Despite the importance of partnership for commercialization of innovations in startups, it is not easy for startups to persuade an established firm to collaborate on a completely novel idea. If information transfer about the innovations is too costly, startups may avoid pursuing radically new projects. Our paper examines the impact of policy signals on the novelty of the innovations pursued by startups. In the context of the Orphan Drug Act(ODA), we find that startups develop more radical therapies when policy signals help them to convince potential partners of the value of prospective therapies. While the likelihood of partnership increases, the timing of partnership is delayed in ODA-affected fields.

Green technologies are essential tools to ensure sustainable development of the economy. In this regard, the article deals with analysis of the development tendency of green economy in Kazakhstan emphasizing commercialization of green technologies. In the first part of the study, authors investigated more than 50 official sources of information, including laws, concepts, programs, events and reviews of major international organizations. The study's methodological basis included Kazakhstan's legislative and regulatory Acts, state programs and Concept for transition to Green economy, and data about innovations in the field of green technologies. Six experts were interviewed in order to determine factors which interfere to commercialization of green technologies. Urgent problems and trends of development, challenges and obstacles to gain green economy have also been identified in the result of expert interviewing. The research shows that despite Kazakhstan's intentions to update and develop much of its infrastructure over the coming 20 years, inefficient use of resources is currently observed in every sector. It is necessary to encourage scientists and entrepreneurs to invent and commercialize new green technologies. That would be basis for successful implementation of transition from "brown" to green economy.

The article examines the economic essence and approaches to determining the efficiency of the enterprise. The author in the study considers the effectiveness and from the standpoint of qualitative analysis of the effectiveness of change and implementation of enterprise development goals. It is established that the tool for ensuring qualitative impacts on the efficiency of the enterprise is the innovative development of the economic space of the enterprise. The article considers the dominant innovations that have influenced the means and methods of production. An organizational and economic mechanism has been recommended to coordinate the costs of innovation activities in order to ensure the efficiency of enterprises. The object of management in the organizational and economic mechanism is the innovation process in the enterprise: from the design of strategic goals of innovation, search and commercialization of innovations, to building and implementing innovation potential. The efficiency of the enterprise under the condition of realization of innovative potential will be characterized by steady competitive advantages and strategically-oriented behavior in the market.

본 고에서는 연구기관에서 개발된 기술의 기술이전 가격결정을 위해 초기단계 기술의 가치평가를 포함하여 연구개발이 진행됨에 따른 단계별 가치평가 방법을 적용하기 위한 개념적 틀을 구상해보고자 한다. 전통적인 기술가치평가는 암묵적으로 기술이 제품에 적용되는 경쟁기술인 상태를 가정하는 경우가 많다. 그러나 초기단계 기술 또는 경쟁환경에 노출되기 이전 단계의 기술에 대한 가치는 단일의 평가방법만으로 평가하는 데 한계가 존재한다. 따라서 이와 같은 초기단계 기술에 대한 가치평가를 수행하기 위한 방법론 적용의 프레임워크를 제시하고자 하였다.

In an attempt to develop comprehensive evidence-based methods for evaluation of the R&D performance of cross-disciplinary projects, a joint bibliometric analysis of patents and publications was performed for two industry-university-government collaborative projects aimed at commercialization: Hokkaido University Research & Business Park Project (2003-2007; 63 inventors; 176 patents; 853 papers), and Matching Program for Innovations in Future Drug Discovery and Medical Care - phase I (2006-2010; 46 inventors; 235 patents; 733 papers). Besides the simple output indicators (for five years period), and citations (from the publication date to the end of 2012), science maps based on the network analysis of words and co-authorship relations were generated to identify the prominent research themes and teams. Our joint analysis of publications and patents yields objective and mutually complementing information, which provides better insights on research and commercialization performance of the large-scale projects. Hence, such analysis has potential for use in the industry-university project's performance evaluation.

The purpose of this study is to objectively grasp the effect of the engineering education innovation support project among the national engineering-related financial support projects by dividing the groups according to the participation of support projects from 2018 to 2020 and dividing the university performance. As a result of the research the engineering education innovation support project has been consistently producing excellent results of field-based engineering education such as field-oriented industrial-educational collaboration capstone design, technology commercialization, and development and operation of corporate-linked education. It was found that the results showed that the dropout rate of college were lowered. In the future, it needs to be prepared as a place for new and free trials, innovations, and opportunities so that the engineering education innovation support projects can become the mother of other business groups.

The concepts of flexible displays and plastic electronics have become some of the most talked about new product opportunities for direct view flat panel displays in recent years. The potential advantages are frequently cited, but the achievement of commercially viable products will require many significant technological innovations in new materials and manufacturing technology. This paper will provide a very broad overview of the rationale for developing flexible displays, the market drivers, the applicable display technologies, the major hurdles that must be overcome and the required evolution of new manufacturing technologies that are essential for successful commercialization. This is intended to provide the outline and context for the series of presentations on specific aspects in each of these topics that will be delivered and discussed at the Plastic Electronics Special Session of the 2005 IMID conference.

Technology innovations have been accelerating changes across industries and intensifying competition. Enterprises are therefore required to continuously secure their internal and external competitiveness. Based on the principle that core competencies of a firm are essential to its competitiveness, many research studies have been conducted to figure out the effect of core competencies to business performance. However, individual research works considered a part of core competencies or limited to a specific industry, which means that their findings may differ when additional core competencies are included in their analysis. After re-establishing the definition of each core competency from literature review, this study comprehensively investigated the effect relationship among core competencies and business performance. Structural equation modeling and multiple regression analysis with 421 survey respondents from various industries were conducted for our empirical study.

Research collaboration is regarded as core source to lead various innovations in all countries. This paper compares and analyzes the performance of Industry-University-Government Research Institutes (GRI) collaboration based on the four types of research collaborations; GRI-GRI, Industry-GRI, University-GRI and Industry-University-GRI. So this paper will show which collaboration type has the best work on each R&D step. We use four R&D steps; research, development, commercialization and overall. We also evaluate the performance of research collaboration of GRIs based on the collaboration types. In order to evaluate the performance of research collaboration, Data Envelopment Analysis (DEA) is employed for measuring the efficiency of GRIs in this paper. DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs. The empirical results represent that the performance of collaboration with industry is generally superior to other collaboration types. These findings from this paper are expected to provide basic information for national collaboration strategy making.

The study aims to build a model for evaluating the effectiveness of activities and the effectiveness of financial investments in high-tech industries in Kazakhstan. The development of high-tech industries plays an important role in the economic growth of a country. In this regard, it is relevant to study the effectiveness of financing the most important industry in Kazakhstan. The development of the high-tech sector ensures the efficient functioning of the national innovation system. High-tech enterprises are one of the competitive sectors that allow us to develop and implement leading-edge innovations with the goal of their subsequent commercialization domestically and abroad. The author defines the multicriteria of efficiency in a knowledge-based economy associated with achieving an economic effect with multivariate correlation of results with costs. A multivariate dynamic model, an integral indicator of performance, an integral indicator of cost-effectiveness is proposed. The assessment of the effectiveness of financial costs and performance indicators in all regions of Kazakhstan have the positive dynamics of indicators, as well as a high economic effect. The results of the study can be applied in regional management to adequately assess the effectiveness of high-tech organizations and the effectiveness of financial investments, contribution to ensuring the economic security of the region.
