VE Adaptability and Activation plan in Design Phase of BTL Projects (민간투자(BTL)사업의 설계VE 적용 및 활성화 방안 연구)

  • Highly advanced technologies are being adopted into the domestic construction industry in accordance with rapidly changing global construction industry in the 21st century. Value Engineering methodologies have often been discussed but not yet settled in the country. This research, therefore, aims to provide a useful guide to utilizing design Value Engineering in Build Transfer Lease. 1. Questionnaires had been conducted, answered by those in the field. 2. Questionnaires were in regard to the obstacles in the application of design Value Engineering and activation schemes. 3. Five standards were provided to be chosen according to the degree of influence from each factor, whose answers were technically analyzed by a statistical program afterward. 4. Four obstacles classified in this method were approached systematically to analyze the problems. 5. Efficient Activation schemes have been suggested after various analyses in a variety of aspects.

  • Best value in value engineering has relation to cost and performance. But a severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient and practical methodology for accomplishing best value in construction projects is proposed. This study developed a more objective approach for performance measurement approach of mega projects and suggested a systematic process of performance quantitative analysis verifying value improvement. The proposed performance measurement method would be very useful for better communication and consensus between stakeholders and VE team especially through value engineering.

  • This paper presents an evaluation model for the performance of Value Engineering Study (VES) for construction projects. The proposed model consists of 6 PEGs and 32 PEIs. The expertise of the proposed model was collected from VE experts in Taiwan using two-phase questionnaire survey. One real-life VES of construction projects was used to demonstrate how the proposed model works. The proposed model not only can be used by project owners to appraise the performance of VES team but also be used by the VES teams to conduct self-diagnosis, improvement, and motivation for achieving better performance. Additionally, the proposed model is capable of: (1) clarifying the defects of VES and avoiding committing same mistakes, (2) assisting inexperience team members to implement VES and catch the critical issues of a VES.

  • Infrastructure is provided to the user through long-term project period and large-scale working expenses. Existing facilities are getting old as time goes by. Accordingly, proper maintenance is required and generally more maintenance cost than initial invested cost is needed during life cycle. Therefore, a specific plan that just increases the value of facilities is required by evaluating performance of facilities and inputting minimum maintenance cost. Value engineering that increases the value of object by systemically analyzing Life Cycle Costs and function is actively promoted at the design phase of construction. These efforts can increase the performance of facilities at the maintenance phase of infrastructure. This study is to search how to evaluate the performance of Roadway by utilizing function analysis, as a core part of VE in the maintenance phase. In order to this a new evaluation criteria were proposed by adding an evaluation items to the existing criteria through the research of old documents, status of roadway maintenance and function analysis of VE. The results of this study may promote the effective performance evaluation to determine a resolution of roadway congestion in future. A succeeding study using the proposed evaluation criteria will be required.

  • In construction industry, the term 'procurement' is considered as a project based job where clients and contractors are always keen to observe performance indicators. These indicators represent financial and non-financial efficiency of project activities. Among these, the monitoring of financial indicators such as cost monitoring is an ongoing process and its importance cannot be undermined during the project life cycle. It can be monitored by using traditional approach of direct reporting of actual cost against budget. However, the comparison of budget versus actual spending does not indicate the worth of the work which is completed at any given time. This approach does not represent the true cost performance of the project. Because of these limitations, this paper discusses the applications of Earned Value Analysis (EVA) for cost monitoring of construction projects in Malaysia. Besides traditional approach, EVA is a three-dimensional approach that compares three cost indicators i.e. the budgeted value of work scheduled with the earned value of physical work completed and the actual cost of work completed. Therefore, cost monitoring by EVA is an objective measure of actual work performed. This paper uses a case study, an example application of EVA as a cost monitoring tool. This case study reaffirms the benefits of using EVA for project cash flow analysis and forecasting.

  • A number of urban renewal projects are currently being implemented around the world. Current project management tools are limited in effectively dealing with numerous issues regarding management of these projects (e.g., simultaneous execution of multiple projects). As an effort to address this deficiency, an Intelligent Program Management Information System (i-PgMIS) was developed for effective management of urban renewal projects. The i-PgMIS is a web-based system consisting of various modules including cost management, schedule management, risk management, change management, eco-value engineering (EVE) and so on. Based on the recognition of increasing awareness of creating sustainable built environment, this paper focuses on the EVE module that can support eco-value analysis at program-level management. The EVE module is expected to enhance value and sustainability of construction processes throughout the whole 'program' lifecycle and further to support program feasibility study based on life cycle costing.

  • The Value Engineering(VE) well known as a way of Productivity Elevation is already the proven and outstanding management method in Construction Industry the inside and outside of country. The Value Engineering in domestic, revised by the method of the Construction Technique - Enforcement Ordinance ("the Examination of Design Economy") in 2005, is usually applicable to the Construction Work which cost over 10 billon won. But It is true that there is some differences between theory and reality to apply the Value Engineering in domestic. Therefore the differences are blocking process to enlarge and supply the VE in domestic. In this Study, through a case-analysis of the recently accomplished Design Value Engineering, we give a careful consideration to the problem and cause. And we are inclined to contribute to a successful stay of the Design Value Engineering in domestic as offering the solution about those.

  • Various lean design and construction methods such as target value design, pull planning, value stream mapping have successfully transformed the commercial building construction industry into achieving improved productivity, higher design and construction quality, and meeting the target values of construction projects. Considering the significant advantages of lean, the accelerated dissemination and adoption of lean methods and tools for construction is highly desirable. Currently, the lean design and construction body of knowledge is imparted primarily through publications and conferences. However, one of the most effective ways to impart this soft knowledge is through getting students and trainees involved in hands-on participatory games, which can quickly help them truly understand the concept and apply it to real-world problems. The COVID-19 Pandemic has raised an urgent need of developing virtual games that can be played simultaneously from various locations over the Internet, but these virtual games should be as effective as in-person games. This research develops an online 3D simulation game for Target Value Design that is as effective as in-person games or possibly better in terms of knowledge capture and retention and enjoyable environment and experience. The virtual game is tested on volunteers using feedback from pre-and post- simulation surveys to evaluate its efficacy.

  • Value Engineering(VE) process is going to make a series of improvements for the effective construction project management or optimal proposal to improve quality, performance improvement, cost reduction and customer satisfaction. For making the quality model based on better than the architecture that is required in the VE, such a project promoting creative plan, functionality and constructability reflecting the materials and improved construction methods and building life cycle for reviewing the smooth progress of the construction projects may be necessary for management techniques. This study is to establish a management plan in the educational facilities construction process through education institution's recent orders completed by VE case study.
