Whole Frame Error Concealment with an Adaptive PU-based Motion Vector Extrapolation for HEVC

  • Most video services are transmitted in wireless networks. In a network environment, a packet of video is likely to be lost during transmission. For this reason, numerous error concealment (EC) algorithms have been proposed to combat channel errors. On the other hand, most existing algorithms cannot conceal the whole missing frame effectively. To resolve this problem, this paper proposes a new Adaptive Prediction Unit-based Motion Vector Extrapolation (APMVE) algorithm to restore the entire missing frame encoded by High Efficiency Video Coding (HEVC). In each missing HEVC frame, it uses the prediction unit (PU) information of the previous frame to adaptively decide the size of a basic unit for error concealment and to provide a more accurate estimation for the motion vector in that basic unit than can be achieved by any other conventional method. The simulation results showed that it is highly effective and significantly outperforms other existing frame recovery methods in terms of both objective and subjective quality.

A Study on the Development methods of Operating Systems Concurrent Spare Parts (CSP 운영체계 개선방안에 관한 연구)

  • The existing CSP systems is inefficient and brings about waste of budget in some operating aspects which show accumulation of unnecessary items, omitted or running short items and limitation of timely use of them. The purpose of this study is to analyze the actual situation of existing CSP(calculation and estimation of CSP requirements), and to suggest a few methods (post control system by activating buy-back system, and middle and long term operating system itself in relation to budget) to improve the CSP operating systems in order to maximize the effectiveness of combat strength and to contribute to the economic efficiency of defense management. The results show that improved method is efficient and effective by comparing with some actual data.

SHAPE OPTIMIZATION OF UCAV FOR AERODYNAMIC PERFORMANCE IMPROVEMENT AND RADAR CROSS SECTION REDUCTION (공력 향상과 RCS 감소를 고려한 무인 전투기의 형상 최적설계)

  • Nowadays, Unmanned Combat Air Vehicle(UCAV) has become an important aircraft system for the national defense. For its efficiency and survivability, shape optimization of UCAV is an essential part of its design process. In this paper, shape optimization of UCAV was processed for aerodynamic performance improvement and Radar Cross Section(RCS) reduction using Multi Objective Genetic Algorithm(MOGA). Lift and induced drag, friction drag, RCS were calculated using panel method, boundary layer theory, Physical Optics(PO) approximation respectively. In particular, calculation applied Radar Absorbing Material(RAM) was performed for the additional RCS reduction. Results are indicated that shape optimization is performed well for improving aerodynamic performance, reducing RCS. Further study will be performed with higher fidelity tools and consider other design segments including structure.

  • The vetronics is necessarily required for enhancement of the operational capability and optimization of the system architecture. In this paper, we presents the realtime control methods for the vetronics of the fighting vehicles. We proposed the data distribution based on standard bus and computer resource for realtime and integrated control of the system. Embedded computers are designed considering extensibility and reliability of the system. The integrated display improves the operator's capability. We applied the network centric battle management and digital power control with intelligent switching elements to increase cooperated combat efficiency and reliability. To show the feasibility of the presented design schemes, the vetronics has been implemented and applied to a real fighting vehicle.

  • 워게임 모형을 이용하여 다양한 전장환경과 부대편제하에서 전투모의를 실시함으로써 개별 무기체계가 전투효율에 미치는 정도를 판단할 수 있다. 워게임은 부대간의 상호작용과 무기체계 효과, 전투력수준간의 비선형적인 요소들을 반영할 수 있다. 또한 모의 분석결과는 무기체계의 비용대 효과분석 및 소요 산출과 운영개념 정립 등에 활용될 수 있다. 특히, JANUS 모형은 개별 무기체계에 대한 상세한 특성자료를 반영하고 수십 미터 단위의 해상도를 갖는 수치지형자료를 사용할 뿐만 아니라, 세밀한 전투모의 논리로 구성되어 있기 때문에 지상 무기체계의 효과 분석에 매우 적합하다. 본 고에서는 JANUS 모형의 일반적인 특징과 모형 운용을 위해 필요한 입출력 자료를 소개하고 전투효율 분석 방법에 대해 설명하고자 한다.

A ballistic lead-computation method to improve firing accuracy of army combat vehicles (전투차량의 사격통제 성능향상을 위한 탄도해 리드 계산 기법)

  • This paper presents a ballistic lead-computation method which utilizes automatic video tracking, tracking assistance and roll uncoupling. The method is able to improve the firing accuracy of army fighting vehicles such as main battle tanks. In the experiment, the efficiency of the proposed method is evaluated by an error analysis in real operating environment. The proposed method has been applied to the fire control system of a military vehicle and proved through the development test of the vehicle.

  • Purpose: This article provides the efficiency test results of conducting depot maintenance. Method: ANOVA (analysis of variance) and ANCOVA (analysis of covariance) tests are conducted using data obtained from Defense Logistics Integrated Information System (DELIIS). Results: The result shows that although the effect of the depot maintenance is significant, some parts do not follow the overall effect of the depot maintenance. In order to solve the problem we provide some suggestions to be improved. Conclusion: For improving the combat readiness condition of K-1 main battle tank, the maintenance policies and regulation must be revised for the parts of the weakness. In addition, the collection way of the operation and maintenance data must be redesigned.

  • Developments toward a 'the end of the Cold War' are the main factor determining the situation in the Korean Peninsula. While all the combat resources of North Korea are systematically controlled and kept available for instant mobilization even in peacetime. South Korea is inferior to North Korea in terms of mobilization system and efficiency, exercise intensity and equipments. In sum, the South faces far greater restraints in wartime conversion capability than does the North. Mobilization refers to a nation's compulsory control, management and operation of its human and material resources for the purpose of national security. The total capability for safeguarding national security must be pursued by the continuous examination and complementation of our mobilization system and capability. This paper proposes an efficient management of national mobilization system that can be instantly operated on the whole in time of national emergency. Therefore, the actual operation of National Security Council is suggested to prepare operations against the emergencies and establish the foundation for national security.

Forecasting COVID-19 confirmed cases in South Korea using Spatio-Temporal Graph Neural Networks

  • Since the outbreak of the coronavirus disease 2019 (COVID-19) pandemic, a lot of efforts have been made in the field of data science to help combat against this disease. Among them, forecasting the number of cases of infection is a crucial problem to predict the development of the pandemic. Many deep learning-based models can be applied to solve this type of time series problem. In this research, we would like to take a step forward to incorporate spatial data (geography) with time series data to forecast the cases of region-level infection simultaneously. Specifically, we model a single spatio-temporal graph, in which nodes represent the geographic regions, spatial edges represent the distance between each pair of regions, and temporal edges indicate the node features through time. We evaluate this approach in COVID-19 in a Korean dataset, and we show a decrease of approximately 10% in both RMSE and MAE, and a significant boost to the training speed compared to the baseline models. Moreover, the training efficiency allows this approach to be extended for a large-scale spatio-temporal dataset.

Application of Genetic Algorithms to Optimize the Storage Location of Products in Military Logistics (군(軍) 물류창고 내(內) 물품 저장위치 최적화를 위한 유전알고리즘 적용 방안)

  • Supply in military operations has a significant impact on overall combat capability and efficiency. Therefore, modernization of military logistics is underway to ensure rapid and accurate distribution. And, effective warehouse management is paramount. This paper proposes a new product allocation model that uses a genetic algorithm. The model considers order frequency and mass of products because the military equipment is usually heavier than available products. A computer simulation shows that products are assigned to optimal locations and reduce the consumed energy for forklifts by more than 25 % with similar travel time. Also, we show the superiority of genetic algorithm by comparing them with other algorithms.
