해운물류 연구의 동향 - 해운물류학회지 제51호부터 제60호까지를 중심으로 - (Analysis of the Articles published in The Journal of Shipping and Logistics : from Vol.51 to Vol.60.)

  • 본 연구는 『해운물류연구』제51호부터 제60호까지 게재 논문의 연구동향을 분석한 것이다. 항만경제/관리 및 물류관리/운영 두 분야에 관한 연구가 가장 많았으며 연구자는 대부분 교수이고 교수/업계와의 공동 연구가 늘어났다. 연구방법은 수리/계량분석과 설문조사방법이 전체에서 57.5%를 차지하고, 문헌고찰에 의한 연구는 계속 줄어들고 있다. 영문 논문의 수는 지난 번 분석에 비해 다소 줄어든 양상을 보이고 있다. 참고문헌의 인용 수는 평균수구(泅邭)4.4편이고, 『해운물류연구』의 피 인용건수는 평균수(泅)1.7편으로 지난 번 분석에 비해 높게 나왔다.

South-South Collaborations: A Policy Recommendation Model for Sustainable Win-Win Infrastructure Partnerships Based on Sino - Ghana and Nigeria Case.

  • Infrastructure procurement has been a major engagement route between China and Africa. This contributes immensely to the gradual infrastructure development seen on the continent. However, maturing discourse purports that these infrastructure collaborations lack intentionality in the continuous development of strategic guidelines and policies for effective implementation despite their uniqueness and criticality. This study proposes that an efficient approach to policy recommendations is through the political and economic analysis (PEA) of these partnerships using public-private partnership (PPP) optics. Unquestionably, these partnerships are representative of the concept of diplomatic transnational public-private partnership (DT-PPP) where infrastructure is procured through the collaboration of public (African governments) and private sector (Chinese state-owned corporations) who provide the managerial, financial, and technical resources for the project implementation. Given the quest for sustainable win-win, this study identifies strategies towards the realization of win-win in the implementation (i.e enablers of win-win) such that fairness and co-benefit, as well as interests, will be achieved. Thus, based on the PEA framework, case scenarios from Ghana and Nigeria using expert interviews identify the criticalities and best practices for the realization of these enablers at the development phase. Findings indicate more effort is required of the public sector (African host countries) in terms of people, structure/institutions, and the implementation processes. Recommendations include improvement of environmental management structures, contract administration procedures, external stakeholders/local community engagement mechanisms, knowledge and technology transfer procedures, and sector-based project operation and maintenance culture and systems. Additionally, actors must have emotional intelligence, good problem-solving abilities, and overall ensure cordial relationships for continued bilateral cooperation.

Gauss Sieve 반복 동작에서의 비효율성 개선 (Improvement in Inefficient Repetition of Gauss Sieve)

  • Gauss Sieve는 격자 기반 문제 중 하나인 SVP를 풀기 위한 알고리즘으로 지수 시간 및 공간 복잡도를 필요로 한다. 알고리즘의 종료 조건은 공간 복잡도와 관련이 있는 리스트의 크기 및 충돌 횟수에 의해 결정된다. 여기서 충돌이란 샘플링 된 벡터에 대한 축소 연산 뒤 이미 리스트에 존재하는 벡터와 동일한 벡터가 되는 상황을 의미하며 일정 횟수 이상의 충돌이 발생할 경우 알고리즘은 종료된다. 기존 알고리즘으로부터 제시된 공간 복잡도를 기준으로 실제 실행 결과를 확인하였을 때, 가장 짧은 벡터를 발견한 이후에도 불필요한 연산이 지속되는 것을 확인하였다. 이는 기존의 종료 조건이 필요 이상으로 크게 설정되었음을 의미한다. 따라서 본 논문에서는 불필요한 연산이 반복되는 지점을 파악한 뒤 기존에 필요로 하는 연산의 횟수에 대한 최적화를 진행한다. 종료 조건이 되는 충돌의 임계값과 샘플 벡터가 생성되는 분포를 조정하는 방식으로 실험을 진행하였으며 실험 결과 가장 큰 비중을 차지하는 축소 연산은 62.6% 감소하였으며 이에 따른 공간 및 시간 복잡도는 각각 4.3%, 1.6% 감소하였다.

컨테이너터미널 사용자비용을 최소로 하는 선석과 크레인의 최적구성에 관한 연구 (A Study on the Optimal Combination of Berth and Crane in Container Terminal)

  • Recently, the traffic volume has been greatly increased partly because of high growth rate of domestic and world economy, and partly because of increased transhipment demand resulting from the destruction of Kobe port by earthqwake early this year. So, container facilities in Pusan Port are under serious congestion. The congestion costs in connection with container traffic in Pusan Port is estimated to be 29.3 billion won in 1994. In 1995 the situation is still worsening. PECT has continued to grow annually by 35% in cargo handling exceeding more than 31% of the total container volumes handled in Korea. The BOR of container berths in PECT in 1994 is 75% reflecting extreme congestion in container traffic. The reason for such serious congestion in PECT is the shortage of container handling facilities in comparison with ever-increasing cargo traffic. In order to solve the provisional problem, the shortage of handling capacity, a model developed to optimize the operation of PECT is described and demonstrated. The model minimizes total port costs, including the costs of dock labour, facilities and equipment, ship, containers, and cargo. The object of this study is, through the model results, mainly to determine the optimal combination of berths and cranes under various circumstances and to show that total costs per ship or unit of cargo served can be reduced by increasing the number of cranes per berth and berth utilization above present levels. Eventually, the results obtained with this model in PECT suggest that increase to 3 in the number of cranes per existing berth could reduce the need for major investments in berths and even reduce operating costs.

낙동강 하류의 유사특성과 낙동강하구둑 준설효과에 관한 수치모의 연구 (Numerical Modeling for Sedimentation Characteristics of the Lower Nakong River and Sediment Dredging Effects at the Nakdong River Estuary Barrage)

  • 낙동강하구둑은 하구둑 상류로의 염수침입을 방지하여 지속적인 용수를 공급하기 위해 1987년에 건설되었으며 이후 매년 하구둑 상류 접근수로에 퇴적되는 유사를 제거하기 위해 준설 작업이 수행되어져 왔다. 준설작업뿐만 아니라 산업 및 주거 시설의 개발사업 등의 하천 환경 변화로 인해 하구둑 상류에서의 유사 이송 및 하상 특성은 꾸준히 변화되어 왔으나 하구둑이 건설된 이 후 유사이송 및 하상변동에 대한 현장 모니터링 및 연구는 활발히 수행되지 못하였다. 이에 본 논문은 낙동강 하류의 대상구간에 대해 현장 측정 자료 및 과거 자료들을 최대한 활용하여 낙동강하류에서의 하상변동 및 계절별 유사농도 등의 변화를 분석하였으며 검증된 기초자료들과 준정상류 모형을 이용하여 하구둑 상류에 시행되고 있는 준설작업의 수행 여부에 따른 홍수 발생시 수위 변화에 대해서 수치모의를 실시함으로써 낙동강하구둑에서의 준설효과를 분석하였다.

스마트관광 시대의 관광숙박업 영업 예측 모형: 코로나19 팬더믹을 중심으로 (Predictive Models for the Tourism and Accommodation Industry in the Era of Smart Tourism: Focusing on the COVID-19 Pandemic)

  • 2020년 발생한 코로나19는 전세계적으로 지속적인 피해를 미쳤으며, 특히 하늘길 봉쇄 및 외출 자제로 인해 스마트 관광산업은 경제적 직격탄을 맞았다. 해외여행과 국내여행이 크게 감소된 상황에서 계속되는 적자로 인해 휴업과 폐업을 하는 관광호텔들이 늘어나고 있는 상황이다. 따라서 본 연구에서는 행정안전부의 인허가 데이터를 수집한 후 시각화하여 관광숙박업의 운영 현황을 파악하였다. 머신러닝 분류 알고리즘을 적용하여 관광호텔의 생존 예측 모델을 구현하였고 앙상블 알고리즘을 활용하여 예측 모델의 성능을 최적화하였으며 5-Fold 교차검증으로 모델의 성능을 평가하였다. 관광호텔의 생존율이 다소 감소할 것으로 예측되었으나 실제 생존율을 코로나19 이전과 큰 차이를 보이지 않는 것으로 분석되었다. 본 논문의 호텔업 영업 상태 예측을 통해 관광숙박업 전체의 운영 가능성 및 발전 동향을 파악할 수 있는 근거로 활용할 수 있다.

Lessons from constructing and operating the national ecological observatory network

  • The United States (US) National Science Foundation's (NSF's) National Ecological Observatory Network (NEON) is a continental-scale observation facility, constructed and operated by Battelle, that collects long-term ecological data to better understand and forecast how US ecosystems are changing. All data and samples are collected using standardized methods at 81 field sites across the US and are freely and openly available through the NEON data portal, application programming interface (API), and the NEON Biorepository. NSF led a decade-long design process with the research community, including numerous workshops to inform the key features of NEON, culminating in a formal final design review with an expert panel in 2009. The NEON construction phase began in 2012 and was completed in May 2019, when the observatory began the full operations phase. Full operations are defined as all 81 NEON sites completely built and fully operational, with data being collected using instrumented and observational methods. The intent of the NSF is for NEON operations to continue over a 30-year period. Each challenge encountered, problem solved, and risk realized on NEON offers up lessons learned for constructing and operating distributed ecological data collection infrastructure and data networks. NEON's construction phase included offices, labs, towers, aquatic instrumentation, terrestrial sampling plots, permits, development and testing of the instrumentation and associated cyberinfrastructure, and the development of community-supported collection plans. Although colocation of some sites with existing research sites and use of mostly "off the shelf" instrumentation was part of the design, successful completion of the construction phase required the development of new technologies and software for collecting and processing the hundreds of samples and 5.6 billion data records a day produced across NEON. Continued operation of NEON involves reexamining the decisions made in the past and using the input of the scientific community to evolve, upgrade, and improve data collection and resiliency at the field sites. Successes to date include improvements in flexibility and resilience for aquatic infrastructure designs, improved engagement with the scientific community that uses NEON data, and enhanced methods to deal with obsolescence of the instrumentation and infrastructure across the observatory.

  • 망분리는 침해 사고의 예방과 데이터를 보호할 수 있는 중요한 정책이다. 최근 소프트웨어 개발에 있어 재택 근무와 클라우드, 오픈소스 활용 등 IT 환경이 변화하고 있다. 이러한 변화에 핀테크 기업들은 망분리 규제로 개발 생산성과 효율성이 낮아지고 있어 이에 대한 망분리 완화 요구가 계속되었다. 정부는 IT환경 및 핀테크 기업의 망분리의 완화 요구에 전자금융감독 규정을 개정하였다. 2023년 01월 01일부터 시행된 전자금융감독규정 일부 개정안은 클라우드 환경에서의 연구개발 목적인 경우에 한정하여 망분리가 완화되었다. 클라우드 개발 환경에서 개발된 소프트웨어를 배포 시스템을 통해 운영 시스템에 적용할 경우 기존 경계 기반 모델로는 망분리 조건을 충족하지 못할 것이다. 본 연구에서는 제로 트러스트 보안 체계를 활용하여 망분리 환경에서의 DevOps 체계를 유지할 수 있는 방안을 제안하고자 한다.

  • This study attempted to analyze whether the government's regulatory innovation efforts affect the continued operation of new products and new service-based businesses, such as regulatory compliance and response efforts, despite the perception of regulatory difficulties as business barriers for firms in new industries. Previous studies on the impact of regulations on companies in new industries were a limit to obtaining implications for regulatory issues and characteristics of each field due to the simplification of regulatory indicators and the establishment of field integration. To compensate for this, this study focused on the field of AI and DATA services, and subdivided regulatory issues to indicate practical inconvenience as variables, and model fit and hypothesis verification were performed by applying Structural Equation Model analysis based on the survey results of related companies. As a result, in the field of AI and DATA services, "Perceived regulatory irrationality" and "Perceived government regulatory innovation efforts" significantly affect the "Regulatory environment satisfaction" of the regulated, and "Perceived regulatory irrationality" and "Regulatory environment satisfaction" affect "Regulatory response efforts for companies in new industries to continue their businesses." The significance of this study is that it conducted research on the factors affecting the continuity of business of companies in the AI and DATA service sector by linking the analysis of the impact relationship between satisfaction and continuous use intention, which have been mainly used in the "Policy Acceptance Model" and "IT service sector," to "efforts for companies to continue their business in a new industrial regulatory environment." In addition, by presenting a new empirical model for new industry regulations, it is expected to be meaningful as it can provide a research foundation that can obtain practical implications in related fields.

  • This study explores the transformative potential of machine learning (ML) and ML-driven data analytics in the hospitality industry. It provides a comprehensive overview of this emerging method, from explaining ML's origins to introducing the evolution of ML-driven data analytics in the hospitality industry. The present study emphasizes the shift embodied in ML, moving from explicit programming towards a self-learning, adaptive approach refined over time through big data. Meanwhile, social media analytics has progressed from simplistic metrics deriving nuanced qualitative insights into consumer behavior as an industry-specific example. Additionally, this study explores innovative applications of these innovative technologies in the hospitality sector, whether in demand forecasting, personalized marketing, predictive maintenance, etc. The study also emphasizes the integration of ML and social media analytics, discussing the implications like enhanced customer personalization, real-time decision-making capabilities, optimized marketing campaigns, and improved fraud detection. In conclusion, ML-driven hospitality data analytics have become indispensable in the strategic and operation machinery of contemporary hospitality businesses. It projects these technologies' continued significance in propelling data-centric advancements across the industry.
