In recent, Korea has faced on water quality management problems in reservoir and river because of increasing water temperature and rainfall frequency caused by climate change. This study is effectively to manage water quality for establishment of algal bloom forecasting models with artificial neural network. Daecheong reservoir located in Geum river has suitable environment for algal bloom because it has lots of contaminants that are flowed by rainfall. By using back propagation algorithm of artificial neural networks (ANNs), a model has been built to forecast the algal bloom over short-term (1, 3, and 7 days). In the model, input factors considered the hydrologic and water quality factors in Daecheong reservoir were analyzed by cross correlation method. Through carrying out the analysis, input factors were selected for algal bloom forecasting model. As a result of this research, the short term algal bloom forecasting models showed minor errors in the prediction of the 1 day and the 3 days. Therefore, the models will be very useful and promising to control the water quality in various rivers.

An accurate prediction of blooming date is crucial for many authorities to schedule and organize successful spring flower festivals in Korea. The Korea Meteorological Administration (KMA) has been using regression models combined with a subjective correction by forecasters to issue blooming date forecasts for major cities. Using mean monthly temperature data for February (observed) and March (predicted), they issue blooming date forecasts in late February to early March each year. The method has been proved accurate enough for the purpose of scheduling spring festivals in the relevant cities, but cannot be used in areas where no official climate and phenology data are available. We suggest a thermal time-based two-step phenological model for predicting the blooming dates of spring flowers, which can be applied to any geographic location regardless of data availability. The model consists of two sequential periods: the rest period described by chilling requirement and the forcing period described by heating requirement. It requires daily maximum and minimum temperature as an input and calculates daily chill units until a pre-determined chilling requirement for rest release. After the projected rest release date, it accumulates daily heat units (growing degree days) until a pre- determined heating requirement for flowering. Model parameters were derived from the observed bud-burst and flowering dates of cherry tree (Prunus serrulata var. spontanea) at KMA Seoul station along with daily temperature data for 1923-1950. The model was applied to the 1955-2004 daily temperature data to estimate the cherry blooming dates and the deviations from the observed dates were compared with those predicted by the KMA method. Our model performed better than the KMA method in predicting the cherry blooming dates during the last 50 years (MAE = 2.31 vs. 1.58, RMSE = 2.96 vs. 2.09), showing a strong feasibility of operational application.
Existing studies that analyze the causes and effects of water circulation use mostly rainfall - runoff models, which requires much effort in model development, calibration and verification. In this study, hydrological sensitivity analysis which can separate quantitatively the impacts by natural factors and anthropogenic factor was applied to the Hwacheon dam upper basin from 1967 to 2017. As a result of using various variable change point detection methods, 1999 was detected as a statistically significant change point. Especially, based on the hydrological sensitivity analysis using 5 Budyko based functions, it was estimated that the average inflow reduction amount by Imnam dam construction was $1.890\;billion\;m^3/year$. This results in this study was slightly larger than the those by existing researchers due to increase of rainfall and decrease of Hwacheon dam inflow. In future, it was suggested that effective water management measures were needed to resolve theses problems. Especially, it can be suggested that the monthly or seasonal analysis should be performed and also the prediction of discharge for future climate change should be considered to establish resonable measures.

In recent years, debris flow disaster has occurred in multiple locations between high and low mountainous areas simultaneously with a flooding disaster in urban areas caused by heavy and torrential rainfall due to the changing global climate and environment. As a result, these disasters frequently lead to large-scale destruction of infrastructures or individual properties and cause psychological harm or human death. In order to mitigate these disasters more effectively, it is necessary to investigate what causes the damage with an integrated model of both disasters at once. The objectives of this study are to analyze the mechanism of debris flow for real basin, to determine the PMP and run-off discharge due to the DAD analysis, and to estimate the influence range of debris flow for fan area according to the scenario. To analyse the characteristics of debris flow at the real basin, the parameters such as the deposition pattern, deposit thickness, approaching velocity, occurrence of sediment volume and travel length are estimated from DAD analysis. As a results, the peak time precipitation is estimated by 135 mm/hr as torrential rainfall and maximum total amount of rainfall is estimated by 544 mm as typhoon related rainfall.

Needs for MG(Microgrid) development are increasing all over the world as a solution to the problems including the depletion problem of energy resources, the growing demand for electric power and the climatic and environmental change. Especially Photovoltaic power is one of the most general renewable energy resources. However there is a problem of the uniformity of power quality because the power generated from solar light is very sensitive to climate fluctuation (variation of insolation and duration of sunshine, etc). As a solution to the above problem, ESS(Energy Storage System) is considered generally, but it has some limitations. To solve this problem this paper suggests a hybrid estimation method of photovoltaic power generation according to two climatic factors, i.e. insolation and sunshine. This result seems to help design the appropriate capacity of ESS and estimate the proper switching time between DC and AC power in the premises power system and thus maintain the uniformity of power quality.
Artificial accelerated weathering test evaluated rocks from near the circuit road of Ulleungdo island, approximately 120 km from east of the Korean Peninsula. The tests subjected rock specimens to conditions based on the climate of the island. The specimens (such as basaltic breccia, trachyte, volcanic breccia) were preliminarily classified using a TAS diagram (XRF data) and based on the constituent minerals (XRD data); they were further classified by weathering degree according to their absorption ratios. During the artificial accelerated weathering, the absorption ratio of most of the specimens increased, but the point-load strength did not decrease in most cases, except for the volcanic breccia. The greater initial absorption ratio of trachyte rock specimen in comparison with the other specimens led to a greater increase of its absorption ratio during the artificial accelerated weathering test. The volcanic breccia specimens showed the greatest increase of absorption ratio and the biggest reduction ratio of the point- load strength during the tests. These results could aid prediction of the weathering rate of rocks in Ulleungdo island subjected to weathering processes; trachyte which appears to accelerate with time, and volcanic breccia whose mechanical strength can largely decrease in a relative short period of time. Proper measures therefore appear necessary for the prevention of natural disaster such as rock fall and landslide around the circuit road.
Greenhouse gas (GHG) emission from agricultural lands is recognized as one of important factors of global warming. The objective of this short communication was to evaluate the applicability of different soil GHG emission prediction models on agricultural systems in Korea. Four models, namely, DNDC, DAYCENT, EXPERT-N and COUP, were selected and the basic structure (e.g., components and sub-model), input variables, and output variables were compared. In particular, the availability and compilation of essential input variables were assessed. Major input variables needed for operating these predictive models were found to be available through database systems established by national organizations such as the Korea Meteorological Administration, the Korean Soil Information System, and the Rural Development Administration. However, in order to apply these models in Korea, it was necessary to calibrate and validate each of the models for the domestic landscape settings and climate conditions. In addition, field data of long-term monitoring of GHG emission from agricultural lands are limited and therefore should be measured.
There are many landslides occurred by typhoons and intense rainfall during the summer seasons in Korea. To predict a landslide triggering it is important to understand mechanisms and potential areas of landslides by the geological approaches. However, recent climate changes make difficult to predict landslide based on only conventional prediction methods. Therefore, the importance of a real-time monitoring of landslide using various sensors is emphasized in recent. Many researchers have studied monitoring techniques of landslides and suggested several monitoring systems which can be applicable to the natural terrain. Most sensors of landslide monitoring measure slope displacement, hydrogeologic properties of soils and rocks, changes of stress in soil and rock fractures, and rainfall amount and intensity. The measured values of each sensor are transmitted to a monitoring server in real-time. The ultimate goal of landslide monitoring is to warn landslide occurrence in advance and to reduce damages induced by landslides. This study introduces the current situation of landslide monitoring techniques in each country.

Recently, weather information is getting closer to our real life, and it is a very important factor especially in the transportation field. Although the damage caused by the abnormal climate changes around the world has been gradually increased and the correlation between the road risk and the possibility of traffic accidents is very high, the domestic research has been performed at the level of basic research. The Purpose of this study is to develop a risk map for the road hazard forecasting service of weather situation by linking real - time weather information and traffic information based on accident analysis data by weather factors. So, we have developed a collection and analysis about related data, processing, applying prediction models in various weather conditions and a method to provide the road hazard map for national highways and provincial roads on a web map. As a result, the road hazard map proposed in this study can be expected to be useful for road managers and users through online and mobile services in the future. In addition, information that can support safe autonomous driving by continuously archiving and providing a risk map database so as to anticipate and preemptively prepare for the risk due to meteorological factors in the autonomous driving vehicle, which is a key factor of the 4th Industrial Revolution, and this map can be expected to be fully utilized.

미국 국립가뭄경감센터 (National Drought Mitigation Center, NDMC)는 다양한 가뭄지수를 통합하여 미국 전역의 가뭄진행상황을 모니터링하고 가뭄대응정책 수립을 위한 주요 의사결정정보로 활용하고 있다. 대표적으로 1999년에 개발되어 현재까지 운영 중인 미국가뭄모니터 (United States Drought Monitor, USDM)는 미국 전역에 대하여 가뭄단계를 표시한 지도 (U.S. Drought Monitor map)를 매주 생성하여 제공하고 있다 (http://droughtmonitor.unl.edu/). 가뭄지표(drought index)는 가뭄의 현황과 시공간적인 전개 과정을 분석하고 정량적 가뭄심도 평가 및 가뭄대응계획 수립을 위한 도구로써 다양하게 개발되어 활용되고 있다. 가뭄의 정도를 정량화하기 위하여 개발된 다수의 가뭄지수는 대상과 평가방법에 따라 가뭄을 표현하는 특성이 서로 다르다. 하나의 가뭄지수로는 가뭄특성을 온전히 표현하기 어렵기 때문에, 최근에는 단일 가뭄지수에 의존하기 보다는 다수의 가뭄지수를 이용하되, 여러 가뭄지수 간의 특징을 고려하여 각 가뭄지수가 갖는 장단점을 상호 보완하여 사용하기를 권고하고 있다. USDM은 파머가뭄심도지수 (Palmer Drought Severity Index, PDSI), Soil Moisture Model (NOAA Climate Prediction Center, CPC), 미 지리조사국의 하천유량 주간보고 (USGS Weekly Streamflow), 표준강수지수 (Standardized Precipitation Index, SPI) 등의 주요 가뭄판단지표를 선정하고, 가뭄판단의 기준으로써 각 가뭄지수의 가뭄심도 (drought severity) 및 백분위수 (percentiles)로 등급을 구분하였다. 가뭄등급은 '정상 상태 (none)'를 포함하여 '비정상적인 건조 (abnormally dry, D0)'에서 최악의 가뭄상태를 의미하는 '이례적인 가뭄상태 (exceptional, D4)'에 이르는 6 단계로 구분하고, 정상상태를 제외한 5 단계의 통합가뭄단계로 표시한다. 우리나라에서는 기상청, 수자원공사, 농어촌공사에서 기상/수문/농업관련 가뭄지수의 위험지도를 실시간으로 제공하고 있으며, 각 지표별로 상이한 기준으로 가뭄을 판단하고 있다. 각각의 가뭄지표에 대한 가뭄판단기준은 해당 국가의 장기적으로 축적된 자료를 활용하여 가뭄단계 및 가뭄판단기준의 재설정에 대한 연구가 필요하다. 본 연구에서는 SPI, SC-PDSI, 표준강수증발산지수 (Standardized Precipitation Evapotranspiration Index, SPEI), Evaporative Demand Drought Index (EDDI), 유효가뭄지수 (Effectvie Drought Index, EDI)의 다양한 가뭄지수를 활용하여 USDM의 가뭄심도 및 가뭄판단기준을 적용하고자한다.
