A primary study on the rapid modeling of storm surge, which is one of typical coastal disasters, for immediate forecasting in conjunction with typhoon advisories is done and tested for the typhoons Bolaven, Tembin and Sanba which attacked to Korean Peninsula on August and September in this year 2012. Semi automatic rapid computations according to JTWC typhoon advisories were performed and uploaded to the web by models SLOSH in PC and ADCIRC in parallel clusters with 64 cores having 57k nodes encompassing the North-Western Pacific region. It only takes 1 and 2 hours from taking advisory to web uploading, respectively. By comparison with observed water surface elevations for the major tidal stations after Bolaven attack it shows within RMS error of 0.17~0.19 m for surge heights and only deviates 1 hour of peak surge time in ADCIRC model. Thus it is concluded that this approach provides a frame of near real-time immediate forecasting of storm surges with satisfactions.

Continuous measurement of nearshore waves around Korea over long period is very demanding to setup plans for prevention of disasters of port and coastal structures. In this respect, a new web-based system, termed as WINK, was established, which collects nearshore wave data from Korea Meteorological Agency (KMA), Korea Hydrographic and Oceanographic Agency (KHOA), and Ministry of Oceans and Fisheries (MOF) and provide them after quality control of the data. This paper describes technical aspects regarding collection and selection of the wave observation data, construction of wave hindcasting data, the methodology of quality control for the selected wave data, and overall process of building the web-based data providing system.

Numerous deaths and substantial property damage have occurred recently due to frequent disasters of the highest intensity according to the abnormal climate, which is caused by various problems, such as global warming, all over the world. Such large-scale disasters have become an international issue and have made people aware of the disasters so they can implement disaster-prevention measures. Extensive information on disaster prevention actively has been announced publicly to support the natural disaster reduction measures throughout the world. In Japan, diverse developmental studies on disaster prevention systems, which support hazard map development and flood control activity, have been conducted vigorously to estimate external forces according to design frequencies as well as expected maximum frequencies from a variety of areas, such as rivers, coasts, and ports based on broad disaster prevention data obtained from several huge disasters. However, the current reduction measures alone are not sufficiently effective due to the change of the paradigms of the current disasters. Therefore, in order to obtain the synergy effect of reduction measures, a study of the establishment of an integrated system is required to improve the various disaster prevention technologies and the current disaster prevention system. In order to develop a similar typhoon search system and establish a disaster prevention infrastructure, in this study, techniques will be developed that can be used to forecast typhoons before they strike by using artificial intelligence (AI) technology and offer primary disaster prevention information according to the direction of the typhoon. The main function of this model is to predict the most similar typhoon among the existing typhoons by utilizing the major typhoon information, such as course, central pressure, and speed, before the typhoon directly impacts South Korea. This model is equipped with a combination of AI and DNN forecasts of typhoons that change from moment to moment in order to efficiently forecast a current typhoon based on similar typhoons in the past. Thus, the result of a similar typhoon search showed that the quality of prediction was higher with the grid size of one degree rather than two degrees in latitude and longitude.
Recently, extreme tsunami waves generated by submarine earthquake have caused tremendous damages to the coastal cities and ports. Strong seiche oscillations and runups are observed in specific sea areas around the world. Although no frequent impacts to the coast of Korean peninsula, there exist some important events in the east of Korea in the past. This study focuses on two historical events and recalculate with different fault and rupture mechanism for prediction considering the recent trend of submarine earthquake. The present study of the 1983 Akita tsunamis demonstrates the multi-scale resonance along continental coasts. Together with the Nankai tsunami for inland sea, we have confirmed the inland sea resonance surrounded by islands in defining the impact along the coast. Coherence and wavelet analyses for deducing a predominant period and time frequency are useful in reasoning the inundation. The resonance modes, which are largely independent of the tsunami source, allow identification of at-risk communities and infrastructure for mitigation of tsunami hazards. Furthermore, understanding of the resonance and the predicted runups for the site of power plant and industrial complex in the east coast of Korea would allow better preparation for the future disasters.

Great concerns on geotechnical risk & hazard assessment have been increased due to human and economic damage by natural disasters with recent global climate changes. In this paper, geotechnical problems in particular, landslides which is interested in European countries and North America, were mainly discussed. For these, 18 key topics on geotechnical risk and hazards which had been discussed at the LARAM 2008 workshop in Italy were analyzed after grouping by subjects. Main topic contents consisted of applications such as field measurement, early warning systems, uncertainty analysis of parameters using radar, optical data and statistical theory and so on. And the problems related to analysis of vulnerability and deformation due to earthquakes, investigation of gas zone using seismic reflection data in a landslide area, risk quantification and hazard assessment of landslide movements and multi-dimensional analysis for stability of complex slopes were attracted. Also, there were studies on risk matters of cultural heritage, the blockglide of clayey ground, simulations of debris flows based on GIS, quantification of the failure processes of rock slopes, a meshless method for 3D crack modelling, and finally risk assessment for cryological processes due to global warming.
A costal improvement project is designed for preventing disasters on the coast, improving costal environment, and promoting costal functions, so it is different from the one for developing coasts. However, the costal improvement project also affects the surrounding environment and it may damage the costal environment in some cases. In line with this, this study was carried out to provide the guideline to the review on environmental conditions, which should be performed in the stage of establishing the plan for a costal improvement project, so that the influence affecting marine environment can be reduced and more efficient coastal project can be planned. The costal improvement project is different in the degree of affecting the costal environment according to kinds, scales, and regions. Accordingly, in this study the state of the coastal improvement project and involved problems were analyzed. The prior environmental review system was divided into a seawall-installation project, a marine construction such as the installation of submerged breakwater and jetties, and a project for creating water-friendly coast including a park without marine landfill. The main items for reviewing these specific projects were presented.

As a series of fundamental researches on the development of an automatic identification monitoring system for fishing gear. Firstly, the study on the installation method of automated identification buoy for the coastal improvement net fishing net with many loss problems on the west coast was carried out. Secondly, the study was conducted find out how to install an automatic identification buoy for coastal gill net which has the highest loss rate among the fisheries. GPS for fishing was used six times in the coastal waters around Seogwipo city in Jeju Island to determine the developmental status and underwater behavior to conduct a field survey. Next, a questionnaire was administered in parallel on the type of loss and the quantity and location of fishing gear to be developed and the water transmitter. In the field experiment, the data collection was possible from a minimum of 13 hours, ten minutes to a maximum of 20 hours and ten minutes using GPS, identifying the development status and underwater behavior of the coastal gillnet fishing gear. The result of the survey showed that the loss of coastal net fishing gear was in the following order: net (27.3%), full fishing gear (24.2%), buoys, and anchors (18.2%). The causes were active algae (50.0%), fish catches (33.3%) and natural disasters (12.5%). To solve this problem, the installation method is to attach one and two electronic buoys to top of each end of the fishing gear, and one underwater transmitter at both ends of the float line connected to the anchor. By identifying and managing abnormal conditions such as damage or loss of fishing gear due to external factors such as potent algae and cutting of fishing gear, loss of fishing gear can be reduced. If the lost fishing gear is found, it will be efficiently collected.

The changes of sea bottom configuration, which may cause the coastal disasters, have been considered as social problems. It is obvious that the beach deformation is attributable to the sediment transport associated with erosion and acceration. The prediction method and countermeasures for them, however, are not on the level of satisfaction, which indicates that efforts should be made on developing them. In this study, it is found at the groin constructed in Sangju beach on e purpose of beach protection did the aversive function. The reason for this was judged that they accelerated the speed of erosion by increasing the velocity wave-induced current rather than brought storage effect of sediment. Authors found that the storage sediment estimation model by Sonu and Beek(1971) is a useful model at the Sangju beach with the use of topographical survey data from July, 1987 to March, 2003.

The Norwegian coastal area is the most efficient region for fishery production in the world's oceans, the Norway is the world's top 10 fisheries countries through efficient fishing and fishing aquaculture technology and its scientific management of fisheries bio-resources, with Norwegian salmon having attained the world's highest level. In the late 1980s, fisheries resources were depleted due to overfishing and fish diseases, resulting in a crisis in the fishing industry that lasted until the early 1990s. Since the national fishery emergency, people involved in the fishing industry, including fishermen, research scientists, and government officers, have tried to overcome the challenges facing the industry and identify an appropriate management model for fisheries bio-resources in the Norwegian coastal area. First, research vessels were used to monitor water and sediment conditions and fishery species, with the long-term aim of predicting fishery resources in real time and collecting information on species diversity, abundance, and distribution. Second, a "Healthy Fish Project" was promoted to counter natural disasters and fish disease problems with the development of vaccines against viruses and bacteria, eventually allowing for a decrease in the use of antibiotics and the production of notably healthier fish in the 2000s. Third, a systematic management model was developed to help with preparations for decreases in the total number of fishermen and increases in the proportion of elderly fishermen in the fishery industry using the development of automatic fishing aquaculture systems and short-chain systems. We could learn from the Norwegian model of fisheries bio-resources, management and could adopt it for the preparation of fishery bio-resources management policy for South Korean coastal areas in the near future.

The development and application of accurate numerical models is essential to promptly respond to early stage of oil spill incidents occurring in nearshore area. In this study, the coupled modelling system was developed by integrating the advection-diffusion-transformation model for oil slick with the Boussinesq model, which incorporates non-linear, discrete, turbulent and rotational effects of wavy flows for accurate representation of nearshore hydrodynamics. The developed model examined its applicability through the application into real coastal region with topographical complexity and characteristics of the resulting flow originated from it. The highly-resolved, coupled model developed in this study is believed to assist in establishing the disaster prevention system that can prepare effectively for oil disasters under extreme ocean climate conditions and thus minimize industrial, economical, and environmental damages.
