참여정부 이후에 명시적 및 암묵적 형태의 다양한 클러스터 정책들이 추진되어 왔으나, 산업집적지 경쟁력의 근본적 강화를 위해서 기존과는 다른 새로운 정책적 대안을 모색해야 한다는 의견들이 제기되고 있다. 본 연구에서는 최근 들어 대안적인 지역산업정책 도구로서 활발히 논의되고 있는 스마트전문화 전략과 트리플헬릭스 혁신체계 이론이 기존의 클러스터 정책과 어떠한 이론적 및 정책적 연계성을 가지고 있으며 대안적 클러스터 정책 수립을 위해 어떠한 함의를 제공하는 지에 대해 논의하였다. 이를 통해, 대안적 클러스터 정책은 지역특수성에 토대를 두고 산 학 관의 자발적 협력에 기초한 혁신의 합의공간(consensus space) 구축을 통해 추진되어야 하며, 지역 대학의 경쟁력 강화와 실질적인 산학협력 활성화를 위한 체계적이고 집중적인 투자와 집적지의 관련 다각화 기반을 활용한 신산업의 육성에 초점을 둘 필요가 있음을 강조한다.

Models of South-North Korean economic integration have the problem of circular reasoning. While many studies argue that South-North Korean economic integration would contribute to alleviate security risks in the Korean peninsular, they emphasize the success of any economic model of inter-Korean economic integration is subject to favorable geo-political and security environment. It is a failure in distinguishing between goals and constraints. After identifying three major goals of South-North Korean economic cooperation, this study shows the trilemma among the goals; they are 1) formation of a complete economic community, 2) maintaining independent sovereignty of the two Koreas, 3) promotion of mutual economic interests. The trilemma suggests that it is theoretically impossible to achieve the above three goals at the same time. Only two goals are achievable simultaneously. This study argues that the most practical option is to pursue the combination of goals 2) and 3) considering the complex political and security environment around the Korean peninsular. Recognizing that North Korea is the least developed country in the Northeast Asia region, South Korea's initiatives for inter-Korean economic cooperation should focus on assisting industrialization and integration of the North Korea economy into the Northeast Asian regional production sharing structure. In view of the 'flying geese model' of the sequential industrialization in the region, the least developed economic status of North Korea can partially be explained by its failure to participate in the production network in the region as well as lack of effective implementation of appropriate industrial policy. Therefore, promotion of industrialization of North Korea should be the immediate goal of economic cooperation between North and South Korea. It is an interesting fact that North Korea has rapidly expanded its apparel exports in recent years. It could mean that the North Korean economy is actively responding to the dynamics of international comparative advantage structure, although the production activities are limited to exports to China since the closure of the Gaesung Industrial Complex. The recent increase in apparel export is a starting point for incorporating the Easy Import Substitution fulfilling both domestic and neighboring regional demand of North Korea. It could help integrate North Korea's industry into the production network of Northeast Asia. An immediate policy implication is that the economic cooperation between the two Koreas should focus on facilitating this process and supporting North Korea's industrial policy through South Korea's contribution of capital, technology, and service intermediary inputs.

건설산업에서 근로시간 및 인력 수급의 변화로 탈 현장 공장기반 건설(OSC : Off Site Construction)형태의 생산방식이 주목받고 있다. 과거 1991년에 PC(Precast Concrete) 공동주택의 보급 및 확대 정책이 있었지만, PC 공동 주택은 품질문제 등으로 중단된 후 현재까지 활성화되지 못하고 있는 실정이다. 본 연구는 공동주택 부문에 OSC 기반 PC 적용을 활성화하기 위한 정책과제를 분석하고 전문가 심층 면접조사(FGI : Focused Group Interview)를 실시하여 정책 방향을 도출하고자 하였다. 과거 정책 벤치마킹을 통해 공공부문 우선 적용을 통한 PC 공동주택 물량제공, 공공택지 우선공급, 용적률 우대, 자금지원, 세제지원, 업역 구조개선, 발주방식 개선, 공장인증시스템, 전문인력 양성 등 9개 정책과제를 도출하고 FGI를 실시한 결과로 얻은 시사점은 다음과 같다. 첫째, PC 공동주택 활성화를 위해서는 공공부분의 선도적인 노력이 필요하다. 둘째, 업역의 개편이나 새로운 발주방식의 도입보다는 협업 강화를 유도하는 정책방향이 바람직하다. 셋째, 적정공사비와 품질확보를 위한 제도적 토대 위에서 PC 활성화가 추진되어야 한다.

E-Commerce in China is being expanded by way of policy for improving e-Commerce such as e-Government though China introduced e-Commerce later than other countries. There is going to be an e-Commerce boom in China owing to IT development and increasing use of Internet. It is estimated that China will be among the world's largest e-Commerce market in the future. E-Commerce Cooperation between Korea and China has been undergone as a part of Korea-Japan-China e-Commerce. The outcome of e-Commerce Cooperation between Korea and China is less than that of e-Commerce Cooperation between Korea and Japan. Therefore, there must be the development of Vision and roadmap and organizational reform in Government, sufficient budget, consideration of digital divide and improvement of Korea-Japan-China e-Commerce Cooperation for e-Commerce Cooperation between Korea and China, The purpose of this paper contributes to improve the e-Commerce cooperation between Korean and China and to improve e-Commerce infrastructures in China by estimating current e-Commerce Cooperation between Korea and China and suggesting development strategies of Korea and China e-Commerce cooperation.

The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

본 연구는 지역전략산업과 연계되어 추진되고 있는 중소기업 산업인력 양성 정책의 효율화방안을 제시하고자 한다. 특히 산업인력부문의 공급측면과 수요측면을 동시에 접근함으로써 실무적.정책적 시사점을 파악하고자 하였다. 공급측면에 대해서는 지역산업인력 종사자 현황 및 전략산업별 인력공급현황, 지역전략산업 내 인력양성사업을 다루었다. 수요측면에 대해서는 지역전략산업진흥사업에 참여하고 있는 201개의 중소기업을 대상으로 인력수급현황과 산업인력 양성에 관한 기업수요에 대하여 설문조사를 실시하였다. 연구결과 전략산업별 기업수요의 특성이 다르게 나타나고 있어 전략산업별 차별적인 정책방향과 효율성 개선을 위한 시사점을 찾을 수 있었다. 이러한 결과들은 중앙정부의 산업인력 정책기조와 지역산업 현장의 기업수요를 반영하여 산업인력정책의 효율성을 증대하기 위한 시사점이 될 것이다.

본 연구는 지역전략산업과 연계되어 추진되고 있는 중소기업지원정책의 효율성 개선방안을 제시하고자 한다. 특히 전략산업 내 중소기업의 기업지원수요를 바탕으로 맞춤형 기업지원 정책방향을 도출하고자 하였다. 본 연구를 통해 우리는 정책의사결정(지역사업의 사업포트폴리오전략, 효율적 사업비 배분, 중점추진과제 등)에 활용하고자 하였다. 연구목적을 달성하기 위해 지역전략산업진흥사업에 참여하고 있는 243개의 중소기업을 대상으로 설문조사를 실시하였다. 연구결과 전략산업별 참여기업들의 특성이 다르게 나타나고 있어 이에 대한 맞춤형 정책창출의 시사점을 도출하였다. 이러한 결과들은 중앙정부 주도의 지역산업 정책기조와 산업현장의 정책수요를 반영하여 지역산업정책의 효율성을 증대하기 위한 시사점이 될 것이다.

사과, 배, 포도 등 과수 고품질 생산과 생산성 향상을 위한 시설현대화 정책은 사업 참여농가들의 생산량이 증가하는 등 사업의 성과가 높은 것으로 보고되고 있어, 생산농가의 정책 참여의향이 높은 것으로 보인다. 그 동안 이 사업에 참여한 생산농가는 품종갱신, 친환경과원관리, 배수시설, 지주시설, 관수관비시설, 비가림시설, 다겹보온커텐설치, 작업로 정비, 야생동물 방지시설, 서리피해방지시설 등 여러 사업에 참여했다. 이 논문은 우리나라 과수산업에서 생산비중이 높은 품목(사과, 배, 포도) 생산농가를 대상으로 정책수행의 성과를 측정하였다. 우리는 이를 위해 참여농가 약 300호를 대상으로 설문조사를 실시하였다. 설문조사 자료를 토대로 공변량매칭 및 PSM 방법을 이용하여, 생산량, 농가판매가격, 당도 증가율, 생산비 등 다양한 변수들에 대한 사업 전후의 성과 변화를 비교 검토하였다. 검토결과, 여러 세부 사업 중 사과의 경우는 주로 품종갱신, 배는 주로 관수관비시설 설치, 포도는 비가람시설의 설치사업에 주로 참여하여 양적 생산량 증대는 물론 당도개선 등 과실의 품질향상에도 상당한 기여를 한 것으로 파악된다.

The digital economic environment of next generation, which digital high-technology industry appears to be the economic center of the high degree of industry structure, is expected to be developed as the existing traditional industry is merged with high tech digital one. The developing system of contents policy for digital industry means the policy and vision, and strategic structure which get the mechanism of contents industry structure to work. The promotion organization of digital contents policy is requested to secure the framework of digital contents industry based on cluster, the infra framework of digital infra culture, the infra framework of industry-academic cooperation, and the overall digital contents based on motive policy for the vitality of the youth. The application of digital contents policy may lead to establish the framework of the growth for the every unit of industry with the cluster oriented system.

Today's network consists of a large number of routers and servers running a variety of applications. Policy-based network provides a means by which the management process can be simplified and largely automated. In this paper we build a foundation of policy-based network modeling and simulation environment. The procedure and structure for the induction of policy rules from vulnerabilities stored in SVDB (Simulation based Vulnerability Data Base) are developed. The structure also transforms the policy rules into PCIM (Policy Core Information Model). The effect on a particular policy can be tested and analyzed through the simulation with the PCIMs and SVDB.
