IMPACTS OF DESIGN-BUILD DELIVERY SYSTEM ON THE CONSTRUCTION INDUSTRY IN TAIWAN

  • Although the design-build (DB) delivery system has been taking great strides in the world and relevant researches have also been quite abundant, few studies have dealt with its potential impacts on the construction industry as a whole. This research first identified the potential entry barrier factors, which may hinder the market access, based on the theory of industrial economics and characteristics of DB project. Then through a nation-wide questionnaire survey involving 103 construction contractors and engineering consultants, the influences of each factor on company's competitiveness and corporate strategies were scrutinized, and consequently, the evolution of the construction industry was examined. It is found that as opposed to the traditional design-bid-build delivery system, the DB delivery system elevates competitive advantages of large organizations in terms of the financial capability, working experience, human resource, and administrative strength, and among them, the financial strength was concluded to be the most significant force in differentiating corporate strategies and widening the gap of competitiveness between companies. It is inferred if the government extensively adopts DB delivery system, large organizations that already possess the competitive advantage tend to obtain both design and construction abilities, and dominate the DB market. Small and medium sized companies will find little room to maneuver and be forced to become specialty sub-contractors.

  • 본 연구에서는 토지 주택 건설부문의 공공기관들에 적합한 온실가스 관리방안을 제시하였다. 토지 주택 건설부문 공공기관들에서 시행하는 사업들은 공공성과 복합성이라는 특징을 갖게 된다. 이러한 사업특성을 반영하여 온실가스 관리영역 및 감축목표를 설정하고 온실가스 관리시스템을 구축하는 방안이 필요하다. 토지 주택 건설부문 공공기관들의 사업들은 대부분 사회기간시설들을 건설하는 것이므로 온실가스 저감노력을 모두 계량화하기가 어렵다. 따라서 온실가스를 계량부문과 비계량부문으로 구분하여 체계적으로 관리하는 방안이 적합함을 제시하였다. 온실가스 배출량 관리방안의 구체적 모델로서 한국토지주택공사의 사업 분야를 대상으로 종합적인 온실가스 배출량 관리방안을 예시하였다.

  • As the market becomes increasingly globalized and competition among companies increases in severity, various specialized organizations are participating across the process plant lifecycle, including the stages of design, construction, operation and maintenance, and dismantlement, in order to ensure efficiency and elevate competitiveness. In this regard, it is an important technical issue to develop services or information systems for sharing process plant data among participating organizations. ISO 15926 is an international standard for integration of lifecycle data for process plants including oil and gas facilities. ISO 15926 Part 7, a part of the ISO 15926 standard, specifies an implementation method called a facade that uses Web Services and ontology technologies for constructing plant data repositories and related services, with the aim of sharing lifecycle data of process plants. This paper discusses the ISO 15926-based prototype facade implemented for storing equipment data of nuclear power plants and servicing the data to interested organizations.

  • This research evaluated the construction market and project environment of nine nations within the ASEAN members. Quantitative data from global consulting firms and international organizations were identified and normalized for evaluation. The result of the analysis was that Indonesia was ranked highest for construction market growth while Singapore was ranked highest for stability of project environment. The research results can be utilized by construction companies that are planning on entering the construction market within the ASEAN members.

Effects of Intrinsic and Extrinsic Motivation Factors on BIM Acceptance

  • Although many researchers and practitioners are in agreement about the potential applicability and benefit of BIM in construction, it is still unclear why BIM is adopted, and what factors enhance the adoption and implementation of BIM. As such, the mechanism of BIM acceptance and use remains in question. Therefore, this paper aims to identify the key factors affecting the acceptance of BIM in construction organizations, and to analyze the effect of intrinsic and extrinsic motivation factors on BIM acceptance. The key factors in BIM acceptance are identified through a literature review in TAM (Davis 1989) and related theories, and consolidated by interviews and pilot studies with professionals in the construction industry. Based on the factors, a questionnaire was designed and sent out to a total of 114 construction organizations in Korea, such as contractors, architects, and engineers. Using SPSS 12.0, the data was analyzed to determine the relationship between intrinsic and extrinsic motivation factors and BIM acceptance through multiple regression analysis. These findings will clarify what the highly prioritized factors are, and can also be used in an assessment tool for the performance of BIM utilization.

  • 국내 건설기업들은 자사의 경쟁력을 확보하기 위하여 1990년대 초반부터 선진국의 기업들을 비롯한 학문적 측면에서 많이 강조되고 있는 지식경영을 도입하고 있는 추세이다. 하지만 대부분의 건설기업들은 지식경영을 구축하는 것에만 노력할 뿐, 실제로 구축한 지식경영의 상태나 수준을 측정하는 데에는 소홀하여 지식경영의 균형적인 발전이나, 타사와의 벤치마킹을 통한 실질적인 경쟁력 확보에는 미흡한 점이 많았다. 따라서 본 연구는 지식경영을 도입한 국내 건설기업들을 대상으로 방문, 인터뷰 조사를 통하여 전반적인 지식경영 구축경향과 문제점을 도출하고 이를 해결하기 위한 방안 및 추진 전략방안을 제시하였다.

  • Even though attempts are made to transform from 2D CAD to BIM representation for building design and construction, it were not so successful for practical implementation until recently in construction industry in Korea. However, there is a dramatic change for the use of BIM by collaboration among government, independent organizations as well as industry itself. Government reckons that BIM is an important tool for environment friendly construction and industry competitiveness. The government not only makes national BIM standards and push policies in order to make market environment. Independent organizations such as BuildingSMART Korea does active role to stimulate the transformation process successfully. They act as opinion leaders for the Government to consider BIM implementation for industry competitiveness issue. They make roadmap as well as technical standards and guidelines. It also leads technical developments and supports for its implementation. Government supports researches for the implementation of BIM. The research includes BIM standards, guidelines, linking with existing Architectural Administrative Information Systems, making libraries as well as education. Government makes policy for BIM as a compulsory data for bidding process of newly designed government buildings. Private sector not only agrees BIM as a tool to adapt but also essential methods for its survival in domestic and foreign construction market. Architectural design companies and constructions companies currently develop technical skills and implement BIM for new projects such as Dongdaemoon Plaza that cannot be successfully drawn by conventional methods.

A Study of ISO9000 Implementation and Quality Management Practices in Hong Kong Construction Industry

  • Many studies reported that some organizations experience benefits of quality as well as the productivity due to the implementation of ISO9000. However, there are significant differences across countries, industries and organizations. This paper examines the current quality management practices in the Hong Kong construction industry under the ISO 9000 environment by a postal survey. It focuses on the success factors of ISO 9000 implementation in the industry. The findings support the views that changes in the organization are needed to realize the benefits brought by ISO 9000.

Global Collaboration During Front End Planning of Capital Projects

  • Front end planning is arguably the most impactful process in the successful delivery of capital projects. Organizations expend substantial effort in this planning process, intending to minimize risk and promote project success. This process has been well documented, including critical technical components, as well as the importance of team collaborative components. As organizations continue to pursue large projects with multi-national participation from sponsors, designers, contractors and suppliers, the importance of collaboration on a global scale during front end planning becomes more important, not less. This paper will outline research performed over the past two decades giving the basic components of the process and the value of global collaboration. It will provide guidance to project participants in pursuing successful planning.

  • Knowledge management (KM) is one of the useful management tools in today's project management (PM) practice, such as construction projects. Nobody can deny the importance of "useful knowledge" always helps organizations and project managers shaping a decision. Due to the trend of globalization, it is now very common that an organization may comprise employees from different countries of distinct national-cultures working together. It is also not uncommon that different projects, within an organization, may have their own organizational-cultures which influence its knowledge repository, transfer process and knowledge strategy. Therefore, it is extremely difficult to align all these cultures and consolidate them to benefit the KM process and PM practice. Organizations and project managers understand that different national-cultural and organizational-cultural factors will create impact on the philosophy of KM process which will subsequently affect PM practice. Those factors may affect interpersonal relations and exchange of knowledge between projects and amongst staff. Systematic KM process can utilize the goodness of different employees from distinct cultures which can eventually drive the organization and projects to success. The purpose of this paper, based upon a case study of a Hong Kong construction company, is to discuss how those cultural factors are linked to KM and what organization and project managers can do to improve the KM process and PM practice.
