  • Building construction Is essential part that we get the enjoyment and promote the quality in human life. But construction process itself has an bad effect on environment: air Pollution, water Pollution, soil Pollution ,etc. These day, Air-environment management becomes very important part in Construction because Construction duration delay which is caused by civil petitions related air-environment occurs frequently. For developing the management-guideline of environment management, This study suggests an executive management-guideline based on surveying air-environmental related laws, regulations and literatures, making out important factors. With the management guideline, The Purpose of this study is to make an air-environmental management system through that Process.

  • During five years (Year 2009~2013), Total victims of 72 %(81,560 people) and those 50.6 %(1,258 people) of death accident occurs in small scale construction site which operate 2 million USD less construction budget. Especially, falling death accident account for 785 people, in the share of 33.2 %(261 people) death disaster takes due to defect of original cause materials. The major safety issues in small scale work place take place while scaffold installation, disassembling, work-plate improper installation or non-professional skills of workers. Furthermore, labor subcontract systems make small construction site shortage of resources. Those workers regard work-plate as unnecessary and consumables supplies. Because of that most of workers use unsafe workplace in most construction site. Therefore, in order to prevent falling accident occurring in small scale work site, government should organize related regulations such as "Work site safety construction method" and then expands education support, financial aid, and sourcing safety supplies for work plate which offer broad variety experiences. Also, introduce certificate solutions for various work plates to improve safety function such as anchoring type method and anti sliding function.

  • We show results that examine about electrical properties of XLPE insulated 6.6kV cable termination by mechanical damage. The cable used to produce the cable termination is 6/10kV tray XLPE fire retardant electric cable (6/10kV TFR-CV $35SQMM{\times}1C$) which is domestically made. We apply force to XLPE insulator and made mechanical defect using knife. Defected samples go through the withstand voltage test according to the IEEE std. 48 test regulations and lighting impulse (hereunder, IMP) withstand voltage test regulations. Then the effects of the scars shown during the construction process on electric accidents at the end part are analyzed.

  • The major factors for the information protection to prepare for the change of the EC environment are found to be the construction of internet cyber-mall, the consumer-protecting regulations and the private information and system security regulations. The standards and methods of the their judgement is also important factors and are believed to attract the consumers' interest about the assessment of the internet cyber-mall and eventually serve the rights and interests of the consumers. The technology-level for the business transaction, the research and development of its technology and putting it into practical use are also found to be significant factors.

  • Product liability(PL) is the producer's compensation to customers for damage incurred by product defects. This paper studies on the organizational culture, promotion process, system construction, system level, product safety review, product safety assurance, system operation, and its effectiveness and necessity of recognition for the PL system of small and medium-sized firms in Gangwon-Do province. The results show that the firms have product safety regulations, but the number of firms which its employees understand the regulations is less than the number of firms which do not understand. Also the number of firms which is preparing PL prevention and insurance, and counterplan for accidents seems to be not in large numbers.

  • In spite of adoption of Intact Stability Code Part A as mandatory, the accidents have been occurred frequently caused by dynamic stability. Therefore International Maritime Organization (IMO) is revising the Intact Stability Code to prevent the cause of accidents. The result of 4th meeting of Sub-committee on Ship Design and Construction (SDC), five mode of the cause was defined and establishing each draft regulations. We consider physical background, mathematical description, draft regulations for five failure mode and sample calculations for ships built by STX Offshore & Shipbuilding.

Trends in Standards and Regulations on Hand-arm Vibration (수완계 진동에 대한 규격제정 동향)

  • Effect of hand-transmitted vibration on human discomfort and health was reviewed. Since the effect by hand tool was more serious than those by any other vibration environments, western countries have protected hand tool workers by regulations. International organization for standardization legislate standard, ISO 5349, at 1979 for the measurement and evaluation of the effect. Afterwards, more than twenty standards on hand-arm vibration were enacted to Protect any damage of hand tool users. Even though Korea Standards adopted ISO 5349 in 2001, it is required an action plan should be applied to all of work environments, especially to the workers using pneumatic tool workwers such as miners, construction workers, and etc.

  • An aeronautical study is a study of an aeronautical problem to identify possible solutions and select a solution that is acceptable without degrading safety. ICAO and the member states have established the standards regarding the obstacle limitation and regulated the construction of the man-made structures in and beyond the standards. Any obstacles that extend above a standards should as far as practicable be removed except after aeronautical study it is determined that the object would not adversely affect the safety or significantly affect the regularity of operations of airplanes. However ICAO and most member states does not established provisions of the scope and implement procedures of aeronautical study. Recently, Civil Aviation Regulations in Korea specify the provisions relevant to aeronautical study. The Prime objectives of this comparative study are to improve the domestic provisions for aeronautical study caused by obstacle limitation through the investigate the international standards and regulations.

  • In road tunnel, in order to prevents an accident and minimize the damage of an accident in the case of fire, safety facilities and equipments are integral parts. The type and amount of safety facilities are based on tunnel type and length, traffic flow rate, etc. Therefore many countries use a tunnel classification system that categories tunnel into groups, and specifies the necessary emergency equipment for each group. In this study, for the purpose of classifying tunnel based on tunnel ist investigated the domestic and foreign standards and regulations for safety of road tunnel. As a results, we suggest the method of classification of tunnel by traffic performance, tunnel grade, the volume of traffic, fraction of HGV, rules or regulations for transports of dangerous good through tunnel.
