An Alternative Strategy on Minor Rural Road Improvement Project (농어촌도로 정비사업의 정책적 전개방향)

  • Since legislation of Rural Minor Road Improvement Act 1990, a quarter of its total length had been paved now. However, over 80% of arterial road length(national+provincial roads) had been paved, so, road improvement policy should be focussed on the local road(county+rural minor roads) from now. Generally, in the greater part of coastal plain and island areas, arterial road intensity(total road length/total catchment area) is relatively low, but local road intensity is relatively high. So, in terms of balanced development, much more efforts for rural minor road improvement should be concentrated in coastal plain and islands areas. In Chonnam Province, the maximum differentials of minor rural road improvement ratio was over 20%(the lowest; 14.1% in Goheung, the highest; 35.6% in Goksung) in 1999, but the improvement budget have been allocated in proportion to unpaved road length of each county by the provincial government. However, the differentials should not be fairly narrowed in the near future if the present budget allocation policy be maintained. To solve this problem, target differentials of rural minor road improvement between regions should be set up for each planning year and road improvement budget be allocated according to this policy change.

Occurrence of the Toxic Benthic Dinoflagellate Gambierdiscus spp. in the Uninhabited Baekdo Islands off Southern Coast and Seopsom Island in the Vicinity of Seogwipo, Jeju Province, Korea (남해무인도서 백도와 서귀포 인근 섶섬에서 맹독성 저서와편모조류 Gambierdiscus spp.의 출현)

  • Gambierdiscus toxicus, Adachi et. Fukuyo, is a benthic ciguatoxin-producing armored dinoflagellate, often attached to macroalgae. This organism is the primary causative agent of ciguatera fish poisoning which occurs in tropical and subtropical regions. However, regardless of the fact that the population of Gambierdiscus spp. has expanded to such temperate areas from sub-trophic and trophic areas, monitoring of G. toxicus has been lacking in the Korean coastal waters of temperate areas. This study was performed at the uninhabited Baekdo Islands off the southern coast of Korea and at Seopsom Island in the vicinity of Seogwipo, Jeju Province during April and May, 2011. Cell densities of Gambierdiscus spp. on macroalgae at Baekdo and Jeju Island ranged from zero to 56.4 cells $g^{-1}$. Maximum density was recorded on the brown alga Cladophora japonica at St. 3 of Jeju Island. In particular, the cell densities of Gambierdiscus spp. were influenced by the substrate characteristics of macroalgae. In the future, the continuous monitoring of toxic benthic dinoflagellate is necessary to predict and prevent ciguatera poisoning in Korean coastal waters.

The Silver Cycle and Fluxes in the Ocean

  • The biogeochemical cycle of silver has rarely been reviewed, even though the silver ion (Ag$^{\times}$) is extremly toxic to some organisms. Its concentration is still rising sharply because of increased anthropogenic activity, specifically the discharge from the film industry (mainly, silver thiosulfate: Ag (S$_2$O$_3$)${^3-}_2$). Recently, a number of researchers have quantified the major fluxes and reservoirs of silver in the open ocean, bays, and estuaries. A review of the available information for Ag cycling in the open ocean shows that the riverine input (from human activity and weathering processes: 7${\times}$10$^6$ kg/yr and 5${\times}$10$^6$ kg/yr, respectively) is the dominant source of Ag to estuarine and coastal regions. Most of the silver (90% of riverine input silver) is removed in coastal sediments by the physical-chemical character of silver due to its high partitioning with particulate matter. On the other hand, in the open ocean the atmospheric input (wet and dry deposition: 1.48${\times}$10$^6$ kg/yr and 1.94${\times}$ 10$^5$ kg/yr, respectively) becomes more important as a source of silver than riverine input. The residence time of silver calculated from available data is 1250 yrs in the deep ocean below 500 m, but only 3 yrs in the surface ocean.

  • The sediment transport in shallow water regions has been studied in various ways and, accordingly, many formulas have been proposed. However, when these formulas are applied practically in the field, they are not sufficient to fully estimate the sediment transport rate yet. The primary reason is how to take into account the effect of irregularities of field waves : wave heights, periods and directions. Therefore, it is necessary to investigate stochastic and kinematic characteristics of waves in three dimensional random seas in order to more accurately estimate it. In particular, the asymmetrical properties of directional spectrum become significant and play an important role in various phenomena in a shallow water region. In this study, their effects of incident waves the joint distribution of wave heights, periods and directions are investigated through field measurements.

  • A Wave transformation including wave breaking in shallow water region is a non-linear and discontinuous Phenomenon. Therefore, a so-called individual wave analysis (or a wave by wave analysis) rather than spectral approach seems to be adequate to investigate the wave transformation in such regions. In this study, a theoretical joint distribution of wave height, period and wave direction of zero-down crossing waves, which is required in the individual wave analysis in the shallow water region, is derived based on the hypothesis that sea surface is a Gaussian stochastic process and that a band-width of energy spectra is sufficiently narrow. The derived i oint distribution is found to be an effective measure to investigate characteristics of three-dimensional random wave field in shallow water through field measurements.

Current Status of Intensive Observing Period and Development Direction (집중관측사업의 현황과 발전 방향)

  • Domestic IOP (intensive observing period) has mostly been represented by the KEOP (Korea Enhanced Observing Period), which started the 5-yr second phase in 2006 after the first phase (2001-2005). During the first phase, the KEOP had focused on special observations (e.g., frontal systems, typhoons, etc.) around the Haenam supersite, while extended observations have been attempted from the second phase, e.g., mountain and downstream meteorology in 2006 and heavy rainfall in the mid-central region and marine meteorology in 2007. So far the KEOP has collected some useful data for severe weather systems in Korea, which are very important in understanding the development mechanisms of disastrous weather systems moving into or developing in Korea. In the future, intensive observations should be made for all characteristic weather systems in Korea including the easterly in the central-eastern coastal areas, the orographically-developed systems around mountains, the heavy snowfall in the western coastal areas, the upstream/downstream effect around major mountain ranges, and the heavy rainfall in the mid-central region. Enhancing observations over the seas around the Korean Peninsula is utmost important to improve forecast accuracy on the weather systems moving into Korea through the seas. Observations of sand dust storm in the domestic and the source regions are also essential. Such various IOPs should serve as important components of international field campaign such as THORPEX (THe Observing system Research and Predictability EXperiment) through active international collaborations.

Characteristics of a Wind Map over the Korean Peninsula Based on Mesoscale Model WRF (중규모 모델 WRF로부터 모의된 한반도 풍력-기상자원 특성)

  • This study uses mesoscale model WRF to investigate characteristics of wind fields in South Korea, a region with a complex terrain. Hourly wind fields were simulated for one year representing mean characteristics of an 11-year period from year 1998 to year 2008. The simulations were performed on a nested grid from 27 km down to 1 km horizontal resolution. Seasonal variation of wind speed indicates that wind is strongest during the spring and winter seasons. Spatial distribution of mean wind speed shows wind energy potential at its peak in mountainous region of Gangwon-do, the east coast, and Jeju Island. Wind speed peaks at night in mountainous and eastern coastal regions, and in the afternoon inland and in the southwestern coastal region. The simulated wind map was verified with four upper-air sounding observations. Wind speed was shown to have a more pronounced overestimation tendency relative to observation in the winter rather than summer. The results of this wind mapping study help identify locations with the highest wind energy potential in South Korea.

Toxicity of the Puffer fish, Takifugu xanthopterus (Kkachibok) and Takifugu stictonotus (Kkachilbok) from Coastal Area of Korea (한국 연안산 까치복(Takifugu xanthopterus)과 까칠복(Takifugu stictonotus)의 독성)

  • The toxicity of two species of puffer fish, Takifugu xanthopterus and T. stictonotus, collected from coastal regions of Korea, was determined using a mouse bioassay. The highest toxin scores in the muscle, skin, fins, and testis in both species were below 50 mouse units (MU) per gram, and for each organ of both species the proportion of toxic specimens containing ${\geq}10MU/g$ was less than about 10%. In T. xanthopterus, the highest toxin levels in the liver, gallbladder, and ovary exceeded 1,000 MU/g (1,275-1,910), while less than 200 MU/g (12-136) was detected in the same organs of T. stictonotus. Therefore, the toxicities of muscle, skin, and testis in both species of puffer fish were within acceptable levels for human consumption.

Genetic Diversity of Common Reed in Korea Based on Morphological Characteristics and Random Amplified Polymorphic DNA Markers

  • To elucidate genetic diversity of common reed in Korea, we collected a total of 674 common reed plants from 27 regions in South Korea. Hierarchical clustering using 7 morphological traits divided the 27 common reed populations into 7 groups. Random amplified polymorphic DNA (RAPD) results identified three distinct groups of common reed. Common reed accessions in group I mostly inhabit coastal areas. Group II includes reeds mostly collected from inland areas. Group III consists of common reed accessions collected from inland and coastal areas, suggesting that this group might contain hybrids. In summary, we suggest that parapatric speciation might be an important factor in the genetic diversity of common reed and geographical speciation of common reed that might be also affected by environmental gradients.

On the Thermal Low-pressure Onset using Analytical Model around Daegu in Summer (해석학적모델을 이용한 하계 대구지방의 열적저기압 형성에 관한 연구)

  • The growth and extent of the local pressure field at any point is of primary importance as it supplies the driving force for the local wind circulation which causes a medium-range transport of air pollutants. The local pressure field is produced by the variation of temperature in the lower layers of the atmosphere, and is called the thermal wave. The thermal wave is influenced by the difference in the diurnal variations between two regions with different surface condition, for example land and sea. This difference produces the land- and sea-breeze phenomenon, and brings corresponding variations in the form of the thermal wave. Daytime temperature over the inland area (Daegu) was higher than that of the coastal area (Busan). The temperature difference reached about 5~6$^{\circ}C$ in the late afternoon(30-31 May 1999). The low pressure system of Daegu was most fully developed at the time. In this study, we investigated the possibility of thermal low onset around Daegu in summer with an analytical model. The topography effect was neglected in the model. We could predict a thermal low-pressure of about 3.4hPa at Daegu with wide flat land surface, when the inland area is about 6K warmer than the coastal area temperature. The pressure decrease is somewhat less than the observed value(4~5 hPa).
