Mutual Recognition of APEC Engineer (APEC ENGINEER 상호인정 제도)

  • This study introduces the framework of the mutual recognition project of APEC Engineer and also tries to find out what we, Korean engineers have to do with this project. The mutual recognition framework consists of 2 main frameworks ; the substantial equivalence framework and the mutual exemption framework. The participating Economies have discussed and agreed on the framework of the substantial equivalency and have been producing APEC Engineers from the 1st, Nov 2000 based on this agreement. However, more discussions will be required from now on in order to finalize the mutual exemption agreement, even though there have been a lot of discussions including the workshop for the regulatory authority for the last 5 years. Here we have to study and find out what we have to do with this project and prepare for the bilateral agreements and the Coordinating Committee meeting to be held in Hongkong in Oct this year.

선도기술개발사업 1단계 평가사례 연구

  • This paper addresses a methodology for monitoring the first phase('92-'94) progress and its strategic implication of Highly Advanced National R&D Program(HAN or G7 project) in Korea. The conceptual framework and its strategic thrust of the interim evaluation, which is the main focus of this paper, was designed both by reviewing related literature and by analyzing the unique characteristics of the HAN Program. Actual monitoring or interim evaluation was initiated by the G7 Planning and Evaluation Committee, which was established for advising, directing, and monitoring the HAN Program, with the help of large number of experts from various industries, universities, and research institutes. The monitoring results had been reported to the related ministries and project coordinating agencies. According to the suggestion made by the G7 Planning and Evaluation Committee, several projects were suffered structural changes and one was dropped.

A Study on Offshore Wind Farm Development through a Review of Floating Offshore Wind Power Project Cases in Norway (부유식 해상풍력 개발사례를 통한 해상풍력단지 조성 방안 연구 - 노르웨이 사례를 중심으로)

  • This study focuses on proposing measures for the reasonable development of offshore wind farms using the case of Norway, which was the first nation in the world to build a floating offshore wind farm of 80 MW or more. Norwegian authorities conducted a strategic environment assessment in 2012 to select offshore wind farm sites, discovered 15 potential sites, and finally decided on two designated sites in 2020. Based on various survey data such as seabirds, marine environment, and fishing activities, scientific-based spatial analysis was conducted to select additional offshore wind farm sites in line with future development plans. In addition, a government-led steering committee and advisory group have established marine spatial plans since 2002. Therefore, it will be possible to listen to and coordinate the opinions of stakeholders by using the steering committee and advisory group for offshore wind power development. By examining the case of Norway, we suggest the following policy points that can achieve carbon neutrality and develop sustainable offshore wind farms: 1. Establish a government-led steering committee and advisory group that can select potential sites for offshore wind farms by coordinating the opinions of stakeholders 2. Induce efficient and sequential offshore wind farm development by using various survey data and scientific-based spatial analysis.

The Reasons and Alternatives of Integrated Ocean Administrative System in Korea (우리나라 통합해양행정체계의 논리와 설립방향)

  • The paper analyzed the logical and empirical grounds for integrated ocean administrative system and conducted comparative analysis of the ocean administrative systems of a few major foreign countries. Also the paper suggested the alternative systems of integrated ocean administration, based on the analyses. The analyses indicated that integrated coastal and ocean management, synergy effects of integration, and people's support could be the grounds for the integrated ocean administrative system. They also indicated that nowadays, major foreign ocean countries are oriented to integrated ocean administrative systems. The paper suggested the following three alternatives of integrated ocean administrative system: i) the creation of a new ministry, ii) the creation of an interministerial and intergovernmental coordinating committee, iii) the naming of a lead ministry.

  • The National Toxicology Program Interagency Center for the Evaluation of Alternative Toxicological Methods (NICEATM) provides validation support for US Federal agencies and the US Tox21 interagency consortium, an interagency collaboration that is using high throughput screening (HTS) and other advanced approaches to better understand and predict chemical hazards to humans and the environment. The use of HTS data from assays relevant to the estrogen receptor signaling data pathway is used as an example of how HTS data can be combined with computational modeling to meet the needs of US agencies. As brief summary of US efforts in the areas of biologics testing, acute toxicity, and skin sensitization will also be provided.

  • This paper addresses a methodology for monitoring the first phase('92-94') progress and its implication fo Highly Advanced National R&D Projects (HAN or G7 project) in Korea. The authors suggest a three-stage life cycle model for the management of national R&D program; planning stage, implementing & monitoring stage, and evaluating & harvesting stage. The interim evaluation, the main focuses of this paper, is one of the key issues for the effective management of national R&D program at the implementing & monitoring stage. The conceptual framework of the interim evaluation was developed both through reviewing related literature and considering the characteristics of the HAN program. A stepwise procedure of interim evaluation was introduced: 'initial screen' and 'detailed examination'. At initial screen all 11 projects were reviewed in terms of both their relevance and performance in order to decide whether further detailed scrutiny is needed or not. If there exist critical problems on the relevance or on the intermediate progress of each project, it is to be under further detailed examination. Evaluation was initiated by the G7 Planning and Evaluation Committee, which was established for advising, directing, and monitoring the HAN Projects, with the help of large number of experts from industries, universities, and research institutes. The monitoring results were reported to the related ministries and project coordinating agencies, and reflected in the second phase.

A Study on Fisheries Management and Regulation of Fishing Area Disputes in Korean Coastal Waters (어업관리와 조업분쟁 조정에 관한 고찰 -연안어선어업의 조업구역을 중심으로-)

  • The Proposal of this paper is to draw up solution about fishing disputes in Korea coastal waters. Small fishing vessels under 8 metric tons which is regulated by the provincial governors, must operate within provincial boundary on the sea as in fishery policy of Korea. on this, I think that the present situations of fishing disputes have related to the fishing license system. Problem of this kind, Before 1970's, fishing disputes rarely took place, and it, if any, did not bring any social conflicts or disputes. Since 1980's, some of fishing disputes have been reported within fisheries society Recently, The disputes have been increasing to become social conflicts between local people concerned and have evoked an argument on whether the provincial boundary on the sea exists. If such disputes continues to increases or remains unsolved, they will bring a tremendous social cost such as an accelerated decrease in fish resources, degradation of fishing grounds, disorder in fishing, destruction of fisheries culture and so on. The reasons for the growing disputes can be specified as fellows : the degradation of fish resources, the present fishing license system which inherently causes competitions in fish catching, irrational ceiling system of fishing vessels, legal problem on existing boundary between neighbouring two provinces, the functional problem of national or regional fishery coordination committee which has been established to coordinate general fishing disputes. This study has also dealt with Japan's experiences in fishing disputes which has the history of more than a hundred years and its coordinating mechanism. In the discussion section, some possible solutions have been briefly touched fer further study.
