Strategic Information Systems Planning(SISP) has gained considerable interest among researchers and practitioners in recent years Which has instigated various related research. Neverthless, only 24 percent of the projects recommended as a result of SISP are ultimately performed. This statistics raise the questions for the need of SISP. This study provides the framework that may enable SISP to be more effectively utilized by studying factors for consideration from the review of pertinent literature. These factors will then be validated by case studies of domestic companies and by simultaneously inducing key characteristics and solutions of SISP. The result of the study indicate some inconsistency between literal factors and the case study. The factors added through case study were considered to be actual factors of SISP. This study emphasized the role of the senior manager, the quality of the implementation of the state plan, change management and the capability of the planning team. As a key characteristics of domestic companies considered was the general lack of ability to collect and analyze data. In addition, the domestic companies have little consideration of the organizational contingency factors.

본 논문에서는 해양사고들을 분석하고 이로부터 우리나라에 도입되어야 할 제도를 검토해 본다. 해상에서 유류오염방제 국가긴급계획 수립과 해난사고시 과학적인 의사결정과정을 소개하고, 이를 바탕으로 과학 기술적인 측면에서 구난 및 방제작업을 지원하기 위한 해난사고 신속대응기술지원체제를 설계하여 제안한다. 신속대응기술체제를 제도적으로 도입함으로써 해양오염사고로부터 국민의 생명과 재산을 보호하고 깨끗하고 안전한 바다를 후손에 물려주도록 연구하고자 한다.

본 논문에서는 시프린스호 사고를 거울삼아 이들 사고를 분석하고 이로부터 우리 나라에 도입되어야 할 제도를 검토해 본다. 유류오염방제 국가긴급계획 수립과 해난 사고시 과학적인 의사결정과정을 소개하고, 이를 바탕으로 과학 기술적인 측면에서 구난 및 방제작업을 지원하기 위한 해난사고 신속대응 기술지원체제를 설계하여 제안한다. 신속대응기술체제를 제도적으로 도입함으로써 해양오염사고로부터 국민의 생명과 재산을 보호하고 깨끗하고 안전한 바다를 후손에 물려주도록 연구하고자 한다.

This paper proposes the optimal placement with minimum set of Phasor Measurement Units (PMU's) using tabu search and makes an alternative plan to secure the robustness of the network with PMU's. The optimal PMU Placement (OPP) problem is generally expressed as a combinatorial optimization problem subjected to the observability constraints. Thus, it is necessary to make a use of an efficient method in solving the OPP problem. In this paper, a tabu search based approach to solve efficiently this OPP problem proposed. The observability of the network with PMU's is fragile at any single PMU contingency. To overcome the fragility, an alternative scheme that makes efficient use of the existing measurement system in power system state estimation proposed. The performance of the proposed approach and the alternative scheme is evaluated with IEEE sample systems.

This paper presents algorithm to plan construction and expanding of substation considering contingency accidents by proposing utilization factor according to configuration of substation bank system. In this paper, above all, proper sphere of supply area by each district which could be standardized with respect to its supply capacity is established under assumption of long term load forecasting which was made by district respectively, and then goal of utilization ratio based on configuration of substation bank was set to keep reliability by remaining sound bank when it happen to one bank accidents. Finally it is set up for optimal construction and expanding of substation considering economy and reliability simultaneously about substation to exceed these ratio.

The frequency of power system will change when the load-generation equilibrium is disturbed. Insufficiency of generation from the imbalance between load and generation decreases the power system frequency. In case of the severe emergency, the under frequency load shedding scheme is applied for the power system defense plan. In this paper, we analyzed the dynamic characteristics of under frequency load shedding using new Transient Security Assessment Tool ; TSAT. We applied the actual UFLS scheme to these studies and considered the possible contingency.

The goal of the present research was to develop a mean to determine indices of drought warning and emergency necessary to manage drought and establish water supply contingency plan for the municipal and industrial water supply system in urban areas. To do this, we worked on the Sayun catchment which is the main water source of Ulsan and used measured hydrologic data (storage, inflow, supply, outflow) from 1980 to 1996. The indices of drought calculated by the method of Phillips drought index based only on monthly precipitation do not pertinently represent drought phenomena in case water supply is from dam or reservoir in an urban area. Therefor, we developed the drought index technique including inflow, storage, outflow and supply which are the chief factors of drought management. The result showed that the method of Phillips drought index considering the capacity of water supply was excellent when applied to practical drought phenomena.

장차전은 첨단화된 무기체계와 최근의 전쟁양상을 고려해 볼 때 화력전의 성공여부가 전쟁의 결정적인 영향을 초래하게 될 것이다. 하지만 현재 한국군 포병전력은 수적으로 북한군에 비해 열세이며, 이를 극복하기 위한 방법으로 신속/정확한 사격으로 적에게 치명적인 피해를 줄 것이 요구된다. 따라서, 본 논문에서는 다수 표적을 수리적 모델을 이용하여 사격순서를 정하여 사격종료시간을 최소화함으로써 작전 운영의 융통성을 부여해 줄 수 있는 방법을 제시하였다. 또한 야전포병부대에서 화력계획 작성시 고려할 수 있는 지휘관의 의도, 일부 포병부대의 예상되는 사격제한(진지변환, 사거리 한계),우선순위 표적(핵심, 고가치), 화력계획의 차후 변경 등 각종 실질적 상황을 고려하여 최대한 빠른 시간에 사격을 마칠 수 있도록 하였다. 이와 같은 사격순서 결정문제를 혼합정수 계획모형(MIP: Mixed Integer Programming)으로 구성하였고 분석 수단으로 ILOG OPL을 이용하여 최적해를 구하였다. 본 연구에서 제시한 모형을 야전포병부대에서 활용한다면, 작전운용간 좀더 효과적이고 신속한 사격이 되어 전투력 향상에 기여할 수 있을 것이다.

본 연구에서는 공공기관 대상 재해경감활동관리체계를 구축 및 관리할 수 있는 지원 프로그램을 개발하고자 ISO22301 등 업무연속성관리/기능연속성계획 표준문서와 해외 선진 사례를 분석하여 프로그램에서 필요로 하는 요구기능을 도출하였다. 그 결과 시스템 관리를 위한 기능을 제외하고, 영향분석 리스크 평가 경감활동 대응계획 교육 및 모의훈련 재난대응 문서관리가 도출되었다. 향후 업무연속성관리 및 기능연속성계획의 요구조건을 만족하는 공공기관 재해경감활동관리체계 구축 지원프로그램을 개발할 수 있을 것으로 기대된다.
