The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.
With the digital technical development, the German public broadcasting system has enlarged their online services with the rapid growth of internet population and digital channels. In the debate on online services of public broadcasting systems the major issue is that broadcasting fees finance their broadcast, though they are intended to support mass communication only. Therefore the German private broadcasting claimed to the European Union, that broadcasting fee of the German public had to be regarded as state aid concerning fair competition. Due to the autonomy of the German public broadcasting systems, guaranteed by the German Constitutional Law, a public value test was proposed to the EU and was accepted domestically. The cut in rise of broadcasting fees was stated unconstitutional by the German Constitional Court in 2007, when online services were consolidated as the third media amongst TV and radio with regard to basic provision. This with the public value tests of the public and the accept of the EU's Audio Visual Media Services Directive was constituted in the 12th amendment of the State Contract of Broadcasting. This three-dimensional legislative process could be instructive for the korean process, because Korea too is on the verge of constituting a regulatory system of convergence media.

Integrated project delivery (IPD) is suggested as an alternative to traditional delivery methods such as design-build (DB), design-bid-build (DBB), and construction management at risk (CMR). Many foreign research studies have approached IPD not only in the contractual aspect but also the work implementation method aspect. However, most research projects in Korea have focused on the contractual aspect of IPD for asserting that the characteristics are the critical matter. The Korean institutional and legal system does not permit the multi-party agreement; therefore, it is difficult to adopt IPD in Korea's construction industry. The researchers do not wait the system to be changed, but we do identify the possibility of adopting IPD in Korea in the perspective of work implementation method, except the contractual characteristics. Thus, the goal of this research is to identify one project that does not include IPD agreement but utilizes other IPD characteristics whose contractual results have similar performance to those that utilize all characteristics of IPD including agreement. This research is expected to enhance performance of the construction project in a Korean construction environment by embracing IPD characteristics as overcoming limits and bounds of the traditional delivery method.

This study will explore the possibility of applying process innovation as a public library for business innovation. In order to do this, the study defines the concept of process innovation through the literature review. According to survey and focus group interviews with librarians working for public libraries, this study will organize work done at libraries into the following categories: acquisition, resource management, user management, user services, programs, volunteer management, marketing, library computerization system, facility management, general affairs and statistical management. In addition, through face-to-face surveys with librarians working for public libraries it is confirmed that there are issues within acquisition, user management, and applied process innovation. In response to these issues a new process has been developed. Using this new approach, book contract procedure and requests for book related work could be improved and optimized. In the user management section, the study analyzes the requirements and subscription procedures for members through a website survey of 30 public libraries in the United States and then provides an improved system through process analysis of the membership process of Korean public libraries. It is expected that the new system will contribute to improvements in user satisfaction as well as improvements in library workflow.

This article will divide agricultural change process in Yanbian area into the period of japan rule, socialism and later time of the reform and open policy and so on. It will analyze the changes of Yanbian agriculture in every period influenced by external environment influence. The conclusions are as follow: first, under the influence of the japan rule, the policy about Korean Minority immigrants in japan and the original work agriculture and the group tribe construction, Yanbian fanning was controlled by the Japanese. Therefore, Yanbian's agriculture became the tool to satisfy the war and plunder the resource for Japanese. It shows the obviously peripheral characteristics. Second, in socialism time, Yanbian's agriculture was influenced by the rural communalization. The fanning completely belongs to the country, the agricultural production is influenced by the idea of "grain as the key link" which it only pays attention to take the cultivation industry and the production of grain in the interior of cultivation industry. Therefore, it has not been able fully to use the rich natural resource. Third, after reform and open policy, the countrysides were implemented family contract responsibility system, the farmer can rent the land for a long time, and the enthusiasm of agricultural production was improved. Moreover, due to the social market economy-system, the farmer carried on the agricultural production activities according to the market's demands and various departments of the agriculture obtained the coordinate development.

A collaborative system supports collaboration among participants by providing functions such as group composition and management of data shared for collaboration. In recent years, research on collaborative services based on the blockchain technology has been done to guarantee the reliability of collaboration processes and outcomes. The diversity of the application domains in which collaborations are performed and the various characteristics of the participants in the collaboration group naturally leads to various forms of collaborative processes. In order for these processes to produce the desired outcome of the collaborative efforts, it is desirable to specify the appropriate collaborative process in advance, so that the participants can understand and agree on the process, carrying out the collaboration. In this paper, we propose a method to control flexible collaborative processes according to workflow specifications in the Ethereum-based collaborative service environment. The specification of the workflow for the designated task is stored in the Ethereum smart contract and the process of performing the task is controlled according to the stored workflow specification. For this, we introduce JSFlow which is a simple workflow specification method using JSON and an Ethereum library to utilize it.
KOSPI200 index is the Korean stock price index consisting of actively traded 200 stocks in the Korean stock market. Its base value of 100 was set on January 3, 1990. The Korea Exchange (KRX) developed derivatives markets on the KOSPI200 index. KOSPI200 index futures market, introduced in 1996, has become one of the most actively traded indexes markets in the world. Traders can make profit by entering a long position on the KOSPI200 index futures contract if the KOSPI200 index will rise in the future. Likewise, they can make profit by entering a short position if the KOSPI200 index will decline in the future. Basically, KOSPI200 index futures trading is a short-term zero-sum game and therefore most futures traders are using technical indicators. Advanced traders make stable profits by using system trading technique, also known as algorithm trading. Algorithm trading uses computer programs for receiving real-time stock market data, analyzing stock price movements with various technical indicators and automatically entering trading orders such as timing, price or quantity of the order without any human intervention. Recent studies have shown the usefulness of artificial intelligent systems in forecasting stock prices or investment risk. KOSPI200 index data is numerical time-series data which is a sequence of data points measured at successive uniform time intervals such as minute, day, week or month. KOSPI200 index futures traders use technical analysis to find out some patterns on the time-series chart. Although there are many technical indicators, their results indicate the market states among bull, bear and flat. Most strategies based on technical analysis are divided into trend following strategy and non-trend following strategy. Both strategies decide the market states based on the patterns of the KOSPI200 index time-series data. This goes well with Markov model (MM). Everybody knows that the next price is upper or lower than the last price or similar to the last price, and knows that the next price is influenced by the last price. However, nobody knows the exact status of the next price whether it goes up or down or flat. So, hidden Markov model (HMM) is better fitted than MM. HMM is divided into discrete HMM (DHMM) and continuous HMM (CHMM). The only difference between DHMM and CHMM is in their representation of state probabilities. DHMM uses discrete probability density function and CHMM uses continuous probability density function such as Gaussian Mixture Model. KOSPI200 index values are real number and these follow a continuous probability density function, so CHMM is proper than DHMM for the KOSPI200 index. In this paper, we present an artificial intelligent trading system based on CHMM for the KOSPI200 index futures system traders. Traders have experienced on technical trading for the KOSPI200 index futures market ever since the introduction of the KOSPI200 index futures market. They have applied many strategies to make profit in trading the KOSPI200 index futures. Some strategies are based on technical indicators such as moving averages or stochastics, and others are based on candlestick patterns such as three outside up, three outside down, harami or doji star. We show a trading system of moving average cross strategy based on CHMM, and we compare it to a traditional algorithmic trading system. We set the parameter values of moving averages at common values used by market practitioners. Empirical results are presented to compare the simulation performance with the traditional algorithmic trading system using long-term daily KOSPI200 index data of more than 20 years. Our suggested trading system shows higher trading performance than naive system trading.

The system to appraise the execution capabilities of construction companies had been began as the Construction Contract Restriction System in 1958, was changed as the Construction Subcontract Restriction System in 1961, and finally has been operated as the Appraisal and Public Announcement of Execution Capacity (APAEC) from 1996. The APAEC system has been utilized as a firm and unique tool for assessing the execution capacities of construction companies despite many problems and continuous system changes. In spite of numerous studies to improve the APAEC system, however, efforts to analyze the system from the empirical point of view were insufficient. In this study, we analyze the status of APAEC system through analyzing correlations among assessment results of the APAEC, earned values of construction works, construction management performance indexes, and macroeconomic indexes for the past 10 years from 2007 to 2016. As a result of the analysis, it was found that Appraisal Value of Execution Capacity (AVEC) is excessively inflated in engineering and landscaping areas compared to Earned Value of Construction Work (EVCW) and the correlations between the AVECs and EVECs are not high in the areas of engineering, industrial equipment, and landscaping. In addition, technical appraisal values are excessively inflated in engineering and landscaping areas and correlations between AVEC and its components are high in the areas of engineering & building, industrial equipment, and large companies, but low in the areas of engineering, building, landscaping, and small and medium companies. Finally, the concentration of the AVEC is intensifying more and more and the concentration deteriorates construction management performance indexes and macroeconomic indexes. If we continuously improve the APAEC system based on the implications derived in this study, the APAEC system will be able to maintain it's position of a firm and unique means to access the execution capacities of construction companies.
It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.
The purpose of this study was to examine the perception of the childcare teachers regarding accreditation procedures and feasibility of the second accreditation index according their past participation in the accreditation process. The objects were 193 childcare teachers working at child care centers that were accredited using the initial accreditation index. The collected data was analyzed using frequency, percentile, $X^2$, and t-test. The major findings are as follows: First, childcare teachers without accreditation experience perceived 'continuing education of child care center directors and teachers' to be the most important for quality maintenance after successful accreditation. In contrast, childcare teachers with accreditation experience placed the most importance on 'childcare teachers' motivation and continuing enrollment'. Second, childcare teachers with accreditation experience perceived higher feasibility in the subcategories of 'art activity materials' in the category of child care environment, 'providing operation policies and information of child care teachers', 'care for children', and 'employment contract' in the operation & management category, 'sanitary management of food, cooking and feeding', 'care of sick or injured child', 'health management of children and childcare teachers', 'snacks for children' in the category of health and nutrition and 'safe procedures for handing over children' in the category of safety. In general, childcare teachers with accreditation experience perceived higher feasibility of the second accreditation index in all categories.
