한반도 지역의 기후변화에 의한 고산·아고산 식생 취약성 평가 (Vulnerability Assessment of Sub-Alpine Vegetations by Climate Change in Korea)

  • This study's objects are to predict distribution and to assess vulnerability of sub-alpine vegetations in the Korean peninsula for climate change using various climate models. This study validates relationship between sub-alpine vegetations and environmental factors using Pearson correlation analysis. Then, the future distribution of sub-alpine vegetations are predicted by a logistic regression. The major findings in this study are; First, spring mean temperature (March-May), total precipitation, elevation and warmth index are highly influencing factors to the distribution of sub-alpine vegetations. Second, the sub-alpine vegetations will be disappeared in South Korea and concentrated around Baekdu Mountain in North Korea. North Korea is predicted to have serious impact of climate change because temperature will be increased higher than in South Korea. The study findings concluded that the assessment of the future vulnerability of sub-alpine vegetations to climate change are significant.

기후변화·해수면 상승에 따른 농업부문 통합평가 사례연구 비교분석 및 개선방안 (Reviewing of Integrated Assessment of the Impacts of Climate Change and Sea-Level Rise on Agricultural Sector)

  • The aim of this paper is to review integrated assessment studies conducted to address the impacts of climate change sea-level rise on agricultural sector and to derive suggestions for improving the integrated assessment process to assist decision-makers in establishing climate change adaptation policy. We collect integrated assessment studies which are based on the impact-pathway analysis, compare their step-by-step procedures and identify main factors addressed in each step. The assessment process is typically carried out in the sequence of scenario development, determination of assessment scope, physical impact assessment, economic analysis and synthesis of the outcomes from each step. We identify two types of integrated assessment. The first one examines the impacts of changes in temperature and/or precipitation on the crop-cultivation patterns and/or agricultural productivity and resulting economic effects on agricultural sector. The other investigates the impacts of sea-level rise on land use/coverage and resulting economic damages in terms of land-value loss where the effects on agriculture is treated as one sector among others. To enhance integrated assessment, we suggest that 1) scenarios need to incorporate the effects of climate change and sea-level rise simultaneously, 2) scope of the assessment needs to be extended to include ecosystem services as well as crop production, 3) social and cultural aspects need to be considered in addition to economic analysis, and 4) synthesis of the outcomes from each step should be able to combine quantitative as well as qualitative information.

기후변화 적응을 위한 리스크 평가 및 유형화: 영국의 정성적 리스크 평가 방법론 적용 (Risk Assessment and Clasification for Climate Change Adaptation: Application on the Method of Climate Change Risk Assessment in the UK)

  • 최근 기후변화 적응 분야의 연구에 있어 리스크 평가가 적응정책 수립의 중간 과정으로서 논의되고 있다. 기후변화 리스크 평가는 기존의 기후변화 영향평가, 취약성 평가와 더불어 적응정책을 도출하는 데 있어, 관리방안 구성의 매개체로서 역할을 하는 것으로 알려져 있으며 영국 적응정책 수립에 활용되었다. 목적은 영국의 국가 적응정책 수립에 활용된 정성적 리스크 평가의 방법의 일부를 국내 적응정책 수립의 각 부문에 대해 적용하고, 이를 유형화하여 관리방안의 방향을 도출하고자 하는 것이다. 방법으로는 델파이 기법을 응용한 전문가 설문조사와 Klinke and Renn(2002)이 제안한 유형화의 방법을 적용하였다. 논문에 사용된 기후변화 리스크는 국내 기후변화 영향 및 취약성 보고서, 국가기후변화적응대책, 영국 리스크 평가에 사용된 목록 등을 활용하였다. 분석결과 총 125개 리스크 중 42개가 선택되었다. 리스크의 영향정도와 관리의 시급성이 높은 리스크의 경우는 이상기상, 극한기상과 관련하여 반복적이고 피해규모가 커지는 풍수해 관련 리스크가 다수를 차지하였다. 또한, 생태계 변화, 기반시설 대응과 같은 중장기적 대응이 필요한 리스크도 다수 도출되었다. 국내의 기후변화 리스크는 사회적 신뢰와 촉발메커니즘, 책임성 등이 관리에서 요구되는 유형으로 나타났다. 시사점으로 시민사회의 역량강화와 상호간 신뢰, 정책구성에 있어 시민참여 등을 통해 자율적 적응의 폭을 넓일 것을 제안하였다.

기후변화 영향평가와 사업심사 연계를 위한 다자개발은행의 방법론 고찰 (Review of Multilateral Development Bank's Methodologiesfor Consideration of Climate Change Impactsin Project Due Diligence)

  • 다자개발은행들은 기후변화 대응에 적극적으로 동참하고 있으며, 기존 환경·사회 영향평가에서 한발자국 더 나아가 저탄소 기후금융(Climate Finance) 제공을 위한 공동의 기후금융 평가방안(Common Principles for Climate Finance Tracking)을 마련하여 운용하고 있다. 이들은 보수적인 시각에서 전체 사업 중 기후변화 적응 또는 저감으로 인정할 수 있는 부분을 단위화하여 평가하고 있으며, 그 결과를 취합하여 2012년부터 2021년도까지 총 10회에 걸쳐 기후금융 보고서를 발간하였다. 기후금융으로 판단하는 방법은 저감인지 적응인지에 따라서 다소 상이하다. 기후변화 적응 금융의 경우에는 사업의 맥락, 전후사정을 살펴 적응 금융으로 산정하며, 저감 금융의 경우에는 적용이 가능한 사업에 대한 포괄적인 리스트가 마련되어 이에 해당하는 경우 저감 금융으로 인정한다. 다자개발은행은 기후금융 평가 내용을 환경·사회 영향평가 결과와 함께 사업 심사의 주요 항목으로 활용하고 있다. 세계 각국이 사업 수준에서 기후변화를 다루기 위한 다양한 노력을 기울이고 있는 상황에서, 다자개발은행이 사업 승인 시 기후변화를 어떻게 고려하고 있는지 살펴보고 그 시사점에 대해서 고찰해 보는 것은 향후 기후변화 대응 방법론 마련 및 관련한 환경·사회 영향평가의 역할 확대에 도움이 될 것이라고 생각한다.

식품산업에 있어서 포장두부의 전과정평가 사례연구 (Case Study on the Life Cycle Assessment of the Packaged Bean-curd in Food Industry)

  • This study has been analyzed an execution example of the life cycle assessment on the packaged bean-curd of P company, the first case of the regular life cycle assessment on the processed foods in Korea and considered on the significance and directions of the life cycle assessment on the foods. It is possible to divide the potential environmental impact through the life cycle of the bean-curd into six categories and analyze the environmental impact on the production, use and disposal phases of the product. The values of each environmental impact have been quantified from the strength of the potential impact fur the corresponding category of impact. In the future, it is expected that the result of the lift cycle assessment will be increasingly used fur many areas such as Climate Change Convention and ISO22000, etc. and it is required to promote a project to make database through the assessment on the individual corps or types of businesses for it from now on.

도시화가 대기환경에 미치는 영향평가 (The Impact Assessment of Urbanization on the Atmospheric Environment)

  • This paper demonstrates Environmental Impact Assessment (EIA) has to be applied for development projects with regard to the ecological, economical and social aspects before any decisions made in the project. Korea has confronted various environmental problems during the last fifteen years, even though EIA has been enacted since 1981. The role of impact assessment in planning and policy processes should be emphasized to investigate the magnitude and intensity of the adverse influences of economic development. In the Seoul Metropolitan Region, it is necessary to apply EIA all urban projects to reduce the adverse effects of urbanization. Special attention should be given to the climatological effects throughout the urbanization process in Korea to keep the urban area energy-efficient. This study intends not only to establish basic data for national-and regional-based land-use policy in the environmental aspects, but also to provide the basic data for the possible climate model (scenarios) that may provide spatial and temporal variability by analyzing the actual climatic record. There is a noticeable impact of urbanization on the atmospheric environment in the Seoul Metropolitan Region. In this sense, the climatic aspect must be taken into consideration in the process of EIA to mitigate the well-known climatic alterations of urbanization. Moreover, the techniques of assessment should be improved by developing geo-reference data sets to build models of the global climate in response to the man-made environmental change.

  • 기후변화는 생태계, 수자원, 재난, 보건 등 다양한 분야에 다양한 형태로 영향을 미치고 있다. 따라서 기후변화에 대응하기 위해서는 그 영향을 부문별로 평가하여 적절한 적응전략을 마련하는 것이 필요하다. 그러나 부문별 평가지표도 다르고, 자료의 형태와 내용도 달라 통일된 형태의 영향평가 및 적응전략이 어려운 실정이다. 이에 본 연구에서는 부문별 기후변화영향평가지표를 마련하고, 이 평가지표를 설명하는 각종 주제도를 GIS기반의 시 공간정보로 통합하였다. 이와 같이 통합된 시 공간정보를 부문별 취약성평가 방법에 적용하여 부문별 취약성을 통합한 후 평가할 수는 방법을 제시하였다.

서울시 기후변화 영향평가 및 적응대책 수립: 폭염영향을 중심으로 (Local Adaptation Plan to Climate Change Impact in Seoul: Focused on Heat Wave Effects)

  • Against the backdrop of the clear impact of climate change, it has become essential to analyze the influence of climate change and relevant vulnerabilities. This research involved evaluating the impact of heat waves in Seoul, from among many local autonomous bodies that are responsible for implementing measures on adapting to climate change. To carry out the evaluation, the A1B scenario was used to forecast future temperature levels. Future climate scenario results were downscaled to $1km{\times}1km$ to result in the incorporation of regional characteristics. In assessing the influence of heat waves on people-especially the excess mortality-we analyzed critical temperature levels that affect excess mortality and came up with the excess mortality. Results of this evaluation on the impact of climate change and vulnerabilities indicate that the number of days on which the daily average temperature reaches $28.1^{\circ}C$-the critical temperature for excess mortality-in Seoul will sharply increase in the 2050s and 2090s. The highest level of impact will be in the month of August. The most affected areas in the summer will be Songpa-gu, Gangnam-gu, and Yeongdeungpo-gu. These areas have a high concentration of residences which means that heat island effects are one of the reasons for the high level of impact. The excess mortality from heat waves is expected to be at least five times the current figure in 2090. Adaptation plan needs to be made on drawing up long-term adaptation measures as well as implementing short-term measures to minimize or adapt the impact of climate change.

SLEUTH 모델을 이용한 청주시 토지이용변화 예측 (Land Use Change Prediction of Cheongju using SLEUTH Model)

  • By IPCC climate change scenario, the socioeconomic actions such as the land use change are closely associated with the climate change as an up zoning action of urban development to increase green gas emission to atmosphere. Prediction of the land use change with rational quality can provide better data for understanding of the climate change in future. This study aims to predict land use change of Cheongju in future and SLEUTH model is used to anticipate with the status quo condition, in which the pattern of land use change in future follows the chronical tendency of land use change during last 25 years. From 40 years prediction since 2000 year, the area urbanized compared with 2000 year increases up to 87.8% in 2040 year. The ratios of the area urbanized from agricultural area and natural area in 2040 are decreased to 53.1% and 15.3%, respectively.

수자원 영향평가를 위한 기후변화 시나리오의 불확실성 평가 (Uncertainties estimation of AOGCM-based climate scenarios for impact assessment on water resources)

  • The change of precipitation and temperature due to the global. warming eventually caused the variation of water availability in terms of potential evapotranspiration, soil moisture, and runoff. In this reason national long-term water resource planning should be considered the effect of climate change. Study of AOGCM-based scenario to proposed the plausible future states of the climate system has become increasingly important for hydrological impact assessment. Future climate changes over East Asia are projected from the coupled atmosphere-ocean general circulation model (AOGCM) simulations based on Intergovernmental Panel on Climate Change (IPCC) Special Report on Emissions Scenarios (SRES) A2 and B2 scenarios using multi-model ensembles (MMEs) method (Min et al. 2004). MME method is used to reduce the uncertainty of individual models. However, the uncertainty increases are larger over the small area than the large area. It is demonstrated that the temperature increases is larger over continental area than oceanic area in the 21st century.
