The cloud amount, one of the basic parameter in atmospheric observation, have been observed by naked eyes of observers, which is affected by the subjective view. In order to ensure reliable and objective observation, a new algorithm to retrieve cloud amount was constructed using true color images composed of red, green and blue (RGB). The true color image is obtained by the Skyview, an all-sky imager taking pictures of sky, at the Science Building of Yonsei University, Seoul for a year in 2006. The principle of distinguishing clear sky from cloudy sky lies in the fact that the spectral characteristics of light scattering is different for air molecules and cloud. The result of Skyview's algorithm showed about 77% agreement between the observed cloud amount and the calculated, for the error range, the difference between calculated and observed cloudiness, within ${\pm}2$. Seasonally, the best accuracy of about 83% was obtained within ${\pm}2$ range in summer when the cloud amounts are higher, thus better signal-to-noise ratio. Furthermore, as the sky turbidity increased, the error also increased because of increased scattering which can explain the large error in spring. The algorithm still need to be improved in classifying sky condition more systematically with other complimentary instruments to discriminate thin cloud from haze to reduce errors in detecting clouds.
The radiant cooling(RC) effects are studied during the winter night. The plate was viewing the nighttime sky. The data were collected at the rooftop of the Engineering building at the Dongguk University in Seoul, Korea. As observed during the summer night, the plate temperature was lower than ambient temperature under the RC favorable conditions. The parameters under study are the wind velocity, cloud index, and visibility for given system size and surface condition. The results follow the same tendency with these parameters as observed from the previous study for the summer night. As long as the wind velocity is less than around 2 m/s, the radiant cooling was observed with the system under study. In some cases, the radiant cooling temperature differences (RCTD) are higher than those for the summer night. The larger the RCTD as the wind velocity decreases and as the sky becomes clear.
Three of the leading computer daylighting simulation programs are compared with physical modeling techniques as a means of predicting daylighting performance of interior spaces. Lumen-Micro, Adeline and Lightscape are compared with physical model experiments under clear sky conditions. The comparative evaluations are conducted on analysis of daylight illuminance ratio(%) depending on model types. The estimated average errors are analyzed on 9.4% in Lumen-Micro, 6.3% in Adeline and 3.4% in Lightscape. Therefore, it is proved that three programs are useful for evaluating daylighting performance in our clear sky condition.
The effects of surface radiative properties on the radiant cooling of opaque surfaces under clear sky condition are studied. Two types of surfaces, one gray and the other selective, are compared. For the nighttime cooling, black surface gives the lowest plate temperature and on the other hand the ideal selective surface gives the highest temperature. The reverse is true when there is an insolation. Equivalent radiative heat transfer coefficient of radiant cooling without convection is about $1{\sim}7\;W/m^2-K$ for the range of values studied. The surface with black within the $6{\sim}13\;{\mu}m$ band else zero emissivity could be regarded as a black surface for the nighttime radiant cooling purposes. However, lower band limit of $4\;{\mu}m$ is preferred to $6\;{\mu}m$ for small insolation situations.

Information on sunshine duration and solar radiation are indispensable to the understanding of crop growth and development. Yet, relevant variables are not available in the Korea Meteorological Administration's (KMA) digital forecast. We proposed the methods of estimating sunshine duration and solar radiation based on the 'sky condition' of digital forecast products and validated using the observed data. The sky condition values (1 for clear, 2 for partly cloudy, 3 for cloudy, and 4 for overcast) were collected from 22 weather stations at 3-hourly intervals from August 2013 to July 2015. According to the observed relationship, these data were converted to the corresponding amount of clouds on the 0 to 10 scale (0 for clear, 4 for partly cloudy, 7 for cloudy, and 10 for overcast). An equation for the cloud amount-sunshine duration conversion was derived from the 3-year observation data at three weather stations with the highest clear day sunshine ratio (i.e., Daegwallyeong, Bukgangneung, and Busan). Then, the estimated sunshine hour data were used to run the Angstrom-Prescott model which was parameterized with the long-term KMA observations, resulting in daily solar radiation for the three weather stations. Comparison of the estimated sunshine duration and solar radiation with the observed at those three stations showed that the root mean square error ranged from 1.5 to 1.7 hours for sunshine duration and from 2.5 to $3.0MJ\;m^{-2}\;day^{-1}$ for solar radiation, respectively.
According to the recent report, the lighting energy consumption of commercial buildings reaches to $30%\sim40%$ of the total energy consumption. It is more than that of cooling & heating energy consumption and it is the major target of energy-saving policy. It is obvious that they are interested in natural lighting device such as Light-shelf for the purpose of raising the lighting energy-saving efficiency. In most of highly developed countries, a thorough study on Light-shelf makes it possible to propose a practical plan while at home there leaves much to be desired to study a guiding principle of optimum plan in spite of its efficiency based on experiments using scale4 model and analysis of simulation. Aiming at making an optimum plan of Light-shelf suitable for the domestic situation, this study is worked by experiments using light-shelf and analysis of variables using illumination program. The experiments is to analyse the efficiency of Light-shelf on condition of the sky and the analysis is to make the simulation using illumination program. This study is composed of 1) the analysis of light with some variables such as presence of light-shelf and degree of angle using 1/2 scaled model 2) making the simulation using Lightscape, illumination program, In brief, concerning presence of light-shelf, it causes little difference in its efficiency in the overcast sky, whereas it decreases an illuminance of window side and provides inner side with the light, which decreases the ratio of the maximum to the minimum inner illuminance and makes the inner of illuminance to range evenly in the clear sky. On degree of angle, as the daylight increases in proportion of degree of angle, the ratio of the maximum to the minimum inner illuminance decreases, which makes it possible to increase the proportion of inner daylight.
The purpose of this study is to check whether the plate temperature could be lower than the surrounding air by using the radiant cooling during the day time in summer at Seoul. Without an insolation shield as this experiment was performed, a few cases were found. The temperatures of the black painted plate are lower than those of the aluminium film coated plate if the following condition exist; no or small insolation over the plate, the wind velocity less than around 2 m/s, and clear sky However if there are insolation over the plate, the temperatures of the aluminium coated plate are lower than the black painted plate. Also, as the wind velocity increases, the plate temperature decreases faster. The temperature response of the small system is much faster than the large system.
Computer simulation is one of the most useful techniques to predict daylighting performance and present visual image. In architectural and interior design practice, the Lightscape is commonly used often to produce persuasive images rather than physically accurate results. Therefore, this study is to validity the Lightscape as daylighting evaluation tool, in particularly performance and realistically visualization. For the purpose, an evaluation test model (12.0m$\times$7.2m$\times$3.0m) of side lighting window with lightshelf was selected. A 1:6 scale plywood physical model was made. Under clear sky condition, illuminance of 84 Interior point were measured. Lightscape was run on a 750 MHz Pentium PC running Windows 2000 under the same sky condition. And a photography image was compared to rendering image. The physical results of interior illuminance were within 8% between the scale model and Lightscape simulation. There were no differences between the photograph image and rendering image by Lightscape in the sight. Lightscape as visualization tool for daylighting performance was validated.
Temporal distributions and characteristics of PWV (Precipitable Water Vapor) and LWP (Liquid Water Path) are investigated by using the microwave radiometric profiler at Haenam NCIO from 1 August 2007 to 31 July 2008. Temporal variations of PWV are closely connected with the thermal response of water vapor in atmosphere. The variations of LWP are characterized by the rainfall variation being basically attributable to the heavy rain-bearing clouds. The frequency distributions of PWV and LWP according to the four sky conditions ('clear', 'lightly cloudy', 'cloudy', and 'deeply cloudy') by total cloud amount at Wando Observatory corresponds with a change of slope in cumulative distribution function for PWV and LWP. There results implies that the classification of sky condition can be applied by using the distribution of PWV and LWP from microwave radiometric profiler.

This study aims to measure amount of the reduction ratio of energy consumptions by the daylight responsive dimming systems, which uses daylighting and electric lighting. The results of this study show that the reduction ratio of electric power is better 'clear sky' by sky condition and 'window side of room' by zoning. When calculating reduction ratio of energy consumptions with used times in real office space, it tells that the result of real office was higher ratio than that of experimental space. For this study which presents efficient use of daylight in office environment, it will be basis of improving energy performance.
