Owing to the deregulation, low interest, sufficient liquidity and etc., the real estate market has been recovered in some areas and some investment products to the degree being concerned about the overheating. In order that the construction and real estate industries, which play the considerable role in our economy, may be soundly grown toward contribution of the stable growth of our economy, it is being requested to acquire the transparency, predictability and trade stability of the international level conforming to the deregulation during the sale in lots of the building. For this reason, keeping pace with the trend of the construction industry and the current of the society, which are more and more large-scaled and globalized, it will be necessary to solve the social matters and to construct the more efficient and continuous construction management by widening and activating the field of CM through scheme of more specialized, sustainable and general CM method and establishment of new business bounded system in the construction management.

산업의 경쟁력 요소로서 지식의 중요성은 정보기술의 발전과 함께 나날이 커가고 있으며 이에 따라 제시된 기업경영 기법이 지식경영이다. 건설업의 경우도 다양하고 광범위한 지식이 요구되는 산업 특성으로 인하여 지식경영의 중요성은 커지고 있으며, 이에 따라 많은 건설업체가 지식경영을 도입, 추진하고 있다. 본 논문에서는 이러한 건설업체 도입 및 추진사례 중 삼성건설의 "1) 자료형 지식자산과 인적 지식자산으로의 지식규정", "2) 공사 프로세스와의 결합을 통한 지식경영 조직접목", "3) 지식경영에 있어서의 정보화의 역할과 기여" 3가지 추진 사례를 중심으로, 실제 조직에의 적용時 문제점, 해결방안 및 그 결과를 제시함으로써, 건설업에서의 지식경영 발전과 이를 통한 지식산업으로서의 건설업 발전방항을 모색해 보는 기회를 제시해 보고자 한다.

본 논문에서는 건설경기가 규모별 건설업체 부실화에 미치는 영향을 벡터오차수정모형(VECM : Vector Error Correction Model)을 통해 분석하는 것을 목적으로 한다. 본 논문에서는 먼저 KMV(Kealhofer, McQuown and Vasicek) 모형을 기반으로 산출하는 예상부도확률을 건설업체 부실화를 나타내는 대리변수로 정의하였다. 본 논문에서는 규모별로 예상부도확률을 측정하기 위해서 건설업체 상장기업 중 30개 업체를 선정하여 규모별로 상위 15개와 하위 15개로 구분하였다. 건설경기 변화를 대리하는 변수로 주거용, 비주거용, 토목용 건설수주액을 활용하였다. 각 변수들의 시계열 데이터는 한국상장회사협의회의 TS2000과 통계청 자료를 통해 확보하였다. 분석기간은 2001년 2분기부터 2015년 4분기까지로 설정하였다. 먼저 규모별 건설업체의 예상부도확률을 산출한 결과, 일반적으로 알려진 바와 같이 대형 건설업체가 상대적으로 규모가 작은 건설업체보다 부실화 정도가 낮은 것으로 확인되었다. 하지만 벡터오차수정모형을 기반으로 한 충격반응분석 결과 대규모 건설업체가 경기 변동에 더욱 민감하게 반응하며, 특히 대규모 건설업체 경영상태 변화에 주거용 건설시장 변화가 주요 요인인 것을 확인할 수 있었다.

u-City건설사업은 최근 건설사업이 창출할 수 있는 새로운 부가가치 영역으로서, 건설기업이 신시장을 개척하기 위해 적극적으로 도전해야 될 분야로 주목받고 있다. 하지만, 건설기업의 입장에서는 u-City건설시장의 주도권을 IT업계에서 선점하고 있으며, 관련 연구 개발이 IT분야의 주도로 추진되고 있다는 점 때문에 u-City 건설시장에 선뜻 참여하지 못하고 있다. 따라서 본 연구에서는 u-City 건설사업과 관련하여 제기되고 있는 불확실성 요인들을 개요화하고 각 불확실성 변수별로 그 방향성을 분석하여 개연성 있는 시나리오를 도출하였고, 이를 기반으로 각각의 시나리오 상황에 대응하기 위한 건설기업의 전략적 방향을 제시하였다. 이를 통하여 건설기업의 시장분석 및 전략수립의 기초자료로 활용할 수 있게 하며 결과적으로 u-City 건설사업에의 건설기 업의 참여를 유도하고자 한다.

The dynamic nature of the A/E/C industry, rapidly changing global market environments, and lowest cost competitive bidding make it difficult to survive in global design markets. To understand the global design markets, a case study has been undertaken. The top 150 global design firms represented in the ENR (Engineering News Record) from 1995 to 2003 are classified into three groups for the case study. First group is the firms which advanced in rank from 1995. Second group is the firms which maintained its rank from 1994 until 2003. Third group is the firms which went down in rank from 1995 until 2003. However, finding key factors and changing business strategies of successful top design firms are the fundamental goals in this paper. After examinations of case studies, this paper concludes and suggests that professionalization, M&A strategies, patrons of the government, and academic support are needed to be successful in the global design & engineering industry.

모든 산업이 ICT 인프라를 기반으로 융합되고 나아가 산업과 문화가 융합되는 스마트융합 환경이 도래함에 따라, ICT 인프라를 시공 및 구축하는 정보통신공사업이 중요하게 평가되고 있다. 이러한 정보통신공사업의 지속적인 성장을 위해서는 기술인력의 공급이 안정적으로 이루어지는 것이 매우 중요하나, 현재까지 이론적으로 체계적인 정보통신공사업 분야의 인력수급차 분석이 수행된 바가 없다. 특히 정부에서도 2014년 12월에 공사업 육성방안 로드맵을 추진하며 중장기 인력수급차 분석에 기반한 인적역량 강화방안을 모색하겠다고 발표하여, 정량적인 인력수급차 분석의 필요성은 더욱 중요해지는 상황이다. 이에 본 연구에서는 정보통신공사업의 인력수급 예측모형을 개발하고, 인력수급차 분석결과를 제시하였다. 분석결과, 2007년도부터 전문대학의 입학자 감소, 구조조정, 학과개편 등의 요인으로 전문대 교육과정에서 배출되는 졸업생이 줄어들어 초과수요상태가 나타나는 것으로 조사되었다. 이에 따라 정보통신공사업 시장의 기술인력 부족현상을 줄이기 위해, 기존인력의 재교육, 정보통신기술인력 양성정책을 지속적으로 유지하고 다양한 정책적 유인을 제공할 필요성이 있는 것으로 분석되었다.

본 논문에서는 건설업체 경영상태와 국내외건설사업 구조 간의 동태성을 분석하는 것을 목적으로 한다. 이를 위해 본 연구에서는 건설업체 경영상태를 나타내는 변수로 예상부도확률(EDF)를 활용하였다. 또한 국내외건설사업 구조 변화를 살펴보기 위하여 본 연구에서는 국내건설수주액과 해외건설수주액을 분석변수로 활용하였다. 이들 변수들은 한국상장회사협의회에서 구축한 TS2000, 통계청 및 해외건설협회 자료를 통해 획득하였다. 본 연구의 분석기간은 2001년 1분기부터 2010년 4분기까지로 설정하였다. 분석결과, 국내외 건설시장 진출상황이 양호하게 되면 선험적으로 판단하는 것과 마찬가지로 건설업체 경영상태 역시 양호해지는 것으로 나타났다. 하지만 그 변동정도에는 차이가 발생했다. 또한 건설업체 경영상태가 악화되게 되면 해외건설시장 진출 비중은 높아지는 반면 국내건설시장 진출 비중은 상대적으로 낮아지게 됨을 확인할 수 있다.

In the Korean domestic construction field, there are a lot of problems related to construction information exchange and sharing owing to the absence of construction drawing information exchange standard. To remedy the aforementioned inefficiency effectively, it is necessary to apply the STEP standard which is known as an international standard for achieving the establishment of Construction CALS. This study focus on suggesting a methodology to activate the STEP based construction drawing information exchange standard to the current construction drawing information exchanging and sharing practice. In this paper, the domestic and foreign standardization projects related to the construction drawing information have been investigated and analyzed. In addition, a methodology of applying and activating the STEP standard has been suggested. Finally, a verification and certification methodology for applying the CALS/EC construction drawing information exchange standard(STEP) have been suggested.

국내 건설사업은 추진과정에서의 계약관행과 사업관리체계, 그리고 이해관계자의 문화 및 의식구조 등 투명성 측면에서 아직도 개선되어야 할 점이 많다. 건설관련 법령과 제도의 정비도 필요하지만 사업추진의 주체인 사업주와 계약자의 건설정보를 공유할 수 있는 통합시공정보관리체계의 구축을 통해 사업관리 전반의 변화가 필요한 때다. 건설관련 정보를 통합적으로 관리하기 위해서는 설계정보가 구매정보로, 또 구매정보가 시공정보로 원활히 전달되어야 하고, 다양한 건설조직에서 발생하는 정보가 일관성을 가지고 표준적인 방법으로 전달되는 프로세스중심의 업무체계로 전환해야 한다. 국내 원자력건설 기술은 미국, 프랑스, 캐나다. 영국 등 원자력 선진국으로부터 다양한 건설기술을 전수 받아 현재는 기술 자립단계를 넘어 수출단계에 이르렀으나, 전력시장 개방 등 외부 환경변화에 대응하고 내부 경영효율을 높이기 위해 지속적인 노력이 필요 할 때다. 최근 IT기술의 발달과 경영효율 향상에 대한 최고경영자의 의지로 경영혁신 도구로서의 전사적자원관리(ERP: Enterprise Resource Planning)시스템을 도입하는 기업이 늘고 있다. ERP는 업무프로세스의 재설계(BPR: Business Process Reengineering)를 통해 업무처리형태를 조직, 부서중심에서 기업의 자원(인적, 물적) 최적화를 위한 프로세스 중심으로 변경함으로써 건설관리 부문은 물론 경영관리 부문까지 기업 전체의 경영효율을 극대화하기 위한 혁신적인 도구이다. 한수원(주)은 원자력발전소 건설과 같은 대규모 건설사업을 30년간 지속적으로 추진하여 왔으며 건설계획, 구매, 시공 및 시운전관리 등 건설 사업관리 전반에 걸쳐 자체역량을 보유함으로써 대규모 사업관리 및 품질관리 능력은 국내 산업계를 주도하고 있으며, 이런 축적된 사업관리 경험과 기술을 바탕으로 건설관리 기술의 고도화, 선진화에 주도적인 역할을 수행하기 위해 한수원(주)에서는 건설분야까지 ERP 대상에 포함하여 건설업무의 혁신을 추진하고 있다. 본 논문에서는 원자력건설사업의 특성, 사업관리체계, 정보시스템 기반 및 건설관련사간 정보공유체계, 그리고 정보 시스템의 구축 사례를 살펴보고, 향후 개선해야 할 관행과 과제에 대해서도 제언하고자 한다.

The construction industry in developing countries like Vietnam, which incorporates small and medium construction enterprises, is typically more prone to disputes and contract dispute-related lawsuits. A dispute may occur at any time in the life cycle of the project. It is sometimes solved with the intermediation of a lawyer or directly by stakeholders. Understanding the causes of disputes in a construction project not only improves the efficiency of a company but also increases the success of projects. This study was carried out using a questionnaire survey at construction projects in Ho Chi Minh City. Sample data with 117 observations were analyzed to find the disputing factors in construction projects: diversity of working style among the parties; reluctance to work; and poor teamwork. Correlation coefficient on a rank of factors between design consultant and contractor; Design consultant and project owners are positively correlated. The Exploratory Factor Analysis (EFA) analysis identified six groups of factors in construction disputes: cooperation, technology, economics, productivity, information, and behavior. The findings are useful for enterprise practice and provide participants with an overview of sources of dispute. Thus, a more complete risk management plan can be formulated, which will accelerate project progress and improve the likelihood of success.
