제1차 국민건강보험 종합계획 (The First Comprehensive Plan of National Health Insurance)

  • On May 1, 2019, the Minister of Health and Welfare announced publicly the first Comprehensive Plan of National Health Insurance (NHI). The Comprehensive Plan which is the 5-year plan including expenditure and revenue aspect of NHI, is desirable in 42 years of introduction of NHI and 30 years of universal coverage of NHI, though the Plan was late and had some conflict process. The Comprehensive Plan was established without evaluation of Moon's Care Plan, did not included to relationship with NHI and other health security systems, and did not have the blue print of NHI. The Plan was not sufficient in content of adequate health care utilization and relationship with service benefit and cash benefit. The Comprehensive Plan should be modified in considering the blue print of NHI and national healthcare system with participating stakeholder in turbulent environment-low fertility, rapid ageing, low economic growth rate, era of non-communicable diseases, unification of the Korean Peninsula, and 4th industrial revolution. Therefore, I suggest to establish the President's Committee of Improving Healthcare System for the blue print of health care and NHI.

전략환경평가 모형의 적용에 관한 연구(II): 수원 도시기본계획 평가를 사례로 (A Study on the Application of the Strategic Environmental Assessment(SEA) Model(II): with reference to Suwon Urban Comprehensive Plan)

  • In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. This model was applied to the Suwon City urban comprehensive plan and was tested to derive the future application program and the adaptability to the current research issues. The results of this study can be summarized as follows: First, we defined basic items for environmental assessment as to be used in the developed SEA model. We also defined three ranges and twelve items for the environmental assessments, which can be used in the assessment of the urban comprehensive plan through the expert advices. Second, we performed the case study by applying the developed SEA model to the Suwon City urban comprehensive assessment, and investigated the environmental impacts through an expert inquiry at the "phase 5" of the model. The results of the case study showed that Suwon City urban comprehensive plan contained partially discrepancies at the goal of the planning. The spatial strategy for leisure, park and open space, and green belt was analysed not to be effective in energy use. The case study also indicated that the environments of Suwon City are expected to be much worse in each sectional plan, if the City was to implement the present five sectional plans for life boundary and distribution of population, land use plan, transportation plan, industrial development plan, and life environmental plan. Third, according to the result of the case study, an mitigation plan for urban comprehensive plan of Suwon City was proposed as the following four stages; modification of planning goal, modification of site alternatives, modification of planning contents, and proposal of mitigation measures.

서울도시기본계획에서 나타난 오래된 도시 환경에 대한 태도 변화 - 1966년 기본계획에서 2030 서울플랜까지 - (Changes of Attitudes towards Old Urban Environments in the Comprehensive Plans of Seoul, from 1966 through 2014)

  • The purpose of this study is to explore changing attitudes towards old urban environments, represented in the comprehensive plans of Seoul, from the first 1966 plan through the most recent one of 2014. The results of analyzing all 6 Seoul urban comprehensive plans are as follows. The contents for considerations and actual planning actions for old urban environments were presented from the third comprehensive plan of 1990. The term 'historical heritage' was first applied in the urban park planning of the 1996 plan. In the 4th comprehensive plan of 1997, it began to regard historical landscapes as 'precious heritages' to make plans for using historical heritages in parts of landscape, education, and tourism. The scope of 'historical heritage' in the comprehensive plans has been expanded. This tendency continued to expand in the 5th plan of 2006, and again in the 6th plan of 2014. At the same time, in pursuing the identity of Seoul, 'historical heritage' in old urban environment came to be materialized further as planning objects.

지속가능한 도시재생을 위한 도시기본계획 평가에 관한 연구 (Evaluation of local comprehensive plan for sustainable urban regeneration)

  • The goal of this study is to examine municipality comprehensive plans by recognizing the problem that adverse impacts of urban regeneration impede the sustainability of specific renewal project. 10 major cities in Korea that are experiencing urban decline were chosen for the study area and plan evaluation indexes were adopted based on the sustainable urban regeneration principles in terms of environmental, social, and economic aspects. Plan evaluation was conducted by employing the content analysis method and developed assessment indexes for three sectors (factual basis, goal/objective, and policy/action) of plan. The findings show that policies, such as 'expansion of parks in urban area,' 'pedestrian-oriented street improvement project,' and 'countermeasures for local industry revitalization,' should be fundamentally included in adopting sustainable urban regeneration plans. Plan scores regarding sustainable urban regeneration had an insignificant relationship with the status of administrative district and plan adopted year. This is because metropolitan municipalities, including Ulsan, Daejeon, and Daegu, received relatively low plan score compared to local governments like Goyang and Suwon. Also, Daegu and Suwon, which established their comprehensive plan in 2018 obtained lower score than Seoul and Incheon, where its plans were created before 2015. Evaluation protocol and indexes that were suggested in this study can be used while reorganizing each locality's comprehensive plan, and thus, play as one of major bases in preparing future sustainable urban regeneration projects.

공간정보체계를 활용한 뉴욕시 워터프런트 종합계획의 도시계획 특성 분석 - Comprehensive Waterfront Plan을 중심으로 - (An Analysis on the Planning and Design of New York City Waterfront Comprehensive Plan Using the GIS - Focused on the Comprehensive Waterfront Plan in 1992 and 2011 -)

  • This study aims at finding issues and ideas of waterfront planning through analysing planning concepts and characteristics of New York City Waterfront Comprehensive Plan(NYC WCP). The first NYC WCP in 1992 divided waterfront area as 4 functional areas which are natural, public, working and redeveloping waterfront. The characteristics of WCP in 1992 are zonning, height, setback, public access, visual corridor, floor area and so forth. After then NYC WCP revision in 2011 intergrated and developed the former plan through the eight visions which are expanding public access, enlivening the waterfront, improving water quality, restoring the natural waterfront, enhancing the Blue Network, improving government oversight and increasing climate resillience. In conclusion, NYC WCP successfully achieved both sufficient capacity of planning concepts and design guidelines for each region.

환경보건종합계획을 통해 살펴본 환경보건정책: 지난 10년과 향후 10년 (Environmental Health Policies for the Past and Coming Decade in South Korea)

  • This paper discussed environmental health policies for the past and coming decade by reviewing the First Comprehensive Environmental Health Plan (2011~2020) and introducing the Second Comprehensive Environmental Health Plan (2021~2030). The major achievement of the First Comprehensive Environmental Health Plan was the establishment of receptor-oriented environmental health policies. However, the main limitations were insufficient policy support for relief and/or recovery from environmental pollution damage and low public awareness of environmental health policies. The Second Comprehensive Environmental Health Plan presents the following major policy tasks: establish an omnidirectional environment health investigation and monitoring system, provide customized environmental health services, improve the environmental health damage relief and recovery system, and promote regional environmental health policies. The Second Plan has a clear distinction from the First Plan in that it expands the field of environmental health from the prevention and management of environmental risk factors to proactive damage response and recovery, which will effectively contribute to alleviating the burden of environmental disease.

유비쿼터스도시종합계획과 유비쿼터스도시계획 비교 연구 -U-서비스 계획을 중심으로- (A Comparative Study between Ubiquitous City Comprehensive Plan and Ubiquitous City Plan - Focusing on U-Service Plan)

  • 최근 U-City 계획을 수립한 지자체의 U-서비스는 시설 및 도시 관리 위주의 서비스로 구현되고 있으며, 시민 맞춤형 U-서비스는 계획에만 그치고 있는 실정이다. 이에 본 연구는 U-City 종합계획과 U-City 계획의 U-서비스 내용을 네트워크 텍스트 분석과 단어 빈도 분석을 통해 비교 검토하여 향후 시민 맞춤형 U-서비스 제공을 위한 시사점을 제시하였다. 제1, 2차 U-City 종합계획과 4개 지방자치단체의 U-City 계획 중 U-서비스 계획 내용을 추출하여 주요 단어들을 산출하였고, 도출된 단어를 통해 네트워크 텍스트 분석과 단어 빈도 분석을 실시하였다. 분석 결과를 바탕으로 향후 U-City 종합계획에서는 지자체의 특색에 따른 서비스 추가와 정책 재정 지원 및 시민의 필요사항을 반영하여 다양한 분야의 시민 맞춤형 U-서비스 개발과 같은 시사점을 도출하였으며, 이를 통해 U-City에 대한 시민들의 인식 또한 증가될 것으로 기대할 수 있다.

도계획수립의 한계와 그에 관한 사변(강원도계획 중심으로) (A study on the limitation of establishing a comprehensive plan for provincial development and the speculation on the plan in case of Kang Won Province)

  • A comprehensive plan for provincial development which has been establishing and is about to be completed in 1982, has for its object that concretely develop the undertaking of the second comprehensive Program for land development under the Multiple Purpose Development of the Land Act. The limitations of the establishing tile plan which is subordinated to the Program for land development are, firstly of a difficulty of accepting upper and related plans, secondly, of limit and range of time, space and contents, and thirdly, of validity of the plan in practice. There fore, in order to solve the problems the plan firstly, has to introduce 〃the principle of composition and resolution of forces〃 into approaching to the acceptance of upper and related plans secondly, has to prefer micro approaching to macro in planning, and thirdly, has to have a flexibility of planning which will be easily changed into reasonable plan according to continuous co-ordinated process with the government authorities and inhabitants.

U-City정보의 생산.수집.가공.활용 및 유통 등 정보관리방안 수립 연구 (A Study on the Establishment of U-City Data Management)

  • U-City법의 제정 및 시행에 따라 U-City를 건설하기 위한 제도적인 기틀은 마련되었으나 U-City법에 의한 계획체계가 정립되어 있지 않고 세부적인 지침도 마련되어 있지 않다. 특히 U-City의 핵심인 정보와 관련해서도 구체적인 계획과 지침 등이 마련되어 있지 않다. 따라서 본 연구에서는 U-City법에 의해 국가와 지자체에서 수립해야 할 U-City종합계획과 U-City계획에 포함되어야 할 U-City정보의 생산 수집 가공 활용 및 유통 등 정보관리에 관한 사항을 제시하였다. 먼저 U-City종합계획은 U-City계획 수립의 방향성을 제시하며, 우선적으로 추진해야 할 세부 실천과제는 '연계 및 공유를 위한 U-City정보 생산 수집 가공 기준 수립', 'U-City정보의 가공 및 활용 활성화 방안 수립', 'U-City정보 유통체계 기반구축', 'U-City정보 품질 및 가격제도 확립'이다. 그리고 U-City계획은 U-City종합계획을 기반으로 지자체단위의 정보의 생산 수집 가공 활용 및 유통 등 정보관리사항을 수립해야 한다.

델파이-AHP 기법을 사용한 국가한의약정책 우선순위에 관한 연구 - 제4차 한의약육성발전종합계획을 중심으로 - (Research on National Korean Medicine Policy Priorities using Delphi-AHP : Focusing on the 4th Comprehensive Plan for Korean Medicine Development)

  • Objectives : The purpose of this study is to identify priorities for the 4th Comprehensive Plan for Korean Medicine Development using Delphi and AHP techniques. Methods : This study uses Delphi-AHP method to first, select the target priority policy based on the policy content of the 4th Comprehensive Plan. In addition, two surveys on the priorities were conducted to reach consensus between experts. The main results of the first survey were also provided to experts participating in the second survey to help form expert consensus. Finally, the final policy priority was chosen based on the second survey result. Results : Survey results showed that of the 39 policies in the 4th Comprehensive Plan, "improve the accessibility of Korean medicines," was the most important goal. This was followed by "support for Korean medicine R&D from clinical research to industrialization," "provide foundation for a pilot project that provides customized medical services" and "strengthen the public medicine function of Korean medicine by expanding the its infrastructure in national and public hospitals." Conclusion : The results showed that capacity building of Korean medicine in primary care, improvement of the health insurance system, and research centered on industrialization are relatively more important goals, while the need to enhance global competitiveness was much less important. These key points can serve as a reference when formulating the 5th Comprehensive Plan for Korean Medicine Development in the future.
