Since vessel traffic service system was introduced domestically in 1993, the incidence of vessel collision and grounding accidents has been diminished dramatically. However, recently the non-fishing boat incidents frequently occur outside boundary of vessel traffic control zone. Owing to this fact, before expanding and establishing 11 VTS centers all over the country by 2023, Korea Coast Guard has a plan to launch the nation's first researches on Mobile VTS Operation System utilizing Korea Coast Guard's patrol ships so as to devise practical countermeasures about those incidents.

The set-net fishing is involved in the trap fishing method that intercepts the fishes migrating along the coast and induces them to be in the bag net stretched in advance. And this fishing also corresponds to the licensed fishing in fisheries law. Though its annual total production of around 50,000 to 70,000 M/T is less than in other fishery section, its price becomes higher because the fishes are sold in the live fish condition. Until recently, the set-net fishing is one of the preferred fisheries on account of its less operation expense and stably operating condition in a long term. In the meantime, the industrialization in Korea having been prospered along coastal area and the over fishing in terms of the powered and larger size fishing boat make the fishing ground environment worse yearly. In addition, its difficulty becomes more worse with issuing fishery product free import in July 1997; accordingly, the strategy for the set-net fishing through business rationalization should be considered. From the discussion of the sort of set-net, general present situation and operating actual state of set-net fishing, the improved methods for business rationalization in the present paper is proposed as follows: 1. to increase the fisheries resource through prevention of the marine contamination and purification of coastal area environment. 2. to save the labour cost through the improved the fishing gear. 3. to improve the fish quality through development of the process technology. 4. to increase the income of fishers through improvement of the distribution channels.

Monthly distributions of fishing boats at night in the East Sea are described, using defense meteorological satellite program (DMSP)/operational linescan system (OLS) images and common squid (Todarodes pacificus) catches data. We also estimated temperature in 50m, which is main catch depth of the squid, by MCSST (multi-channel sea surface temperature). We examined DMSP/OLS, MCSST and other observation data from 1993 to 2000. We assumed that squid were caught in areas where fishing boats were located. Fishing boats at night appeared only near the Korea/Tsushima Strait from January to March. Fishing boats moved to the northward from April to Jun, distribution of fishing boats in spring appeared greater than those in winter. In summer (July-September), center of fishing grounds was formed near the Uleung Island in the south east coast of Korea. The north-south distribution range of fishing boats in October appeared to be greater than that in other months. In particular, we estimated main season of squid catches based on distribution range reflecting the number of fishing boats of north-south and east-west directions from September to December. Relationship between satellite estimate SST and in situ SST showed high correlation (0.91). The correlation between the SST and 50m depth temperature, estimated based on the satellite SST, was relatively high in February, April and October.

Today, all the countries of the world newly recognize importance of sea, which are focused on efforts for security of marine territory and fishes resources. Many of the coastal state, to strengthen the rights of their own country EEZ, marine survey and continental shelf development, travels through such maritime jurisdiction in the territorial sovereignty and the EEZ overlaps, deepening complex interests between neighboring countries cooperation activities of the fierce competition, the domestic and foreign been has been carried out. Under such circumstances, is devastated coastal of China, our territorial waters and EEZ has been violated more and more, in spite of the powerful crackdown maritime public power, illegal fishing more resistance intensified. They tend to be gradually organization, collectivization and atrocities. Currently, illegal fishing of Chinese fishing boats in the West Sea of Korea, including the waters near Yeonpyeong Island is prevalent as operating in the coast of the country. Furthermore regrettable one is illegal on a scale and the situation where South Korea of scale of damage caused by it have not been accurately grasp of the operation, but that there is damage of Korea official duty enforcement to crack down the increase to illegal operations year after year have occurred. Violent, illegal fishing of Chinese fishing boats, in order to eradicate the operations of insane at our sea, we investigated to the infringement situations of fisheries resources by multiple fields. each of problems presenting a specific preservation plan in accordance with the function and role of the maritime enforcement organization and other government organization the point. at the same time we will try to seek measures such as a scheme that it is possible to increase the capacity.
Our fisheries protucts industry has developed rapidly during past 10 years ; production was about twice: fihing fleets increased twice in number and 3 times in tonnage ; export was 5 times. Govermment is trying to develop deep sea fisheries in order to surmount the depression of coast fisheries. At present more than 270 deep sea fishing boats are working with superior skill to other country at the South Pacific, the Atlantic, the Indian, and the North Pacific Ocean. Our deep sea fisheries is consisted of the tuna long line and the trawler. The tuna long line of them has 230 crafts in 1969 ana the deep sea trawler has 40 crafts, too. Comparing to 1962, the number of the deep sea fishing boats has been increased highly to 54 times, 7.71 times average per year increasing rate. The rate of the tuna long line to the trawler at the end of 1969 shows 85:15, More than half of them are 100~200 (equation omitted), if we classify them according to (equation omitted) or boat craft. 70% of them has less than 5 years ships age. The Korean Marine Industry Development Corporation has more than 1/3 fishing fleets, with 91 crafts, if We consider it according to corporation. Considering it according to the financial resources, dependence upon foreign loan is as high as 88%. Catches was 74, 450 M/T ($24, 663, 000)at the end of November in 1969 and it was increased to 113.5 times in catch amount and 118 times in value, comparing to those of 1962. Considering it according to the ocean, the order is arranged to the Pacific, the Atlantic, and the Indian Ocean. The average production amount of each craft is 250~400 S/T a year. The result of export took up 1/3 of total fisheries product export with $ 22, 398, 000 at the end of november in 1969. Employee cost of fishing coast is 8% higher than other fishing. The profit is highest in our fisheries. Most of the products except the trawler fishing are sofa at the fishing grounds to the processing company, and they lose much money. They buy most of bait from Japan, giving $8~10 for 1C/S(10kg). Fish price is $390~520 according to the kind of fish for S/T at the fishing grounds, and the rapid frozen fishes brought to Japan are about $ 800 for S/T. There is much difference. in price. Problems 1. Want of self capital. 2. To get the refrigeration boats enough. 3. International Fishing Regulation. 4. To get high price and to secure consuming grounds. 5. To get home-production of bait. 6. To exploit new fishing grounds. 7. To get larger boats. 8. To get mariner enough. When the problems mentioned above are solved, the Deep Sea Fisheries of oun courtry will be developed more largely.

It is necessary to respond to criminal cases on board of pelagic fishing boats in the international waters with domestic legal judgement and international legal judgement due to a natural limitation by geographical long distance while it is possible to deal with domestic criminal cases with prompt response by using air crafts or patrol vessels. In other words, according to the flag of the vessel, the legal status of the water where is the crime scene, the nationalities of the victim and the perpetrator, it is required to judge if Korea can exert their jurisdiction and there is an issue if Korea Coast Guard exert their law enforcement effectively with this natural problem. In this paper, I propose a systemic improvement for a swift investigation for henceforth similar case's occurrence by analyzing the jurisdiction, the suspect's handling, the basic cause of the murder on-board which are based on the case of the vessel No.803 Gwang-Hyeon which was happened recently.
According to the Korea Coast Guard's maritime disaster statistics (Korea Coast Guard 2017, Korean Statistical information Service 2018), an average of 2,140 marine accidents occurred every year for the past 6 years and the number of accidents is increasing every year. Among them, maritime accidents of fishing vessels are the most frequent, and recently accidents involving fishing boat and leisure vessels are rapidly increasing as well. In particular, the number of accidents involving leisure vessels increased to about one-third of the accidents of fishing vessels, and emergency rescue requests are increasing every year accordingly. However, the number of crash accidents involving users of small vessels and marine leisure activities are increasing because of the difficulties of installing navigation equipment and electronic navigation charts. Recently, the demand for precise positioning using mobile devices is increasing in the fields of maritime safety, piloting support, and coastal survey. Although various applications of smart devices provide location-based services for users, the measurement results are discontinuous when using the position coordinates of the National Marine Electronics Association (NMEA) calculated by smartphone. Recently, Google announced that they will provide GPS raw data to developers from Android 7.0 Nougat. As a result, developers have an opportunity to receive precise carrier phase and code measurements to make more accurate positioning according to the performance of Android devices. This study analyzed GPS positioning performance using Android devices, and compared and analyzed the positioning performance at sea with high-performance GPS receivers.

The Coastal VTS will be continuously constructed to prevent marine traffic accidents in the coastal waters of the Republic of Korea. In order to provide the best traffic information service to the ship operator, it is important to understand the navigation risk factor. In this study, we analyzed the navigational hazards of Gunsan coastal area where the coastal VTS will be constructed until 2020. For this purpose, major traffic flows of merchant ships and density of vessels engaged in fishing were analyzed. This study was conducted by Automatic Identification System (AIS) and Vessel Pass (V-PASS) data. The grid intervals are 10 minute ${\times}$ 10 minute (latitude ${\times}$ longitude) based on the section of the sea. A total of 30 sections were analyzed by constructing a grid. As a result of the analysis, the major traffic flows of the merchant vessels in the coastal area of Gunsan were surveyed from north to south toward Incheon, Pyeongtaek, Daesan, Yeosu, Pusan and Ulsan, and from east to west in the port of Gunsan Port, 173-3, 173-6, 173-8, 183-2, 183-5, 183-8, 183-3, 184-1 and 184-2. As a result of the study, the fishing boats in Gunsan coastal area mainly operated in spring and autumn. On the other hand, the main traffic flow of merchant ships and the distribution of fishing vessels continue to overlap from March to June, so special attention should be paid to the control during this period.
This paper reports the strandings of sea turtles on Korean shores monitored for the first time in 2008. A total of 19 sea turtles, consisting of 12 greens and 7 loggerheads, were recorded as stranded from the east coast to the south including Jeju Island. Reported strandings reached a peak in July and dominant area was Jeju Island. The curved carapace length of loggerhead sea turtles ranged 65-84.2cm and that of green sea turtles ranged 39.2-90cm, indicating most of them were immature to sub-adult. Out of 19 turtles, 11 were found dead with unknown reasons. Possible causes of death may include drawning by fishing gear, swallowing of marine debris, boat collision, and diseases. An immature green sea turtle tagged with a satellite transmitter spent winter near Jeju Island where it was released, suggesting that the Island provide immature greens a feeding ground. Considering thousands of sea turtles crawl on Japanese shores for nesting every year, the number of sea turtles reported in Korean waters was relatively small. Therefore, it is suggested that an appropriate monitoring system be necessary to protect and conserve endangered sea turtle species in Korean waters.
As the importance of rare metal is increasing globally, Japan introduced the concept of Strategic Elements in 2004, and started Strategic Elements Project in 2007. The Goal of this project run by MEXT (Ministry of Education, Culture, Sports, Science and Technology) is to develop high-function materials and components that do not use rare or harmful elements by studying the role and characteristics of the elements that compose materials and components and decide their functions and characteristics. In September 2010, Japanese coast guard arrested a Chinese fishing boat near Senkaku Islands (Diaoyudao Islands by China), which escalated to the territory issue and eventually a big diplomatic and economic conflict. In order to put pressure on Japanese Government, China used an economic option, which is the ban of rare earth export to Japan. This incident doubled Japan's motivation to develop Strategic Elements and put more efforts into this Project. MEXT set the following three research areas in February 2012: Study of alternative materials using sufficient and harmless elements, Study of applications for the high-functions of Strategic Elements, Study of practical design for components using Strategic Elements. Through a course of gathering the opinion of professionals, MEXT settled down with the following 4 research and study areas for the Strategic Elements Project in June 2012. 1. Magnetic materials to replace Dy, Nd. 2. Catalyst/Battery materials to replace Pt, Rh/Li, Co. 3. Electronic materials to replace In, Ta. 4. Structural materials to replace Nb, Mo. This paper deals with the first area and reviews the results of the research and study as of now.
