Legal Institutional Improvement for Activating National Supercomputing Ecosystem (국가슈퍼컴퓨팅 생태계 활성화를 위한 법제도 개선방안)

  • Supercomputers have played an important role in various fields such as science, industry, national security and solutions for social issues, and their demand is increasing significantly as their use is strengthened in areas using big data and AI. Recently, competition for global exascale system development is accelerating based on various architectures, and the era of exascale computing is expected to come in the near future. However, the foundation of the domestic supercomputing ecosystem was lost due to the decline of the server industry in the past, and although the related law was enacted to supplement and foster it, it has not been able to perform its function smoothly. Therefore, this article examines the problems in the current legal system through the analysis of the relevant legal system and the status of the supercomputing ecosystem, and suggests improvements so that the relevant legal system, which can accommodate the reinforcement of the role of the government·national center·professional center, support for industries, promotion of commercialization of research results, and flexibility of government promotion policies, can prepare the basis for the promotion of the supercomputing R&D project.

Classification of fun elements in metaverse content (메타버스 콘텐츠의 재미 요소 분류)

  • In 2019, COVID-19 changed many people's lives. Among them, metaverse supports non-face-to-face services through various methods, replacing daily tasks. This phenomenon was created and formed like a culture due to the prolonged COVID-19. In this paper, the fun elements used in the existing game were organized to find out the fun factors of the metaverse, and the items and contents were reclassified according to the metaverse with five experts. Classification was classified using reproducibility, sensory fun [graphic, auditory, text, manipulation, empathy, play, perspective], challenging fun [absorbedness, challenging, discovery, thrill, reward, problem-solving], imaginative fun [new story, love, freedom, agency, expectation, change], social fun[rules, competition, social behavior, status, cooperation, participation, exchange, belonging, currency transaction], interactive fun[decision making, communication sharing, hardware, empathy, nurturing, autonomy], realistic fun[sense of unity in reality, easy of learning, adaptation, intellectual problems solving, pattern recognition, sense of reality, community], and creative fun[application, creation, customizing, virtual world].

A Study on the Implementation of an Android-based Educational IoT Smartfarm (안드로이드 기반 교육용 IoT 스마트팜 구현에 관한 연구)

  • Recently, the need to introduce smart farms is increasing in order to solve the problems of intensifying competition such as a decrease in rural population due to aging, a decrease in production, and the inflow of foreign agricultural products, and accordingly, the need for education is increasing. This paper is a study on the implementation of an Android-based IoT smart farm for education so that it can be used in a real environment by reducing the farm's smart farm system. To confirm that Android-based education can be applied in a real environment using the IoT smart farm for education, experiments were performed in automatic mode and manual mode using Bluetooth, Wi-Fi, and server/client communication methods. In the automatic mode, the current status can be checked in real time by receiving all data, and in the manual mode, commands are transmitted in real time using the received sensor data and remote control is performed. As a result of the experiment, it was possible to understand the characteristics of each communication method, and it was confirmed that remote monitoring and remote control of the smart farm using the Android App was possible.

Status and Prospect of the Korean Space Industrial Structure (국내 우주산업구조의 현황과 전망)

  • The purpose of this study was to investigate the supply and demand structure of the domestic space industry through analysis of industrial concentration index, by sector and dependence on revenue by customer type. As a result of industrial concentration analysis, in the case of space application, a supply monopoly or oligopoly structure was revealed in fields such as satellite broadcasting, space insurance, and satellite navigation. In the field of space equipment manufacturing, referred to as the traditional space industry, a supply monopoly structure appeared only in the field of launch pads and test facilities. As a result of analyzing the dependence on revenue by customer type, the dependence on the demand in the space application field is diversified among foreign countries, private institutions, and others. However, in the case of space equipment manufacturing, it is highly dependent on the demand of public institutions, and it seems that there is a monopsony structure.

  • The latest global issues are the Space economy and low-orbit Space communication. 3GPP announced Release 17 standardization in June 2022, and in this regard, the United States prepared a strategy to enhance the competitiveness of the low-orbit 5G-NTN Space industry, and create an ecosystem at the national level in March 2023. Global smartphone semiconductor manufacturers have announced the development and verification results of standard-based chip technology, and satellite communication operators are launching low-orbit 5G-NTN Space communication services and rate products through convergence between terrestrial communication networks. This study diagnoses the current status of Korea's low-orbit 5G-NTN space communication ecosystem. We present our ecosystem creation strategy in terms of fair competition in the market, the service legal system, and the national R&D governance system.

Distribution and Bionomics of the Argentine Ant Linepithema humile (Mayr) (Hymenoptera: Formicidae: Dolichoderinae)

  • In this study, the distribution, bait preference, hosts, symbionts, habitat status, and cytochrome c oxidase subunit-I sequences of the ant Linepithema humile were analyzed. This species habitat comprised approximately 1.5 km along stone crevices, flower gardens, roadsides, and container yards in the vicinity of Busan station, Korea. Feeding activity of this species was confirmed in 9 species of 7 families of plants. Which was approximately 14% of total flora (63 species of 37 families) in the studied area. Particularly, it was observed that Dendranthema indicum and Camellia japonica were the most frequently visited. Further, we verified that they interacted with four species of aphids. We identified 22 species of ants (17 genera, 4 subfamilies) inhabiting the Busan station area, including L. humile, Tetramorium tsushimae, Nylanderia flavipes and the alien species Paratrechina longicornis. In areas where L. humile was the dominant species, the habitat of local native ants was reduced by approximately 30%. Bait preference was ranked in the following order: jelly, water with glucose (25%), and yogurt, with the highest preference for baits containing sugar and protein. The 630-bp cytochrome c oxidase subunit-I sequences of the local L. humile populations were 99% identical to those of L. humile in the National Center for Biotechnology Information database, and the Argentine ants that invaded Korea had a sequence identical to that of other invasive populations from China, Japan, and New Zealand. As L. humile rapidly increases due to domestic adaptation, continuous monitoring and control strategy for eradication are needed to protect domestic biodiversity.

Dilemma of the global news channel, a media diplomatic subject (미디어 외교의 주체, 글로벌 뉴스 채널의 딜레마)

  • Referred to as a 'media war,' there is a fierce competition for media discourse between different countries. Twenty four hour global news channels like Al Jazeera, France 24, RT, NHK World, China's CCTV and teleSUR emerged to offer their own perspectives and stance in the global society, and to face the monopolization and distorted information created by the hegemony of English news channels which have swayed international public opinions for a long time. As a tool of public diplomacy, the media's role in determining the image of the nation and winning the 'Hearts and Minds' of the international community is decisive, but it cannot be said that they all have a similar influence or play a positive role in media diplomacy. A global news channel, which is both a media diplomatic subject and a journalism organization, can be in the position of acting as a public relations organization or a propaganda agency for the government depending on the regime's attitude because most of global news channels receive support from the government. Sometimes it is difficult for these media to implement quality journalism because of financial difficulties. Media discourse also has limitations in that it is dependent upon changes in foreign policy of its own government. This study examines the current status of global news channels, the dilemma these channels are facing, and suggests some potential directions that can be taken by global news channels in order to become more effective. It is becoming increasingly important for all nations to respond to distorted information about their own countries, to appropriately identify various issues and changes in the international community and to convey their views and positions to the international community. For now, there is a lack of awareness about the importance of media diplomacy in Korea: There are many English-language media, but as yet no global news channel which could have an influence on the international stage. However, there seems to be some understanding about the need for the media to present the Korean alternative discourse to the senseless dependency on Western media. We hope that this study will be an opportunity to think in depth about the attitude of the Korean global media, whether existing global media or new global news channels, in order to help them become more effective in media diplomacy.

  • Anti-drone (anti-drone) is at the center of the debate over the failure to shoot down a North Korean drone that invaded the metropolitan area at the end of 2022. Anti-drone is a means of detecting and restraining drone flights in unauthorized airspace. Anti-drone technology is a key defense system for drone technology that is essential in the current illegal situation of various drones. We must be alert in the war in Ukraine, where the role of drones has increased. Drone attacks, which are not easy to defend, may determine the victory or defeat of the war. Competition for anti-drone technology development in countries around the world will rise. When new anti-drone technology emerges, drones that go beyond it will be developed. This study presented the current status of anti-drone by analyzing the defense system of domestic drones.

Impact of Enforcement of Dark Pattern Law on Consumers and Online Platform Companies

  • Purpose: As competition in the online platform market heats up due to the growing online presence, there is a growing interest in consumer protection legislation to protect consumers. The current online platform law has been criticized for its limitations in regulating the rapidly evolving platform economy. In particular, there is an ongoing need to regulate 'dark patterns' that deceive and mislead consumers. Research Design and Methods: This trend has been recognized not only in Korea, but also in Europe and the United States, which have enacted related regulatory bills, making some types of dark patterns illegal. It is necessary to protect consumers from dark patterns. However, there are some opinions that legal regulations do not protect consumers, but reduce consumer choice, as there is no specific definition of 'dark patterns' or analysis of the damage status. It has also been argued that extensive regulations could shrink the online platform market. Results: Therefore, it is necessary to clarify the areas that can resolve consumers' complaints about dark patterns before the revised law is implemented. In addition, it should be a rational and efficient system so that the continuously growing online platform market does not shrink due to excessive regulations and can develop healthily through the prevention of dark patterns. Conclusions: Here, it is also extremely important to specifically present the scope and standards of regulations and reduce the scope for unnecessary legal interpretation. It can also be a good idea to strengthen the education of consumers and businesses on dark pattern problems and their solutions, and to create a foundation that allows them to solve problems autonomously.

Material Flow Analysis of Construction and Demolition Wastes in Taiwan and their Sustainable Management

  • Construction is like a symbol of social development. Buildings and public infrastructures are required to support people's lives and a country's development. With the increasing construction, the waste of construction increases as well. Demolition wastes from existing buildings or urban renewal plans also increase the waste quantity. Construction and demolition wastes (CDW) are majorly inorganic materials and have high recycling potential. However, the recycling rate of CDW is not 100% and needs more methods to raise the rate. In Taiwan, the CDW has two authorities, one is CDW waste managed by the Ministry of Environment (MoE), and the other is construction spoil soils managed by the National Land Management Agency, Ministry of Interior. In 2022, the CDW waste is 2.12 million tons, and construction spoil soils are around 43 million m3. In this study, the current status of CDW in Taiwan was reviewed and material flow analysis was applied to link the materials sources to CDW. The results showed that 35% of waste concrete flowed back to the source materials and 65% was disposed of or used as secondary materials. However, 95% of waste steel was used back as raw materials and only 5% was disposed of or used in other materials. To increase the recycling of CDW, the priority method is to force the material separation onsite. Mixing CDW would increase the cost of recycling and decrease the market competition ability. New technology to collect and recycle the CDW as a new material is also recommended. Finally, a new law, the Resources Recycling Promotion Law, is coming in this year, 2024, which is expected to turn the waste into resources in Taiwan.
