  • This paper aims to analyze the performance of Construction Supervision System that contributed to domestic construction projects in public area with respect to reduction of shoddy constructions and improvement of the quality of construction results. Thus research suggested qualitative and quantitative criteria for assessing outcomes and analyzed the performance of Construction Supervision System based on the result of survey questionnaires.

  • Six sigma management has obtained good results in manufacturing and service industry as a new innovation approach to improve the enterprise-wise quality processes. However, there are lacks of implementation cases in the construction industry and furthermore, a results from a few cases applied is not successful enough to draw an attraction against the six sigma method. The main goal of this paper is to provide a comparative study regarding the pre-requisite conditions for the application of six sigma to the construction industry. Then, it present a generic procedure model that can support the introduction of six sigma management. Finally, the model is verified through the case study and lessons learned form a case are presented.

  • The Construction Management(CM) was adopted to the domestic construction industry 10 years ago, but it has suffered from so many problems. Therefore, this study intends to contribute to the development of the CM through suggesting the method which measures the service quality of the CM and the customer satisfaction. The most important thing of this method is SERVQUAL which is a multiple-item scale for measuring consumer perceptions of service quality. In order SERVQUAL which is widely used in the service industry to be applied to the CM field, this study modifies SERVQUAL partially and comes up with the detailed analysis way through the case research and then, finally considers the practical use and the problem of this method.

  • Best value is the ultimate goal of the owner and can thus have diverse meanings according to the project characteristic, owner's purpose, user groups' payment capability, etc.. Recently, resettlement problems of the marginalized members in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). It means that a minimized production cost for reducing supply price of housing is a key factor in establishing the best value of the marginalized members. The lowest-price bidding system serves the purpose of ensuring a minimized production cost, but due to the low-cost investments, it creates various problems, such as sloppy construction, lowered quality, an increased LCC, and worsening profitability for builders. Thus, to help them resettle, it is necessary to supply affordable housing geared towards a certain appropriate quality and minimum construction costs. Towards this end, this study aimed to propose a cost reduction bidding system based on a technical proposal. The proposed technical-proposal-based cost reduction bidding system consists of the following components: work-unit-based, project-unit-based, and construction-period-reducing technical proposals. These components are evaluated to select the best bidder for a given project. The technical proposal based cost reduction bidding system proposed herein is expected to provide facilities with appropriate supply prices and appropriate quality levels, to bolster the technological competitiveness of builders.

  • Rapidly expanding population in the Kingdom of Saudi Arabia has a massive impact to put pressure on the shortage of housing and existing infrastructure. With average population growth rate of 1,9% yearly, the population in Saudi Arabia is projected to increase from 31 million in 2015 to 37 million in 2025. According to the housing ministry, Saudi Arabia needs to provide 3.3 million units to meet the demand in 2025, which is about 300,000 unit a year. In the past 40 years, using the conventional construction method, the Saudi construction industry was only able to build about 150,000 units per year. To meet the demand gap for the housing shortage, a new approach and innovation in construction methods are needed. Industrialized construction as an approach in construction methods has been studied and implemented in some countries that experienced similar corncerns. Industrialized construction can be defined as the implementation of manufacturing methods to construction-related activities to improve quality, reduce cost and project duration. Compared to the conventional construction method, prefabrication as industrialized construction methods has reduced construction labor on-site by 9.5%, construction project duration by 20%, and construction waste by 56%. It improves the quality, durability and cost saving not only for construction project owners, but also construction contractors. This paper discusses the possibility of 'industrialization' of building system in the Kingdom of Saudi Arabia as a solution for the housing shortage. It is an initial part of a study aims to develop a framework to develop industrialized building system in the Kingdom of Saudi Arabia. The is paper based on extensive literature review and case studies.

Multi-dimensional Quality Model for Value Engineering in Planning Phase of Public Construction Program (공공 건설 프로그램의 기획단계 VE를 위한 다차원 품질모델)

  • In the mixed-use development program, several conflicts occur due to the characteristics of construction program, such as large-scale, variety of stakeholders, long periods of time, etc. In particular, since the characteristics of the construction program having various complex projects lead to different requirements depending on stakeholders, it is crucial to plan the appropriate type and size of facilities. Therefore, it is necessary to derive solutions suitable for the needs of owner by conducting VE in the planning phase. In this study, a multi-dimensional quality model is developed to present proper facilities necessary for the construction program by clearly identifying the owner's requirements in performing VE in the planning phase. Through the development of the multi-dimensional quality model, the characteristics distribution of 15 major facilities by 12 performance indicators for mixed-use development programs is presented. The deduction method of appropriate facilities based on the requirements of owner and the multi-dimensional synthesis method among the performance indicators are also suggested. This study is significant as a basic research for the application of VE in the planning phase of construction program. It is expected that the multi-dimensional quality model proposed in this study could facilitate presentation and review of appropriate facilities based on the analysis of requirements of various stakeholders in the early stage of the construction program.

Modeling for Prediction of Water Quality According to Dredging Operation (퇴적물 준설에 따른 수환경 영향 예측 모의)

  • In order to predict the long-term effects of pollutants in sediment on the water quality and the improvement of water quality according to dredging operation, models applied to decide the location and the propriety of dredging were developed. At first, the area was divided into several segments and the developed model was applied to simulate the behaviors of contaminants in an aquatic environment by using estimated parameters. And then through the sensitivity analysis between parameters, the optimum values were determined. The long-term modelling in the area A forecasted that PCBs concentration in the hot spot was decreased from $3.1\;{\mu}g/L$ to $2.4\;{\mu}g/L$ in 30 years. Contaminants in sediment as a source of water pollution did not reduce remarkably in the long run. Therefore it is difficult to expect the improvement of water qualities without the fundamental isolation of contaminants from sediment. It is considered that the selective dredging in the spot improves the water quality consequently.

Weighing the CS Experts' Priority on the Quality of Each Housing Segment - Focused on Apartment Building Construction Projects - (공동주택 부위별 마감수준에 대한 CS전문가 집단의 인식 분석)

  • For the past several decades, the residential housing market has been led by construction firms rather than consumers; in essence, it has been a suppliers' market. However, the market is experiencing a transition to a buyers' market, the implication of which is that there will be increased competition among the residential building suppliers. For this reason, it is necessary for construction firms to prepare new strategies to respond to the rapidly changing market environment. Furthermore, consumer satisfaction should be valued more highly than in the past, and should be a baseline in formulating construction product development strategy. For the pre-classified 13 apartment building segments, questionnaire surveys are conducted for the 50 CS (Customer Satisfaction) experts to evaluate their perceptions on the weighing of the quality of each apartment segment. Data obtained from a survey of experts was analyzed from an industry perspective utilizing the AHP technique. Analysis results indicate that the CS experts valued the kitchen & dining area more highly than all other segments. Specific analysis results and implications drawn from the study can be a valuable basis for marketing, product development, and quality management.

Analysis of Factors Influencing Satisfaction and Engagement of Organization Employees in Quality Management Activities of Construction Projects (건설프로젝트의 품질경영활동에서 조직구성원의 만족과 참여에 미치는 영향요인 분석)

  • The active engagement of the organization employees in the quality management activities of the construction project promotes the achievement of successful management performance. This study seeks to find a mechanism to promote employee engagement. The preceding factors that promote employee engagement through previous research are employee rewards system and satisfaction. In order to verify the proposed research model, sample data of 232 construction project employees were collected and analyzed through a structural equation model. As a result of the study, it was confirmed that all the proposed variables had a significant effect on the employee engagement and the moderate effect according to the employee's position and labor contract. The results of this study are expected to provide useful theoretical and practical implications for researchers and managers seeking ways to promote the engagement of organization employees from a broader perspective for the activation of quality management activities of construction companies.

Development of Simple Construction Method for Curbs and L-Type Gutter (경계석과 L형 측구의 간편 시공법 개발)

  • Curbs and L-type gutters installed at the edge of a road are very important structures to protect pedestrians from traffic accidents and to restraint slip of cars due to rain. However, existing construction method where great parts of the construction progress are done by human power has many problems in workability, quality and cost etc. In this paper, a new construction method for improvement in workability and quality for curbs and L-type gutters is developed. In order to investigate the structural safety and quality of curbs and gutters installed by the new method, tensile and lateral load tests are performed on curbs installed by existing and new methods and uniaxial compression tests are also performed on concrete samples of gutters constructed by existing and new methods. The test results show that the alignment of curbs and the strength of gutter concrete are very much improved by applying the new method. The tensile and lateral load capacities of the curbs installed by the new method are 10.7 and 2.5 times higher than those of curbs by existing method, respectively.
