최근 인구절벽의 위기 속에 학령인구가 지속적으로 감소하고, 대학의 입학충원율도 급감하면서 교육부는 향후 3년 내 국내 대학의 38개교가 폐교할 것이라는 예측을 하는 등 현재 한국의 대학은 폐교라는 위기에 직면하고 있다. 폐교대학에서 생산된 기록물에 대한 후속조치 및 관리에 대한 문제는 대학기록물 자체가 갖는 법적 행정적 역사적 정보적 가치를 고려할 때, 주요하게 논의되어야 할 사항 중에 하나이다. 그러므로 폐교대학 기록물 역시 적법한 절차에 따라 체계적으로 관리될 필요가 있는데, 현재 폐교대학 기록물 관리에 관한 실질적이고 뚜렷한 법제적 기준이 부재하고, (폐교)대학기록물이라는 특성 및 개별 학교의 현실과 특수성에 부합하는 관리기준은 부족한 실정이다. 이에 본 연구에서는 관리기준이 모호한 폐교대학 기록물 관리실태를 파악하고, 그 문제점을 분석하여 폐교대학 기록물 관리의 개선 방안으로 통합관리체계를 제시하였다.
현재 폐교 사립대학의 기록물은 기록물분류체계가 부재한 상태로 문서고에 단순 보관되어 있는 상태이다. 폐교대학 기록물은 차후 쟁송과정에서 법적·증거적 가치를 가진 주요기록물이 될 수 있다는 점에서 보다 체계적인 관리가 요구된다. 따라서 본 연구는 기록물분류체계 부재로 인해 발생할 수 있는 불필요한 후속작업을 제거하고, 폐교대학 기록물 관리를 위한 실질적인 도구로 폐교 사립대학 기록물의 분류체계를 개발하였다. 이를 위해 현재 폐교 사립대학의 기록물 전담기관으로 지정된 한국사학진흥재단에서 보관하고 있는 13개교의 이관기록물 중 유일한 종합대학인 서남대를 본 연구의 사례로 선정하여 업무기능분석을 실시하고, 이관기록물 목록과 폐교과정에 대한 특이사항을 검토하였다. 그리고 국가기록원과 교육부의 『대학기록물 보존기간 책정기준 가이드』를 참고하여 폐교대학의 특수성을 반영한 폐교 사립대학 기록물분류기준표를 제안하였다.
최근 학생 수 감소에 따른 폐교되는 사립대학이 늘어남에 따라, 폐교 후 대학기록물의 관리에 대한 중요성도 높아지고 있다. 하지만 사립대학 기록관리에 대한 법령 및 지침이 모호하여 기록의 이관과 관리업무 시 혼란을 겪고 있다. 이에 본 연구는 폐교 사립대학의 기록관리 현황을 분석하고 개선방안을 도출하고자 한다. 이를 위해 먼저 대학기록과 폐지기관에 대하여 문헌조사를 실시하고, 교육통계서비스를 활용해 폐교 사립대학의 현황표를 작성하고, 분석하였다. 구체적인 사례연구 대상으로는 조사된 폐교 사립대학 중 가장 최근에 폐교되었고, 규모가 큰 서남대학교를 선정하여 면담을 수행하였다. 본 연구에서 제안한 개선방안으로는 첫째, 기록 유실 방지를 위해 폐교 시 사립대학 기록관리 전문요원 배치 의무화이다. 둘째, 폐교 사립대학 지침 모호성을 개선하기 위한 법령 개정해야 한다. 셋째, 폐교 사립대학 기록관리가 소극적으로 진행되지 않도록 상위기관의 지속적인 협력이 지원되어야 한다. 이러한 개선방안을 통해 향후 사립대학의 폐교가 진행되었을 때, 폐교 사립대학의 기록관리가 효율적으로 수행될 수 있도록 할 것이다.
오늘날 대학의 신입생 충원율이 급감하면서 대학의 폐교가 새로운 문제로 등장함에 따라 폐교대학의 기록물 관리가 새로운 이슈로 다뤄지고 있다. 최근 사립학교법이 개정되면서 폐교 기록물 관리를 위한 기본적인 법적 토대가 마련되었지만, 전자기록 중 행정정보 데이터세트에 관한 사항은 반영되지 못한 상태이다. 또한 공공기록물법의 개정에 따라 폐교대학의 행정정보 데이터세트도 공공기록물로서 관리되어야 하나 현재 폐교대학의 기록물 관리는 비전자기록물의 이관이나 정리에 관한 이슈가 주를 이룬다. 본 연구는 이러한 현실을 지적하며 폐교대학 행정정보 데이터세트를 공공기록물로서 관리하기 위한 방안을 도출하는 것에 중점을 두었다. 기본적으로 각종 참고문헌 및 기관의 내부자료를 바탕으로 데이터세트에 관한 이론적 논의를 검토하고 폐교대학 데이터세트 관리현황을 파악하였다. 최종적으로는 폐교대학 통합정보관리시스템의 데이터 관리를 위한 방안으로 기록화 대상 선정, 보존기간 책정, 행정정보 데이터세트 관리기준표 작성, 행정정보 데이터 세트 평가·삭제, 폐교대학 행정정보 데이터세트 종합관리체계 구축 등을 제시하였다.
Purpose: The purpose of this study was to investigate the effects of trunk stability training on static balance and game records among archers. Methods: The subjects comprised 24 voluntary archers in middle and high school (aged 14-19 years). All the subjects received trunk stability training for an hour per day 3 days a week for 4 weeks. The Tetrax balance system was used to measure the stability index of the subjects' static balance. The subjects' game records were scored using a single FITA round system. All the subjects were measured before the intervention, 2 weeks into the intervention, and 4 weeks after the intervention, with a follow-up measurement 2 weeks later. Results: The results of this study showed that the stability index was significantly different across all the measuring positions after the intervention (p<0.05). Furthermore, the results of the measurements of the standing position with eyes open and closed were significantly different before the intervention compared to 4 weeks after the intervention (p<0.05). The archery position with the head turned to the left and eyes closed was also significantly different pre-intervention compared to 2 weeks after the start of the intervention (p<0.05). Additionally, the archery records were significantly different after the intervention (p<0.05), as well as before the intervention and 4 weeks after the intervention (p<0.05). Conclusion: Trunk stability training can improve static balance in archers. It may also be helpful in improving athletic performance and maintaining the life of the athlete. Accordingly, trunk stability training may prevent and resolve injuries through careful management when playing one-side sports.

Distributive desynchronization algorithms based on pulse-coupled oscillator (PCO) models have been proposed for achieving collision-free wireless transmissions. These algorithms do not depend on a global clock or infrastructure overheads. Moreover, they gradually converge to fair time-division multiple access (TDMA) scheduling by broadcasting a periodic pulse signal (called a 'firing') and adjusting the next firing time based on firings from other nodes. The time required to achieve constant spacing between phase neighbors is estimated in a closed form or via stochastic modeling. However, because these algorithms cannot guarantee the completion of desynchronization in a short and bounded timeframe, they are not practical. Motivated by the limitations of these methods, we propose a practical solution called PD-DESYNC that provides a short and deterministic convergence time using a flag firing to indicate the beginning of a cycle. We demonstrate that the proposed method guarantees the completion of desynchronization within three cycles, regardless of the number of nodes. Through extensive simulations and experiments, we confirm that PD-DESYNC not only outperforms other algorithms in terms of convergence time but also is a practical solution.

Objectives: The mandible and other parts of the maxillofacial region suffer significant morbid injuries following road traffic accidents. Our study gives epidemiological description of mandibular fractures in Ghana and also evaluates the relevance of closed reduction and indirect fixation for managing mandibular fractures in low-resource health facilities in low-income countries like Ghana. Patients and Methods: This is a retrospective study involving 268 patients who reported to the Department of Oral and Maxillofacial Surgery of the Sunyani Regional Hospital with mandibular fractures from January 2010 to December 2019. Patient medical records were assessed for information on age, sex, fracture etiology, anatomic location of fracture, time of day of road traffic accident, and other associated injuries. Results: A total of 268 patients were included in this study (males, 216 [80.6%]; females, 52 [19.4%]). Motor vehicular accident (MVA) was the leading cause of mandibular fractures (202 injuries, 75.4%). Other etiologies included assault (39, 14.6%), gunshot (13, 4.9%), falls (12, 4.5%), and industrial accidents (2, 0.7%). Of the 161 male cases caused by MVA, 121 (75.2%) occurred at night and in the evening while the remaining 40 (24.8%) occurred in the morning and afternoon. Among all managed 222 patients, 212 (79.1%) were treated with closed reduction and indirect fixation technique while 10 (3.7%) were treated with open reduction and direct fixation. Conclusion: Closed reduction with indirect fixation could successfully be used to manage mandibular fractures in low resourced health facilities, especially in low-income countries. The poor lightening system on roads in Ghana is a major contributory factor to motor vehicular accidents.
Objective : Unilateral facet dislocation of the cervical spine occurs by flexion and rotation injuries and cannot be easily reduced by axial traction. We analyzed 14 consecutive patients with unilateral facet dislocation of the cervical spine to increase knowledge about anatomical reduction of locked facet and factors for successful reduction. Methods : Fourteen patients [10 men and 4 women] with unilateral facet dislocation of the cervical spine were retrospectively analyzed. Plain X-ray, computerized tomography scan, and magnetic resonance imaging were performed. All patients underwent manual reduction and surgery with anterior interbody fusion and plate fixation. The manual reduction was performed by neck flexion and rotation to the opposite side of dislocation, followed by rotation and flexion of the head toward the side of dislocation and extension with relaxation of traction. Mean follow-up period was 17 months. The level of spine, amount of subluxation, combined facet fracture, and time from injury to initial reduction were analyzed using the data obtained from medical records. Results : Thirteen [93%] patients were reduced successfully. Immediate reduction was achieved in 7 patients but failed in 7 patients. Seven patients underwent delayed closed reduction under general anesthesia, and successful reduction was achieved in 6 patients. Only one patient with bone chips between articular facets failed to achieve anatomical reduction. Conclusion : In order to reduce the locked facet more easily and safely, we recommend manipulative traction with anterior interbody fusion and plate fixation under general anesthesia after being aware of spinal cord injury with magnetic resonance imaging.
The objective of the present study was to assess the prevalence, occurrence pattern, and clinical outcomes of transfixation pinning and casting (TPC) for fractures in Korean native calves, and to identify the advantages of the procedure. The study investigated 52 cases of bone fractures documented from January 2017 to December 2020. Hindlimb fractures (72%) were the most common in bone fractures (n = 50). The distribution of fractures was highest in the tibia (n = 15), followed by the metatarsal (n = 12), femur (n = 9), radius/ulna (n = 8), metacarpal (n = 3), humerus (n = 3), mandible (n = 1), and caudal vertebrae (n = 1). All cases were diagnosed via radiographic evaluation. Closed fractures (86%) were the most common, followed by open fractures (14%). Surgery was performed on 34 calves using intramedullary pin (IM pin), TPC, cross pin, flexible wire (F-wire), and/or plate fixation. The rest of the calves were treated with external coaptation (n = 12) or were not treated (n = 6). Subsequently, 24 calves with follow-up records were evaluated in the bone fracture cases (n = 50). Bone union was observed in 15 (62%) calves; 3 (12%) calves showed non-union; 4 (16%) calves were dead after surgery; and 2 (8%) calves were euthanized at the owner's request. Among the 24 follow-up surgery cases, the most successful cases were tibia fractures (75%) surgically treated using TPC and/or IM pin. These findings suggest that TPC surgery is effective in the management of fractures in Korean native calves.
본 연구에서는 대형 음식점의 위생관리 현황을 현장실사하고 업종별 가장 시급하게 개선이 필요한 부분이 어떤 것인지를 파악하고자 하였다. 연구를 위해 대구${\cdot}$경북지역의 100평 이상인 한식, 양식, 중식, 일식, 뷔페 총 200개소를 직접 방문하여 위생관리실태를 실사하였다. 일반사항에 따른 위생관리 연구 결과, 조리종사원 수가 증가할수록 '창고 및 후생시설위생', '조리용기기${\cdot}$기구위생', '식품취급 및 작업위생', '조리종사원 개인위생'의 영역에 있어서 위생관리가 잘되는 것으로 나타났다. 조리장 면적이 넓을수록 '조리장 위생', '조리용기기${\cdot}$기구위생', '식품취급 및 작업위생', '조리종사원 개인위생'의 영역에서 유의하게 높은 점수를 보였다. 또한 주방 공개형 업소가 비공개형 업소에 비해 '조리장 위생' 영역에서 유의하게 높은 점수를 보였다. 업종별 위생관리실태 조사결과 거의 모든 음식점이 '식당위생관리'와 '조리용수${\cdot}$음용수위생관리'는 우수한 반면, '작업위생관리'에 있어서는 소홀한 것으로 나타났으며, 한식${\cdot}$중식${\cdot}$일식 음식점의 경우 창고 및 후생시설위생 관리가 특히 미흡하였고, 양식${\cdot}$뷔페업소의 경우 조리용기기${\cdot}$기구위생관리가 미흡한 것으로 조사되었다. 작업위생관리 중에서는 특히 식재료의 소독과 온도측정이 거의 이루어지고 있지 않았으며, 소독과 온도측정의 작업을 확인하기 위한 기록작업 역시 행해지지 않았다. 이상으로 본 연구결과를 바탕으로 볼 때, 음식점의 위생수준을 향상시키기 위해서는 가능한 조리장을 개방하며, 면적을 넓게 하고, 조리용기기나 기구의 위생관리를 보다 철저히 하며, 음식의 내부 온도측정이 이루어져야 할 것이다. 또한 업종별 개선이 필요한 부분에 대한 업주대상교육과 위생교육 책자나 매체를 개발하여 조리종사자 대상으로 지속적으로 교육과 훈련을 시키는 것이 필요할 것으로 사료된다.
