In this paper, we proposed the model of wireless communication for ACTS using DSRC and the DSRC system for T/C. The proposed wireless communication model is how to join with DSRC and other wireless communication in port. The DSRC system for T/C is the first application to the unit of port Facilities Automation on stacking area. The DSRC system is communicated between OBE and RSE using 5.8Hz ISM band frequency. The previous works of DSRC applications are gate automation. In these cases, the road trackers are difficult to obtain information of the port in the stacking area. So we used the DSRC for the wireless communication for the port Facilities Automation. Using DSRC, the load trackers obtain more information in the port and contacts to ITS on back-roads of port. The proposed communication system is serviced to reelection of port statistics.

These days as there are growing the number of vessel sailing, diverse aquaculture industries, fishing works, and leisure activities in coastal area, the diverse communication services have been required for secure voyage information. This paper addresses the scheme for costal area service using mobile IP router with multiple interfaces. For this, this system has the wireless interfaces, such as WiBro, HSDPA, and WLAN that can provides vessels with divers communication services, and can provide the vessels with the diverse information communication services in real-time through wireless communication network installed in costal area. So this can provide the infrastructure that supplies the authorized seamless information communication services.

Science and technology is the power of impelling the economic and social development. Promoting the international sci-tech communication and cooperation is one of the important ways of pulling the economic development of Northeast Asia area. Sci-tech communication and cooperation between the government and the folk are two wings of international sci-tech communication and cooperation. Both are supplemented mutually and indispensable. In order to promote the economic and social development of Northeast Asia area and further strength, some suggestions are put forward, i.e. fully exerting university the main roles in the sci-tech communication and cooperation of Northeast Asia area and fully exerting Liaoning province the important roles in the sci-tech communication and cooperation of Northeast Asia area.

In this paper, we propose intelligent SAN(Ship Area Network) which is reliable transmission by integration of optical network of wire communication and Zigbee of wireless communication. We also implement module for remote control and constitute, managing for a various sensors and a controllers which are connected SAN integration network It will be help to prevent accident of ship to monitor work environment, real time monitoring of a equipment and main compartment of a poor ship inside. And it will be also available to enhance labor reduction, sailing safety and sailing economical efficiency of ship inside.

Background: An effective communication strategy for reducing conflicts in South Korea has been designed through the analysis of public perception and communication variables on nuclear power under the conditions of rapidly changing nuclear power policies. Materials and Methods: This study conducted both qualitative research through group discussions based on social psychology and quantitative research through surveys. Results and Discussion: Nuclear power plant (NPP) area residents in favor of nuclear power indicated higher levels of communication, safety perception, and contribution than those against it. NPP area residents trusted the civilian expert groups (18.3%) and local government (17.3%) the most, while metropolitan city residents trusted the Nuclear Safety and Security Commission and the Korea Institute of Nuclear Safety (20.7%) the most. In determining nuclear power policy, both the NPP area residents (18.1%) and metropolitan city residents (17.1%) prioritized safety, health, and the environment. While metropolitan city residents thought that energy security and economic growth (16.4%) were important, NPP area residents thought the current issue of spent fuel rods (14.1%) to be important. Conclusion: It is necessary for the nuclear power industry to have and actively implement communication and conflict resolution strategies based on the patterns obtained in the study results.

By carefully selecting the structure of dyes, especially the metal complex dyes, and studying the properties of the prototype display. It was found some dyes electrophoresis and display well. The dyes ink with good stability during electrophoresis when the electrode was protected. while the response time is about 300 ms.
