우리나라 연안준설 및 준설토 해양투기 현황 진단 (Diagnosis for Status of Dredging and Ocean Disposal of Coastal Sediment in Korea)

  • This study documented and diagnosed the status and problems of coastal dredging and offshore disposal of dredged sediments in South Korea to improve assessment procedures for marine environmental impacts and develop effective management systems. A total of $729({\times}10^6)m^3$ of coastal sediment was dredged in the harbors during the period of 2001-2008. Most of dredged sediment was disposed to the land dumping sites whereas ocean disposal accounted for less than 5%. Ocean disposal areas were especially concentrated to the exclusive economic zone (EEZ) in the southeast of Busan, which is not only an important fishing area for fishermen, but also considered to be spawning and nursery ground for some commercial fish species. To minimize negative impacts of dredging and ocean disposal of coastal sediment on marine ecosystem and potential strife among coastal users, we suggest 1) in development projects involving ocean disposal, it should be mandatory to propose careful reuse plans in the land, and 2) guidelines of environmental assessment and consequence management programs should be developed and implemented.

  • According to the research result of existing regarding the seabed organic sediment, contamination it flows from the land and the sea become the enemy in the coastal water. It was caused with the summer season water temperature rise and dispersing recall respect advancement. Phosphorus which is a main reason of red tide actual condition came to reveal vast quantity with the facts that it gushes. Specially, in the case of the coastal closing waters and the nursery, as the corpse and the fresh fish washing veterinarian was imbrued, it is the actual condition where is more deepened. Consequently the development of shallow layer dredging method of that suction power which is stabilized is demanded to be able to dredge only the sediment layer which has not become the pressure and is a main reason of being imbrued. The dredging methods using the pressure difference minimize the suction of the seabed sediment. This method is stable that suction power which occurs from guard difference of the guard and the guard of the dredging system inland water. That's why it is possible to sort dredging of the organic sediment ranging in upper layer sediment and it will be able to expect the minimization of dredging quantity. Increase of the expense that it followsin orthocenter with the fact will not grow. Because the pressure difference of the dredger inland water is occurred by the suction power. Maintenance administrative costs are reduced, because the one of smallest dredging system maneuvers and the barge which affixes an integrated operation system is mainly in a resting. To reduce a dredging hour, it will be able to solve in the condensed water as operating the jar guard post.

  • Modernization of a port requires a considerable port facility expansion through grading up the cargo handling efficiency, increasing water depth of channels and basins to accomodate Large ships, etc. In many ports in the world, the needs of bigger ship calls in excess of conventional capacity of channels and basins demand for capital dredging as well as maintenance dredging resulting from siltation, and those activities are incurring heavy annual expenditure of the ports. 해역별 준설토의 침강압밀 및 매립지 표층강도 특성 (The Characteristics of Sedimentation-Consolidation and Surface Strength for Dredging and Landfill Areas in Each Coast)

  • 본 연구는 국내 해역별 준설토의 침강압밀 특성 및 투기장 내 매립된 준설매립토의 표층강도 특성을 조사하였다. 준설토의 자중압밀특성 분석을 위하여 Column test를 수행하고 그 결과를 기존의 문헌자료 및 해역별 준설토 투기장 설계 자료와 비교 분석하였다. 또한 휴대용 콘 관입시험기를 이용하여 서해 및 남해 연안 주요 매립지에서 현장시험을 수행하고 준설토의 매립 후 표층강도를 분석하였다. 분석결과 침강압밀계수는 남해안 지역의 준설토가 서해안 준설토 보다 초기 함수비에 대해 좀 더 예민하게 변화하는 것으로 나타났으며, 준설매립지의 표층강도는 서해안이 남해안보다 큰 강도 값을 나타내었다. 이러한 연구결과는 준설매립분야의 해석 및 설계를 위한 중요한 자료로 활용 가능할 것으로 사료된다.

  • We studied improvement in marine environmental impact assessment and related management systems of coastal sediments that are dredged inshore but disposed offshore. After reviewing and diagnosing the existing assessment procedures and problems, we recommend to design the core assessment items and improve the reliability of assessment byenhancing the quality assurance/quality control (QA/QC) and verification processes. We proposed eco-friendly disposal plan for dredging sediment such as reuse system in land development was explored. A marine environmental database system was established to support the assessment processes. Guidelines for marine research and modelling were proposed for improving assessment of dredging and disposal of coastal sediment. Also, applying of screening and scoping for marine environmental assessment was reviewed.

준설공사시 부유사 확산 예측시스템의 개발 (A Prediction System of SS Induced by Dredging)

  • GUI를 이용하여 연안해역에서 항만개발, 방조제 건설, 준설 등의 해상 공사 시 발생하는 부유사(SS)의 이동 및 확산과정을 편리하게 예측할 수 있는 모의시스템(KUSSMOS)을 개발하였다. 모의시스템은 2차원 유한요소모형을 사용하여 해수유동을 모의하고, 입자추적모형을 사용하여 부유사 이송-확산을 모의한다. 군산해역 준설공사에 대해 수립된 시스템을 적용한 결과, 유속과 부유사 농도가 비교적 관측치와 일치하는 양호한 계산결과를 보였다.

  • The behavior of Suspended Sediment Concentrations (SSC) around a silt screen in a microtidal coastal area was hydrodynamically measured. The current speed at the mid-layer about 30m downstream of the screen reduces to about half that at the same distance upstream. It was caused by the contraction of the vertical section due to the screen. Even during a relatively weak storm period the SSC increases to that of the value caused by dredging. Section-averaged SSC at the downstream of the screen is higher by about 60% than that at the upstream, suggesting that the silt screen plays an adverse effect rather than a constructive role in the reduction of SSC generated by dredging.

  • 연안 퇴적물의 오염도 개선을 위해 수행되는 준설의 시행 여부 판단을 위해서는 합리적인 준설판단지수(Dredging Index: DI)설정이 필수적이다. 외국에서 사용되는 DI는 국가별 경제수준, 자연환경 특성, 해역의 이용 목적 등이 상이한 까닭에, 국내 환경에 직접 활용하는 것은 비합리적이다. 본 연구에서는 그 동안 축적된 국내 자료를 활용하여 DI를 개발하였고, 이를 오염 우심해역인 마산만의 준설 전·후 환경에 적용하였다. 적용 결과, 개발된 DI는 준설에 따른 퇴적물 환경변화를 잘 지시하는 것으로 판단되며, 준설에 필요한 사회 경제적 여건이 고려된 합리적 DI 값이 도출된다면 특정해역의 준설 범위와 깊이를 결정하는 도구로 사용될 수 있을 것으로 사료된다.

제한투기시설에서 배출되는 여수의 근역거동 (The Near-field Behavior of Effluent discharged from Confined Disposal Facility)

  • The primary purpose of dredging work is to maintain navigational readiness and to increase environmental amenity, so that the dredging project which is composed of excavating, removing, transporting, storing and disposing dredged material must be carefully managed to insure that dredging works are completed in a cost-effective and environmentally safe manner. The most important point in dumping operations is an estimating and reducing the impacts of discharges at the dumping area. One of the most effective method for the reduction of ecological impacts at dumping area is using the schematic process composed of the sophisticated plan, precise work and predicting/reducing the impacts based on the numerical model and field observation. In this study, the numerical model is used to predict the near-field spatial fate and begavior of effluent discharged from Confined Dumping Facility(CDF) located near coastal area. To to this purpose, reappearing of tidal current was preceded. The model is then applied to Mokpo harbor, where capital dredging and maintenance dredging are conducted simultaneously and the CDF is under construction;. In the series of model case study, we found that the near-field behavior of effluent discharged from CDF was governed by the receiving water condition, outfall geometry, characteristics of efflent and CDF operating conditions.
