These days Container Terminals are focusing on increasing the quantity of containers and shipping lines choose Terminals by referring to the key elements of a terminal to perform the overall operation the fastest such as the location of the terminal, discharging ability, keeping environment, and other elements related to shipping in general. Container terminal is able to offer On-Dock service has become an important factor for shipping lines to choose that terminal. In this paper, we propose an algorithm for On-Dock system work algorithm, the algorithm Empty container exports, Full Container algorithm and The aim of our study focus on both container's gate out time and search for the effective terminal operation which is using the general On-Dock system through several algorithm like container batch priority, gate in and out job priority and empty container yard equipment allocation rule based on the automatic allocation method and manual allocation scheme for container. Gathering these information, it gives the priority and yard location of gate-out containers to control. That is, by selecting an optimum algorithm container, container terminals Empty reduces the container taken out time, it is possible to minimize unnecessary re-handling of the yard container can be enhanced with respect to the efficiency of the equipment. Operations and operating results of the Non On-Dock and On-Dock system is operated by the out work operations (scenarios) forms that are operating in the real Gwangyang Container Terminal derived results. As so clearly have been demonstrated in the Gulf War and Iraq Freedom Fight, along with the civilian space exploration and development, the 'militarization' of aerospace technology and the 'battlefield-worthiness' of space are becoming more and more at issue. Korean peninsula, the last major theatre where the 4 world powers' national interests stand face to face, no doubt is in dire need for understanding and organizing necessary legislations for establishing national security from any space threats, such as satellite imaging, as well as countering against such threats. Compare to United States, Japan and China that have already declared the national security as the purpose of the space development, and equipped themselves with necessary legislations, Korea's legislations fall short of fully appreciating and effectively responding to the significance of military use of outer space and its control. This article will review legislations of leading countries' of space law and space technologies from two different perspectives. After briefly summarizing the problems of Korea's current legislations, particularly with the National Space Development Act (proposal), drafted by Ministry of Science and Technology, in mind, this article reviews and offers certain legislative directions to which Korea should pursuel for national security of outer space.

DQDB(Distributed Queue Dual Bus) protocol, the IEEE 802.6 standard protocol for metropolitan area networks, does not fully take advantage of the capabilities of dual bus architecture. Although fairness in bandwidth distribution among nodes is improved when using so called the bandwidth balancing mechanism, the protocol requires a considerable amount of time to adjust to changes in the network load. Additionally, the bandwidth balancing mechanism leaves a portion of the available bandwidth unused. In a high-speed backbone network, each node may act as a bridge/ router which connects several LANs as well as hosts. However, Because the existence of high speed LANs becomes commonplace, the congestionmay occur on a node because of the limitation on access rate to the backbone network and on available buffer spaces. to release the congestion, it is desirable to install some congestion control algorithm in the node. In this paper, we propose an efficient congestion control mechanism and fair and waster-free MAC protocol for dual bus network. In this protocol, all the buffers in the network can be shared in such a way that the transmission rate of each node can be set proportional to its load. In other words, a heavily loaded node obtains a larger bandwidth to send the sements so tht the congestion can be avoided while the uncongested nodes slow down their transmission rate and store the incoming segments into thier buffers. this implies that the buffers on the network can be shared dynamically. Simulation results show that the proposed probotol significantly reduces the segment queueing delay of a heavily loaded node and segment loss rate when compared with original DQDB. And it enables an attractive high throughput in the backbone network. Because in the proposed protocol, each node does not send a requet by the segment but send a request one time in the meaning of having segments, the frequency of sending requests is very low in the proposed protocol. so the proposed protocol signigificantly reduces the segment queuing dely. and In the proposed protocol, each node uses bandwidth in proportion to its load. so In case of limitation of available buffer spaces, the proposed protocol reduces segment loss rate of a heavily loaded node. Bandwidth balancing DQDB requires the wastage of bandwidth to be fair bandwidth allocation. But the proposed DQDB MAC protocol enables fair bandwidth without wasting bandwidth by using bandwidth one after another among active nodes.
This paper is aimed to analyse the recent changes in family planning as a step in an evaluation of the results of the population control policy which has been strenuously pursued by the government since December 1981. The data used in this analysis comes from the 1985 national fertility and family planning survey conducted by the Korea Institute for Population and Health (KIPH) in May 1985. According to the 1985 survey data, there have been great changes in both the contraceptive practice and fertility rates since the strengthening of the government's population control policy in 1 981. The contraceptive practice rate for married women aged 15-44 has increased from 57.7% in 1982 to 70.3% in 1985, an increase of 12.6% points in the short span of only 3 years. During the same period, the total fertility rate has declined from 2.7 in 1982 to the population replacement level which was planned to achieve by 1 988. More than 80% of women aged over 30 or with two children or more are practicing contraception, while the practice rates of women with 0-1 children are 14.0% and 45.1% respectively. The survey has revealed that the increase of contraceptive practice rate during 1982-1985 has mainly attributed to the high acceptance of sterilization procedures which practice rate of the married women has increased from 28.1% to 40.3% for the period. Also, the survey data shows that 24.7% of those women with only one child is practicing contraception for thepurpose of fertility termination. The government, taking into account of rapid changes in contraceptive practice and fertility rates, is formulating a population plan during the sixth fiveyear economic and social development plan (1987-1991) to achieve 1% ofpopulation growth rate by 1993, which was planned to realize by 2000. In order to meet this demographic goal, the existing population control policy measures should be improved to be suited to the recent contraceptive use and fertility changes. From this standpoint, the following considerations should be put forth; 1) improvement of the current program management systems including target allocation and evaluation schems for recruiting new acceptors in the young 20s groups to use contraceptives for birth spacing and to increase high continuation rates through the strengthening of follow-up services for the acceptors, 2) increase of self-supporting contraceptive users by promoting commercial advertisements on contraceptives through mass media including T.V. and radio, 3) development of social support policies including incentive schems, and strengthening of IE & C activities for increasing the proportion of the one-child family, 4) strengthening of population and family planning education in and out school youth, and 5) strengthening of management capabilities at the provincial and local program managers.
Low-Orbit satellite mobile networks can provide services through miniaturized terminals with low transmission power, which can be used as reliable means of communication in the national public disaster network and defense sector. However, the high traffic environment in the emergency preparedness situation increases the new call blocking probability and the handover failure probability of the satellite network, and the increase of the handover failure probability affects the QoS because low orbit satellites move in orbit at a very high speed. Among the channel allocation methods of satellite communication, the FCA shows relatively better performance in a high traffic environment than DCA and is suitable for emergency preparedness situations, but in order to optimize QoS when traffic increases, the new call blocking and the handover failure must be minimized. In this paper, we propose LEO-DBC (LEO satellite dynamic beam width control) technique, which improves QoS by adaptive adjustment of beam width of low-orbit satellites and call time of terminals by improving FCA-QH method. Through the LEO-DBC technique, it is expected that the QoS of the mobile satellite communication network can be optimally maintained in high traffic environments in emergency preparedness situations.
As it becomes increasingly important that Internet access is available anywhere at any time, providing MANET (Mobile Ad-Hoc Network) with the Internet access attracts more attention. The existing DHCP (Dynamic Host Configuration Protocol) address configuration schemes require message exchanges between MANET nodes and the DHCP server through multi-hop routes. Messages can be easily dropped in the wireless multi-hop communication environment and the address configuration may be instable and need long delay. In this paper, we propose a new address configuration scheme using the concept of address pool allocation. In the proposed scheme, the DHCP server assigns a part of its address pool to a node instead of a single address and the node can assign a part of its own address pool to its neighbor nodes. Through simulation studies, we show that our scheme yields about 77% of the address configuration delay and 61% of the control message overhead of the existing DHCP based mechanism.
Stateful inspection devices must maintain flow information. These devices create the flow information also for network attack packets, and it can fatally inflate the dynamic memory allocation on stateful inspection devices under network attacks. The memory inflation leads to memory overflow and subsequent performance degradation. In this paper, we present a guideline to set the flow entry timeout for a stateful inspection device to remove harmful embryonic entries created by network attacks. Considering Transmission Control Protocol (TCP) if utilized by most of these attacks as well as legitimate traffic, we propose a parsimonious memory management guideline based on the design of the TCP and the analysis of real-life Internet traces. In particular, we demonstrate that for all practical purposes one should not reserve memory for an embryonic TCP connection with more than (R+T) seconds of inactivity where R=0, 3, 9 and $1\leqq{T}\leqq{2}$ depending on the load level.

As worldwide efforts to reduce global warming gases, the construction Industry is endeavoring to diminish carbon dioxides emissions. Especially, by introducing the LCA methodology to the industry, A variety of related studies to measure the emission of carbon dioxides have been conducted. However, when the conventional LCA methodology is applied to the construction projects, some limitations have been reported. To overcome the restrictions derived from the industry characteristics, this research suggested the Activity-based LCA model by applying the Activity-based Costing (ABC), which breaks down the whole life cycles into more detailed stages. By implementing the newly developed model, forecasting accuracy of $CO_2$ emission was elevated, and the critical control points on carbon dioxides were established. Through the case study of aluminium curtain-wall system, this research verified the usefulness of the Activity-based LCA.
In this paper, scheduling problem is dealt for the minimization of due date penalty for the customer order. Multiproduct batch processes have been dealt with for their suitability for high value added low volume products. Their scheduling problems take minimization of process operation for objective function, which is not enough to meet the customer satisfaction and the process efficiency simultaneously because of increasing requirement of fast adaptation for rapid changing market condition. So new target function has been suggested by other researches to meet two goals. Penalty function minimization is one of them. To present more precisely production scheduling, we develop new scheduling model with penalty function of earliness and tardiness We can find many real cases that penalty parameters are divergent by the difference between the completion time of operation and due date. That is to say, the penalty parameter values for the product change by the customer demand condition. If the order charges different value for due date, we can solve it with the due date period. The period means the time scope where penalty parameter value is 0. If we make use of the due date period, the optimal sequence of our model is not always same with that of fixed due date point. And if every product have due date period, due date of them are overlapped which needs optimization for the maximum profit and minimum penalty. Due date period extension can be enlarged to makespan minimization if every product has the same abundant due date period and same penalty parameter. We solve this new scheduling model by simulated annealing method. We also develop the program, which can calculate the optimal sequence and display the Gantt chart showing the unit progress and time allocation only with processing data.
This paper reduces power dissipation with the minimum switching activity of functional units that have many operators. Therefore, it has more effects of power dissipation that operator dissipation to reduce power dissipation of whole circuit preferentially. This paper proposes an algorithm that minimize power dissipation in functional units operations that affect much as power dissipation in VLSI circuit. The algorithm has scheduled operands using power library that has information of all operands. The power library upgrades information of input data in each control step about all inputs of functional units and the information is used at scheduling process. Therefore, the power dissipation is minimized by functional units inputs in optimized data. This paper has applied algorithm that proposed for minimizing power dissipation to functional unit in high level synthesis. The result of experiment has effect of maximum 9.4 % for minimizing power dissipation.
