  • Due to the construction technique (or the construction culture) growth in and out of Korea, newly-developed products have been continuously released. Furthermore, all legislation and regulation that the World follows are gradually becoming unified. (e.g. FTA(Free Trade Agreement) with the United States was contracted, and inevitable FTA contraction with EU and China), For this reason, it is considered that Korean fire regulation on building interior materials needs to be reviewed and compared with that of international standard so that it becomes legitimate and reasonable one.

  • The law(construction standard specification, construction, standard-work regulation, Industry safety standard related regulation) related to the installation of scaffolding being used commonly on the construction site is regulated that the gap of ledger is within 1.5m and first ledger is within 2m. The gap of ledger here is essential for the stability of scaffolding structure. But it is determined that it is possible for the gap of ledger is applied by explaining safety handrail as ledger, because of the fact that in current, on the construction site, safety handrail is installed with the material of scaffolding ledger as a steel tube pipe. On this study, it is aimed to guarantee the safety by analyzing the ledger of scaffolding practically and prevent the accident of manager and laborer through the actualization.

Green Buildings to Sustain California's Central Valley

  • California's heartland, the Great Central Valley, is one of the most productive agricultural regions in the world. However for many years the valley has been struggling with a broad range of social, economic, and environmental challenges. Some significant concerns include water resources, air pollution, poverty rates, housing issues, etc. Another strike against the valley is the relative reluctance to embrace widespread sustainable building practices. This paper discusses the long-term and profound impact of the built environment has on the aforementioned socioeconomic and environmental issues facing the valley. It reviews exemplary practices in other states and regions regarding policy-making and regulation in the building industry as well as sustainable community development. The paper further explores viable options specifically for the Fresno metropolitan area (the largest in the Central Valley) to combat its unique multifaceted challenges.

  • In the past, measures for the reduction of industrial accidents has led the safety and health policy of construction sites by the guidance, supervision and the regulation according to 「Occupation Safety and Health Act」 handled by Ministry of Employment and Labor (MOEL). Nowadays companies realize that due to the factors such as diversification of employment types, outsourcing of hazardous work, new construction method and complicated types of construction, etc., there is a limit on safety management for construction sites as far as it is passively led by the governmental safety management policy and regulation. In this study, in order to practice the autonomous safety management escaping from the government-led safety management, improvement plans are proposed and applied by analyzing the basic cause of the all kinds of fall accidents that could possibly occur in the apartment construction sites and by verifying the hazardous factors and risks by fields.

A Case Study on the Effect of Price Ceiling Regulation on the New Apartment Price (분양가상한제 적용여부에 따른 아파트 분양가 비교분석 -부산광역시 민간택지 사례를 중심으로-)

  • This paper examines the effect of price ceiling regulation on the new apartment price. The analysis procedure of the study is divided into two parts, which stand for a case study on the effect of price control on the new apartment price and the survey of real estate experts on price ceiling regulation. The empirical results of our case study show that the selling price under price ceiling regulation is generally lower than that in the situation of price deregulation, in terms of the land development expense and construction cost. With regard to the survey results, more than half of respondents have opinions that price ceiling regulation has an impact on the new apartment price and lowers the price. They are equally divided pro and con regarding the problem of keeping or discarding the regulation.

  • In this paper, traditional residential architecture in South Korea appear to approach environmental regulation as part of ecological architecture of regional climate controlled environment, according to the characteristics and spatial arrangement, and material to the environment was described as a controlled manner. The scope of this study was not large scale housing construction from traditional chusagotaek, yunjeunggotaek, yangjindang, dokrakdang target was the case. Focusing on examples extracted from Korea first eco-friendly characteristics of traditional residential architecture is an extension of nature to explore space and yard space, and South Korea by way of environmental control that appears in traditional architecture, waterproof, moisture, solar radiation, sunlight, ventilation and air Attributes such as environmental regulation and environmental regulation of space, place and manner of materials were described. Korea's research through more traditional residential architecture of the environmental control and a wide range of environmentally friendly eco-construction was that appeared natural to use energy efficiently, it had been available. Building Code Typology and Application for Open BIM based Code Checking (개방형BIM기반의 건축법규검토를 위한 법규유형화 및 적용방안)

  • Recently, Productivity of the construction industry has been decreasing than other industries. Because of this, BIM is being spread in the construction industry. However, quality criteria for BIM data is insufficient. Regulation information is an important factor for initial architectural design evaluations. However, building code and related regulation are numerous. National building code structure in Korea is much more complex than other countries. The purpose of this study is to suggest the typology method of building code and apply to real regulations. To achieve this purpose, the authors have extracted required information to from original regulation for code checking and suggested mapping methods between extracted information and information of IFC scheme. In addition, the authors have represented EXPRESS-G diagram for extracting information from IFC scheme and suggested code checking method through stair case. Output of this study can be used as a base line data for automated code checking system based on open BIM. Automated code checking system will be utilized in architectural design evaluations and supported to increase design quality. It can be used to mount in SEUMTER that is the construction administration system of Ministry of Land, Infrastructure and Transport (MOLIT).

  • Light Rail Transit (LRT) is optimized vehicle system for complex urban circumstance. LRT systems have many merits such as improved accuracy and safety. There are many LRT systems such as monorail, tram, automated guideway transit, linear induction motor propulsion and so on. These systems have been operated in Japan and other advanced countries. In Korea, local government has many projects to apply the advanced LRT system. But there are no standards regulation, performance test regulation and construction regulation for monorail system, linear induction motor system and tram in Korea. We expect that standardization brings economical construction and safety. The linear induction motor system has been usually applied to subway in Japan and ART(Advanced Rapid Transit) in Canada. In Korea, the linear induction motor system has been adopted for Yong-In LRT and currently under construction. This paper presents signalling system and TCMS(train control and monitoring system) of linear induction motor system.

  • The purposes of this research are to use the buildings efficiently and long, save energies, make the cozy and comfortable environment of residential and living spaces, rearrange the related acts for easy implementation of remodelling, and activate the government's support programs so as to make remodelling activated in a safe mode. The scope and methodology of this research include the review of existing literatures and data on remodelling, census on apartment residents, influence factors, and the development of methods for activation of building remodelling and strengthening of safety management, like activation measures, licensing and ordering regulation updates, etc regarding the remodelling. Safety inspection and in-depth inspection before and after remodelling should be regulated. The construction materials for remodelling should be light weighted and the construction methods which can minimize the impact and vibration during construction should be selected. The improvement of regulation on the remodelling contractor qualification and order method should be updated. If the remodelling is activated and safety management is reinforced by the suggested measures, solving of lack of house, prevention of abuse of resources, and improvement of residential environment could be accomplished rationally.
