건설산업 생산체계 개편에 따른 건설보증시장 변화 예측 조사 (Prediction Survey on Construction Guarantee Market Due to the Restructuring of the Construction Industry's Production System)

  • 건설보증시장은 건설산업 및 건설시장의 변화에 영향을 받는 후방시장으로서의 특성을 갖고 있다. 최근 종합건설업체와 전문건설업체간의 업역 규제가 폐지되는 등 건설산업 생산체계의 대대적 개편이 추진됨에 따라 건설시장 뿐만 아니라 건설보증시장에도 큰 변화가 예상된다. 건설보증시장에는 현재 업역과 업종을 기반으로 구분된 종합·전문·기계설비의 3개 공제조합이 운영되고 있다. 업역이 폐지되고 나면 3개 공제조합 간 경쟁구조가 형성되는 등 건설보증시장에 여러 영향을 미칠 것이고, 따라서 시장 변화에 따라 건설보증기관의 역할에도 변화가 필요하다. 본 연구는 건설산업 생산체계 개편이 건설보증시장에 불러올 변화를 분석·예측하고, 건설보증시장에 미치는 파급효과를 분석하였다. '건설산업 생산체계 개편안'과 건설보증 관련 법령 및 제도· 정책, 건설 보증기관 관련 통계자료를 검토하여 건설보증시장의 현황을 파악하고, 3개 공제 조합원을 대상으로 설문조사를 수행하여 시장 참여자의 보증기관 이용 행태를 분석하였다. 생산체계 개편 후 보증시장 변화를 살펴보면, 기계설비 조합원의 타 보증기관 이용 의향이 가장 높으며, 종합과 전문 조합원은 경쟁 확대에도 불구하고 기존 공제조합을 이용, 타 이용기관을 중복으로 이용하는 조합원들이 많을 것으로 예상된다.

  • Various construction bonds and warranties critically burden the general contractor. Also, sporadic or cumulative delays of progress payment by the owner can further trap the contractor in a financial quagmire. Facing the possibility of cash flow deficiency and callous response from the banks, most construction firms may become financially incapable of market competition, and attractive project tenders become a bidding game among few deep-pocket players. The downside of such market environment is that the depth of pocket, rather than that of professional competency dictates the choice of market winners. In Taiwan, this has been a potential crisis to the construction industry after the financial crisis which started out since 2008. To encounter this problem, this research will examine the means to better manage the construction industry. Essentially, a credit guarantee system (CGS) is the prime solution to strengthen a bank's confidence in any particular construction firm. Thus establishing a national platform which evaluates and rewards a construction firm's overall credibility is pivotal, and this third-party rated credit can help a bank to render a loan more wisely. Finally, this paper will propose the ideal operating schemes of construction-specific CGS in Taiwan and a credit scoring prototype model for construction industry, as reference for the government and banks, respectively.

  • International construction market has been open to other countries, and it derives the development of our overseas construction industry quantitatively as well as qualitatively. Until now, the major companies have an absolute majority in the overseas construction market, and the small and medium enterprises have had difficulty to get a leadership in the international construction market because of the lack of the technical expertise and the capital strength. Especially in the Middle East Asia, our construction companies has touched off a boom, so our market share also has grown, which derived from the up toward ratchet oil prices and a worldwide boom in real estate development. The small and medium enterprise minority have recognition that the overseas construction market is the major company's native territory. But Data from the existing researches and many statistics indicate the most companies tend to underestimate the capacity and international competitiveness of the small and medium enterprises. As a matter of fact, hundreds of small and medium enterprise cut a conspicuous figure in overseas market. Consequently, it is indispensable to overcome the international financial crisis by revitalizing our overseas construction industry which obtains excellent results in international market. this study suggested the ways to expand overseas bonding capacity of Korean financial institution. This study proposed the Korean government to allow Construction Guarantee (former Korea Construction Financial Cooperative) to deal with foreign exchange so that Construction Guarantee will underwrite the overseas construction bond.

국내 건설관리 업체의 발전전략 (Development Strategies of Construction Management Firms in Korea)

  • Competition among building contractors in the Korean construction environment has been increasing lately, and with the recent conclusion of the FTA between Korea and the United States, further advancement in the systems of construction, bidding and contract awarding is expected to be facilitated in the long term. Considerable changes are also expected particularly in the construction management (CM) market. Given these drastic changes, it has become more noticeable that the role of CM is enlarged in terms of time, cost, quality, risks and others to guarantee the Korean competitiveness against the global construction market. This study analyzed the current status of domestic CM companies via SWOT analysis and, based on such analysis, established development strategies for CM contractors. The strategies proposed in this study will be utilized by CM companies as basic materials in their future strategies in a short, mid and long term perspective respectively for competitive advantages in the market.

국내 설계.감리 등 용역보증제도 현황 및 개선방안 연구 (A Study on the Improvement of Engineering and Construction Supervision Guarantee System in Korea)

  • 정부는 1990년대 대형건축물의 붕괴사고가 잇따르고 건축물의 사고로 인한 인적, 물적 손해에 대한 보전책이 불충분하다는 지적에 따라 '국가계약법'상에 일정규모 이상의 용역이나 건설공사에 대하여 의무보험에 가입하도록 하였다. 특히 2002년에 설계 및 감리 등의 기술용역 분야를 위한 보증제도가 도입된 후 여러 운영상의 문제점이 표출되고 있으나 이에 대한 구체적인 현황 분석 및 개선방안을 마련하기 위한 연구는 매우 미흡한 상황이다. 본 논문은 델파이 방법을 사용하여 기술용역 보증제도와 관련된 주요 제도 및 운영상의 문제점을 도출하고 이에 대해서 주요 보증시장 참가자인 발주청, 용역사, 보험사의 보험업무 실무담당자를 대상으로 설문조사를 실시하여 개선방안을 도출하였다. 주요 정책적 대안으로는 신용평가에 근간을 둔 보증한도의 조정, 비효율적인 연대보증인 제도의 폐지, 제3자 인적손해의 담보범위 포함과 보험가입금액의 상향, 보험 기간의 연장 및 기타 제도정비사항을 제시하였다. 제안된 개선방안들에 대한 이해당사자간에 공감대 형성은 국내 건설 산업계의 건전한 발전으로 이어질 것으로 기대해본다.

주택도시보증공사의 주택건설 분양보증업무 독점에 관한 법적문제점과 개선방안 (Legal Problems and Improvement Measures Concerning the Monopoly of Housing Construction Sales Guarantee Business by Housing and Urban Guarantee Corporation)

  • 주택도시보증공사의 주택분양보증의 독점에 대한 쟁점들이 야기 되고 있다. 국토교통부는 추가보증기관을 지정할 경우 과도한 경쟁으로 수분양자간의 재산보호가 미흡하고 도시재생 재원의 약화를 우려한다. 독점 사업을 통해 주택시장의 안정화를 위한 주택공급정책이 원활하게 수행할 수 있다고 주장한다. 이는 공정거래법상 시장 지배적 지위 남용이라 판단되며 분양보증요건의 과도한 제한으로 사업지연 및 조합원의 재산권 침해를 발생시키므로 본고는 그 개선 방안을 제시하고자 한다. 첫째, 공정위 시장지배적 사업자의 지정제도 신설을 통해 민간 보증기관의 신규 진입이 가능하도록 한다. 둘째, 「공정거래법」 제63조(경쟁 제한적인 법령제정의협의 등)의 규제개선이 필요하다. 셋째, 「주택공급에관한 규칙」 제15조제2항이하 신설을 통해 국토부장관이 보증기관을 추가 지정할 수 있도록 하여 사업주체의 분양보증 선택권을 보장할 수 있다. 또한 다수의 보증보험회사 중 1개 이상을 지정하여 사회이익 배분의 효율성을 제고하여 주택가격 변동성을 낮출 수 있을 것으로 기대하고, 주택분양보증 경쟁 도입 찬반 논란에 따른 법적쟁점에서 6가지 법률적 근거를 들어 제언해 본다.

  • 정부의 지속적인 규제 정책으로 인해 국내 건설시장은 위축되어 있는 반면 해외 건설시장은 꾸준한 성장세를 보이고 있고, WTO(World Trade Organization)체제 출범 이후 국제적인 개방화가 가속되고 있다. 따라서 우리나라의 해외건설도 과거의 단순 입찰방식을 지양하고 해외건설 수주경쟁력 확대를 위한 전략 수립이 필요한 실정이다. 본 연구는 해외건설 분야에서 사업초기에서부터 발주처에게 프로젝트의 재원확보 방안을 제시함으로써 수주경쟁력을 증대시키는 것을 연구의 주제로 삼았으며 재원확보 방안으로 양허성(원조성격)을 지닌 공적개발원조(ODA)를 대상으로 하였다. 본 연구에서는 선진국 및 우리나라의 공적개발원조를 분석하고, 관련 분야 전문가를 대상으로 해외건설 및 공적개발원조에 대한 설문조사를 실시하여 현황 및 문제점을 알아보았으며, 이를 바탕으로 우리나라 공적개발원조의 경쟁력을 분석하고 해외건설 수주경쟁력 확대를 위한 전략을 제안하였다.

PE 피복형 파형강관의 플랜지 이음부 설계에 관한 연구 (A Study on Flange Coupling Design of Polyethylene Corrugated Steel Pipe)

  • The concrete pipe(Hume, PC) and polyethylene(PE) pipe are usually used for dram pipe in local market. Hume pipe, however, is heavy and needs the high cost of construction and PC pipe has a disadvantage to easily occur the deformation by the outside pressure even though it is light and constructible. The corrugated steel pipe coated with polyethylene is used increasedly because it is durable, constructible and economical. However, it is not used for sewage or waste water because it is hard to guarantee the watertight property on the coupling part. In this study, we studied on the flange coupling and the method of its construction to guarantee the watertight property and easy to use. If the developed flange coupling and method are used on a construction field, the economical property, constructible property and structural safety can be guaranteed.

한국형 차세대 고속전철의 기술이전을 통한 중국진출 방안 연구 (A Study on Strategical Penetration of the Korean High-Speed Train System into Chinese Market through the Technology Transfer)

  • Studied was a strategic plan for the Korean High-Speed Train system to penetrate the Chinese railway market in exchange of the technology of KHST. Firstly, taken was a glance at Chinese Government plans to extend total length of his railway lines and to construct the Beijing~Shanghai high-speed railway line. Then, disparity of railway technology in Korea and China was reviewed. From the review, SWOT Analysis were carried out to penetrate the foreign markets. Countermeasures to cope with SWOT were also considered. Strategical governmental supports and the establishment of the special organization to be in charge of penetration of KHST into foreign markets were proposed. Finally, also proposed was the transfer of KHST technology to Chinese counterparts in exchange of tangible benefits for Korean side. The benefits may include (1) adoption of KHST as the type of rolling stock for the Beijing~Shanghai line, (2) guarantee of participation in the project and royalty for the KHST technology used for the future high-speed railway line construction, (3) prior written approval and partnership when making its way to third country, and (4) participation of Korean construction companies in Chinese railway construction project, etc. Adoption of KHST in China indeed gives chance to integrate the high-speed railway network after reunification of Korean peninsular, and enhance the economic ties between two countries.
