Analyzing the Influence of Policy Measures for Growth Management Plan (성장관리방안 정책수단의 영향력 분석)

  • This study examined the effectiveness of policy measures in a growth management plan by analyzing empirically the influence of regulations and incentives in a non-urban growth management plan of Sejong City using the binomial logistic model. The parcel unit data related development location of Sejong City from 2012 to 2017 was used in the model. The analysis showed that time regulation in the growth management plan has a negative (-) impact on the spread of development, which means it is effective in slowing urban sprawl by lowering the profits of developers. The time regulation applied in Sejong City needs to be used actively in other cities in Korea to prevent urban sprawl. Nevertheless, floor ratio incentives had no influence in inducing development within the growth management area, which means a new incentive policy to meet the local characteristics is needed to strengthen the effectiveness of the growth management plan. This study is meaningful because it attempted an empirical analysis of the effects of the growth management plan at The National Territory Act, and this study could encourage further studies.

The research on directions of immigration policy according to the human resources in health and medical professions (보건의료 전문 인력 수급실태 분석을 통한 이민정책)

  • This research is based upon the nursing statistical data published by the Institute of Nursing Policy in 2007, on behalf of Korea nursing association. We analyzed the problems on the healthcare human resources supply in Korea. We suggest that a solution is to adopt immigration policy for foreign workforce employment. The result of the research shows that more than 1,000 nurses are registrated every year except for 2004, according to the yearly status of healthcare jobs. The variance of doctors' registration was quite significant. Compared to 750 registrations in 2004, 4000 doctors were registered in 2002. The healthcare accounts for the property of citizens in terms, which represents the health and lives of everyone, so the country must take all measures to supply the healthcare services in need. Focusing on the underdeveloped region where it is difficult to approach the medical services, the foreign workforce could be added into the healthcare profession field. We conclude that employing foreign healthcare professionals will contribute to the improvement of lives in those people living in underdeveloped region, as well as unity of the local community.

A Study on The Change of Public Housing Survey (공공 주거실태조사의 변화 양상에 관한 연구)

  • Korea has undergone a rapid urbanization and housing supply process, which has resulted in continuous changesin the indicators required for housing policy. As a result, the items and classification system of the housing survey have not yet been established, which necessitates analyzing the changes of Korean housing survey and discussing the development direction. However, it is difficult to find such research and analysis in the literature. Therefore, this study analyzed the changes in the content and quantity of survey items in housing surveys and similar public surveys. The results of the study are summarized as follows. First, interest in the characteristics of residents is increasing in the long term. Second, the residential movement items closely related to the demand of the residential areas are decreasing. Third, questions related to the housing policy of the time appeared and disappeared. However, items related to housing policy are on the decline. This study is meaningful in that it analyzed the housing survey which has lacked interest.

  • This study examines the changing patterns of technological cooperation activities along technological development stages. Based on the longitudinal sample of 58 small and medium-sized companies in telecommunication equipment and device sectors, proposed hypotheses are tested using paired comparison t-test, ANOVA and multiple regression analysis. Major findings of this study are as follows. Along technological development stages, (1) patterns of technological cooperation activities differ in terms of the extent and diversity of use, partners, method, and motivation and (2) the impact of specific forms of technological cooperation activities on the firm's technological innovation varies. In addition, some managerial and policy implications are presented and future research directions are suggested.

  • The policy objective of leading industries for an economic region is to increase industrial competitiveness by regional cooperation and linkage and so the economic impact analysis of R&D by region is required. This research utilizes regional input-output tables of the Bank of Korea to analyze the economic impact of 'next-generation wireless communication devices' project in 'New IT' sector of Chungcheong economic region.

  • We provide a fudamental set of information on technologies in the area of mechanical engineering to draw action plans for intermationalization of the National R&D activites. First, we design and use a modified Delphi method to evaluate levels of our technological capabilities and developed countries' as well. We investigate technology acquistion methodolgies, technology characteristcs and various aspects of international cooperation in terms of technology. Secondly, we analyze final responses of participants (i.e,. the third round results of Delphi method) tosee the correlation between various factors in developing mechanical engineering technologies through international cooperation. The technology classification used in this research is developed by STEPI (Science and Technology Policy Institute).

  • Yanbian Korean Autonomous Prefecture(YKAP) possesses the potential to become the first testing ground for the North-East Asian Energy Cooperation in renewable energy sector. We found that production of biodiesel from rapeseed and CHP (Combined Heat and Power Plant) project utilizing abundant forest resources are the two main bioenergy development projects which may have further development potential considering the resource endowments and the focus of Chinese governments' current rural development policy. Provision of stable and transparent investment environments and the development of a close cooperation mechanism between Korea and China government are the prerequisite conditions for investments in the sector. Other international institutional agreements, such as CDM, shall be fully utilized for biomass CHP projects.

Enhanced Cooperation and the future of global internet governance ('강화된 협력'과 국제 인터넷 거버넌스의 미래)

  • 'Enhanced Cooperation', which was the mandate of Tunis Agenda in 2005, was the product of political compromise after failing to reach a consensus on global internet governance mechanism. In 2012, UN General Assembly decided to establish CSTD 'Working Group on Enhanced Cooperation (WGEC)' to find out what could and should be done to implement the Tunis Agenda. After a first meeting, WGEC sent out a questionnaire to collect extensive opinions from internet communities. Replies to the questionnaire showed a broad spectrum of perspectives on the problem of existing internet governance arrangement and how to improve it. This article analysed different perspectives, based on replies, especially regarding the concept and implementation of the Tunis Agenda, public policy issue and possible mechanisms, and the role of stakeholders including government. The recommendation of WGEC will be submitted to UN GA passing through CSTD and ECOSOC, in 2014, which is expected to have great impact on the future of internet governance.

  • This article described the production problems, import conditions of organic livestock products and background of CODEX-guideline, and presented the counterplan for future organic livestock production policy. The essential counterplan for CODEX-guideline and construction of organic livestock production basis include ; - Specific funding of research and development for excellent livestock breeding with consideration of regional enviroment-friendly applications to improve the quality of organic livestock products, - Development of production potential and resources utilization of organic feeding stuffs in domestic and foreign countries, - Horizontal and vertical organization of organic livestock farming and multifarm cooperation, - Specialization of organic livestock farming, and construction for direct or indirect linkage markets and Agro-food corporation for closer cooperation between inner and outer factor of farm management, - Construction of recycling system for the enviroment-friendly utilization of animal excrements.

Evaluation of Busan Marine Tourism Cluster by the Concordance Test

  • By employing primarily the Kendall's Concordance Test, the paper attempted to conduct an experts' evaluation on the interaction among the agents in Busan marine tourism cluster and recommend some measures for policy consideration for the cluster's activation. For this purpose, a conceptual framework was developed to guide the assessment by using inter-agent cooperation and network approaches regarding the nature of the marine tourism cluster. Such factors as cooperation, competition, relationship marketing, and networking were identified as critical. Findings of the study imply that Busan marine tourism cluster is at its embryonic stage and needs desperate measures for improvement in the inter-organizational cooperation and networking, the major regional characteristics that determine the competitiveness of marine tourism.
