Public Shared Service Centers for Collaborative Government: A Case Study of the United States and the United Kingdom (협업정부 구현을 위한 행정공유서비스센터 도입방안 연구 - 정부 공유서비스센터 선진국 사례연구를 기반으로 -)

  • Public Shared Service Centers (PSSC) consolidate functions such as human resources, information technology, financial management or accounting into one office to serve an organization. A prominent example from the United States is the Federal Information Technology Shared Services Strategy. It supports mission, administrative, and infrastructure-related IT functions through providing organizations in the Executive Branch of the Federal Government (Federal Agencies) with policy guidance on the full range and lifecycle of intra- and inter-agency information technology (IT) shared services. This study looks at the Federal Information Technology Shared Services Strategy in order to draw lessons for fostering collaborative government through the use of PSSC. It finds the following factors are critical for success when implementing IT shared services: (1) agency leadership must be solidly behind their IT shared service plan, or the needed changes will not happen at the business unit, program, or system levels; (2) there must be a move away from internally-centered, program-specific thinking, and a move toward a paradigm of consuming and providing IT shared services with multiple groups whenever possible; and (3) successfully managing "loss of control" issues is central, and optimizing business processes is essential to move from stove-piped workflows to processes that work across the agency enterprise and beyond. Therefore, the study suggests that a Korean model of PSSC implementation be introduced, and that good IT Governance is a crucial component of PSSC strategies.

  • Recreation planning is essential activity to meet changing demands and to protect the resources. The recreation opportunity specturm(ROS) system is a principal part of a recreational management planning. In this study, the basic concepts and tenets of the ROS system described and reviewed the feasibility of applying to forest recreation planning to the Korean national forest. In Korea, the forest land as a major recreation place has used without the rational planning process. The control for the laissez-faire use on the forest area, the classification of recreational opportunity settings is the most important process and then it make a useful tool for providing proper recreational opportunity and site development guidance. Opportunity settings classification can help maintain diversity and enhance protection of forest resources. It can also improve the quality of recreational experiences and the management action guidances. GIS technology using the ARC/INFO could be useful in current attempts to identify analysis areas for predictive modeling of forest recreation site planning.

Main Issues on the Insurer's Duty of Payment of Insurance Claim in English Insurance Law -Focused on the Revised Provisions in Insurance Act 2015 - (영국 보험법 상 보험자의 보험금지급의무와 관련한 주요 쟁점 - 2015년 보험법 상 개정내용을 중심으로 -)

  • Where an insurer has unreasonably refused to pay a claim or paid it after unreasonably delay, the existing law in England does not provide a remedy for the insured. Accordingly, the insured is not entitled to damages for any loss suffered as a result of the insurer's unreasonable delay. This legal position differs from the law in Scotland and most major common law jurisdictions. LC thought that the legal position in England is anomalous and out of step with general contractual principles. LC considered that a policyholder should have a remedy where an insurer has acted unreasonably in delaying or refusing payment of claim, and, therefore, recommended a statutory implied term in every insurance that the insurer will pay sums due within a reasonable time and breach of that term should give rise to contractual remedies, including damages. More detailed recommendations of LC are as followings. First, it should be an implied term of every insurance contract that, where an insured makes a claim under the contract, the insurer must pay sums due within a reasonable time. Secondly, a reasonable time should always include a reasonable time for investigating and assessing a claim. Although a reasonable time will depend on all the relevant circumstances, for example, the following things may need to be taken into account, that is, (1) the type of insurance, (2) the size and complexity of the claim, (3) compliance with any relevant statutory rules or guidance, and (4) factors outside the insurer's control. Thirdly, if the insurer can show that it had reasonable grounds for disputing the claim(whether as to pay or not, or the amount payable), the insurer does not breach the obligation to pay within a reasonable time merely by failing to pay the claim while the dispute is continuing. In those circumstances, the conduct of the insurer in handling the dispute may be a relevant factor in deciding whether the obligation was breached and, if so, when. Fourthly, Normal contractual remedies for breach of contract should be available for breach of the implied term to pay sums due within a reasonable time. Finally, In non-consumer insurance contracts, the insurer should be permitted to exclude or limit its liability for breach of the obligation to pay sums due within a reasonable time, unless such breach was deliberate or reckless, and such an insurer's right to contract out will be subject to satisfying the transparency requirements.

Socio-economic Status Plays Important Roles in Childhood Cancer Treatment Outcome in Indonesia

  • Background: The influence of parental socio-economic status on childhood cancer treatment outcome in low-income countries has not been sufficiently investigated. Our study examined this influence and explored parental experiences during cancer treatment of their children in an Indonesian academic hospital. Materials and Methods: Medical charts of 145 children diagnosed with cancer between 1999 and 2009 were reviewed retrospectively. From October 2011 until January 2012, 40 caretakers were interviewed using semi-structured questionnaires. Results: Of all patients, 48% abandoned treatment, 34% experienced death, 9% had progressive/relapsed disease, and 9% overall event-free survival. Prosperous patients had better treatment outcome than poor patients (P<0.0001). Odds-ratio for treatment abandonment was 3.3 (95%CI: 1.4-8.1, p=0.006) for poor versus prosperous patients. Parents often believed that their child's health was beyond doctor control and determined by luck, fate or God (55%). Causes of cancer were thought to be destiny (35%) or God's punishment (23%). Alternative treatment could (18%) or might (50%) cure cancer. Most parents (95%) would like more information about cancer and treatment. More contact with doctors was desired (98%). Income decreased during treatment (55%). Parents lost employment (48% fathers, 10% mothers), most of whom stated this loss was caused by their child's cancer (84% fathers, 100% mothers). Loss of income led to financial difficulties (63%) and debts (55%). Conclusions: Treatment abandonment was most important reason for treatment failure. Treatment outcome was determined by parental socio-economic status. Childhood cancer survival could improve if financial constraints and provision of information and guidance are better addressed.

  • Tooth preparation design is essential for successful laminate veneer treatment. Preservative tooth preparation limited on enamel, supra-margin advantageous for plaque control, and maintaining contact points known as a standard concept. However, the tooth preparation design has been the controversial issue. In biomechanical considerations, the incisal coverage should be decided on esthetic needs and necessity for the anterior guidance reconstruction. In occasion for sufficient enamel thickness, preparation can prolong to the palatal side but not recommended at palatal concavity. Elongation to contact point is selective option according to the cases. If an old resin restoration located at contact area, laminate veneer should cover over half area of that after surface treatment. The laminate veneer can be also selected at a partially discolored tooth root canal therapy (RCT) and at this occasion, the fiber-reinforced composite (FRC) posts are recommended.

  • The rules and terms are described different meaning, in this results the research is accomplished for preventing practical workers from confusion. Atomic law are kept up modification and development in our situation by the ICRP's recommendation, on the other hand, the rules of diagnosis radiation equipment safety managements are modified partial, then resulted in confusion. The study was comparison between the rules of diagnosis radiation equipment safety management and atomic energy law, and the modification items obtained were as follows. 1. With each other different the terms and units are used. With the exception of special terms for affairs usage, it is needless to say that common term uniformity is standardized. The standardization of rules and guidance have not need to confusion radiological practical workers. 2. The following is omitted. 1) The radiation protection against tile patient and the hospital visitor. 2) Radiation dose limit of the woman patient who is in the process of becoming pregnant. 3) Radiation dose limit of the person who is not regarded as madical madical exposure. 4) The control of the exposure of pregnant of women at work.

  • Materials used for education include SM20C, Al6061, and acrylic. SM20C materials are used a lot in certification tests and functional competitions as carbon steel, but they are also used in industrial sites. Al6061 is said to be a material that produces a lot of tools because it has lower hardness than carbon steel and is highly flexible. When practical guidance is given to students using acrylic materials, it is a material that causes vibration and tool damage due to excessive cutting. In this process, we examine how impact on the 5-axis equipment 2NC head can affect precision control. The weakest part of a five-axis equipment is the head that controls the AC axis. In the event of precision and cumulative tolerances in this area, the precision of all products is reduced. Thus, a key part of the 2NC head, the spindle housing was carried out using Al7075 T6 (U.S. Alcoasa) material and the entire body using FCD450 (spherical graphite cast iron). In the vibration and cutting process acting on these two materials, the analysis was carried out to determine the value of applying the force as a finite element analysis under extreme conditions. We hope that using these analytical data will help students see and understand the structure of 5-axis machining rather than 5-axis cutting.

U.S. Commercial Space Regulatory Reform Policy (미국의 상업적 우주활동에 대한 규제개혁 정책)

  • In order to promote the commercial space activities of the private sector, the Trump Administration announced the commercial space regulatory reforms by issuing the Space Policy Directive-2 (SPD-2) on May 24, 2018, followed by the SPD-3 dealing with a separate issue of the space traffic management on June 18. Both executive orders, based on the recommendations prepared by the National Space Council (NSC) reconstituted in June 2017 and signed by the President, involve regulatory reform policy related to launch services, commercial remote sensing, establishment of one-stop shop office in Commerce Department, radio frequency spectrum, export control, and space traffic management, providing a strong guidance to the Federal Government. The commercial space regulatory reform policy can be seen in broader terms of the National Security Strategy earlier announced on Dec. 18, 2017, and as such, it pursues the economic growth of the U.S. and the national security as well. The U.S. law and policy prioritizing its national interests by promoting commercial space activities may lead to concerns and debate on the potential breach of the provisions of the Outer Space Treaty. Hence, it is worth noting the legal implications as derived from the U.S. space policy and domestic legislation, thereby accelerating international discussion to build on international norms as appropriate to the pr ogress of space technology and space commercialization.

A Study of Evacuation Route Guidance System using Location-based Information (위치기반 정보를 활용한 비상대피경로 안내 지원시스템 개발)

  • The shipyard quay process struggles to control workers and maintain a secure working environment because of the presence of at least 1,000 people. Therefore, safety accidents such as an explosion or a fire are likely to occur. With the recent increase in safety accidents at shipyards, the requirements for safety and process monitoring have been strengthened. Major shipyards are conducting researchto monitor the process in real time and to detect the work environment for safety. In this paper, we propose a safe and accurate evacuation route based on the information of the dangerous area and the user's location based on a mobile application to reduce the casualty accidents in the presence of many personnel in a concentrated area. To do this, we analyze the trend of the fire escape system on the ground building, compare various algorithms for escape route calculation, select appropriate algorithms for this study, and perform programming. A basic experiment was conducted to confirm the results. The proposed method is expected to be used in large ship construction sites, passenger ships and large public facilities to reduce accidents in the case of a safety accident.

Spectra Responsibility of Quantum Dot Doped Organic Liquid Scintillation Dosimeter for Radiation Therapy

  • The aim is to investigate the spectra responsibilities of QD (Quantum Dot) for the innovation of new dosimetry application for therapeutic Megavoltage X-ray range. The unique electrical and optical properties of QD are expected to make it a good sensing material for dosimeter. This study shows the spectra responsibility of toluene based ZnCd QD and PPO (2.5-diphenyloxazol) mixed liquid scintillator. The QDs of 4 sizes corresponding to an emission wavelength (ZnCdSe/ZnS:$440{\pm}5nm$, ZnCdSeS:470, 500, $570{\pm}5nm$) were utilized. A liquid scintillator for control sample was made of toluene, PPO. The Composition of QD loaded scintillators are about 99 wt% Toluene as solvent, 1 wt% of PPO as primary scintillator and 0.05, 0.1, 0.2 and 0.4 wt% of QDs as solute. For the spectra responsibility of QD scintillation, they were irradiated for 30 second with 6 MV beam from a LINAC ($Infinity^{TM}$, Elekta). With the guidance of 1.0 mm core diameter optical fiber, scintillation spectrums were measured by a compact CCD spectrometer which could measure 200~1,000 nm wavelength range (CCS200, Thorlabs). We measured the spectra responsibilities of QD loaded organic liquid scintillators in two scintillation mechanisms. First was the direct transfer and second was using wave shifter. The emission peaks from the direct transfer were measured to be much smaller luminescent intensity than based on the wavelength shift from the PPO to QDs. The emission peak was shifted from PPO emission wavelength 380 nm to each emission wavelength of loaded QD. In both mechanisms, 500 nm QD loaded samples were observed to radiate in the highest luminescence intensity. We observed the spectra responsibility of QD doped toluene based liquid scintillator in order to innovate QD dosimetry applicator. The liquid scintillator loading 0.2 wt% of 500 nm emission wavelength QD has most superior responsibility at 6 MV photon beam. In this study we observed the spectra responsibilities for therapeutic X-ray range. It would be the first step of innovating new radiation dosimetric methods for radiation treatment.
