The Comprehensive Measures for a soft landing of Household Debts affecting the credit service of Fisheries Cooperative (FC) have been known to the public in June 2011. Its essential points are as follows: 1) Abolition of Tax-free Regulation, 2) Set limit of loans, etc. per person, 3) Introduce leverage regulations for credit-specialized financial sector i. e. FC, 4) Gradually strengthen loan-loss reserve requirements for card-loan and other credit loans. However, the Financial Policy Measures seem to pay no attention to the Cooperative's Values, Principles and Identity. In this paper, emphasis is be placed on the task of the regulators i. e. Financial Services Commission and Financial Supervice Service to lift the Financial Measures negatively affecting the operation of fund of FCs, and on the establishment of Cooperative identity in order to further develop FCs.

최근 한수원 원전자료 유출, 미국 소니픽쳐스사 해킹 등 사이버위협은 우리나라뿐만 아니라 선진국 모두에게 해결해야 할 큰 현안으로 대두되고 있다. 우리 정부는 그간 대형사고 발생 시마다 종합대책을 수립하여 시행해오고 있으며 사이버안보 강화에 대한 지속적인 투자와 개선 노력으로 과거에 비해 국가 사회 전반의 보안수준이 향상되었으나 여전히 미흡하다. 종합대책이 단기 위주로 그 실효성에 한계가 노출되었고 금융사기등 사이버범죄가 교묘해지고 악성코드와 공격기술은 새로운 기법을 동원하여 지속적으로 출현하고 있기 때문이다. 또한 북한은 6,800여명의 해킹조직을 운영하면서 기반시설까지 해킹하여 심리전을 구사하고 있어 우리의 사이버안보에 직접적인 위협이 되고 있다. 본 논문에서는 2009년 이후 주요 사이버공격시 대두된 문제점 등 사고 사례를 분석해보고 그에 따른 종합대책의 수립 이행과정을 평가하여 궁극적으로는 우리나라의 사이버안보 관리체계 전반에 대한 수준을 제고하기 위한 방안을 제시하고자 한다.

The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) may adopt actions after completing impact assessments and reviewing results in accordance with the original strategy and impact assessment procedure (MEPC.1/Circ.885). The assessment of the impact of greenhouse gas (GHG) reduction measures is an important step in determining whether to implement GHG regulations. This study identifies and proposes improvements in the impact assessment procedure for future mid- and long-term measures. Improvements for future measures should start with a review of "the procedure for assessing impacts on states of candidate measures" and "the actual process of the comprehensive impact assessment for short-term measures in 2021." The procedural improvements were largely derived from the order and period of task performance, the clear definition of terms, and the review of task results through lessons learned, analysis, and expert workshops. The impact assessment of future mid- and long-term measures should be procedurally improved to ensure uniformity and consistency, which will provide objective results for Member States and industries to help smooth the adoption of measures.

The recent speculation fever in Kangnam and its southern vicnity of Seoul resulted in surging apartment prices. The government is determined to employ more effective anti-speculation policy measures to control the property speculative demand. The Government plans to implement support measures to discourage people from owning multiple homes by reinforcing tax measures. To meet the increasing demand for more large-sized apartments in Seoul, the Government may allow to build more large sized units. By the end of August, 'a comprehensive package tool of real estate policy measures' ,as a real estate controlling guidelines, is scheduled to be presented by the Government. We hope that the package tool will stabilize housing market more effectively and enhance the national economy.

The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU's strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU's plastics strategy.

Due to locally torrential downpours which shows Increasing trend, high tide of the southern sea of Korea and etc. submerged and Inundated districts at the lowlands of Nakdong River Basins has been Increasing year by year In order to protect flood hit, it is necessary to make an early implementation of flood control dam and other flood protection works according to Nakdong River Comprehensive Development Project. In addition to the large scale comprehensive projects, local key measures, such as lowland development control, embankment reinforcement, leakage protection, maintenance and management of facilities, increase in pumping station, will be highly effective.

Sleepiness, or hypersomnia, is a relatively common complaint and one of the main problems of modern society. Accurate evaluation and diagnosis of sleepiness are important. The methods used for evaluating sleepiness are subjective measures or self-evaluations, performance decrease measures, sleep propensity measures, and arousal decrease measures. A clear and detailed history is important in differential diagnosis of sleepiness because symptoms of sleepiness may be expressed in terms of 'tiredness' or 'fatigue' that do not directly denote sleepiness. Comprehensive diagnostic evaluation is also invaluable because these symptoms may result from a variety of causes ranging from medical disorders to insufficient nocturnal sleep.

This study was designed to make a comparative analysis of fertility control policies in developing countries selected from Asia and Latin America. Considering the size and the density of population, the history of the fertility control policy, and the availability of references, eight countries were chosen among Asian developing countries that have adopted the fertility control as an official policy. All of nine countries in Latin America that have adopted family planning as an official policy were included in this study. An attempt was made to formulate an analytical framework to be used for a comparative analysis of fertility control policies. It can be represented by a continuum which consists of individual approaches and structural approaches to fertility control at both extremes. It represents fairly well the controversies between those who advocate family planning and those who advocate measures beyond family planning, but assumes that the two sides of the controversy form a continuum of approaches to fertility control. Various fertility control policies of each country were placed along this continuum and analyzed. The results of the analysis can be summarized as follows: (a) Those countries that have higher population pressure in terms of either the size of population or the population density tend to adopt fertility control policies earlier in time. (b) Those countries that have higher population pressure in terms of either the size of population or the population density tend to adopt more comprehensive measures along the continuum of fertility control policies. (c) Those countries that adopted more comprehensive measures along the continuum seem to have succeeded in reducing their level of fertility more effectively. (d) Developing countries in Asia tend to adopt more comprehensive measures to control fertility than those in Latin American countries. (e) The reduction of fertility in developing countries seems to be associated with both the fertility control policies and the level of socioeconomic development.

Most organizations adopt their own performance measurement systems. Those organizations select performance measures to meet their goals. Organizations can give only limited description of what performance measures are. Kaplan and Norton suggest that the Balanced Scorecard (BSC) to complement the conventional performance measures. The BSC can provide management system with a comprehensive strategic vision and integrates non-financial measures with financial measures. The BSC is widely used for measuring corporate performance. This paper investigates how the BSC-based performance measures can be applied to Learning City. The Learning City's performance measures and strategy map on the basis of the BSC are suggested in this research. This paper adopt the AR(assurance region)-DEA model which could limit the range of weight on performance measures to prevent each viewpoint of BSC from having unlimited elasticity. The proposed model is based on CCR model including a property of unit invariance to use the data without normalization process.

There have been many efforts to prevent accidents in Korea for the last 25 years. Many measures in the area of hardware sciences including electrical, mechanical, chemical engineering, etc. were applied to eliminate or at least reduce causes of accidents. However, the accidents rate has not been reduced much despite of these measures. This research aimed to find real causes of these accidents and to suggest a comprehensive model that can mainly be applied to industrial fields to find potential or existence of human errors during the pre-installation stage or after an accident. We tried to explain sequences of an operator's information process that might cause human errors on one hand, and life cycle stages of facilities involved when human errors occur on the other hand. With this comprehensive model presented in this research, one can follow up the sequence of human errors caused by operators. Further, errors made at the design stage which could be a main cause of accidents can be tracked. It is recommended that this comprehensive model should be used to prevent human errors in industrial fields since safety personnel can easily find out errors or error potentials through the life cycle stages of manmachine facilities.
