Construction cost index is generally used to estimate the new project cost based on past construction data and to adjust contract cost when the price change of various articles and items of expenditure composing the contract occurs. In Korea, it is mostly used for adjustment of construction contract cost due to fluctuation of prices. However index adjustment rate which is used for adjustment of construction contract cost had some problems in calculating cost index of each expenditure item that could not reflect properly the change of construction cost. For supplementing these problems, the research of developing construction cost index has been executed. Through the precedent research, these problems were partially resolved but still remain. Therefore this research proposes method of making cost index that utilizes representative items of labor, material, and equipment by analyzing bill of quantity of road construction, through analysis and comparison of precedent study. By using this method, it is expected to solve problems which were not reflected in precedent studies.

The basic type construction cost which is the base of the building cost estimation is being adjusted according to the price changes by utilizing the apartment construction cost index in order to flexibly operate it. In this study, we analyzed the change trends and characteristics of the housing cost index for the basic type building cost model project operated from September, 2012 to March, 2018. As a result, the increase in material costs is slight while the share of the labor cost increased in the construction cost due to the rise of labor unit price, leading to a perceived increase in sensitivity of labor costs. We should be careful to keep the sensitivity of the material cost and the labor cost to an appropriate level so that the index may not be distorted.

군 시설공사비는 국방예산의 많은 부분을 차지하고 있으며, 사업예산의 합리적인 편성은 군 시설업무 관련자의 중요한 관심사이다. 그러나 시설예산 편성시 기준으로 제시되는 시설물 단가를 실제 공사의 집행금액과 비교하면 항상 부족예산이 발생되므로, 이를 보정하여 적정한 공사비를 산정하는데 어려움을 겪고 있다. 이러한 문제를 해결하기 위해 과거의 실적공사비를 현재의 가치로 환산할 수 있는 공사비지수를 개발하여 적용함으로써 예산편성 업무의 효율성을 높이고 합리적인 의사결정을 지원하고자 한다. 본 연구는 실적공사비를 분석하여 공사비 결정에 중요한 영향을 끼치는 요소들을 도출하였다. 도출된 영향요소를 재료비, 노무비, 경비의 비목으로 구분하고 각 요소들이 공사비에서 차지하는 영향도를 기준으로 가중치를 산정한 후, 가중평균산식에 의한 공사비지수를 개발하였다.

Construction projects, including housing, are carried out over long periods of time. According to changes to the construction period, the cost of input materials and wages also changes. Therefore appropriate management is important in order to minimize cost risks caused by fluctuations in prices. In Korea, housing units are usually sold in lots prior to construction completion. Therefore, careful management of input elements such as materials and equipment that are sensitive to price fluctuations is very important. This study deals with how the price fluctuation of materials, labor, and equipment influences the change of housing cost and seeks a way for cost management through identifying key resources sensitive to price fluctuation. As a result, a change to the housing cost index multiplies depending on cost changes of materials and labor together. Labor costs are a major factor on the housing cost index. In addition, certain types of materials and labor input to housing construction greatly influence price fluctuations. Thus, it is found that managing those main cost factors is the key for effective cost management.

주택원가지수는 주택건설사업에 투입되는 각종 자원들의 물가변동을 단일지수 형태로 표현한 자료로 이를 통하여 주택원가의 가격변동 수준에 대한 적정성을 판단할 수 있다. 본 연구에서는 국내 기초 통계자료에 대한 검토결과를 토대로 주택원가지수를 작성할 수 있는 방법을 검토하고 사례연구를 통하여 주택원가지수를 제시하였다 본 연구에서 제시한 지수를 활용함으로써 주택건설 원가의 변동을 용이하게 파악하며 공사비 실적자료의 활용성 제고를 위한 기반을 제공하고자 한다.

한국은행은 2013년 생산자물가지수의 기준연도를 2005년에서 2010년으로 개편하고 기존 고정방식에서 연쇄방식으로 새로운 방식을 적용하였다. 전기공사비지수도 재료분야에서 생산자물가지수를 사용하고 있고, 과거 고정방식 적용으로 현실괴리, 스텝현상 등에 대한 문제점이 지속적으로 제기되어 왔기 때문에, 이에 대한 보완 및 개선방안으로 과거 고정방식에서 현재 연쇄방식으로 변경하였다. 그러나 이러한 편제방식 변경은 가중치 등을 변경시키는 바, 이에 대한 통계적 연속성의 검토가 필요하였다. 따라서 본 연구는 시계열 분석기법을 이용하여 고정방식과 연쇄방식 전기공사비지수의 시계열 특성, 통계특성의 동일성, 양 방식의 대체가능성의 통계연속성 검증을 실시하였다. 그 결과에 의하면, 기존 고정방식에서 현재 연쇄방식을 전기공사비지수에 적용하여도 통계적 연속성이 유지되는 것을 확인할 수 있었다. 따라서 실제 전기공사업 종사자, 전기공사비지수 활용자 등에게 연속적인 시계열 자료로서 인식될 수 있을 것으로 사료된다.

건설공사비지수는 과거의 공사데이터를 바탕으로 신규공사의 공사비를 추정할 수 있을 뿐 아니라, 공사 수행 중 원가를 구성하는 비목의 가격이 상승 또는 하락할 경우 계약금액을 조정하는데도 활용된다. 국내의 경우 건설공사비지수는 주로 계약금액 조정을 위해 활용되고 있지만 계약금액 조정에 활용되는 지수의 경우 비목별 지수 산정시 건설원가의 변동을 적절하게 반영하지 못하는 문제점이 지적되어 왔다. 본 연구에서는 기존의 공사비지수 산정에 관한 선행 연구들을 비교 분석하고, 도로 건설공사 내역서의 분석을 통해 노무, 재료, 기계경비를 구성하는 주요 항목들을 중심으로 도로 건설공사비지수를 산정하는 방법론을 제안한다. 본 연구에서 제안하는 각 비목별 주요 항목의 투입 구성비를 활용한 지수산정 방법론의 적용을 통해서 건설원가의 변동을 적절히 반영하지 못한다는 기존의 문제점이 보완될 수 있을 것으로 기대된다.

This research developed construction cost forecasting model using Building Construction Cost Index, time series analysis and Artificial Neural Networks. By this model, we could calculate the forecasted values of construction cost precisely and efficiently. And we also could find out that the standard deviation of forecasted values is 0.375 and it is a very exact result, so the standard deviation is just 0.33 percent of 112.28, the average of Building Construction Cost Index. And it show more exact forecasting result in comparison with Time Series Analysis.

건설공사를 진행하는데 있어 중요한 요소 중 하나는 가격이다. 정확한 예정가격을 산정하기 위해 기본 및 세부 설계 단계에는 단가산출에 따라 가격을 산정하고 이를 토대로 건설공사의 경제성을 평가하고 진행여부를 판단한다. 국내에서는 건설공사비 가격변동을 손쉽게 조정할 수 있도록 건설연구원을 통해 건설공사비 지수를 산정하여 2004년부터 발표하고 있다. 그러나 2000년도 1월부터 지수가 산정되어 지수 발표 이전 시기의 건설공사비 자료를 사용하지 못하는 실정이다. 과거 공사비를 이용한 개략공사비 산출을 위해 건설공사비 지수를 구성하는 생산자 물가지수와 건설업 시중노임 조사를 통해 변인들을 산정하였다. 다수의 변인 중 상관분석을 통해 유의한 독립변수를 선정 후 다중회귀분석을 통해 1970년도부터 1999년까지의 건설공사비 지수를 산정하여 제시하였다. 본 연구는 2000년대 이전의 과거 공사비를 활용한 개략공사비 산정방법을 제시한 부분에 중요한 의의를 가진다.

한국의 건설공사비지수는 대한건설협회(이하 건협)가 1994년 이후 발표를 중단한 이후, 2004년 2월부터 정부에서 실적공사비제도와 관련하여 새롭게 공사비지수를 발표하기 시작하였다. 이 공사비지수는 한국은행(이하 한은)의 산업연관표, 생산자물가지수와 건협의 공사부문 시중노임 등 검증된 데이터를 활용하여 개발된 것이다. 기존의 통계자료만을 활용하는 것을 전제로 하였을 경우에는 이와 같은 방법이 유효할 수 있으나, 건설산업의 공사비 특성을 반영하기에는 일정한 한계가 있다. 본 논문에서는 이러한 한계를 극복하기 위하여 공사종류별로 노무비와 자재비의 투입구조를 직접적으로 조사하여, 해당 항목들의 원가변동치를 적용함으로써 건설공사비지수를 산출하는 방법을 도입하고자한다. 본 논문의 범위는 기존통계를 이용한 건설공사비지수의 문제점을 밝히고, 이를 대체할 수 있는 현실적인 대안으로서 직접조사에 의한 공사비지수 개발방법론의 타당성을 확인하는 것으로 한정한다.
