High dynamic range (HDR) images are becoming pervasive due to capturing or rendering of a wider range of luminance, but their special display equipment is difficult to be popularized because of high cost and technological problem. Thus, HDR images must be adapted to the conventional display devices by applying tone mapping (TM) operation, which puts forward higher requirements for intellectual property protection of HDR images. As the robustness presents regional diversity in the low dynamic range (LDR) watermarked image after TM, which is different from the traditional watermarking technologies, a concept of watermarking activity is defined and used to distinguish the essential distinction of watermarking between LDR image and HDR image in this paper. Then, a novel robust HDR image watermarking algorithm is proposed against TM operations. Firstly, based on the hybrid processing of redundant discrete wavelet transform and singular value decomposition, the watermark is embedded by modifying the structure information of the HDR image. Distinguished from LDR image watermarking, the high embedding strength can cause more obvious distortion in the high brightness regions of HDR image than the low brightness regions. Thus, a perceptual brightness mask with low complexity is designed to improve the imperceptibility further. Experimental results show that the proposed algorithm is robust to the existing TM operations, with taking into account the imperceptibility and embedded capacity, which is superior to the current state-of-art HDR image watermarking algorithms.
This paper examines issues concerning conflicts between arbitral awards and public interests, particularly with respect to economic sanctions. Sanctions have been widely used by political entities, such as States and organizations, as means to promote public interests and to resolve cross-border disputes. In particular, economic sanctions have been increasingly more visible in recent years due to the accelerating fragmentation of the international communities, and their magnitude and range of the impacts have grown accordingly. For example, the U.S. and the EU have imposed economic sanctions on Russia and related persons in response to Russia's invasion of Ukraine. The U.S. recently re-introduced a comprehensive economic sanction on Iran. One of the notable impacts of the sanctions, particularly economic sanctions, is that on international arbitration. Sanctions are essentially built on the notion of the protection of public interests, and public interests are some of the few grounds upon which recognition and enforceability or arbitral awards may be rejected. However, jurisprudence on such conflict between sanctions and arbitral awards have not been sufficiently addressed in Korea because court case and administrative decision records on this conflict have not been sufficiently accumulated. In this regard, this paper begins with offering a survey of the concept of public interests, economic and trade sanctions, arbitral awards and their enforceability, and the relationships between them. It then examines the mechanism upon which public interests, trade and economic sanctions may lead certain arbitral awards unenforceable. Next, the paper suggests judiciaries' balanced approach toward the public interests protected by trade and economic sanctions and the predictability and fairness in the enforcement of arbitral awards. Finally, this paper concludes with the methods of the implementation of such balanced approach.

Nanofluids are advanced concept fluid that solid particles of nanometer size are stably dispersed in fluid likes water, ethylene glycol and others. They have higher thermal conductivities than base fluids. If using this characteristic, efficiencies of heat exchangers can be increased. Therefore in this study, we measured thermal conductivity and viscosity of carbon nanofluids. They were made to ultra sonic dispersed oxidized multi-walled carbon nanotubes(OMWCNTs) in distilled water and ethanol, respectively. The mixture ratios of OMWCNTs were from 0.0005 vol% ~ 0.1 vol%. Thermal conductivity and viscosity was measured by transient hot-wire method and rotational viscometer. The results of an experiment are as in the following: thermal conductivity of the 0.1 vol% pure-water nanofluid improved 7.98% ($10^{\circ}C$), 8.34% ($25^{\circ}C$), and 9.14% ($70^{\circ}C$), and its viscosity increased by 37.08% ($10^{\circ}C$), 33.96% ($25^{\circ}C$) and 21.64% ($70^{\circ}C$) than the base fluids. Thermal conductivity of the 0.1 vol% ethanol nanofluids improved 33.72% ($10^{\circ}C$), 33.14% ($25^{\circ}C$), and 32.25% ($70^{\circ}C$), and its viscosity increased by 35.12% ($10^{\circ}C$), 32.01% ($25^{\circ}C$) and 19.12% ($70^{\circ}C$) than the base fluids.

This paper presents the development of a specialized underwater leg with a manipulator function(convertible-to-arm leg) for the seabed walking robot named CRABSTER200(CR200). The objective functions of the convertible-to-arm leg are to walk on the seabed and to work in underwater for precise seabed exploration and underwater tasks under coastal area with strong tidal current. In order to develop the leg, important design elements including the degree of freedom, dimensions, mass, motion range, joint structure/torque/angular-speed, pressure-resistance, watertight capability and cable protection are considered. The key elements of the convertible-to-arm leg are realized through concept/specific/mechanical design and implementation process with a suitable joint actuator/gear/controller selection procedure. In order to verify the performance of the manufactured convertible-to-arm leg, a 25bar pressure-resistant and watertight test using a high-pressure chamber and a joints operating test with posture control of the CR200 are performed. This paper describes the whole design, realization and verification process for implementation of the underwater convertible-to-arm leg.

In the digital era, information is a source of value creation. However, the growing importance of knowledge and information also increases risks and threats. When information is leaked, full recovery is difficult, and additional spreading of risk is high because it is easy to accomplish. Especially personal information is the main target due to its availability. Although individuals normally have to consent to the use of their personal information, they often do not know the use of their information. In such a difficult situation, one must exercise self-determination and privacy. Therefore, the goal of this study is to development a privacy literacy level measurement model for the proper exercise of the right to informational self-determination. It will be presented with the concept of privacy literacy index in order to determine the level of knowledge and understanding and practical application skills for individual. Through the index, we going to enhance the selection ability of information subject, and to promote the judgement and the determination capability for the protection and utilization of personal information.
An original sensor system based on Fiber Bragg Gratings (FBG) for the strain monitoring of an adaptive wing element is presented in this paper. One of the main aims of the SARISTU project is in fact to measure the shape of a deformable wing for performance optimization. In detail, an Adaptive Trailing Edge (ATE) is monitored chord- and span-wise in order to estimate the deviation between the actual and the desired shape and, then, to allow attaining a prediction of the real aerodynamic behavior with respect to the expected one. The integration of a sensor system is not trivial: it has to fit inside the available room and to comply with the primary issue of the FBG protection. Moreover, dealing with morphing structures, large deformations are expected and a certain modulation is necessary to keep the measured strain inside the permissible measure range. In what follows, the mathematical model of an original FBG-based structural sensor system is presented, designed to evaluate the chord-wise strain of an Adaptive Trailing Edge device. Numerical and experimental results are compared, using a proof-of-concept setup. Further investigations aimed at improving the sensor capabilities, were finally addressed. The elasticity of the sensor structure was exploited to enlarge both the measurement and the linearity range. An optimisation process was then implemented to find out an optimal thickness distribution of the sensor system in order to alleviate the strain level within the referred component.
The construction of waste landfill sites has been increased due to recent expansion of various waste. Geotextiles are widely used for the purpose of reinforcement and protection of waste inside the landfill. Geotextile affects the shear behavior of waste landfill which forms the contact surface with soil. In this study, the effect of acidic and alkaline components in leachate has been analyzed through the laboratory experiment on the shear stress reduction of the contact surface of ground-geotextile under the cyclic load. For this purpose, a dynamic contact surface shear tester has been manufactured, and cyclic simple shear tests have been performed using geotextile and soil specimen which were immersed in chemical solutions for 60 and 840 days, respectively. Based on the Disturbed State Concept, the characteristics of shear stress on the contact surface of ground-geotextile due to chemical factors have been identified by the disturbance function.
In order to achieve the purpose of treatment for patients by a doctor, the instruction explanation obligation, which means that he should give patients the description in more details to prepare for postoperative sequelae or complications, is common with the advice explanation obligation as a doctor should ex-plain some information to patients. Since the advice explanation obligation is the benefit and protection of the law for self determination right, but the instruction explanation obligation is one for the integrity of body and life, one can be distinct from the other. Judgments giving the instruction on the concept of instruction explanation obligation, specific methods of implementation and a range of compensation for damage are recently being made by courts at all levels including the Supreme Court. It is the time to systematize them. The contents which have been mainly discussed so far include the essence of above mentioned instruction explanation obligation. However, when the tendency of practice is considered, the efforts are required to admit the organic relevance between instruction explanation obligation and advice explanation obligation and to explain the relationship without any contradiction. For whereabouts of li-ability of proof, patients theoretically demonstrate the failure to implement it. However, when the theoretical consistency is maintained, it is likely to fail the intent to recognize the instruction explanation obligation and it may ask patients to prove something impossible to be proven. Thus, these things should be considered. Moreover, as the instruction explanation obligation is associated with medicine instruction obligation of a pharmacist and the coverage is being extended, it is the time to require the systematic study on the theoretical limit.

Success in modern war depends on electronic warfare. Therefore, It is very important to identify the kind of Radar PRI modulations in a lot of Radar electromagnetic waves. In this paper, I propose an algorithm to identify Linear up Sliding PRI, Non-Linear up Sliding PRI and Linear Down Sliding PRI, Non-Linear Down Sliding PRI among many Radar pulses. We applied not only the TDOA(Time Difference Of Arrival) concept of Radar pulse signals incoming to antennas but also a rising and falling curve characteristics of those PRI's. After making a program by such algorithm, we input each 40 data to those PRI's identification programs and as a result, those programs fully processed the data in according to expectations. In the future, those programs can be applied to the ESM, ELINT system.
Purpose: In Korea, the frequency and frequency of earthquakes are increasing every year. Therefore, the purpose of this study was to compare and analyze the characteristics and examples of earthquakes in Korea and Japan, and to propose improvements to the earthquake prevention policy in Korea. Method: In this study, we investigate and evaluate Japan's response in two cases: the Kobe earthquake and the East Japan earthquake. After surveying and evaluating the nation's countermeasures in the two events, Gyeongju and Pohang, they were compared. Result: When comparing recovery systems in Korea and Japan, there were significant differences in plans for restoration of road transport networks, regional disaster prevention plans, and the introduction of Conclusion: considering the physical distance between Korea's earthquake-prone areas and the capital, the government should quickly come up with countermeasures to ensure that immediate earthquake response in the region is enhanced through the detailed establishment of the Functional Continuity Plan (COOP), and that administrative functions will function normally in the event of a disaster through the introduction of the administrative BCP concept.
