지역대표도서관은 지역의 특성을 반영하여 운영되어야 하며, 그 기능과 업무내용도 우선순위를 설정하여 점진적으로 추진되어야 한다. 이러한 관점에서 본 연구는 지역대표도서관의 정책을 올바르게 이해하고, 해당지역의 도서관정책을 수립하거나 협력사업의 추진내용을 결정할 때 참고할 수 있는 기초 자료를 수집하기 위하여 지역대표도서관의 역할 및 추진방향에 관한 사서들의 인식을 조사하였다. 그 결과, 사서들은 도서관 발전방향 및 정책수립과 대외도서관협력을 지역대표도서관이 추진해야 할 가장 시급한 과제로 인식하고 있었으며, 자료의 납본 및 보존, 지역주민의 정보서비스에서는 상대적으로 낮은 인식을 보였다. 또한 향후 최우선으로 고려해야 하는 협력업무로 교육 및 문화프로그램의 협력과 도서관상호대차가 높게 나타났으며, 공동보존은 상대적으로 낮게 인식하는 협력사업으로 확인되었다.

Today, we have often heard that information is a national resources, perhaps our most important national resources, and that government should recognize this and develop a national policy for the effective management and use of information. But traditionally the library has played a rather passive role in selecting, acquiring, preserving and transfering information. Now we have faced greater and much more diverse and more urgent demand from users and we have to cope effectively with a massive increase in volume and in cost in selecting, acquiring, storing and retrieving information. Individual libraries can no longer keep pace with the published outputs of the world. The solution of these problems lies in "national planning and in cooperation through inter-library cooperation and in the application of data processing to library operations." Also at the national level lies the responsibility for total bibliographic control of the national information output and for the interfacing of this with other national and international systems; for the development, adoption and maintenance of, standards in all areas affecting library work; for the provision of services based on centrally created and maintained bibliographic data files, and for planning and policy development of the national information system.

After reviewing the current status of hydrogen buses and hydrogen charging stations in the United States, as well as related laws and programs, it was found that the federal and state governments supported the supports of hydrogen buses and the deployment of hydrogen charging infrastructure through various policies and programs. In order to promote the spread of domestic and overseas hydrogen buses and hydrogen charging infrastructure, it is necessary to develop and apply various legal systems and programs that can provide incentives to hydrogen bus manufacturers, hydrogen charging station installers, hydrogen bus operating organizations and entities. China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.

국내의 교육정책정보서비스를 제공하는 교육정책당국, 전문 연구기관과 전문사이트의 10개 웹사이트를 선정하여 내용분석법의 방법으로 이들이 제공하는 주요 정책정보의 종류, 분류체계, 검색시스템의 정보검색 기능 등을 중심으로 분석하였다. 비교 분석한 결과 제시된 문제점을 검토하여 표준화된 교육정책정보 분류체계 개발, 교육정책정보원의 메타데이터 표준화와 검색시스템의 편의성 제고, 정책당국 밀착형 맞춤서비스 제공, 분야별 정책정보 전문센터 운영, 정책분야 간 협력체제 구축을 개선점으로 제안하였다. 또한, 교육정책정보원, 교육정책정보시스템, 운영체제, 협력체제로 구성된 교육정책정보전문센터 모형을 제시하였다.

본 EU는 세계에서 미국을 능가하는 경제력을 가지기 위해서 여러 가지 측면으로 노력하고 있다. 이러한 경제성장은 산업기술발전을 통해서 가능하고 더 나아가 산업기술의 경쟁력강화를 통해 고용창출이 가능하다고 인지하고 있다. 이에 EU집행위에서는 국제기술협력 정책 추진에서 EU내 회원국 간의 국제기술협력이 아닌 비회원국, 즉 한국 등과의 협력이 강화되어야 한다는 것을 강조하고 있다. 우리나라에서 정부기관을 통해서 몇몇의 EU권과의 국제기술협력에 대한 보고서가 나오고 있다. 하지만 아직 학계에서는 EU권에 대한 국제기술협력에 대한 연구가 이루어지지 않고 있다. 이에 본 논문의 목적은 기존에 많은 학자들에게 잘 알려진 미국 및 일본과의 연구를 넘어서서 EU와의 국제기술협력을 할 수 있는 주요한 정보를 제공하는 데에 있다. 제 2장에서는 EU의 일반적인 기술혁신정책을 소개하고 이어서 제 3장에서는 EU와의 국제기술협력을 위한 종합프로그램(Framework Program)을 살펴보고 제 4장에서는 EU권에서 중소기업 및 산업체와 함께 국제기술협력을 할수 있는 주요 프로그램인 EUREKA를 살펴보았다.

The purpose of this research was to study the merits and barriers to successful school and public library cooperation in the city of Seoul and to obtain perspective and the basic data used to implement practical cooperative measures. A questionnaire survey was conducted for 22 public libraries in city of Seoul concerning both positive and negative aspect of cooperation between two types of libraries. Based on the survey results, the following conclusions and recommendations are made ; 1) The librarians recognized the necessity of cooperation that promote efficiency of library operation and also contribute toward local community development. 2) The librarians are agreeable to the cooperative service and the institutional cooperation will prevent redundancy of collection development and will make variety of book selection possible. 3) The cooperation will not result in manpower reduction or budget saving. 4) Inconvenience due to distance between two types of library is anticipated. 5) In order to develop the skills and capabilities of the librarians, it is desirable to offer reeducational program and o n.0, pportunities to attend conferences and meetings. 6) The library user orientation program is to be held regularly. 7) It is necessary to make policy statement of library cooperation in order to maintain autonomy of each library. 8) The establishment of branch libraries and moving libraries under the educational district is recommended.

본 논문은 국립중앙도서관의 협력망 사업과 전국 공공도서관의 상호협력 현황을 살펴보고, 인천광역시 공공도서관의 일반 현황과 협력사업의 실태를 분석하였으며, 이를 바탕으로 공공도서관의 확충과 범위의 확대라는 환경변화를 고려하여 인천광역시 공공도서관 상호협력업무의 개선 방안을 제시하였다. 인천광역시 공공도서관 상호협력업무의 개선 방안으로는 (1) 상호협력의 기반으로서 단위공공도서관의 인프라 강화, (2) 지역대표도서관의 위상강화 및 도서관정책수립 기구의 실효성 있는 운영, (3) 운영주체의 다원화 극복 및 원활한 커뮤니케이션, (4) 거점도서관의 지정 운영, (5) 지역적 특성을 고려한 지역별 공공도서관 특성화의 추진, (6) 기존의 공공도서관 협력사업의 개선 및 확대 등을 제시하였다.

The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea's inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea's inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea's food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.

지역 산업의 혁신과 공공서비스의 발전을 위해서는 무엇보다 지역상생 개념을 적용한 동반 성장이 필요하다. 지역상생은 본질적으로 지역 간 균형 또는 지역 간 격차를 해소하기 위한 것으로, 상호보완적 협력을 통해 동반 성장을 할 수 있는 관계를 의미한다. 본 연구에서는 지역혁신 차원의 산학협력 현황을 중심으로 리빙랩을 활용한 사례를 도출하고 이의 정책적 함의를 모색하였다. 지방자치단체는 자율적으로 상생협력을 통해 지역의 문제를 해결하고 상호 경쟁력 확보 차원의 연계 효과를 제고 하기 위한 다각적인 시도가 이어지고 있다. 특히 지역의 현안을 중심으로 문제해결 기제인 리빙랩 네트워크를 활성화하여 실효성 있는 접근이 이어지고 있다. 무엇보다 지역의 발전을 위한 전략 중 하나로 상생 협력을 위한 협력체제 구축과 이를 지원하기 위한 정책 수단이 연계되어야 한다. 지역의 대학과 기업 및 지자체가 함께 하는 협력 프로그램의 활성화와 리빙랩을 활용한 문제해결 사례는 그 의의가 크다고 평가받고 있다. 따라서 리빙랩의 활성화를 위해 다양한 이해관계자의 적극적 참여와 협력적 거버넌스 모델이 필요함을 제시하였다.
