Recently, the license plate OCR system has been commercialized in a variety of fields and preferred utilizing low-cost embedded systems using only cameras. This system has a high recognition rate of about 98% or more for the environments such as parking lots where non-vehicle is restricted; however, the environments where non-vehicle objects are not restricted, the recognition rate is about 50% to 70%. This low performance is due to the changes in the environment by non-vehicle objects in real-time situations that occur anomaly data which is similar to the license plates. In this paper, we implement the appropriate anomaly detection based on semi-supervised learning for the license plate OCR system in the real-time environment where the appearance of non-vehicle objects is not restricted. In the experiment, we compare systems which anomaly detection is not implemented in the preceding research with the proposed system in this paper. As a result, the systems which anomaly detection is not implemented had a recognition rate of 77%; however, the systems with the semi-supervised learning based on anomaly detection had 88% of recognition rate. Using the techniques of anomaly detection based on the semi-supervised learning was effective in detecting anomaly data and it was helpful to improve the recognition rate of real-time situations.

This study intended to analyze whether the system of voucher system, which was introduced as a policy tool to expand social services, was dependent or evolving through the research methodology of historical institutionalism. The voucher system is being introduced to emphasize the user's focus in the existing supplier-centered service provision system, but problems with the existing system have been found so far. We found that despite the shift in welfare paradigm from the remaining welfare supply to universal welfare in the past, the company was partially following the existing supplier-centered social service system. However, We found that new instruments for establishing legal systems and the path evolution factors are now being developed and matured within the voucher system. In other words, it was possible to predict that the voucher system would become more positive and mature in the future through logical changes in the system. Based on the results of the analysis of the voucher system, policy suggestions for policy values and objectives that were initially oriented toward the system were presented.

Plastics that we use and simply throw away have a life span of about 500 years and barely decompose. The practice of producing and using common plastics needs to be challenged. Until now, they have been useful in the industrial structure of mass production, but it can be said that there is a lack of research into new materials to introduce and apply in terms of material recycling. As a result of this, we have come to the uncomfortable realization of the fact that we cannot incinerate or reuse these precious resources indiscriminately. No matter how well-designed a product is, it has a competitive advantage if production and consumption activities, waste, collection, sorting and treatment are considered in terms of a continuous cycle, and in this respect, Extended Producer Responsibility (EPR) can help. We are implementing the EPR system, and active industrialization in the field of recycling is required, which is also a challenge for producers to participate actively in recycling and seek to save and recycle resources in design and manufacturing. Against this backdrop, We would like to examine the possibilities, through various studies and developments on product design of recyclable materials, which is being conducted mainly in Europe. In particular, we would like to examine the methods, and value of solving environmental problems and the active efforts to achieve this in the design world, and in particular the case of product design using recycled plastics.

We study empirically analyzes the relationship between the leadership styles and management strategies of executives perceived by members of small and medium venture companies through organizational performance through SPSS 24.0. The empirical results are as follows. First, the hypothesis that the strategic leadership of the one-level management team had a significant influence on the management strategy showed that strategic leadership (strategic direction, strategic control, maintaining effective organizational culture, ethical management, human resource development, competency development) The relationship between positive cost, strategy of differentiation, and strategy of concentration was positive. Second, the hypothesis 2 management strategy (cost advantage strategy, differentiation strategy, centralization strategy) was statistically significant for both organizational performance (financial performance and non-financial performance). Therefore, management strategy implemented by management acts as a factor to improve organizational performance. Therefore, the execution ability of management strategy should be strengthened. Third, hypothesis 3 (Strategic Direction, Strategic Control, Maintaining Effective Organizational Culture, Ethical Management, Human Resource Development, Competency Development) could be identified as an important role factor for financial and non-financial performance. The organizational performance of SMEs has been a key factor in the strategic leadership and management strategy implemented by management. Therefore, the establishment and implementation of various practical measures to upgrade this were continuously required.

Cerebral vascular surgery can damage patients' motor and sensory nerves; therefore, neuromonitoring is performed intraoperatively. Patients with diabetes often have peripheral neuropathy and may be prone to nerve damage during surgery. This study aimed to identify factors that should be considered when diabetic patients undergo intraoperative neuromonitoring during brain vascular surgery and to present new criteria. Methods: In patients with and without diabetes who underwent cerebrovascular surgery (n = 30/group), we compared the intraoperative stimulation intensity, postoperative motor power and sensory, glycated hemoglobin (HbA1c) and glucose levels, and imaging findings. Results: Fasting glucose, blood glucose, and HbA1c levels were 10%, 12.1%, and 9.7%, respectively; they were higher in patients with than in patients without diabetes. Two patients with diabetes had weakness, and 10 required increased Somato sensory evoked potential (SSEP) stimulation, while in 16, motor power recovered over time rather than immediately. The non-diabetic group had no weakness after surgery, but 10 patients required more increased SSEP stimulation. The diabetic group showed significantly more abnormal test results than the non-diabetic group. Conclusion: For patients with diabetes undergoing surgery with intraoperative neuromonitoring, whether diabetic peripheral neuropathy is present, their blood glucose level and the anesthetic used should be considered.

Body balance necessary for ordinary daily activities can be undermined by diverse causes. In this study, as a way to control such a problem, we have produced smart insole as a wearable device in the form of insole and developed analysis software evaluating body balance, which measures ground reaction force applied to each area of sole and Center of Pressure (COP). The software visualized changes in COP positions while a user was moving and average COP positions, and it is also capable of measuring the COP values in the Anterior-Posterior (AP) and Medial-Lateral (ML) areas of feet. Through gait analysis, it can analyze the time of walking, strides, speed, COP trajectory while walking, etc. In addition, we have developed training contents for body balance improvement designed in consideration of Y-Balance Test and Timed Up and Go (TUG) Test. They were established in virtual reality similar to daily living environment so that people can expect more effective training results regardless of places.

Cell walls of microalgae consist of a polysaccharide and glycoprotein matrix providing the cells with a formidable defense against its environment. Anaerobic digestion (AD) of microalgae is primarily inhibited by the chemical composition of their cell walls containing biopolymers able to resist bacterial degradation. Adoption of pre-treatments such as thermal, thermal hydrolysis, ultrasound and enzymatic hydrolysis have the potential to remove these inhibitory compounds and enhance biogas yields by degrading the cell wall, and releasing the intracellular algogenic organic matter (AOM). This paper preproposal stage investigated the effect of different pre-treatments on microalgae cell wall, and their impact on the quantity of soluble biomass released in the media and thus on the digestion process yields. This Paper present optimum approach to degradation of the cell wall by ultra-sonication with practical design specification parameter for ultrasound based pretreatment system. As a result of this paper presents, a microalgae system in a wastewater treatment flowsheet for residual nutrient uptake can be justified by processing the waste biomass for energy recovery. As a conclusion on this result, Low energy harvesting technologies and pre-treatment of the algal biomass are required to improve the overall energy balance of this integrated system.

Remote sensing and measurement are of paramount importance of providing information on the state of water quality in water bodies. The formation and growth of cyanobacteria is of serious concern to in land aquatic life forms and human life. The main cause of water quality deterioration stems from anthropogenic induced eutrophication. The goal of this research to quantify and determine the spatial distribution of cyanobacteria concentration in the water using remote sensing technique. The standard approach to measure water quality based on the direct measurement of the fluorescence of the chlorophyll a in the living algal cells and the same approach used to detect the phycobilin pigments found in blue-green algae (a.k.a. cyanobacteria), phycocyanin and phycoerythrin. This paper propose the emerging sensor design to measure the water quality based on the optical analysis by fluorescence of the phycocyanin pigment. In this research, we developed an method to sense and quantify to derive phycocyanin intensity index for estimating cyanobacteria concentrations. The development of the index was based on the reflectance difference between visible light band 620nm and 665nm. As a result of research this paper presents, an optical biological sensor design information to measure the Phycocyanin parameters in water content.

With the recent growth in cloud computing, big data processing and collaboration between businesses are emerging as new paradigms in the IT industry. In an environment where a large amount of data is generated in real time, such as SNS, big data processing techniques are useful in extracting the valid data. MapReduce is a good example of such a programming model used in big data extraction. With the growing collaboration between companies, problems of duplication and heterogeneity among data due to the integration of old and new information storage systems have arisen. These problems arise because of the differences in existing databases across the various companies. However, these problems can be negated by implementing the MapReduce technique. This paper proposes a collaboration system based on Database as a Service, or DBaaS, to solve problems in data integration for collaboration between companies. The proposed system can reduce the overhead in data integration, while being applied to structured and unstructured data.

In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.
