Nowadays , The function of telecommunication contributes to maintaining the peace of the world, and the internetional cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field devoted their lives to the Infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true internationaL cooprration should be based on the love of humanity and the peace of the world such as the pionreers. This paper proposes to resoarch the historic process of initiation and development of the international organs relating to telecommunication as well as the intenational elecomunication network. Finally, I will make the foIlowing suggestions for the promotive direction of the true international coonperation, 1. Intensification of the radio administrative power 2. The KEPCO is developing the load forecasting sysetm using land use simulation method and distribution planning system. Distribution planning needs the data of presents loads, forecasted loads sub-statin, and distribution lines. Using the data, determine the sub-station and feeder lines according to the load forecasting data. This paper presents the method of formulation processfor the long term load forecasting and optimal distribution planning and optimal distribution planning. And describes the case study of long term distribution planning of Kwangju city accord to the newly applied method.

There is no disagreement that the construction sector will play an important role in inter-Korean economic development cooperation. However, very few studies have been made at North Korea's construction technology. North Korea shows a lot of differences from South Korea, from the quality standards of building materials to construction technology. It is clear that these differences will be a stumbling block to the promotion of construction projects in the inter-Korean cooperation stage. Therefore, the start of inter-Korean economic development cooperation should be preceded by work to clearly recognize each other's differences and lay the foundation for integration or compatibility. The purpose of this study is to compare the construction technology of rebar concrete construction. We compared the differences with Korea's construction method based on the construction books recently published in North Korea, and derived the characteristics of North and South Korea for each detailed process of reinforced concrete construction.

Many practitioners in educational field, recently, are seeking to improve Computational Thinking through SW education. The purpose of this paper was, for promotion of SW education, to design the STEAM education process utilizing 3D printer. The project-based education process emphasized the cooperation in the process of producing common results and proposed a new STEAM education process. The designed products are expected to be used in the elementary school classes by linking with the camp and teacher training programs and the curriculum.
Purpose - This study aims to clarify through which process asset specificity and supplier development project (SDP) affect performance. Cooperation, partnership, the level of information exchange, and the importance of information sharing are considered significant variables as mediators related to the process. Finally, the performance formation model of the supply chain through asset specificity and supplier development project would be suggested as being a result of this study. Research design, data, and methodology - Data collection was as follows: questionnaires were distributed to 250 companies that have business ties with H Company. The empirical study to test our hypothesis was based on statistical analysis (using SPSS 19.0 and AMOS 19.0). The hypothesis of this paper is that the asset specificity and supplier development project variables have positive effects on the following variables: mediators such as cooperation and partnership (reliability and dependence); and the cooperation and partnership variables have a positive effect on the following variables: level of information sharing, the importance of information sharing, and level of information sharing; the importance of information sharing has a positive effect on supply chain performance. We tested our hypothesized model utilizing path analysis with latent variables. Results - First, it was found that asset specificity has significant positive effects on cooperation (H1), reliability (H2), and dependability (H3). Second, it was proved that the level of comprehension on the purpose of SDP has positive effects significantly on cooperation (H4), reliability (H5), and dependability (H6). Third, the hypotheses related to cooperation were all significantly accepted. The relationships of cooperation with the level (H7) and importance (H8) of information sharing were significant. Fourth, the hypotheses related to reliability were all significantly accepted. The relationships of reliability with the level (H9) and importance (H10) of information sharing were significant. In terms of dependability, however, the hypotheses were partially accepted. The effect of dependability was significant on the importance of information sharing (H12), but insignificant on the level of information sharing (H11). Finally, the causal relationships from the level of information sharing to SCM performance (H13) and from the importance of information sharing to SCM performance (H14) were both significantly accepted. Conclusion - First, with rapid changes in the business environment, enterprises should acquire the right information to properly implement SCM. For successful SCM, firms should understand the supplier development project. Second, asset specificity and the level of comprehension on SDP have significant effects both on cooperation and partnership (reliability and dependability). Third, mediators such as cooperation, reliability, and dependability significantly affect the level and importance of information sharing. Fourth, the level and importance of information sharing have significant impacts on SCM performance. This paper makes a meaningful contribution to further the understanding of how SDP affects SCM performance. Finally, successful SCM performance is achieved by information sharing through a collaborative environment and partnership (confidence & dependence) rather than by investing only in setting up an information system.
The purpose of this study is to demonstrate the effects of authentic leadership on creativity, psychological safety, and the mediating effects of cooperative behavior in order to enhance the creativity of personnel as a means of innovation in enterprises. The hypothesis was established based on the theory and prior study of authentic leadership, creativity, psychological safety, cooperation behavior. The data collected from 353 employees of domestic enterprises were verified for reliability and validity through CFA, SPSS 25, and AMOS 25. Macro Process 3.0 was used for hypothesis testing. Verification of the hypothesis of the study model showed that authentic leadership had a significant positive effect on psychological safety, cooperation behavior and creativity, and that the mediating effect of psychological safety and cooperation behavior was also significant. The significance of this study can be found in the fact that the impact of authentic leadership has been verified based on motivation among the CMC (Componential Model of Creativity) and that it has suggested that creativity of an organization's personnel may be enhanced by changing organizational culture through leadership.

Technology innovation activities are very important for companies to secure technological competitiveness and continue to grow. Korea operates a certification system at the national level to promote corporate innovation activities, and strives to enhance SMEs' global technological competitiveness. Among these, the representative system related to technological innovation is the New Excellent Technology (NET) certification. NET is certified through a strict three-stage screening process, and is operated for the purpose of commercialization of new technology, technology trading, and promotion of early market entry by companies. Acquiring NET certification means that the company has a certain level of technological competitiveness. Therefore, this study attempted to conduct an empirical analysis on which technology innovation activities of companies affect the success of R&D projects and improvement of management performance, centering on NET certification system. To verify this, technology strategy, technology planning, systematic R&D process, internal cooperation, and external cooperation activities were set as major variables. As a result of the empirical analysis, it was confirmed that all variables set in this study individually contributed to the success of the R&D project and improvement of management performance. However, when looking at a comprehensive level that considers all variables, it was analyzed that systematic R&D process management and cooperation activities with external organizations have a statistically significant effect on R&D project success, and technology strategy establishment and technology planning activities, which are the initial stages of R&D, have a statistically significant effect on management performance. This study was conducted on innovation-oriented SMEs that have established and operated corporate R&D centers and are actively conducting R&D activities, and multiple regression analysis was used as an analysis method.

The effect of the code conversion process of Korean script (Hangul), also known as words for numbers, was investigated using event-related potentials (ERPs) during mental arithmetic operations. Study subjects were asked to determine whether the arithmetic results of a given target stimuli were correctly matched. Visual inspection and statistics of mean ERPs showed stimulus type-dependent processing rather than task-dependent processing. Results of addition and multiplication tasks revealed that the overall temporal profiles of the Arabic numerals were similar to the Hangul words for numbers. The only exception to this observation was a delayed positive-slope peak occurring around 300 ms, which was likely related to the encoding process of Hangul words for numbers to Arabic-digits, defined as a 'transcoding-related potential.' Source analysis confirmed that the topography of different waveforms for the two conditions was attributed to a single dipole located in the left temporo-parietal area; this area is known to be involved in Hangul words for number processing. These results suggest that the initial processing for encoding words for numbers was followed by arithmetic operations without direct access of internal number representation. Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.
Today, innovation is driven by the challenge of existing paradigms and by cooperating with many other fields as well as their own, and thus the importance of open innovation is emphasized. This study analyzed the effect of open innovation on innovation activities and examined the role of organizational innovation in various innovation activities. For the analysis, Korean Innovation Survey (KIS) data from Science and Technology Policy Institute (STEPI) in 2016 was used. A total of 1,453 manufacturing firms were selected as a sample and logistic regression was performed. As a result, R&D cooperation has a positive effect on product innovation as the most representative means to acquire new knowledge and technology, while R&D cooperation has no relation with process innovation. In the case of organizational innovation, it strengthens positive effects of R&D cooperation on both product innovation and process innovation. Organizational change can be explained to play a positive role in new innovation activities, and then firms will need to consider organizational innovation in relation to R&D cooperation. This study is meaningful in that it analyzes the causal relationship and role in relation to various types of innovation, and will contribute to the firms to smoothly perform innovation activities in the future.
