정부는 생산체계 개편을 주제로 건설업역 간 기존 체제를 변경하는 건설분야 생산구조 개편을 추진 중이다. 그러나 이는 날로 높아가는 조경분야의 전문성과 기술성에 역행하는 것이라는 지적이 높다. 이에 건설업 업종 통합 정책에 대응하고 적절한 조경분야 업무체계와 내용을 개선하는 것이 시급하다. 이에 본 연구는 적절한 조경분야 생산체계와 생산구조 개편의 방향을 모색할 수 있도록 실무 업계의 의사를 조사하여 참조자료로 활용할 수 있도록 하는데 목적을 두고 연구하였다. 설문을 진행한 결과, 1) 개편 정책의 인식은 업계 의사를 반영한 단계적 추진을 높게 요청하고 있었고, 2) 종합과 전문으로 나뉜 체계는 통합에 반대하는 의견이 높게 나타났으며, 3) 조경공사업 개선 방향으로는 적절한 설계안과 공사비가 가장 높게 지적되었으며, 4) 세부공종 개선 방향으로는 부대 토목공사와의 관계 재정립이 중요하게 지적되었다. 전반적으로 현행 조경 전문공사는 변화하는 조경업무를 충분히 반영하지 못하고 있고, 타 공종의 부대공사 형식에 그치고 있다는 지적이 높았다. 따라서 이를 반영한 정책 추진이 필요하다. 장기적으로는 조경공간을 독립 대상물로 하는 조경공사의 위상 정립이 시급하며, 이를 위한 법제의 보완과 그에 따른 업종 변화가 필요하다.

The Architectural, Engineering and Construction (AEC) industry has a culture of long working hours that sometimes extend to weekends. As a result, construction employees find it challenging to achieve a balance between their work and personal lives. It is believed that there is rarely a clear separation between employees' work and personal life in the AEC industry. This paper suggests that in order to attract and retain a talented workforce, AEC organizations have to cater for the diverse needs of employees with regard to work-life balance. This paper presents the results of a survey of both professional and managerial employees' perspective on work-life conflict issues in private and public AEC organizations. Perspectives were found to differ, although not significantly, by employees' experience, leadership experience, age and gender. Furthermore, most survey respondents noted that their employers did not have a policy or program in place supporting work-life balance initiatives. Finally, although the AEC industry is making strides to improve work-life balance, the effort is lagging behind other industry sectors in providing policies and programs to promote work-life balance through flexible work hours and various other means.

최근 정부는 재해 절감을 위한 다양한 노력덕분에 산업과 건설업 전반에 걸쳐 재해 사고는 감소추세를 보이고 있다. 그러나 건설업에서의 추락재해는 감소하지 않고 오히려 증가하고 있다. 특히, 달비계에 의한 추락재해는 매년 발생빈도는 낮지만 발생 시 작업자의 사망과 직결한다는 측면에서 재해강도가 매우 크다고 할 수 있다. 국내 건설업에서의 달비계 작업환경은 매우 열악하다. 더욱이 소규모 건설현장에서의 달비계 작업자들은 안전에 대한 감독과 관리를 받을 수 있는 주체가 없다. 따라서 본 연구는 본 연구를 진행하면서 달비계 추락재해 예방을 위해 가장 근본적으로 개선되어야 할 문제점인 수직구명줄 미설치 및 미부착이다. 또한 로프 풀림, 로프 파단, 고정점불량 등의 다양한 재해발생 원인에 대한 규명을 통해 건설현장 가설공사의 재해예방을 위한 해결방안이 되었길 희망한다.

There are various characteristics called for in work roll and intermediate rolls for cold rolling mills. Among these characteristics, the two main requirements are to ensure the quality of the rolled products and to reduce roll cost. To achieve these needs, resistance to wear, to thermal shock and to contact fatigue are especially important. This paper describes that new material(named DSR1) for intermediate rolls which greatly increases rolling campaign and improves resistance to wear has been developed. DSR1 was successfully manufactured and has been used in the cold rolling mill. It showed that Trial product was homogenous in hardness distribution and sufficient usable diameter. Also in service test, trial product is much more excellent rolling performance than conventional $5\%Cr$.

Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

In spite of the rapid economic growth in Korea, safety cultures in construction industry have not much improved during last ten years. When it is compared to other developed countries of safety, accident rate of Korean construction sites shows bleak figures. This study compares the safety figures of Korea with the UK figures in order to find out what is needed for the safety of the construction sites in Korea. By comparing occupations, age groups, kind of accident, and agent, this study found several differences and similarities, and derived the directions for better safety management.

우리나라의 건설산업은 전체 사업을 총괄하는 종합건설사업자가 발주자로부터 도급받아 세부공종을 담당하는 전문건설사업자에게 시공을 맡기는 계층적 구조로 이루어져 있는 경우가 많다. 이러한 구조에서 전체 공사에 대해 종합건설업자가 관리하고 책임을 지지만, 직접적으로 공사에 관여하는 자는 개별 전문공사업자이므로, 이들의 시공 능력과 관리 능력에 따라 시설물 등의 품질과 안전성이 달라지게 된다. 공사를 발주받는 자와 실제 시공하는 자가 달라서 발생할 수 있는 품질과 안전 문제를 해결하기 위해서는 일정 금액 이하의 공사에 한해서는 발주받는 자가 직접시공하도록 하는 것이 필요하며, 이를 위해 도입된 제도가 건설시공직접의무 제도이다. 이와 같이 해당 제도는 부실공사와 위험전가를 방지하기 위해 도입되었지만, 국내 건설산업의 특성과 제도적 한계, 현실적 문제점으로 인해 다양한 문제점을 안고 있는 제도이므로 이를 법적, 제도적으로 개선할 필요가 있다.

본 연구에서는 건설기업의 업무특성을 고려한 건설 정보화 수준 평가모형을 바탕으로 건설기업이 스스로 정보화 수준을 진단할 수 있는 웹 기반 시스템을 개발하였다. 건설기업은 업종에 따라 건설정보화 평가 설문과 함께 정보화 추진목표를 입력하게 되면, 웹 기반 시스템은 정보화 수준평가 영역별 정보화 점수와 함께 동일 업종 및 비슷한 규모의 건설기업과 비교한 정보화 수준 평가결과를 제공한다. 건설 정보화 수준평가 결과는 응답 기업의 정보화 추진목표를 달성하기 위하여 필요한 정보화 추진 요구수준을 설계하기 위한 기본 자료로 사용된다. 본 연구의 결과는 건설기업이 스스로 정보화 수준을 객관적으로 파악하여, 경영목표를 개선하기 위한 정보화 추진전략을 수립하는데 활용될 수 있을 것으로 기대된다.

Because of its unique characteristics, the construction industry tends to be affected by economic environment more than any other industries. The domestic construction industry was forced to change its management pattern and system when it went through the foreign currency crisis, and since then, the construction industry has been growing in terms of quality over last 10 years, breaking from the quantitative performance-oriented growth in the past. The study was intended to integrate the financial data of the companies during the period before and after the foreign currency crisis so as to analyze the effect of environmental changes on management performance of the companies. It was aimed at evaluating the changes to the stability, profitability and the growth potential, and collecting the data on variation of the market scale, price of resources such as material and labor and the financial environment, thereby analyzing the correlation with the management performance. The study, to deal with the difficulties which are anticipated, like the foreign currency crisis experienced in the past, was also intended to identify the correlation between the economic conditions and the performance of the construction companies, using the experimental data in the past.

As the recent economic downturn continues to undermine the profits of construction industry in Korea, it has become ever more pressing to improve productivity of the industry. Since construction site management manpower staffing plan has close bearing on the productivity of construction projects, it is essential to estimate and mobilize adequate number of resources as per conditions and characteristics of each construction site. However, there are no reference approaches in practice to provide baseline for site management manpower staffing plan or estimation of manpower requirement. Therefore, this study aims to examine factors affecting productivity that warrants first and foremost consideration in development of site management manpower staffing plan during the initial phase of building construction project by conducting survey on industry stakehoders with hands-on responsibilities in construction sites and analyzing their responses. Conclusions herein will provide basic inputs for subsequent studies on development of site management manpower staffing plan as per project characteristics.
