조건부가치측정법(CVM)을 이용한 일반형 화물자동차 안전운송원가 지불의사(WTP) 추정 (Estimation of Willingness to Pay (WTP) of the Cost of Safe Transportation for Freight Cars Using the Contingent Valuation Method (CVM))

  • 국토교통부에서 화물 차주의 과로, 과적, 과속을 근절하려는 목적으로, 2020년도부터 '화물자동차 안전운임제'가 시행 되었다. 컨테이너 및 BCT(시멘트) 품목의 '화물자동차 안전운임'은 금액이 구체화 되었고, 위반시 과태료를 부과하며 강제성 있게 시행되었으며, 2021년에는 각 항목별 조정율이 적용되어 보완되어가고 있지만, 일반형 화물자동차(카고) 및 철강재 품목의 '화물자동차 안전운송원가'는 아직 원가 구성 항목 및 금액이 논의 중이어서 권고 형태로만 적용 중이다. 본 연구는 일반형 화물자동차 최대적재량 톤수별 독차 운임에 대하여, 화물 운수 실무자들의 지불의사를 추정하는 것이 목적이다. 화주, 운수사(주선사, 운송사), 차주(지입, 개인)를 대상으로 조건부가치측정법(CVM) 중개방형 직접질문법으로 설문조사를 실시하였고, 각 응답자로부터 수집된 데이터를 활용하여, 토빗(Tobit) 회귀분석을 하였다. 분석을 통해 지불의사에 영향을 주는 유의 변수(현재 운송료 만족도 등)들을 확인하였다. 그리고 추정된 결과를 활용해 화물 운임의 평균값, 중앙치를 도출하여 화물차 톤수별 지불의사금액를 각각 확인하였다. 본 연구의 결과가 '화물자동차 안전운송원가' 심의·의결 기관인 '화물자동차 안전운임위원회'에 참고 자료로 활용되어, 제도가 원활하게 정착되어 도입 될 수 있기를 기대한다.

  • This study is on safety improvement measures through analysis of accident cases during plant storage tank construction. Storage tank is a general term for artificial ground facility constructed to store oil, water, gas, and other chemicals. Some companies have clustered storage tanks (tank farm). The construction methods vary according to the component and types of fluids. Because most of the construction procedures include lifting heavy weight materials using heavy construction equipment and are carried out at high places, storage tank construction contains more risk factors than normal aerial construction. Recently, major accidents such as storage tank collapse have occurred often, and cost many lives due to the characteristics of the structure. In this study we would like to analyze the cause of these accidents and propose measures to improve safety.

  • The change of the transportation circumstance related to the deep environmental pollution, escalation of the energy price, increasing social cost of the congestion and traffic accident, improving a income level, advanced social structure etc, is rapidly proceeded. For the corresponding this transportation circumstance, the role of the railway is being increased and that is friendly with environment, efficient for the energy, observed the time schedule and the transportation device which is high speed and safe mass transportation. In addition, government's R&D investment is being increased according to deeping a strength of the international competitiveness through the technical innovation. So railway's R&D investment is being increased. Accordingly, This study suggest improving a fruit of the R&D related to railway R&D system for a efficient R&D investment.

FRT차량의 사용자중심적인 실내디자인 연구 (Research of the user oriented interior design for FRT)

  • The Fuel cell Rubber tired Train (FRT), which is now getting the attention as the next generation vehicle with its environment-friendliness, is the transportation for smooth connections of city traffic. It is the revival of the surface-car system with its revaluation of the function and technological development. Accordingly, fixed time operation and high speed driving became possible. FRT is operated together with other vehicles on the regular drive way. While this vehicle can solve the problem of traffic congestion in the urban area, it also can be cost-effective when it is compared to the cost of subway construction. It is also designed to minimize the underground or elevated traffic lane, to introduce the new construction technology, to reduce a term of works, and to cut down the operation cost by unmanned automatic driving system. Furthermore, it is considered as the alternative measure of other transportation due to its potential for the ecological way of speed improvement and the accessability to the disabled, elderly and children by developing the vehicle with folding steps or by building the high boarding platforms. In this research, I concentrated on the user oriented interior design of the FRT to make it passenger-friendly and safe in order to maximize the utilization of the vehicle so that all users including wheelchaired, user with baby carriage, elderly and children can conveniently use this vehicle.

  • Greater expansion and more frequent operation of the railroad transportation system anticipated due to its characteristics including low cost, safety and mass transportation. Recently, effects on the railway structures due to expansion of newly constructed road, construction of subway, city gas pipeline, communication network, electric power network and construction of other railway underground crossing in accordance with urban planning and organization has influenced safe operation of trains. Accordingly, standard for selection of construction method that will enable construction of more economical and rational subway underground crossing structures by preventing problems occurring at the time of above construction works and accidents in safe operation of trains due to construction in advance is definitively necessary. Although there are numerous construction methods that can be applied at the time of construction of railway underground crossing, there are much difficulties in selection of appropriate construction method that considers characteristics of each construction method on non-excavation type construction method, train operation plan of number of operational routes and on-site circumstances. Therefore, this research aims to present rational standard for selection of construction method for such, and standard for slowdown speed and interception of train when passing the areas of slowdown in sectors under construction.

  • 이종궤간(표준줴/광궤)이 존재하는 유라시아 철도네트워크(TKR, TCR 및 TSR)의 화물운송시간 및 비용을 절감하기 위해서는 이 구간을 자유롭게 운행할 수 있는 궤간가변 윤축시스템의 개발이 중요하다. 국내에서는 기존 해외 윤축시스템을 보완하고자 새로운 한국형 궤간가변 윤축시스템을 개발 및 제작중이다. 본 연구에서는 안전-수명설계관점에서 강도와 내구성해석을 수행하였다. 본 시스템의 내구성해석결과로서, 주요부품은 $1{\times}10^7$ 사이클까지 안전하였다. 또한, 주행중 안전성을 확인하기위하여 국제철도규정 UIC에 따라 리그피로시험을 수행하였다. 이 시험을 통하여 본 궤간가변 윤축시스템은 관련 안전규정에 만족함을 확인하였다.

Development of a Cabbage Loader

  • Cabbage is one of the most important vegetable in Korea. The cabbage production was mainly based on human labor A comprehensive research fur substituting the human labor by machines has been performed until now. In general, cabbage is cultivated on hillside in Korea. Picking up the harvested cabbages in field and carrying to a vehicle fur transportation are very laborious work. Manual transportation of cabbage is likely to damage the quality and is also a cause to increase the cost of cabbage production. This study was to develop and evaluate a prototype cabbage loader fur efficient and safe transportation of cabbage. The developed loader was a semi-tracked vehicle operated by a hydraulic system, allowing the safe transportation and loading of cabbage in a steep field. The maximum loading weight of the loader was 1.0 ton. By using two sets of safety devices attached to the loader to avoid the roll-over in a steep field, the static rollover slopes were increased up to 34.0% and 37.4% fur the left and the rear direction, respectively The maximum field speed was about 6km/hr with two cabbage pallets of 750kg at a 25% inclined field. The loading capacity of the loader was about 35 pallets/hr when picking up, carrying, and unloading two cabbage pallets for one loading operation. The loading capacity was more than 8 times in comparison with the conventional human labor. The developed loader could be used fur loading and carrying the other vegetables. The study suggested a possible approach for designing the field machines operated on hillside.

  • With increasing the quality of life in proportion to the national income, we have had cars as more convenient and safe means of transportation for a long time. The more we have the benefits from cars, the more seriously we should consider problems such as the destruction of the environment by air pollution, traffic accidents, parking problems, traffic congestion, etc. as social cost caused by the increase of cars. Among them, the traffic accidents are very serious, especially the accidents of the business cars occurs five times more than those of the private cars. Therefore if we analyze the cases of the various kinds of syst.em, test the results and apply them to business cars, we will reduce the traffic accidents of business cars.

지능형물류교통시스팀을 위한 첨단 정보통신기술과 향후 추진 전략 (Modern Telecommunications Media and Strategy for Intelligent Transportation System)

  • The objective of a traffic management system is to promote safe driving, low pollution, short travel time, and optimized traffic flow by naturally distributing the flow of traffic through the use of suitable telecommunications media. Such traffic management systems will be improved by integrating dynamic traffic data and two-way communication media because cars can work as sensors. The purpose of this paper is to help organizations trying to select the correct telecommunications media for minimal-cost investment options without loss of functionality. The wireless communications for an intelligent transportation system (ITS) are introduced in this paper. We describe which kind of telecommunication media are suitable. FM broadcast type media or cellular phone can be recommended to provide real time traffic and roadway conditions in the first stage of ITS, because existing broadcast base station or cellular network facilities can be used. It is expected that cellular radio network or satellites are used for communication. Finally, the strategy and deployment plan of an ITS are described based on selections of telecommunication media in Korea.

Application of cost-sensitive LSTM in water level prediction for nuclear reactor pressurizer

  • Applying an accurate parametric prediction model to identify abnormal or false pressurizer water levels (PWLs) is critical to the safe operation of marine pressurized water reactors (PWRs). Recently, deep-learning-based models have proved to be a powerful feature extractor to perform high-accuracy prediction. However, the effectiveness of models still suffers from two issues in PWL prediction: the correlations shifting over time between PWL and other feature parameters, and the example imbalance between fluctuation examples (minority) and stable examples (majority). To address these problems, we propose a cost-sensitive mechanism to facilitate the model to learn the feature representation of later examples and fluctuation examples. By weighting the standard mean square error loss with a cost-sensitive factor, we develop a Cost-Sensitive Long Short-Term Memory (CSLSTM) model to predict the PWL of PWRs. The overall performance of the CSLSTM is assessed by a variety of evaluation metrics with the experimental data collected from a marine PWR simulator. The comparisons with the Long Short-Term Memory (LSTM) model and the Support Vector Regression (SVR) model demonstrate the effectiveness of the CSLSTM.
