The medical expenses review system in Korea has developed under fee-for-service system with its own unique structure. The importance of reviewing medical expenses has been emphasized, as the size of medical expenditures moving through the health insurance legal context and its weight in the national economy have increased very rapidly. It is, however, analyzed that the feuds and arguments continue among the stakeholders for the lack of laws supporting the medical expenses review system. The medical expenses review is a series of administrative procedures, deciding whether claims from medical care institutions to the insurer are legal and valid or not. It mainly controls the increase of unnecessarily excessive health insurance claim and prevents fraudulent claim and abuse and checks the less use or unsuitable use of medical resources. It also works a function guarantees medical benefits for the appropriate treatment according to the object of health insurance system as a social insurance scheme. The dispute on legal base of the medical expenses review is about the source of law in the medical expenses review. There are the Health Insurance Act and administrative laws as jus scriptum and the guidelines of review as administrative orders. The medical expenses review should reflect various factors, such as the development of medical healthcare technologies, the health expenditures distribution, the financial situation of the health insurance, and the evaluation on the level of appropriate benefits. It is also likely to adapt to the traits of characters of medicine, and trends and transition, Besides it should judge the legality and the validity of medical benefits expenditures by synthesizing these all factors. And the evaluation system of appropriateness of medical benefits was administrative procedure which was consecutive with reviewing the medical expenses system and it was intended to make up for the result of reviewing the medical expenses in more comprehensive levels.

지난 66년간 한미동맹은 냉전시기에 미국이 한국에게 안보를 지원하고 한국은 미국에게 정책의 자율성을 일부 양보하는 전형적인 비대칭 동맹이었다. 그러나 이명박 정부는 군사적 성격의 한미동맹을 '포괄적 전략 동맹', '가치동맹'으로, 박근혜 정부는 '협력의 프론티어', '글로벌 파트너십'으로 발전시켰으며, 문재인 정부는 '호혜적·포괄적 동맹'으로의 발전을 국가안보전략에서 밝혔다. 본 연구는 트럼프 행정부의 동맹정책 변화에 따른 한국의 정책적 자율성을 보장하기 위해 한미 동맹정책 발전을 위한 호혜적·포괄적 한미동맹관계 구축 방안을 모색하는 것이 목적이다. 연구에 따른 분석결과는 한미동맹의 호혜적·포괄적 구축을 위해 한국은 미국이 추진하는 '인도-태평양 전략' 참여와 양국의 상호 경제적 이익을 위한 지속적인 외교적 노력 그리고 공공외교 강화의 필요성을 보여 준다.

This paper is intended as an opening of a dialog on how to apply platform thinking in the development of innovation environments. It will briefly describe a new STP (Science and Technology Park) concept called 3GSP (Third Generation Science Park), which is gaining momentum in Finland. The paper explains the fundamental changes that are currently taking place in the global innovation environment and explains why platform thinking is becoming an essential element in ecosystem development. The theoretical background and classifications of platforms are described and the benefits to be gained from STP perspective are highlighted. The paper emphasizes especially the role of so called 'competence platforms' and explains the main characteristics of a fully working competence platform. The role of competence platforms in understanding serendipity and as a fundamental factor in building the team is also highlighted. The paper analyses from STP perspective several practical examples, where platform thinking supports the emergence of new innovation environments, including Urban Mill (Finland) and Meetberlage (Netherlands). The requirements for comprehensive competence platform services are presented and their potential to support community building and therefore ecosystem development is illustrated. This analysis will provide STP practitioners with new models for applying platform thinking and will help to establish co-creation, open innovation and serendipity management practices. The case studies presented will help STP management teams to evaluate the benefits of competence platforms in different contexts.

In relation to the environmental analysis system of social marketing, this study has analyzed the responses made by the future users of the integrated apartments for the elderly that are currently under development as an alternative for the housing of the aging society. By studying the comprehensive social benefits, individual benefits and the implied factors for conceptual and behavioral changes in terms of the integrated apartments for the elderly, some important study results were obtained for the practical application of the new alternative. The major points are as follows: Firstly, from social aspect, the respondents wanted to know in detail about the integrated apartments for the elderly, the new alternative was evaluated to be helpful in elderly life, and it was expected to be effective for supporting the elderly people from psychological aspect. Secondly, from supply aspect, it was revealed that an alternative for the integrated apartment for the elderly is required to be developed in details reflecting the diverse needs of the elderly people and to be developed with differentiating strategy, but its applicability may confront some difficulties. Thirdly, from private aspect, the respondents showed they would feel economic burden if an integrated apartment for the elderly is introduced actually.

한 기관이 디지털 아카이빙을 도입하기 위해서는 경제성 분석이 선행되어야 한다. 기존의 경제성 분석은 유형적 편익만을 고려하여 무형적 편익은 간과되어 왔으나, 디지털 아카이빙의 무형적 가치를 반영하여 분석하는 모형이 필요하다. 본 연구는 정보경제학 측면의 가치사슬 개념을 적용하여 종합적인 경제성 분석 모형을 제시하였다. 가치가속과 가치연결 개념을 도입하여 디지털 아카이빙의 경제성을 사례분석하구 요인 비교 분석을 통하여 경제성의 요인들을 추출하였다. 연구결과는 국내 기관들에게 디지털 아카이빙의 도입이 업무의 효율성 향상에 기여한다는 인식을 확산시킬 것으로 기대된다.

In this study, we aim to build a consensus that the Korea-Mongolian economic cooperation and trade growth will bring economic benefits to both countries and, in addition, the FTA between the two countries will bring economic benefits to the overall economy through the economic status and mutual trade status of Korea and Mongolia. Currently, countries around the world are accelerating their market battle with fierce competition, pushing for the opening of their markets through free trade agreements of multilateralism and regionalism centered on the WTO as a rapid change in the global economic environment. Amid such an international economic environment, Korea is developing diverse economic cooperation and FTA strategies, and under the principle that it is based on comprehensive and national consensus, it will sign simultaneous FTAs with major countries, but will diversify its trade partners' efforts to increase trade volume through market advantage, secure energy resources, and so on to secure more resources in overseas markets.

This study examines the acceptance factors, barriers, benefits, and strategies for resolving Information and Communication Technology (ICT) adoption and usage problems based on the different demographic characteristics of SMEs. The demographic characteristics investigated are gender, educational qualifications, age, managerial status, and years of business experience. To the best of our knowledge, this paper is the first to examine a more comprehensive demographic characteristics in the context of ICT adoption. A survey using self-administered questionnaires was conducted to retrieve information from SME owners/managers in Pekalongan, the local city of Indonesia. The items in the questionnaire were discussed with various experts in the field and a pilot study was conducted prior to the distribution of the research instrument. The study made some interesting findings. No significant differences were found in the SMEs' adoption factors between the demographics of gender groups and educational qualifications. However, significant disparities were found to exist among the age compositions, managerial status, and years in business. Additionally, younger managers/owners of SMEs find it easier to understand the background factors of ICT adoption. Lastly, older managers/owners are more likely to stick to the organizational status quo, be less able to learn new technology, and more likely to avoid risky decisions.

본 논문은 바이오산업분야 신제품의 수용영향요인을 분석하였다. 이를 위해 생명공학 및 첨단기술제품에 대한 소비자 태도관련 선행연구 분석을 통해 바이오신제품의 수용에 영향을 미칠 수 있는 변수들을 도출한 후 연구모델을 설정하였다. 조사 분야는 유전자 및 제대혈 치료, 유전자조작 식물 및 동물, 그리고 바이오디젤 등 3개 분야 5개 품목으로 하였다. 분석 결과 지각 이익과 특정산업(바이오)관련 혁신성이 소비자의 구매의사에 긍정적인 영향을 미치지만 신뢰와 미지에 대한 공포 등은 통계적으로 유의미한 영향을 미치지 못하는 것으로 나타났다.

Purpose: This study examines the role of leaders of sport organizations from the perspectives of rank-and-file volunteers. Specifically, the study explores which factors are important in leading volunteers and how rank-and-filers interact with their leaders. Research design, data, and methodology: This study reviews a comprehensive literature on volunteer and leadership theories which are trait theory, behavior theory, and contingency theory. Given the comprehension of prior structure of knowledge on leadership, the study provides a structure of knowledge on volunteer and leadership in sport context and discusses managerial implications for leaders in sport organization. Results: With an exploration of sport leadership, this study proposes a volunteer classification model which presents four-volunteer types: professional volunteer, company volunteer, general volunteer, and school volunteer. Furthermore, this study discussed managerial implications for sport organization leaders. Conclusions: Paid employees may be prepared to accept a job and its requirements mainly due to economic benefits. Volunteers, however, do not pursue economic benefits through their activity. Different types of motivation between paid employees and volunteers bring to surface how a leader influences volunteer effectively. A conceptual volunteer clarification model could be examined in real world situations. Insights for future studies were discussed.

Purpose: In an increasingly globalized world, foreign direct investment (FDI) plays an essential role in the economic improvement of countries. This study aims to delve into the topic of overseas direct investment (FDI) and offer a complete analysis of its strategic advantages and disadvantages. By thoroughly examining the present literature, this study aims to discover and explore the diverse advantages and drawbacks. Research design, data and methodology: The information analysis system systematically and rigorously examined the selected studies. The evaluation will follow a thematic technique in which conventional subject matters and styles associated with FDI's strategic benefits and downsides can be recognized and synthesized. Data extraction contained relevant facts from the chosen research, along with the study objectives. Results: This study provides the findings of the, which explores the strategic advantages and disadvantages of foreign direct investments (FDI) primarily based on the evaluation of previous research. A comprehensive review of the identified benefits and drawbacks highlights their implications for businesses engaged in FDI. Conclusions: In sum, the findings offer valuable insights for practitioners, guiding their decision-making methods in the international commercial enterprise landscape. Organizations can function for fulfillment and sustainable development in the global marketplace by leveraging the advantages and effectively managing demanding situations.
