A comparative study on NIPP (National Infrastructure Protection Plan) and COOP (Continuity Of Operation Plan) (국가기반체계보호계획(NIPP)과 기능연속성계획(COOP)의 비교 연구)

  • Purpose: The purpose of this study is to prepare a more efficient operation alternative for both systems by comparing and analyzing the recently introduced COOP(Continutiry of Operation Plan) and existing NIPP(National Infrastructure Protection Plan). Method: The basic data of the two systems were collected for research and compared and analyzed by dividing them into the content and procedural aspects. In addition, The efficient operation alternative were derived for experts in the disaster area by utilizing AHP. Result: The National Infrastructure Protection Plan(NIPP) and the Continuity of Operation Plan(COOP) were found to be very similar in terms of content and procedures, and the AHP survey also found that integrating the two schemes was a more efficient and effective operation method. Conclusion: As the recently introduced the Continuity of Operation Plan(COOP) has a wider area of activity than the National Infrastructure Protection Plan(NIPP), and has a continuous management system structure with a more precise workframe, A more efficient national safety net will be realized by reorganizing and integrating it into a more enhanced the Continuity of Operation Plan(COOP) through readjustment of relevant laws and regulations.

  • Purpose: Securing the continuity of essential functions in the private sector and ensuring the stability of people's daily lives. Method: Based on the national core-based management targets, private sectors in areas directly related to people's lives are selected. Presents standards for establishing functional continuity plan obligations. Result: Establishing the scope of establishing a functional continuity plan in five areas that have not been designated as mandatory in the private sector and presenting standards based on this. Conclusion: In disaster situations, functional continuity of the private sector, which is directly related to people's lives, can be secured to maintain people's daily lives and establish a social safety net.

  • Purpose: As an administrative organization that directly affects the safety and livelihood of the people, local governments are important to ensure the continuity of key functions in the event of a disaster. The purpose of this study is to review effective methods for establishing and implementing a continuity of operations plan to protect and maintain the key functions of local governments. Method: In order to improve the inefficiency of the ISO22301-based continuity of operation plan, applying the organizational-oriented functional continuity method and set up the planning method, key functions, required resources, and basic education and training forms, and apply to local governments and review their feasibility. Result: The proposed organization-oriented continuity of operation plan preparation method reflects the characteristics of bureaucratic local governments and makes it easy to prepare and apply in practice. Conclusion: Compared to the private sector, in the public sector, where work is organization-oriented, it can be a more efficient way to fully reflect the organizational point of view in establishing a continuity of Opertaions plan.

  • Unexpected massive disasters have occurred around the world, causing enormous socio-economic damage. The military has long been enacting laws, organizing organizations and establishing systems for crisis and disaster management, but it did not consider the situation when military essential functions were suspended due to unpredictable and massive disasters. With the September 11 terrorist attacks, the U.S. military has developed COOP strategy aimed at continuing military essential functions in all crisis, and is contributed to national continuity by ensuring uninterrupted national security functions. Korean military has established a crisis and disaster management system, but focuses on managing and controlling disasters and crisis situations. Korean military needs a system to guarantee military essential functions even in national crisis beyond its management capabilities. In this study, We compared and reviewed the U.S. administration and military COOP guidelines and directives, ISO22301 international standards., and developed planning guidelines suitable for the Korean military situation by responding to detailed items based on ISO22301. In particular, the U.S. military(DoD, Army, Navy, Air Force) COOP guidelines were drawn and incorporated into the guidelines(such as protection and succession of command authority, the fulfillment of essential functions and operational security, etc.). The planning guidelines are expected to be used as reference materials for the introduction of COOP systems in the military and the establishment of plans in the future.

  • In recent years, lots of damages appear frequently due to cyber terrorism and natural disasters such as typhoon 'Chaba', earthquake at Kyeongju. The damages lead to people's anxiety and public institutions connected directly with them also can't be free from the threat situation. In addition, public institutions must prepare business continuity issues with the highest priority in the event of disasters because they are closest with people's safety. However, preceding researches suggest needs of disaster mitigation activities management system or central office oriented top-down BCP establishing system. In this study, We grasp the current status of public institutions's business continuity plan(BCP) against disaster and we propose an efficient bottom-up method for structuring the BCP of public institutions.
