A Statistical Approach for the Determination of Location and Range of Fishing Grounds in the Coastal Vessel Fishery (통계학적 접근에 의한 연안어업의 조업어장 위치 및 범위결정 에 관한 연구)

  • This study attempts to suggest a new approach of the the determination of location and range of fishing ground in the coastal vessel fishery using the anaiysis of variance(ANOVA) and least significant difference test(LSD test) in statistics. The important result of the empirical study is that there is no significant difference in fisfishing ground based on between fishermen's argument and spot investigation. But there is stastitically significant difference in fisfishing ground based on between fishermen's argument and the official documents of fishing records for past three years. The results suggest us that there exists a possibility of misuse of tax free oil providied for subsidizing fisheries. But because of the range limitation of data, it is impossible for us to generalize the above results.

Technical efficiency of the coastal composite fishery in Korea: a comparison of data envelopment analysis and stochastic frontier analysis

  • This study estimated the technical efficiency of coastal composite fishery in Korea by using the data envelopment analysis (DEA) and the stochastic frontier analysis (SFA) methods, and the results on the respective method were compared. In the DEA method, the constant returns to scale (CRS) and the variable returns to scale (VRS) output-oriented DEA models were separated and technical efficiencies were estimated, respectively. The average estimated value of technical efficiency by the SFA method (0.633) was found to be lower than that by the VRS-DEA method (0.738), while it was higher than that by the CRS-DEA method (0.479). It was found that strong correlation exists between the SFA method and the VRS-DEA method. The method which can utilize both methods in mutually complementing way for the estimation of technical efficiency was also considered.

  • The Norwegian coastal area is the most efficient region for fishery production in the world's oceans, the Norway is the world's top 10 fisheries countries through efficient fishing and fishing aquaculture technology and its scientific management of fisheries bio-resources, with Norwegian salmon having attained the world's highest level. In the late 1980s, fisheries resources were depleted due to overfishing and fish diseases, resulting in a crisis in the fishing industry that lasted until the early 1990s. Since the national fishery emergency, people involved in the fishing industry, including fishermen, research scientists, and government officers, have tried to overcome the challenges facing the industry and identify an appropriate management model for fisheries bio-resources in the Norwegian coastal area. First, research vessels were used to monitor water and sediment conditions and fishery species, with the long-term aim of predicting fishery resources in real time and collecting information on species diversity, abundance, and distribution. Second, a "Healthy Fish Project" was promoted to counter natural disasters and fish disease problems with the development of vaccines against viruses and bacteria, eventually allowing for a decrease in the use of antibiotics and the production of notably healthier fish in the 2000s. Third, a systematic management model was developed to help with preparations for decreases in the total number of fishermen and increases in the proportion of elderly fishermen in the fishery industry using the development of automatic fishing aquaculture systems and short-chain systems. We could learn from the Norwegian model of fisheries bio-resources, management and could adopt it for the preparation of fishery bio-resources management policy for South Korean coastal areas in the near future.

Estimation of fishing power and fishing capacity on coastal stow net fishery in the Korean waters (연안개량안강망 어업의 어획성능 및 어획능력 추정)

  • The coastal stow net (stow net hereafter) in Korea is one of the major fishing methods for yellow croaker (Larimichthys polyactis), ribbon fish (Trichiurus lepturus), and anchovy (Engraulis japonicus). In terms of energy efficiency, the stow net fishery is more competitive than towing fishing gears such as trawl gears. The fishing vessels in stow net fishery have consumed less fossil fuel and also have had less carbon dioxide emission into the atmosphere. however, the stow net fishery is necessary to be regulated due to its increased output of the fleet. Therefore, it is required for fisheries authorities to manage the fishing capacity or fishing power for the assurance of fishery's sustainability. For fisheries management authorities, it is necessary to quantify data related to fishing capacity and fishing power to deploy fishery policy in a sustainable way. In terms of data for decision-making, Data envelopment analysis (DEA) method was conducted to estimate fishing capacity. Fishing power index (FPI) was also applied to calculate relative fishing power to approach the problem in a quantitative way.

Assessment of fishing power of common octopus (Octopus minor) trap fishery (낙지통발어업의 어획성능지수 산정)

  • Fishing power, which means performance of fishing vessel or catchability of fishing gear, can explain using by fishing power index(FPI) to compare fishery efficiency among uniformity types of fishery that work during the fixed period in specific fishing ground. This research analyzed on their fishing power and catchability using comparing each sampled vessels of coastal trap fishery for common octopus. The results showed that they were no difference in amount of used trap and immersed time etc. in CPUE among sampled vessels, and had no correlation of catch production due to vessel's tonnage. Most vessel's FPI estimates but 3 vessels were higher than the averaged, and showed similar fishing power in general. And then, CPUE and FPI showed that 4 to 5 tonnage vessels would be superior to another, 4 tonnage vessels had also good catchability. Therefore, we estimated that 4 tonnage vessels had the most efficiency work for coastal trap fishery for common octopus.

The Future Tasks for Reorganization of International Fisheries Order between Korea, China and Japan in Northeast Asian Seas (동북아 수역의 신 어업질서 성립과 향후 과제)

  • This study aimed to review the reorganization of fisheries and the future tasks in accordance with the establishment of new fishery order in the Northeast Asian Seas. As the United Nations Convention on the Law of the Sea, which recognized the sovereign rights of Coastal States in a 200-nautical mile exclusive economic zone (EEZ), entered into force in 1994, the three countries of Korea, China and Japan ratified the United Nations Convention on the Law of the Sea in 1996 and started negotiations to establish a new fishery order consistent with the EEZ system. However, a conflict of interest occurred because of differences in fisheries between countries, negotiations many times have proceeded, resulting in the signing of fishery agreement between China and Japan in 1997, Korea and Japan in 1998, and Korea and China in 2000. Each fishery arrangement consists of a dual system of EEZ and provisional waters (middle waters, provisional waters). The two countries are engaged in mutual fishing based on coastal states in EEZ, and in the fishing operation under the principle of flag state in provisional waters. There are overlapping or ambiguous jurisdictions in the intermediate waters and provisional waters that are jointly available to both fisheries. The presence of these seas is a challenge to the establishment of a reasonable international fisheries management system for the entire Northeast Asian Seas. In this context, the challenges of the reorganization of the new fisheries order are as follows: 1) conversion to a fishery order for coexistence of fisheries, 2) expansion to an international fishery management system, and 3) establishment of a multilateral fishery cooperation system. Although the jurisdiction of their own waters has been expanded through the establishment of EEZ according to new fishery order, the need for mutual cooperation grows when considering the movement and migration of fishery resources, fishery management, fish consumption and trade. In addition to the fisheries cooperation between the governments, it is also necessary to revitalize the civil cooperation focused on fishermen who exploit fishing grounds together.

  • The Korean tariff rate for fishery products is a single tax rate of 10% for live fish and frozen seafood, and 20% for all others. Since FTAs have been concluded with several countries, the tariffs is not an appropriate means to protect domestic fishery producers. The differential tariff rate according to the scientific name (genus) of the fishery products, which was implemented 30 years ago to protect fishery products produced in the Korean coastal waters has lost its original purpose. It seems that future fishery trade policy should focus on IUU prevention, hygiene and safety of consumers rather than protecting fishery producers through customs tariffs. This paper suggest that a paradigm shift in the fishery producers protection policies such as direct financial support from the state, protection and development of fishery resources, and support for fostering the 6th industry rather than indirect protection through tariffs.

A Basic Study on Securing Welfare Space in Crew Accommodation for Fishers Working in Coastal and Inshore Fisheries (연근해 어선원 복지 공간 확보를 위한 기초 연구)

  • This paper intends to propose the direction for improving the welfare space in crew accommodation of fishing vessels engaged in coastal and inshore fishery business in order to solve the phenomenon which young fishers trend to avoid working on fishing vessels. Coastal and inshore fisheries are defined as permitted fisheries business under the Fisheries Act and classified into coastal fisheries and inshore fisheries based on a gross tonnage of 10 tons. Fisheries Act also stipulates the upper limit tonnage regulation and the restrictions on bottoms of fishing vessels permitted for coastal and inshore fisheries to protect fishery resources and to prevent overfishing. It is difficult to increase the welfare space in crew accommodation of fishers under such restrictions because the welfare space in crew accommodation could be secured by reducing the space for the strength of fishing. Therefore, this paper compares the revision trend of the international convention(The Work in Fishing Convention, 2007) and domestic laws on welfare space in crew accommodation of fishing vessels engaged in coastal and inshore fishery business to find out the problems and improvement points in securing the welfare space in crew accommodation of fishing vessels. As a result, it is proposed to revise the Enforcement Ordinance of the Fisheries Act so as to secure the welfare space in crew accommodation of coastal and inshore fishing vessels within the scope of maintaining the maximum allowable tonnage limit regulation by adding an exemption provisions of the restrictions on bottoms of fishing vessels in which case the gross tonnage is increased for securing the spaces for crew accommodation and sanitary facilities of fishers without increasing net tonnage where the bottoms of fishing vessels is increased by renovating or replacing the fishing vessels bigger than the bottoms of fishing vessels permitted within the scope of maintaining the maximum allowable tonnage limit regulation.

A study on the Institutional Characteristics of Artisanal Fisheries (입어관행과 관행어업의 제도적 성격에 관한 고찰)

  • This study is concerned with the identification of the concepts and characteristics of the traditional access of small scale fishery and traditional small scale fishery based on the classification of fisheries under Fisheries Law, As we called, these fisheries are the small scale of artisanal fisheries. These traditional small scale of artisanal fisheries have been developed throughout the most coastal fisheries but have never been included the institutional fishery system and policy since industrial fisheries have been exploited. By this reason there was no studies to understand and identify these fisheries as fisheries under category of institutional fishery system. Recently by the Fisheries Law, my Person who desires to operate these fisheries, shall report to the provincial governor and then these fisheries were incorporated into the category of fisheries to be reported. But this case of the administrative practices should be not consistent with the classification of fisheries under Fisheries Law. The traditional access of small scale fishery is a derivative concept of fishery categories under the institutional fakery system Because this fishery under institutional fishery system can not be establish the right of fishing by fishery right system technically but the right of fishing is supported by the fishing access system only. Therefore, It is a mistake for the provincial fishery governor to adopt such a policy that the fishing right of the traditional access of small scale fishery which is different from the fishing based right is restricted by the factors of fisheries to be reported. On the other hand the traditional small scale fishery is coincident with the traditional access of small scale fishery and the common fishery under the style of utilization of fishing gear and fishing gear and methods. But this fishery has never been included the fishery categories supported by the government subsidy policies and considerations and has been remained with indifference during the last few decades. Anyhow the fishing right of these fisheries have been assured under the institutional fishery system, any person who desires to operate this fishery should have a fishing right against the public or private uses of fishing ground such as land reclamations and other coastal zone development. A deprivation of the fishing right of this fishery by the conflicts of these public and private uses of fishing ground is not regarded as appropriate according to the social welfare policy. Also it is the administrative expediency to support the fishing right of this fishery under the fisheries lobe reported.

The Estimation of Compensation for Revoking a License for Fishery Business and Appropriate Discount Rate (어업권 취소에 대한 손실보상액 추정과 이자율)

  • We investigate the appropriateness of the fixed 12% discount rate to be used in estimating the amount of compensation for revoking a license for fishery business by the Enforcement Decree of Fisheries Act in Korea. We also suggest the appropriate discount rate fully reflecting the change of market interest rate in the Korean financial market. The capital asset pricing model, or, CAPM is the best known model of risk and return, and is widely used to estimate the expected rate of return for the risky projects. Even though the CAPM implies that the discount rate or the expected rate of return should change as the related market factors do, the discount rate used to estimate compensation for revoking a license for fishery business remains to be the same 12% rate for the last 15 years by law. During this period, however, the yield to maturity for the 5-year government bonds in Korea has dramatically changed from about 12% to less than 3%. In order to provide the fair compensation for the damages against the coastal fisheries and evaluate the intrinsic value of fishery resources in the coastal areas, we suggest that the appropriate discount rate should be determined by the yield to maturity of the government bonds with 5-year maturity, instead of the current fixed 12% interest rate.
