In the era of super-aged societies, research and development (R&D) projects related to aging are very important agenda for establishing the direction of future R&D planning and technological competitiveness in the country. In order to respond promptly to this agenda, it is essential to establish a national-level convergence R&D policy. In this study, we utilized the global R&D funding project data from major nations (US, Europe, Japan), and then standardized them with the same fields. To analyze the current status of global R&D related to aging, we performed cluster analysis based on the co-occurrence matrix to explore convergence R&D areas in the US, Europe, and Japan related to aging. In addition, comparative analysis by country suggested that different points on the interdisciplinary area and the convergence of aging-related R&D by each country. These results provide fundamental understandings for the status of convergence in aging-related global R&D, the current technology trends, and establish the direction and strategy of R&D policy.

The paradigm of convergence R&D is shifting from the convergence of technologies to the convergence of solutions to solve the complex problems of scientific and social development. On the other hand, it is prevalent that there is a lack of convergence in our research field. Although Korea has invested heavily in fusion research and development, Korea has mainly focused on the application and development of technology, so failed to plan convergence R&D in line with the new paradigm. Therefore, in this study, we searched for convergence R&D area that is being done to solve social problems, and tried to make use of data-driven objective methods. For this purpose, we used the investment information of global R&D projects that had no retrospective properties and derived the convergence R&D area related to coastal flooding.

This study examines how the characteristics of cooperative research and development (R&D) projects in the public domain impact information and communication technology (ICT) convergence. Based on the analysis of 416 cooperative R&D projects under the ICT-based industry convergence R&D program in Korea, the study finds that the characteristics of cooperative R&D projects significantly impact ICT convergence. Moreover, the participation of public research institutes and universities is critical for ICT convergence compared with that of firms. However, in firm-to-firm cooperation, the participation of small and medium enterprises contributes to cross-sectional convergence, while the participation of large firms leads to overall and longitudinal convergence. R&D inputs such as the number of partners and government subsidies exhibit an inverted U-shaped relationship (negative quadratic effect) with technology convergence. Project duration and homogeneous partners are also critical factors for ICT convergence. The results indicate several implications and guidelines on how to effectively organize cooperative R&D projects to facilitate technology convergence.

Technology innovation companies are focusing on contributing to business performance by R&D project as a strategic tool. Successful R&D leads to corporate competitiveness enhancement, national industrial development, but there are high uncertainty and risks in R&D. Public and private R&D projects are carried out to achieve various purposes. It was verified how the risk management and benefit management of the R&D project affect the detailed R&D project performance between the Public and private domain. The impact of Project Leadership on R&D performance was also analyzed. Those who have participated in the Public and Private R&D projects at companies or research institutes were surveyed. First, it was found that project risk and benefit management have partially an effect on R&D project performance. Second, Public and private R&D Project Leadership showed partially a interaction effect between project management and project performance.

최근 방송통신융합에 대한 논의가 활발히 진행되고 있으며, 이미 방송산업과 통신산업의 경계를 무너뜨리는 융합서비스가 시장에서 구현되고 있다. 방송통신융합을 명확히 정의하고 이러한 사회 경제적 흐름에 대비하기 위해서는 무엇보다도 방송통신융합의 미래수요를 기반으로 한 유망 방송통신 융합기술의 발굴 및 개발이 필요하다. 본 논문에서는 방송산업과 통신산업이 모두 '서비스' 중심적인 산업이라는 점을 감안하여 수요자를 중심으로 한 기술개발이 이루어져야 한다는 것에 착안하고, 방송통신융합에 대한 미래수요를 방송통신융합기술에 대한 개발순위를 정하는 선정기준으로 이용함으로써 방송통신융합에 대한 새로운 R&D 프로젝트 선정기준을 제시하고자 한다. 이를 통해, 향후의 방송통신융합 관련 R&D 관리에 새로운 방향을 제시할 수 있을 것으로 기대된다.

In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.

Digital Multimedia Broadcasting (DMB) and Internet Protocol Television (IPTV) are now in commercial service, tearing down the traditional boundaries between the telecommunications and broadcasting sectors. These latest developments also hold important implications for research projects in related areas. Both telecommunications and broadcasting being fields with a strong service orientation, market demand should be the primary consideration when selecting research and development (R&D) projects in these areas. This study presents a process for selecting converged telecommunications-broadcasting technology development projects from a demand-oriented perspective, using criteria that are based on projected future demand characteristics. Aimed at increasing the efficiency of the R&D project selection process in telecommunications and broadcasting convergence, this study can point out new directions in R&D management in this field.

본 연구는 정부의 연구개발 사업에 대한 연구 성과의 효율성 검증을 통해 보다 효과적인 예산활용과 연구개발 사업투자에 대한 제언을 하고자 한다. 이를 위해, 국가과학기술연구회에서 주관하는 융합연구사업(창의형융합연구사업, 융합연구단사업)과 일반수탁연구사업의 연구 성과에 대해 '자료포락분석법(Data Envelopment Analysis)'과 'Malmquist Index 분석법'을 활용하여 효율성을 분석하였다. 분석대상은 국가과학기술연구회 주관 융합연구사업(창의형융합연구사업, 융합연구단사업)과 정부 출연연구소들의 일반수탁 연구사업을 대상으로 진행하였으며, DEA를 활용하여 정태적 분석과 Malmquist Index 분석법을 활용하여 동태적 분석을 실시하였다. 분석결과 DEA의 정태적인 관점에서 융합연구사업이 높은 효율성을 나타났다. Malmquist Index 분석법을 통한 동태적 관점에서는 일반수탁사업의 효율성이 점차 하향하는 반면, 융합연구사업은 매년 효율성이 향상되었다. 이는 융합연구가 일반연구보다 높은 성과를 가지는 것을 시사한다. 본 연구결과를 통해 정부 R&D투자에 대한 성과평가의 객관적인 기준을 제시하고 정부 출연 연구기관에 대한 효율성 향상을 위한 연구 인력과 연구비의 합리적인 투자정책 및 연구과제기획에 객관적인 시사점을 제공 하고자 한다.

본 연구는 연구개발의 성공여부를 판단하기 위하여 경영자들은 어떠한 요인을 중시하는가에 대하여 경험적 연구를 수행하였다. 연구결과 성공을 위한 적절한 판단은 개발하고자 하는 프로젝트의 형태 및 유형에 달려 있음을 발견하면서 개발프로젝트에 대한 재무적 측정의 중요성이 상대적으로 낮다는 점을 주목할 수 있었다. 또한 측정 가능성은 측정지표 선정의 중요한 기준이 되지는 않았다는 점이 선행연구와의 상이한 결과로 오히려 혁신적 수준이 가장 많은 지지를 받음으로 연구개발 활동을 통하여 얼마나 높은 기술혁신이 이루어질 수 있는가에 대한 기술집약적 혁신 및 연구개발 활동이 강조되고 있음을 제시한다. 아울러 평가자의 역할이 판단에 영향을 미칠 것으로 나타나 평가자의 역할 또한 간과해서는 안 될 요인으로 제안하는 바이다. 본 연구를 통하여 향후 정부주도 지원사업에 있어 사업성에 대한 기대가 높은 것은 사실이나 기술적 요소에 대한 지원정책의 가속화가 요구되어 정부지원사업과 연구개발주관기업의 성과관리에 기여할 수 있을 것으로 기대한다.

최근에 소프트웨어(SW) 융복합 시대를 맞아 SW품질관리의 중요성에 대한 관심이 높아지고 있다. 이에 본 연구에서는 품질관리전담기관의 SW품질활동관리 적정성을 객관적으로 평가 할 수 있는 방안에 대하여 기존의 품질 활동관리 적정성 사례를 기반으로 새로운 적정성 평가 방안을 제안하고자 한다. 이를 위하여 다음과 같이 연구 목적을 세 가지로 설정한다. 첫째, 기존의 국가 SW R&D 프로젝트의 SW품질활동관리 적정성 평가의 문제점을 도출하고 분석한다. 둘째, 기존의 SW품질활동관리 적정성 평가에 대한 문제점을 극복할 수 있는 새로운 적정성 평가 방법을 제안한다. 셋째, 새로운 적정성 평가 방법을 WBS(World Best Software) 프로젝트를 대상으로 적용해서 그 가능성과 효과성에 대하여 살펴본다. 본 연구에서 새롭게 제시한 국가 SW R&D 품질활동관리 적정성 평가 프레임워크를 대형 SW R&D 프로젝트인 WBS 프로젝트의 2개 과제에 실질적으로 적용해봄으로써 새로운 품질활동관리 적정성 평가 프레임워크의 효과성과 실무 적용 가능성을 입증하였다.
