This study identified cooperative governance status and performance and proposed policy implications for the local tourism association, which participated by a variety of stakeholders. This study is a case study and in-depth interview survey was conducted on the staff, members of the local tourism association and local government officers. As a result of the analysis, the community's desire to foster tourism and the county head's leadership influenced the establishment process. It was analyzed that the interests of participants in the local tourism association and the benefits they expected were varied. Members have been unable to participate in the operation of the association and the mutual exchanges of the members have not been active. The leadership and professionalism of the Secretariat has contributed to stabilizing the organization, and it has been shown that it needs to secure self-sustaining power through its own profit projects in the future. The Goryeong Tourism Association serves as a private local tourism promotion organization, carrying out the successful hosting of the festival and attracting tourists. In the future, however, it is necessary to strengthen cooperative networks, autonomous participation of stakeholders and cooperative coordination of interests in relation to the operation of tourism councils as collaborative governance.

The government announced a strategy for the world's leading science and technology from 2008 to 2012. South Korea government has committed 1.3 percent for joint research projects research among total budget. The goal of this paper is to find Strategy for international technological participating particularly EU. This paper consists of six chapters. Chapter 2 the status of international collaborative research participation of korean companies. Chapter 3 is the theoretical basic. Chapter 4 is research methods. Chapter 5 of this paper is presented EUREKA collaboration as core of this paper. Chapter 6 hat conclusions and policy proposals.

This study investigates successful overseas cases and projects of digital archiving of historical materials in order to develop continuous digital archiving strategies in this rapidly changing digital information environment. The analysis is based on the information life cycle perspective of collection, preservation, access and use of digital archives as well as the concept of digital curation. Through the analysis, the study proposes nation-wide digital archiving policies, long-term preservation and standardization strategies for continuous services, and collaborative financial support strategies between institutions and countries for successful digital archiving and continuous improvement.

This study is to recognize the function of the regional central library's role and to address its support to the community public libraries ; such is one of the focuses of the revised library law. Through the mixed layer model, the regional central library can contribute to a better cooperation between the national central library and community public library in each region. Regional libraries. under the supervision of regional library service committee, can execute many local enterprises efficiently such as library informatization projects. the associative storage, the regional librarian education and the establishment of information commons through integrating the regional information.

Purpose: To develop strategies for research and development (R&D) in nursing service based on the policy direction of government supported R&D in Korea. Methods: This was a descriptive study to develop strategies for promoting R&D in nursing by analyzing investment trends and status quo, policy directions, and implementation of the details of government supported R&D through government reports, websites of relevant agencies and literature reviews. Results: Few nursing experts participated in clinical research on overcoming major diseases and in R&D for well-being and care. Development of nursing topics that meet the direction of government supported R&D were lacking. Insufficient implementation of nursing service R&D in a timely manner equipped with a performance-based system. Few research studies in R&D projects that included research using big data or contributing to developing medical instruments. Finally, an insufficient number of nursing specialists participated on government R&D advisory committees. Conclusion: For nursing service R&D development efforts should be toward quantitative expansion and qualitative improvements by sensitively recognizing policy direction of government supported R&D. The promotional capacity of nursing service R&D must be reinforced through a multidisciplinary approach and collaborative association with other professionals and the inclusion of nurse specialists on government R&D advisory committees.

글로벌 IS 소싱이 확산됨에 따라 다국적 팀원들로 구성된 글로벌 프로젝트 팀이 급격히 늘어나고 있다. 상이한 시간대에 위치한 팀원 간의 상호작용이 필수적인 글로벌 프로젝트는 이러한 시간적, 공간적 복잡성 때문에 프로젝트의 성공적 수행에 많은 어려움을 겪고 있다. 본 연구는 성공적인 글로벌 프로젝트 수행에 필요한 프로젝트 관리 역량에 대한 탐색적인 연구 조사를 하고자 한다. 본 연구는 글로벌 프로젝트 관리 역량을 정보 기술적 역량(IT capability)과 인적 자원 역량(human resource capability)의 관점에서 고찰하였다. 연구 결과에 따르면 기술적 역량으로는 팀원 간의 조정 및 지식 공유 등을 지원하는 협업 도구(collaborative tools)가 프로젝트 성공에 중요한 역할을 하고, 인적 자원 역량과 관련해서는, 기존에 중요시 여겨지던 기술적 지식들 보다는 경영학적 관리 지식 및 의사 소통 능력 등이 중요시 여겨지는 것으로 나타났다. 인적 역량의 관점에서, 본 연구 결과는 해외소싱이 활발해 짐에 따라 프로젝트 관리자(Project Manager, PM)들이 가져야 하는 주요지식으로 기존의 기술적 지식의 비중은 급격히 줄어든 반면, 의사소통 능력, 해외개발 인력관리, 소싱전략 등과 같은 관리에 대한 지식과 비즈니스 업무지식이 점차 중요해 지고 있음을 보여주고 있다. 한국의 해외 소성은 매우 초기 단계에 있지만 본 연구는 차제에 한국의 IT 인력 특히 PM 인력들이 갖추어야 하는 지식요건과 해외소성을 관리하기 위한 기술적 역량 등에 대한 방향을 제시하고 있다는 점에서 의의가 있다.

Recently small punch creep testing (or miniature disc bend creep test) has received much attention through European collaborative research projects. This method was considered as a substitute for the conventional creep rupture testing by which the residual creep life is measured from the specimen taken out from serviced components of high temperature plants. It would be beneficial if the material creep properties such as power law creep constants as well as the creep rupture life can be measured from the small punch creep test. In this paper a method of assessing creep constants from the small punch creep testing is proposed. Finite element analyses were performed to investigate evolution of stress and strain rate at the weakest locations of the small punch creep specimen. Elastic-plastic-secondary creep analyses were carried out. The estimation equations for creep constants by the small punch creep testing are proposed based on the finite analysis results. Small punch creep tests were also performed with 9Cr steel and the accuracy of the proposed equation was verified by the experimental results.

As e-learning studying is activated, learner's requirement increased. Therefore, need correct e-learning model augmented requirement of learner and new ubiquitous surrounding. In this treatise when, proposed to supplement studying contents relationship conversion service and cooperation studying service function to LMS that analyze existing e-learning model's limitation for ubiquitous environment e-learning model that can study regardless of, ubiquitously some contents and do based on SCORM ubiquitous-network and next generation sensor technology etc. Learning form conversion service senses a learner's surrounding situations and recognize his/her body condition using smart sensor technology and provides the learner with contents in the optimal form. Using sensing projects like Orestia and SOB, users can more effective collaborative learning service.

Purpose The purpose of this study is to examine the effect of communication-structure characteristics on performance in online collaboration using the data from Github, one of representative open source software development platforms. We analyze the impact of in-degree/out-degree centralization and reciprocity of communication network on collaboration performance in each project. In addition, we investigate the moderating effect of owner types, an individual developer or an organization. Design/methodology/approach We collect the data of 838 Github projects, and conduct social network analysis for measuring in-degree/out-degree centralization and reciprocity as independent variables. With these variables, hierarchical regression analysis is employed on the relationship between the characteristics of communication structure and collaborative performance. Findings Our results show that for the project owned by an organization, the centralized structure of communication is not associated with the collaboration performance. In addition, the reciprocity is positively related to the collaboration performance. On the other hand, for the project owned by an individual developer, the centralized structure of communication is positively related to the performance, and the reciprocity does not show the positive relationship on the performance.
