일제강점기 건설청부업단체의 담합에 관한 연구 (A Study on Construction Contract Bid-rigging during the Japanese Colonial Rule)

  • This study deals with construction contract bid-rigging by Japanese contractors who monopolized the construction market of the Korean Peninsula during the Japanese colonial rule, and investigates the abuses of the contract bid-rigging. First of all, construction contract bid-rigging in Korea was triggered by Japanese construction contractors and contract brokers, who had savored the benefits of bidrigging in Japan and had repeated the bid-rigging in Korea since 1903. Second, the agency played a significant role to mediate construction contractors, and existed throughout the Japanese colonial rule on the Korean Peninsula with changing their names. Most of them were engaged in major contract bid-rigging scandals. Among them was Construction Association of Korea, which existed for over 13 years. The agencies had took part in governmental services since the mid-1930s when Japan exploited Korean people during wartime, and focused on sweating human resources for the constructions. Third, one of the biggest construction bid-rigging scandals during the Japanese colonial rule was "the 1st and 2nd scandal on Daegu construction contract bid-rigging." Indeed, the second scandal paved the way for the serial scandals: "Kyeongseong construction contract bid-rigging scandal", "Busan construction contract bid-rigging scandal", and other cases throughout the nation. Fourth, along with the contract bid-rigging cases related to the Japanese Government-General of Korea and local authorities, bid-riggings firmly took rooted in local governments' farmland reclamation projects in the 1920s and the poor relief services in the 1930s. The "bid-rigging charges" forced contractors to compensate their losses with exploiting material costs and labor costs, generating serious problems. The construction contract bid-rigging enabled Japan to monopolize the construction industry and to sweat farmers on the Korean Peninsula. Against this backdrop, contract bid-rigging by Japanese construction contractors during the its colonization made Korean contractors ruled out, and helped Japanese monopolize the industry. A large amount of bid-rigging charges drove Japanese contractors to do fraudulent work with cheap materials and to exploit Korean labor force.

조선총독부의 기록수집 활동과 식민통치 (Archives acquisition activities and rule of the colonial chosun government general)

  • 현재까지 국가기록원을 비롯하여 각급 공공기관에 보존되어 있는 식민지 시기의 영구기록들은 조선총독부 기록관리활동의 결과라고 할 수 있다. 그것은 공공기관의 영구기록들이 조선총독부 본부 및 소속기관에서 생산하였거나 수집한 것으로 해방 이후 미군정에 의해 인계되었기 때문이다. 그러나 공공기관에 남아 있는 식민지 시기 영구기록은 기록의 완전성을 유지하지 못한채 극히 일부만이 파편적으로 남아 있는 실정이다. 따라서 현재의 기록만으로는 당시의 업무 과정을 복원하기가 사실상 거의 불가능한 상황이다. 그것은 조선총독부의 평가선별 기준에 의해서 제도적으로 폐기된 측면도 있으나 해방과 동시에 조직적으로 문서과 기록을 파기한 결과이기도 하다. 한편, 조선총독부의 수집정책에 의해서 보존되고 있던 기록은 조직적 폐기를 모면하였으나, 수집정책에 따라서 역사기록의 범위와 대상이 달라졌다. 조선총독부의 각급 조사기관에서 관리한 역사기록들은 식민통치의 정보로 활용하거나 조선사 편찬을 위해 수집된 것이다. 그러나 조선총독부가 수집한 기록들은 한국사회를 기록화한다는 관점이 아니라 식민통치의 목적이 우선되었기 때문에 파편성을 면할 수 없었다. 조선총독부의 기록관리제도는 일본본국정부의 제도를 도입한 것이었으나 조선의 역사기록 수집과 그 활용 과정에서 식민지적 특성이 잘 나타났다.

졸업 후 의학교육제도의 역사성 고찰 (Taking into Account the History of Korean Graduate Medical Education)

  • During the Japanese colonial period in the Korean Peninsula, Chosun (ethnic Korean) physicians were trained in vocational clinical schools, but Japanese physicians in medical school. Therefore, the Japanese government treated the Japanese physicians as medical doctors but Chosun physicians as dealers or traders in clinical services. This colonial discriminatory policy became a habitual concept to Korean physicians. Because of these traditional concepts regarding physicians, after the colonial period, the newly established Korean government also had the same concept of physicians. Therefore, in 1952, the Korean graduate medical education system was launched under a government clearance system with the claim of supporting medical specialties as clinical dealers or clinical businesspeople. During the last 60 years, this inappropriate customary concept and the unsuitable system have evolved into medical residency training education, and then into graduate medical education. Today graduate medical education has become inextricably linked to postdoctoral work in Korean hospitals.

도진우(都鎭羽)의 『동서의학요의(東西醫學要義)』에 대한 연구 (A Study of Do Jinwoo's Dongseo uihak youi (東西醫學要義))

  • This paper analyzes the historical context, the author, and the organization of contents of Dongseo uihak youi (Essentials of Eastern and Western Medicines), which was written by Do Jinwoo. In the colonial situation of the early twentieth century, the tradition of Korean medicine faced crises and challenges in many ways. Members of the Korean medicine community were simultaneously faced with continuing the tradition of Korean medicine and becoming healthcare providers with a specific role within the healthcare system of the time. Dongseo uihak youi is the result of the collective and official efforts of the Association of Korean Medicine of the time to maintain its tradition where only Western medicine was officially allowed to be taught and tested after the promulgation of the Rules of the Medical Student (ŭisaeng). Dongseo uihak youi was the first Korean medicine book to precisely describe and compare the names of diseases in Eastern and Western medicines. Dongseo uihak youi contained not only medical theories and prescriptions but also laws and forms, in that the purpose of the book was not simply to cultivate clinical skills but also to demarcate the boundary of medical knowledge and activities required of a practitioner of Korean medicine in the modern colonial health care system of the time.

일제강점기 매약 처방집, 『동화약방처방철(同和藥方處方綴)』에 대한 연구 (A Study on the Dong-hwa Yakbang Cheobangcheol (同和藥房處方綴), a Formulary of Proprietary Medicines from the Japanese Colonial Period)

  • Objectives : The Dong-hwa Yakbang Cheobangcheol, a formulary on proprietary medicines created by Dong-hwa Pharmacy in the early 20th century was analyzed with a focus on characteristics of the formulas that were made and sold at the time. Methods : First, external features such as bibliography, table of contents, and descriptive style were examined. In content, licensure of listed formulas, ingredients, dosage form, manufacturing process, effects, properties were medically and pharmacologically analyzed. In this process, the Japanese Pharmacopeial Convention, legislation related to medicinal pharmacology during Japanese Colonial Period, and the Donguibogam were referenced. Results : In terms of form, the Dong-hwa Yakbang Cheobangcheol faithfully follows medicinal related legislation established in the Japanese Colonial Period. However, in terms of content, we could see that most of the formulas were based on the Korean Medical tradition, while Western pharmaceutical technology and chemicals were selectively integrated when necessary. Conclusions : The Dong-hwa Yakbang Cheobangcheol comprehensively displays the situation and goal of Dong-hwa Pharmacy, one of the most representative pharmaceutical companies in proprietary medicine of the early 20th century, in which it was under pressure to adapt to power for survival, while it strived to help improve the health of the people of the time by adopting strengths of both Eastern and Western medicinals.

관야정(關野貞)과 건축문화재 보존 - 한국건축문화재 보존과의 연관관계를 중심으로 - (Sekino Tadashi and Architectural Conservation in Korea - focused on the relationship of his methodology of studying architectural history and architectural conservation in Korea -)

  • Most of researches in Korea by far on Sekino Tadashi were mainly focused on his historical view only. The main observations of this study, instead, are that; (1) his methodology of studying architectural history was closely related to his previous experiences with the conservation of the architectural heritages in Japan, and (2) his earlier activities in Korea made a significant Influence on the conservation of the architectural heritages in Korea. Sekino started his carrier after the graduation from the university by participating in the restoration sites of the architectural heritages in Japan, and his experiences at that time had founded the basis of his methodology of studying architectural history. Later, his on-site experiences were also adapted into the conservation of the architectural heritages in Korea when Korea was about to be colonized by Japan. In other words, Sekino's study on the Korean traditional architectures started from 1902 had a meaning of not only the starting point of the study on the Korean architectural history but also the starting point of the conservation of the Korean architectural heritages. Especially, Sekino's study during 1909 1912 prioritized the conservation of the architectural heritages as the main purpose of the study, and the influences of the study spanned over the entire colonial period by Japan. The influences were that; (1) Sekino's studies in 1909 1912 had outlined the colonial government's policy of the conservation of the architectural heritages, and (2) many restorations were made based on those studies.

한국, 동아시아 문화권에서의 '건강' 개념 수용 (Acceptation of the concept of "Health" in East Asian cultural area in Korea)

  • The concept of health has existed through the history of mankind; the recognition and adaptation of such concept has transformed over time with the development of culture throughout the age of humans. These concept wasn't absent in the content East Asian Medicines, which is represented by Huangdi's Internal Classic. However, due to imperialism and colonial polocies in the past, biomedical concepts of health has been accepted with force. The concept of "health" in pathological medicines of biomedicine refers to the of anatomical and biological completeness of the body system. In East Asia, Korean especially, a number of concepts regarding these subjects has been informed by Japanese physicians, such as Hukujawa Yukichi. Understanding the idea of body in the angle of philosophy, history, and medicine in the cultural area of East Asia is necessary.

The Verandah: Hong Kong's Contribution to a Southeast Asian and China-coast Urban Design

  • The verandah was a common feature of Chinese multi-storeyed houses in Southeast Asia and China. This paper argues that while an earlier version of a narrow walkway might have had its origin in Singapore, the building of an extension on the upper floors encroaching the airspace over the road skirting the building was an arrangement allowed by the colonial Hong Kong government in compensation to landlords for space devoted to ventilation. As the introduction of reinforced concrete allowed buildings to become taller, the more attractive it was to developers to incorporate the verandah design.
