낚시면허제 도입의 필요성과 실현 가능성에 대한 고찰 (A study on the necessity and feasibility of Recreational Fishing license System in Korea)

  • As of late, people who enjoy fishing as a pastime in Korea has dramatically increased on the back of the increased national income and 5-day working system being in place. In the past, people used to fish in inland waters, but fishing on the sea has also shown a steady increase. The expanded fishing community along with increasing types of fishing, however, led to destruction of ecosystem by littering the waters of both inland and sea with wastes and reckless exploitation of fish resources. Fishing activities are usually taking place in inland waters, or on the sea, which is, by definition, a common property, and side effects such as free riding and diseconomy are frequently observed occurring. In other words, everyone can use the property free of charge(except paying fishing lot), and littering the waters with pollutants and wastes stemming from fishing activities is currently rampant. In this context, this paper studies the necessity of introducing fishing license system and its feasibility in Korea from a perspective to improve the national welfare through policy measures based on 'polluter pays principle' to prevent further environmental pollution in the fishing lot and preserve fishery resources. Study shows that introduction of Recreational fishing license system is urgently needed, but it is concluded that it should take more time to implement the system so as to accomodate the differing interests of all parties involved including recreational fishing industry, while strengthening public relation activities to solicit for the people's understanding of the system to be introduced.

방사능 관련 안전정보의 수산물 소비 영향에 관한 연구 (A study on the consumption of fishery products in relation with radioactivity-related safety information)

  • This study aims to look at the change in consumer awareness and behavior after Japan's 2013 nuclear power plant's radioactive water leakage and draw implications about them. Findings show that 81% of respondents decreased their consumption of fishery products after the nuclear incident, and kept on showing avoidance of imported fishery products including those from Japan. Also it showed that consumers more importantly considered safety when buying imported fishery products after the nuclear incident. The most common channel of receiving radioactivity safety information on fishery products were TV and online. However, the main reason for decreasing the consumption of fishery products was founded to be based on the inaccuracy of the information provided. However, many people said that they will increase their consumption of all fishery products if provided with accurate radioactivity information. Therefore, if accurate radioactivity information were to be spread effectively to the public, positive consumption rates of fishery products can be shown in the future. The inaccuracy of radioactivity safety information caused the rapid decrease of fishery products consumption in 2013 to be amplified. Therefore, this study showed the importance of the delivery of rapid, accurate and consistent information to consumers.

재결서 분석을 통한 안강망어선에 승선하는 선원의 위험요인 (Risk factors of fisher on stow net fishing vessel using analysis of adjudication)

  • The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel's carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.

중국의 수산물 생산과 어정관리에 관한 연구 (A Study on aquatic products and fishery administration in china)

  • Since the onset of its economic reform and the open door policy in the late 1970s, China's overall economic growth rate has been continuing about 10% per year. The marine sector is not allowed exception, aquatic products increased sharply from 4.66 million MT in 1978 to 36.02 million MT in 1997, and then China is remained the largest producing country in the world aquatic market and her role would be expanded. Korea having a common boundaries to China is subjected unescapably both in domestic and export markets by the influence of the remarkable growth of China's aquatic products. If China were admitted entrance of WTO(World Trade Organization)in the near future, her influence is getting more serious. Well, we are necessary to understand the characteristics of China's aquatic products and to review fishery policies implemented by the China government. This paper is organized into two major parts, the one includes the structural changes of aquatic products, fishing and cultivating in the coast, latent and estimated production in China, and the other includes the main contents of fishery policies and measures of government administration. A characteristic of China's aquatic products is that cultivated production, especially, shellfish outputs continues to rapid increase. The major means of administration are an execution of fishing license system and setting up no-fishing zone and closed season for fishery. China is no longer a marginal player in international economic and world aquatic market. So, we will not only understand China's aquatic conditions and problems, but will also see the usefulness in continuing the cooperative relationship for a long time to come.

Long-term Trends in Pelagic Environments of the East Sea Ecosystem

  • Physical and biological environmental variations in the East Sea were investigated by analysing time-series of oceanographic data and meteorological indices. From 1971 to 2000, dominant periodicity in water temperature variations had two apparent periods of 3 to 4 years and of decades, especially in the southwestern part of the East Sea affected by the influence of inflowing Tsushima warm current. Fluctuating water temperature within a certain period appears to respond to El $Ni{\tilde{n}}o$ events with a time lag. It was found that there was a strong correlation between water temperature and El $Ni{\tilde{n}}o$ events with a time lag of 1.5 and 5.5 years for periods of 3 to 6 years and of decades, respectively. Corresponding with El $Ni{\tilde{n}}o$ events, water temperature variability also showed strong correlation with shift and/or changes in biological and chemical environments of nutrient concentrations, zooplankton biomass, and fisheries. However, there also occurred a short-term periodicity of water temperature variations. Within a period of 1 to 4 years, a relatively short-term cycle of water temperature variation had strong correlation with other climate indices such as Pacific Decadal Oscillation and monsoon index. After comparing coherence and phase spectrum between water temperature and different climate indices, we found that there was a shift of coherent periods to another climate index during the years when climate regime shift was reported.

An Overview of Kenyan Aquaculture: Current Status, Challenges, and Opportunities for Future Development

  • The Kenyan aquaculture sector is broadly categorized into freshwater aquaculture and mariculture. Whereas freshwater aquaculture has recorded significant progress over the last decade, the mariculture sector has yet to be fully exploited. The Kenyan aquaculture industry has seen slow growth for decades until recently, when the government-funded Economic Stimulus Program increased fish farming nationwide. Thus far, the program has facilitated the alleviation of poverty, spurred regional development, and led to increased commercial thinking among Kenyan fish farmers. Indeed, national aquaculture production grew from 1,000 MT/y in 2000 (equivalent to 1% of national fish production) to 12,000 MT/y, representing 7% of the national harvest, in 2010. The production is projected to hit 20,000 MT/y, representing 10% of total production and valued at USD 22.5 million over the next 5 years. The dominant aquaculture systems in Kenya include earthen and lined ponds, dams, and tanks distributed across the country. The most commonly farmed fish species are Nile tilapia Oreochromis niloticus, which accounts for about 75% of production, followed by African catfish Clarias gariepinus, which contributes about 21% of aquaculture production. Other species include common carp Cyprinus carpio, rainbow trout Oncorhynchus mykiss, koi carp Cyprinus carpio carpio, and goldfish Carassius auratus. Recently, Kenyan researchers have begun culturing native fish species such as Labeo victorianus and Labeo cylindricus at the National Aquaculture Research Development and Training Centre in Sagana. Apart from limited knowledge of modern aquaculture technology, the Kenyan aquaculture sector still suffers from an inadequate supply of certified quality seed fish and feed, incomprehensive aquaculture policy, and low funding for research. Glaring opportunities in the Kenyan aquaculture industry include the production of live fish food, e.g., Artemia, daphnia and rotifers, marine fish and shellfish larviculture; seaweed farming; cage culture; integrated fish farming; culture of indigenous fish species; and investment in the fish feed industry.

수산자원 소유.이용제도의 변천에 관한 연구 (A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). EU의 어업구조조정을 위한 다년도지도프로그램(MAGP)에 대한 평가 (An Appraisal on the MAGPs for the EU's Fishing Industry)

  • EU는 당면과제인 과잉 어획능력을 해소하기 위해 공동어업정책하 어업구조정책의 하나로 '다년도지도프로그램(Multi Annual Guidance Programmes: MAGPs)'을 시행해 왔다. 지난 1983년부터 2002년까지 시행된 MAGP는 EU의 어업구조정책의 핵심 요소이다. 이러한MAGP는 최초 EU의 공공원조계획을 위한 체제의 하나로 입안되었으며, 그 목적은 어선 톤수와 마력수에 대한 각 회원국 어선의 능력을 동결하고자 하는 것이었다. 회원국들은 $4{\sim}5$년 주기로 각 국의 어선개발에 대한 정밀한 계획을 세워야하며, 어선의 용량(총톤수와 엔진출력)과 어획노력에 관한 목표들을 달성하도록 되어 있다. 이러한 감소 목표들은 독립된 과학적 조사결과에 따라 EU 위원회에 제안되고, 공동체 선박등록부에 의거 각국의 프로그램에 대한 적정 실현여부를 감시받고 있다. 또한 각 회원국들은 매년 4월 1일까지 EU위원회에 당해 MAGP의 실현에 대한 진도보고서를 제출하는 식으로 운영되어 왔다. 현재까지 4개의 MAGP가 시행되었다. 제1세대 MAGP(1983-1986년)는 회원국들에 강제적인 것은 아닌 관계로 별다른 성과가 없었으나, 공동체 어선들간의 어획능력 증가 경쟁에 대한 제어의 표현으로 의미가 있었다. 제2세대 MAGP(1987-1991년)에서는 처음으로 진출입 제어를 위한 매우 제한된 법규정이 만들어졌으며, 제3세대 MAGP(1992-1996년)에서는 공동체 어선 감소의 실제목표를 수여하는 첫 번째 계획이었다. 그리고 이 계획은 약 15%정도의 매 우 실질적인 어획능력 감소를 이루었다. 가장 최근에 끝난 4세대 MAGP(1997-2002)는 공동어업정책의 개혁 시간을 주기 위하여 1년 연장되었으며, 이 시스템은 만약 어선의 어획구성상 감소되는 어족자원의 비율이 낮으면 그 자원을 보호하고자 하는 것이었으나, 그 성과는 매우 낮았다. 이 4세대 계획의 또 다른 중요한 혁신은 회원국이 그들의 어선의 활동규제와 크기를 결합시키거나, 또는 전적으로 표본어선의 수익성 분석을 통해 어획능력을 제거하고자 하는 것이다. 그러나 이 역시 관리와 통제의 곤란으로 별 다른 성과를 거두지 못한 것으로 평가받고 있다. 그러나 많은 어려움과 제도상 불완전함에도 불구하고 MAGP는 일정한 효과를 거둔 것으로 보고되고 있다. 즉 어획능력은 지난 20년동안 전체적으로 25% 가량 감소하였으며, 특히 오래되고 비효율적인 어선에 대한 감척으로 어획능력 감소에 기여한 것으로 평가되고 있다. 이들 프로그램은 특히 보조금을 통해 어선의 제3국 영구이전과 낡고 비효율적인 어선의 신조를 가속화시킨 것으로 보고되고 있다.

시스템 생태학적 접근법에 의한 넙치생산의 지속성 평가 I. 넙치생산에 대한 EMERGY 분석 (Evaluation of Sustainability for Olive Flounder Production by the Systems Ecology I. EMERGY Analysis of Olive Flounder Production)

  • 넙치생산의 지속성을 평가하기 위하여 시스템 생태학적 접근법에 따라 넙치생산활동에 기여하는 자연환경의 실질적인 가치와 인간경제 시스템에 대한 기여도를 EMERGY 분석법으로 평가한 결과는 다음과 같다. 자연환경 에너지원의 EMERGY 점유율 ( $\%$ Renew)은 자연산 넙치생산의 경우 $94.13\%$로 자연환경의 의존도가 높은 구조적인 특성을 잘 반영하고 있으며, 넙치 양식산업의 경우 $2.20\%$를 차지하고 있어 자연산 넙치생산과는 대조적으로 경제활동에 의존도가 높은 산업적 특성을 나타내고 있다. 생산의 효율성과 자원의 가치를 나타내는 EMERGY 생산비 (EYR)는 양식산업의 경우 1.02로 자연산 17.05에 비해서 낮은 생산비 값을 보이고 있어 전체 경제에 대한 기여도가 낮은 것으로 평가되었다. 자연환경에 대한 인간경제활동의 참여율을 나타내는 EMERGY 투자비 (EIR)는 양식산업 44.41, 자연적인 넙치생산 0.06으로 평가되었고, 영속성 자원에 대한 비영속성 자원의 비인 환경부하비 (ELR)는 넙치 양식산업이 상대적으로 자연환경에 대한 경제적인 개발과 투자가 적은 자연산 넙치생산에 비해 화석연료를 비롯한 비영속성 EMERGY가 많이 투입되어 환경부하율이 높고, 자연환경에 대한 압박이 큰 것으로 평가되었다. EMERGY의 생산성과 환경압박의 비로 계산되는 지속성 지수(Sl)는 넙치 양식산업이 자연산 넙치생산보다 환경친화적이지 못하고 생산의 지속성도 훨씬 적은 깃으로 평가되었다. 자연환경의 가치와 인간경제활동을 동일가치에서 평가하는 시스템 생태학적 접근법에 의하여 넙치의 양식산업을 평가한 결과 자연산 넙치생산에 비해, 인간의 경제적 활동에 의한 의존도가 높은 특성을 나타내며, 자연환경에 대한 경제적인 개발과 투자가 큰 것으로 평가되었다. 또한 생산의 효율성이 적은 산업의 형태를 보이고 생산의 지속성도 낮은 시스템으로 평가되었다. 따라서 넙치생산의 발전방향은 화석연료에 의존하는 양식산업보다는 수용능력 범위내에서 자연환경자원을 지속가능 하게 이용할 수 있는 해면어업이나, 보다 자연환경자원에 의존하는 양식기법 또는 생태공학적 방식으로 전환해야 만이 지속적인 발전이 가능할 것이다.

Integrating market chain assessments with zoonoses risk analysis in two cross-border pig value chains in Lao PDR

  • Objective: Lao PDR's recent accession to the World Trade Organization necessitates a greater understanding of the patterns and risk of livestock production in order to better align national policy with the Agreement on the Application of Sanitary and Phytosanitary Measures. This eco-health study was conducted to improve understanding of the interrelations between market chains and zoonotic infection risks at two strategic cross border points between Lao PDR, Thailand and Viet Nam. Methods: Information gained from smallholder farmer/trader interviews was integrated with serological surveys for pig-associated zoonoses-including hepatitis E virus (HEV), Taenia solium (T. solium) and trichinella-to identify potential linkages between disease risk and pig production and slaughter in low input systems common across the country. Results: Trichinella and HEV exposure was high in both humans and pigs in both study areas, significantly associated with pig slaughter and the subsequent consumption and handling of raw pork products. T. solium demonstrated a strong geographical and ethnic association with the northern study area bordering Vietnam. With the right knowledge and accessible, affordable inputs, the majority of smallholder farmers indicated a willingness to invest more in pig production, which could simultaneously improve livelihoods and decrease exposure to HEV, Trichinella, and T. solium through increased access to formal markets and an improved slaughter processes. Conclusion: The linkages identified when assessing disease risk in the context of potential economic and cultural drivers of transmission highlight the importance of a systems-based approach for the detection and control of zoonotic disease, and contributes to an improved understanding of the Lao PDR livestock sector.
