resolution, wide viewing angles, fast response time and wide operating temperature range. The advantages of full integration of an LED-array and driving circuitry onto a Si-chip will be also discussed.

In planning a building retrofit, energy conservation, thermal comfort and economic benefits should be considered. In this study, retrofit effects of exterior insulating method on preventing condensation, saving energy were analyzed through the heat transfer simulation, energy simulation in the apartment house retrofitted by exterior insulating method cheaper than other retrofit methods. The results of this study show that the retrofit using exterior insulating method can prevent the condensation at the corner walls and save about 20% of annual heating load. The LCC analysis revealed to be effective to select a dryvit system for a building retrofit.

Lots of investment projects of new development and redevelopment for information systems have been not taken care of in the field of administration and evaluation, for these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality. In fact, quantitative and qualitative evaluation of investments in information systems projects are not sufficient. It is critically important to generally evaluate benefits of development or operation cost, urgency, external effects, and so on. In addition, the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an economics evaluation model for information systems projects.
