The Aging Society from the Perspective of Urban Infrastructure and Community Environment: Searching for Policy and Technological Innovation

  • This study reviews how an aging society can be connected to the urban-built environment, transportation system, infrastructure, and climate change topics from the perspective of policy and innovation in science and technology. Each topic was described with the aging society that we will encounter in the near future. Based on the expected discussions, we suggested how policy and technological innovations may interact with the new emerging society. Especially, digital transformation is expected to hyper-connect the aging society beyond physical barriers where numerous policies and innovations in science and technology shed light on the elderly population. We observe, however, that this cannot be achieved only by the government sector; rather, municipal governments and local communities, as well as private sectors, all together need to prepare for the new society of the aging population. Furthermore, an ideal approach is to accommodate multidisciplinary studies that can address the policy and technological innovations simultaneously and collectively. By doing so, we can minimize the negative impacts when an aging society approaches.

  • The linkages between agricultural research and extension are important to enhance farmers' competence. The objectives of the study were to explore the linkage between research and extension for the family farm. Data including quantitative and qualitative were obtained from the key actors about the public management regarding linkage which were the method, the topic of the agricultural technology dissemination, and the agricultural research topics. Results show that the main structural problems of the agricultural technology dissemination were technical support services, credit services, and farm planning and infrastructure deficit. Furthermore, as for the topics or content of agricultural technology dissemination, organic agriculture, soil management and conservation, agricultural credit, organizational strengthening, marketing, participatory research, dissemination of technology, equipment, infrastructure and agricultural mechanization were preferred.

Child-Care Infrastructures and the Perception of Community Family-Friendliness : Parents with Young Children in 25 Provinces in Seoul (보육서비스 인프라가 영유아 부모의 지역사회 가족친화성 인식에 미치는 영향 : 서울시 25개 구를 중심으로)

  • The aim of this study was to investigate the influence of family-friendly community policy and child care policy on parents with young children. Particularly, two specific questions were addressed: 1) Were there differences in the perception of community family-friendliness among parents with young children in Seoul provinces? 2) Were there differences in the perception of community family-friendliness among parents with young children, depending on child-care infrastructures in Seoul provinces? Data for this study were drawn from multiple sources. Individual-level indicators were drawn from the survey of 1,246 parents with children under age 6 in Seoul. Community-level indicators were drawn from the 2011 Seoul census data. Frequency, descriptive statistics, GIS mapping, and hierarchical linear model analysis were conducted to examine the perception of community family-friendliness by individual, child-care infrastructures, and the community at large. The major results of the present study are as follows: The perception of parents on community family-friendliness varied across the 25 provinces in Seoul. The perception of community family-friendliness was positively related with the total number of child day-care centers, and the number of infant-toddler child daycare centers. The number of accredited child daycare centers was negatively associated with the perception of community family-friendliness.

Photovoice as a research method and a strategy for community health promotion (지역사회 건강증진 연구방법 및 전략으로서의 포토보이스)

  • Objectives: This study aims to explain the process of photovoice, to review relevant research cases, and to discuss the issues in photovoice applications for community health promotion. Methods: Literature review is performed on photovoice manuals, systematic review literature on international photovoice research, and Korean photovoice studies. The review was based on 8 research papers and 6 practice manuals. Results: Photovoice so far has specified its orientation to participatory research. Its implementation includes photovoice training, photo taking and sharing, interviews and discussions, photo exhibit, and social action planning for policy change. SHOWeD questions and the like guide photovoice discussions while they face some challenges in application. Social action planning for policy change part of the photovoice needs attention in implementation and evaluation. Conclusions: Adherence to the participatory principles and action research orientation in photovoice requires persistent efforts. Process and impact evaluation with development of photovoice research infrastructure will enhance photovoice application.

Family-Friendly Community Characteristics and Life Satisfaction of Working Mothers with Elementary School-Age Children: Mediation Effects of Work-Family Conflict and Facilitation (가족친화적 지역사회 특성과 초등학령기 자녀를 둔 취업모의 삶의 만족도 : 일-가족 갈등 및 촉진의 매개효과)

  • This study examined the relationship between family-friendly community characteristics and the life satisfaction of working mothers with elementary school children, and investigated whether the relationship was mediated by work-family conflict and facilitation of working mothers. For the analysis, the study used the response data of 627 working mothers from the 11th wave of the Panel Study on Korean Children (PSKC, 2019) and multi-mediation effect analyses were conducted using PROCESS. The main results are as follows. First, the higher neighbor support, the higher the work-family facilitation, which significantly increased life satisfaction. Second, the appropriateness of parenting environment and community service infrastructure satisfaction showed significant indirect effects with life satisfaction through increasing work-family facilitation and lowering work-family conflict. Moreover, the appropriateness of parenting environment was positively related with life satisfaction and it was a only variable that was directly associated with life satisfaction. On the other hand, the convenient access to community service infrastructure was found to lower work-family facilitation and lower life satisfaction, confirming the need for follow-up studies. This study shows that the family-friendly characteristics of the community are important for working mothers with elementary school-age children and provides empirical evidence to improve the family-friendly community characteristics.

  • Sustainable development has been praised as important new planning paradigm. The concept is being increasingly used in planning processes to address environmental, social and economic sustainable development. The social sustainability is important as community in modern life. The purpose of this study is to find out the community elements of sustainable housing to make it better life in residential environment. The Methods are content analysis and experts survey. We execute the literature for method to find the importance and indicator of social sustainability. We execute the experts survey to find the adequacy of the classification criteria, the adequacy of the indicators and the adequacy of the classification system. The findings of this study are as following; the social sustainability is important to support the sustainable housing planning. The indicator of the social sustainability is deduced; 'Locality' are deduced 'Native support', 'History and culture' and 'Reflected the local characteristics'. 'Communality' are deduced 'Citizen participation', 'Social integration', 'Community space and facilities' and 'community activities and programs'. 'Organic' are deduced 'Employment', 'Self-sufficiency', 'Safety and convenience', 'Infrastructure and service' and 'Housing condition'.

Building a Sustainable Community in Social Low-rent High-rise Housing: the Case of the Chongqing Model in China

  • In 2007, in the city of Chongqing, the city government announced a plan to meet the basic needs of its lower-to-middle class residents, namely those of providing a shelter and urban infrastructure. In one respect, the effort to attain such goals has achieved good quantitative results; however, a more critical examination reveals that little consideration has been given to analyzing the qualitative aspects of such a policy, namely the physical and emotional effects on tenants. The results of the research in this paper have implications on the need to focus on building a 'sustainable' and 'healthy' community, with the awareness that for people in low-rent areas, sociability and community spirit are more closely related to their neighborhood contentment. Although attention to scale and type of area-planning are both important, the immediate surroundings and services are often neglected, but as we shall show they are key considerations for residents in this new type of housing. While attempting to comprehend the role of community in the quality of a neighborhood, in this research, we attempt to document the physical appearance of the problem and explore its underlying causes in order to shed more light on residents' individual evaluations of quality in their local living conditions and include the affective dimensions of such perceptions.

Strategic actions to enhance environmental regulation and management of a coastal community to mitigate climate effects

  • Bearing in mind that global climate change is a rising issue, the coastal community of Prek Thnaot, Cambodia has been put on severe effects about natural disasters caused from poor infrastructure and agriculture dependence. This paper proposes to provide and guide a strategic action for the sustainable development path of coastal community in a more continuous manner including a robust resilience to impacts of climate change, natural disasters, and other risks. In doing so, this paper will help environmentally sound management and coastal resources sustainability being sound for socially and economically inclusive development. Proposed fourteen strategic actions for the research should be accompanying with the participation of and cooperation from the local coastal community. Based on the proposed strategic actions, it is critical that the local authorities and other key stakeholders need to accomplish. Providing a good insight for the central government, the strategic action is expected to integrate and prepare a management strategy plan for the local coastal community level. Therefore, this information can be applied to other coastal areas to promote and ensure sustainable protection and management of coastal resources.

Priority Setting for the Healthy City Program in Busan Using the Analytic Hierarchy Process (계층 분석법을 적용한 부산시 건강도시 사업의 우선순위 설정)

  • Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.

A Study on Time Series Cross-Validation Techniques for Enhancing the Accuracy of Reservoir Water Level Prediction Using Automated Machine Learning TPOT (자동기계학습 TPOT 기반 저수위 예측 정확도 향상을 위한 시계열 교차검증 기법 연구)

  • This study assessed the efficacy of improving the accuracy of reservoir water level prediction models by employing automated machine learning models and efficient cross-validation methods for time-series data. Considering the inherent complexity and non-linearity of time-series data related to reservoir water levels, we proposed an optimized approach for model selection and training. The performance of twelve models was evaluated for the Obong Reservoir in Gangneung, Gangwon Province, using the TPOT (Tree-based Pipeline Optimization Tool) and four cross-validation methods, which led to the determination of the optimal pipeline model. The pipeline model consisting of Extra Tree, Stacking Ridge Regression, and Simple Ridge Regression showed outstanding predictive performance for both training and test data, with an R2 (Coefficient of determination) and NSE (Nash-Sutcliffe Efficiency) exceeding 0.93. On the other hand, for predictions of water levels 12 hours later, the pipeline model selected through time-series split cross-validation accurately captured the change pattern of time-series water level data during the test period, with an NSE exceeding 0.99. The methodology proposed in this study is expected to greatly contribute to the efficient generation of reservoir water level predictions in regions with high rainfall variability.
