A study of the human resource management to employment flexibility in Financial Industry (금융산업의 고용조정을 통한 인적자원 관리에 관한 연구)

  • After Asian financial crisis hit the Korea, Korean government and Korean firms need to restructure their system. Specially financial sector has to renew its system. One way renew its system was adjust company's labor system. The forms of labor adjustment are external numerical flexibility, externalization, internal numerical flexibility, functional flexibility and wage flexibility. These five forms based on two big categories which are wage flexibility and employment flexibility. This study only focus on th effect of employment flexibility in financial sector in Korea. Employment flexibilities can be practice as employment adjustment. Also we concentrate on separation and re-accessors to other financial institute after the separation. The result shows that Korean financial sector are in the range of 10.78% and the job destruction rates are about 11.26%. During the period from year 1998 to year 2002, the numbers of accession has down about 30%. The logit statistical analysis for separation shows that demographical variables and the reasons of separation affected separation and reemployment.

The Influence of Foreign Aid on Public Sector Efficiency: A Panel Data Analysis

  • Purpose: This paper examines whether foreign aid influences public sector efficiency in policy areas of administration, education, and stability. Research design, data and methodology: The study uses panel data of 77 aid recipient developing countries over the period 2000-2020 and employs various panel data techniques to estimate. Results: We found that a percentage change in foreign aid increases administrative efficiency by 0.02 to 0.04 on average ceteris paribus in the short run. On the other hand, a percentage increase in foreign aid decreases education efficiency by 0.005 to 0.006 on average. While the impact of foreign aid on the policy area of stability is insignificant. Conclusions: The empirical results of this study have important implications for both donors and aid recipient countries. It suggests that to get positive influence from foreign aid, in the area of education and stability, the recipient countries need to increase accessibility of secondary schools with quality education especially; technical and vocational. Also, the donor should provide a minimum threshold amount of foreign aid to developing countries for reforming the institutions' capacity building.

  • A widely tunable multi-channel grating cavity laser is proposed and experimentally demonstrated. The device is implemented in Littman configuration with an echelle grating based on Rowland circle construction and realized by monolithically integrating all elements in an InP substrate. Lasing wavelength is selected by turning on an amplifier and the appropriate channel element in the array, and it is tuned by controlling light deflection electrically. The 6-channel device exhibits a tuning range of about 50 nm with a side mode suppression ratio of more than 30 dB. This is accomplished by adjusting the applied current of the dispersive element and phase control section.

Internal controls help to achieve the goal of minimizing the problems of implementing appropriate internal controls. Responsibility for the prevention and detection of fraud and error in the public sector is the responsibility of managers. Managers of internal control and consistently applying appropriate accounting systems, this responsibility will play (Lin et al., 2011). Establish specific controls on each system to factors such as size, type of operation and organizational goals that the system is designed, it depends.   • Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.

  • This letter presents an angular minimum spanning tree (AMST) algorithm for topology control in multi-hop wireless ad hoc networks. The AMST algorithm builds up an MST for every angular sector of a given degree around each node to determine optimal transmission power for connecting to its neighbors. We demonstrate that AMST preserves both local and network-wide connectivity. It also improves robustness to link failure and mitigates transmission power waste.

  • These days a great mix of traditional and digital contents such as movie, broadcasting, advertisement, e-books, music, game, animation, cartoon, character, knowledge information, and art performance are widely available. Many more are yet to come, with improved quality and added features. It is expected that all these contents will be evolved into a new breed of convergence content through the process of consolidation, expansion, integration, and recreation. Across the digital ecosystem, a new formula is being added to the industrial structure : 'Information/Content-Platform/Device-Goods/Service.' In the near future, as a result of technological innovation and convergence, the business sector will lose its boundaries as well, as businesses will be forced to look beyond the product itself and focus more on multi-functionality. Especially, in the era of creative economy, more policies need to be crafted in order to procure a new growth engine for the future with the agenda for convergence between humanities and technology. Therefore, the purpose of this paper is to analyze the concept, factors, elements, types, and cases of convergence, which are the essence of content convergence. This analysis, with its focus on the convergence process, will help identify the effects and limits of content convergence as well as the prospects for convergence contents in the smart ecosystem under the creative economic system.

  • As the convergence among technologies is reorganizing industry sectors, it is quite important to evaluate the probability of technological convergence, and to analyze how the technologies in a certain industry sector affect the same or other industry sectors. As a result, the large number of studies have been focused on the industry convergence. However, most of them have dealt mainly with case studies or strategy and policies and few efforts have been made to study it using quantitative data. The investigation of industry convergence using quantitative data will help understand the characteristics of industry and forecast the future of the industry from an objective point of view. Therefore, this research proposes a methodology to evaluate the possibilities of industry convergence using patent data. In particular, we emphasize the possibilities of technology convergence and suggest a technology relationship matrix to evaluate the technology convergence, as an antecedent of industry convergence. The feasibility and utility of the suggested methodology was verified with a case study on the convergence of IT and BT. The research results are expected to provide a useful guideline for developing a measure of convergence.

  • Information strategy planning(ISP) is an analysis of the organization's work, information flow, and current information systems, and planning information structures to achieve organizational strategies and objectives. In addition to the systematic promotion of the information sector in the public sector, the government is required to establish an information strategy plan in order to enhance the efficiency of the information sector. However, there are many cases in which the IT project budget is reflected without establishing the information strategy planning. The purpose of this study is to clarify the criteria for establishing the information strategy planning in order to enhance the effectiveness of the information strategy planning. For this purpose, we set up a judgment model for Information strategy planning through expert group review (FGI) and conducted questionnaires on public sector experts. In addition, we proposed a project to establish an information strategy planning and an exceptional project based on the size of iinformatization project and characteristics of informatization project.

Industrial Needs Investigation on Technological Convergence Education: Focused on the Field of Nano-tech, Bio-tech, Robot, and Design (융합기술교육에 대한 산업체 수요조사 : 나노, 바이오, 로봇, 디자인 분야를 중심으로)

  • This study aims to investigate industry needs for convergence education in the field of nano-technology, bio-technology, robot, and design. Firstly, the area of convergence technology in nano-tech, bio-tech, robot, and design fields was examined through the literature review and case study. The areas were validated by the experts review who consisted of four industry experts and four professors in the relevant fields. Second, a questionnaire was developed for investigating industry's needs on convergence education. The questionnaire consisted of three parts: 1) awareness of necessity for convergence education, 2) the needs for convergence new technology education from the perspective of industry, and 3) opinions on convergence education. The questionnaire was validated by three engineering education experts. Third, the survey was conducted in cooperation with the Sector Council of Industrial Resources. A total of 400 respondents responded to the questionnaires: 98 in the nano-technology field, 74 in the design field, 58 in the robotics field, and 170 in the bio-technology field. Fourth the industry needs for convergence education were analyzed and implications were suggested. The results of this study are expected to provide a guideline for developing convergence education programs in higher education.
